INTRODUCTION
The North Field is the world’s largest natural gas field and accounts for nearly all of the state of Qatar’s gas production. The reservoir pressure in the North Field has been declining due to continuous production since the early 1990s. The principal objective of the NFPS Project is to sustain the plateau from existing QG South Operation (RL Dry Gas, RGE Wet gas) and existing QG North Operation (QG1 & QG2) production areas by implementing an integrated and optimum investment program consisting of subsurface development, pressure drop reduction steps and compression. Refer to the figure below for a schematic of the North Field.
Qatargas Operating Company Limited is leading the development of the North Field Production Sustainability (NFPS) Project.
1.1 Project Objective
The objective of this Project includes:
• Sustain the Qatargas North Field Production Plateau by installing new Compression Complex facilities CP6S & CP7S in QG south with integration to the existing facilities under Investment #3 program.
• Facility development shall be safe, high quality, reliable, maintainable, accessible, operable,
and efficient throughout their required life.
• Achieve standards of global excellence in Safety, Health, Environment, Security and Quality
performance.
1.2 Project Scope
The Project Scope includes detailed engineering, procurement, construction, transportation & installation, hook-up and commissioning, tie-in to EXISTING PROPERTY and provide support for start-up activities of the following facilities and provisions for future development. The WORK shall be following the specified regulations, codes, specifications, and standards, achieves the specified performance, and is safe and fit‐for‐purpose in all respects.
Offshore
CP6S and CP7S Compression Complexes that are part of QG-S RGE facilities as follows:
• CP6S Compression Complex
• Compression Platform CP6S, Living Quarters LQ6S, Flare FL6S
• Bridges BR6S-2, BR6S-3, BR6S-4, BR6S-5
• Bridge linked Tie-in to RP6S
Production from existing wellheads (WHP6S & WHP10S) and new wellhead (WHP14S) are routed via riser platform RP6S to compression platform CP6S to boost pressure and export to onshore via two export lines through the existing WHP6S pipeline and a new 38” carbon steel looping trunkline from RP6S (installed by EPCOL). CP6S is bridge-linked to RP6S.

• Compression Platform CP7S, Living Quarters LQ7S, Flare FL7S

• Bridge linked Tie-in to RP7S
CP7S shall receive production from existing wellheads (WHP5S & WHP7S) and new wellhead (WHP13S). There is only one export line for CP7S through the existing export pipeline from WHP7S. CP7S is bridge-linked to RP7S.
RGA Complex Destressing
Migration of the Electrical power source, Telecoms, Instrumentation and Control systems from WHPs and RPs hosted by RGA to the respective Compression Complexes listed below:
• WHP6S, WHP10S, WHP14S, RP6S and RP10S to CP6S Compression Complex
• WHP5S, WHP7S, WHP13S and RP7S to CP7S Compression Complex
Destressing of Telecoms, Instrumentation and Control system in RGA Complex Control Room, which would include decommissioning and removal of telecom system devices and equipment that would no longer be required post migration and destressing activity.
Onshore
An Onshore Collaborative Center (OCC) will be built under EPC-9, which will enable onshore based engineering teams to conduct full engineering surveillance of all the offshore facilities. The OCC Building will be located in Ras Laffan Industrial City (RLIC) within the Qatar Gas South Plot. MICC & Telecommunication, ELICS related scope will be performed in the OCC building.

3 REGULATIONS, CODES AND STANDARDS
In general, all design activities shall confirm to legal and statutory regulations and recognized industry best practices. Conflict among applicable specification and / or codes shall be brought to the attention of the COMPANY for resolution COMPANY decision shall be final and shall be implemented. The latest editions of codes and specification effective as on date of contract shall be followed.
In general, the order of precedence shall be followed:

b) COMPANY Procedures, Policies and Standards (Exhibit 5 Appendix I)
c) Project Documentation
d) Industry Codes and Standards
e) COMPANY and CONTRACTOR’s Lessons Learned
If VENDOR deems any deviations from the specifications will result in significant project cost and schedule saving, proposal to such deviations shall be submitted to CONTRACTOR/COMPANY for review and approval. VENDOR shall not proceed with any deviation to the specifications without prior CONTRACTOR/COMPANY In general, all design activities shall conform to legal and statutory regulations, and recognized industry best practices.

4 PURPOSE
The Purpose of this document is applying to VENDOR scope of work for “SAFETY AND LIFESAVING EQUIPMENT” for NFPS Offshore Compression Complexes Project COMP2. The equipment supplied shall be capable of meeting all the requirements stated therein.
VENDOR shall provide firm quotation intended for the above scope of work of safety and lifesaving equipment. This requisition is complementary to the Specification and respective datasheets for safety and lifesaving equipment in Section 3.2.
VENDOR shall provide in his offer a complete list of deviations if any to the applicable specifications referenced in REQUISITION Section 3 Any exception to specifications listed in this document and referred codes and standards in the specifications shall be clearly listed using the Project Template provided in the invitation to bid document.
It is also VENDOR’s responsibility to consolidate deviations and exceptions of his SUB-VENDORs. Compliance, by the VENDOR, with the provisions of this requisition does not relieve him of his responsibility to furnish the equipment and accessories of a proper design to meet the specified service conditions, Local Codes and Agreements, Statutory Legislation and Health and Safety requirements.
5 OMISSION AND CONFLICT
Any omission and/or conflicts in the requirements detailed in this REQUISITION shall not relieve the VENDOR of any responsibility to deliver a complete system of satisfactory design, materials, good practice and providing the specified performances.
If VENDOR finds a conflict between documents or has any doubts on specified requirements, these shall be communicated immediately to CONTRACTOR/COMPANY in writing. VENDOR shall not proceed with work until VENDOR receives clarification from CONTRACTOR/COMPANY in writing. Verbal communications shall not be considered official.
In case of conflicts between the requirements of two documents for which VENDOR has not brought to CONTRACTOR/COMPANY attention prior order placement, the most stringent requirements shall prevail.
6 CLARIFICATIONS AND DEVIATIONS
VENDOR shall provide in his offer a complete list of deviations and or clarifications to reference documentation listed in REQUISITION Section 3. Any exception to documentation listed in the REQUSITION and referred codes and standards shall be clearly listed mandatory using the project template provided in and APPENDIX 3
It is also VENDOR’s responsibility to consolidate deviations and exceptions of his SUB-VENDORs.
After Purchase Order, concession requests require the CONTRACTOR/COMPANY review/approval prior to the proposed technical changes being implemented. Technical changes implemented prior to approval are subject to rejection. VENDOR to rectify and comply with specification requirement at VENDOR’s own cost and time.
Documentation listed in the REQUISITION for which no deviations have been submitted prior order are considered fully applicable and followed.
After Purchase Order, CONTRACTOR/COMPANY may update any document listed in the REQUISITION or add new documents to it. It is VENDOR’s responsibility to review these documents

and within two (2) weeks, to confirm conformance or to advise CONTRACTOR/COMPANY of the relevant impacts (if any) to achieve the new or updated requirements included in these documents. VENDOR shall review any revisions at no cost or schedule impact.
It is also VENDOR’s responsibility to consolidate deviations and exceptions of his SUB-VENDORs. Compliance, by the VENDOR, with the provisions of this requisition does not relieve him of his responsibility to furnish the equipment and accessories of a proper design to meet the specified service conditions, Local Codes and Agreements, Statutory Legislation and Health and Safety requirements.
7 DESIGN ONE BUILD MANY (D1BM)
It is intended to implement the same equipment design across all compression hubs as much as reasonably possible. This will allow for optimized engineering cost, material and manufacturing cost and extend to ease of operation and equipment sparing.
VENDOR shall take into consideration the concept of Design One Build Many (D1BM) as part of their scope of supply. All components shall be identical for CP6S, CP7S, LQ6S and LQ7S. Further refer to Specification and respective datasheets for Safety and Lifesaving equipment provided in Section 3.3.
The quantity of Safety and Lifesaving equipment are indicated in the Section 9.
8 VENDOR RESPONSIBILITY
VENDOR shall be responsible for supply of Safety and Lifesaving Equipment. This requisition is complementary to the specification and datasheets for Safety and Lifesaving Equipment.
The requirements specified by the CONTRACTOR in this REQUISITION are the minimum required. VENDOR shall be considered an expert in this type of material and ultimately be responsible in all aspects considering material supply and operations.
The material shall be designed with the guarantee of safe operation under all normal situations and that routine maintenance is possible during normal plant operation.
Any corrections, alterations or additions required to conform to the specification shall be at the VENDOR’s expense.
VENDOR shall coordinate, expedite, and resolve any problems with his SUB-VENDORS. VENDOR shall also guarantee and be entirely responsible for the design, satisfactory performance, and operation of the complete main and sub-supplied equipment, included in the scope of supply.
Any errors or omissions in this REQUISITION or COMPANY standard shall not absolve the VENDOR from the responsibility of providing a fully functional and safe assembly.

9 SCOPE OF SUPPLY
VENDOR scope of work and supply shall include, but not be limited to the following:

9.1.1 Equipment / Bulk Material Supply

9.3 Meetings/Workshops Attendance
VENDOR shall include the scope for attending meetings/workshops, The scope is all inclusive of attending meetings, responding to clarification requests, and performing equipment or software modifications necessary to achieve the mutual agreements made in the meeting.

The meetings requested are as follow:
• Bid clarification meetings - online MS team • Kick -off meeting (Post award meeting) - online MS team • Kick -off meeting (Post award meeting) – 1 day at CONTRACTOR office (optional cost) • Engineering coordination meetings – online MS team •
Inspection meetings – at vendor’s Shop (by CONTRACTOR)
Any other meeting deemed necessary by CONTRACTOR for the successful execution of the WORK / Purchase Order to resolve any critical issues that may arise based on criticality of the issue.
10 TECHNICAL REQUIREMENTS
Technical Requirements shall be in full compliance with Specification and respective Data Sheets for Safety and Lifesaving Equipment and all other referenced documents in this REQUISITION.
11 CAPITAL FACILITIES INFORMATION HANDOVER SPECIFICATION (CFIHOS)
VENDOR shall develop and implement a Master Tag Register, listing all the tagged items and its tag attributes, as well as its Tag-Document association in its equipment/package. VENDOR shall classify all tag items and its attributes as per CFIHOS functional tag classification, in a data delivery template provided by the CONTRACTOR during project execution. The aim of CFIHOS is to make information hand over quicker, easier, and safer for Operators, Contractors, equipment Manufacturers and Suppliers by using standardized templates. Applying CFIHOS for the project will streamline the engineering of Digitalization solutions by the Digital System Integrator (DSI) mainly the generation of the Digital Twin among other Digital Applications.
VENDOR shall prepare a Master Tag Register according to Tag Numbering Procedure [63] and as shown in the AIMS Tag Management System (TMS) Procedure [9]. All the items of the package shall be listed, tagged with associated tag attributes, etc. as per Project procedure listed in this REQUISITION.
The Master Tag Register shall be submitted to CONTRACTOR for review periodically, as agreed during project execution.

12 QA / QC REQUIREMENTS
12.1 Quality Assurance Requirements
VENDOR shall set up and maintain a Quality Management System (QMS) to ensure the required level of Quality Assurance/Quality Control (QA/QC) for the equipment and materials included in Scope of Work, in accordance with the requirements of this REQUISITION and reference documents listed herein.
VENDOR’s Quality Management System shall conform to the requirements of ISO 9001:2015 in accordance with document Project Quality Requirements for Suppliers [65].
12.2 Quality Control Requirements
VENDOR shall be in compliance with Quality Control requirements as per document COMP2-SPM- QM-PRC-00005 Source Inspection Procedure [66] and inspection requirements stated in this REQUISITION and reference documents listed herein.

13 HEALTH, SAFETY AND ENVIRONMENTAL (HSE) REQUIREMENTS
13.1 General Requirements
In line with CONTRACTOR’s Corporate Standard on HSE Management of VENDORs and Subcontractors, VENDORs and SUB-VENDOR who carry out works in their own premises shall follow Level 3 stewardship in implementation of HSE Management System.
Under this Level 3 stewardship, all VENDORs and SUB-VENDOR shall apply their own HSE Management System. CONTRACTOR shall control the VENDORs and SUB-VENDORS’s HSE management system through specific audits both in the bid and during the execution phase.
VENDOR shall be fully responsible on the implementation and close-out of Safety Studies Recommendations (i.e. HAZID, HAZOP, SIL, HFE, etc.) whenever required.

13.2 Safety Requirements
If required, VENDOR shall attend with proper and qualified personnel HAZOP and SIL/LOPA study session that will be held during the engineering phase of the project at CONTRACTOR’s premises, for the identification of hazards to health, safety and the environment associated with operation and maintenance of the equipment.
Any escalation cost with regards to the implementation of HAZOP and LOPA, SIL Verifications Recommendations shall be deemed as the part of VENDOR’s scope in terms of engineering work and deliverables update and equipment/material implication, this limited to VENDOR scope of supply and services as detailed in this REQUISITION.
VENDOR shall comply with Human Factor Engineering workplace design specification for CP6S and CP7S complexes_ 200-20-SH-SPC-00011_A [Ref. 79] requirements.
VENDOR shall comply the classification requirement as per Hazardous area classification schedule for CP6S and CP7S complexes as follows
• All instrumentation / communication devices shall be certified for Zone 1, Gas Group IIB and
Temperature Class T3 as minimum.
• All electrical devices, other than instrumentation devices shall be certified for Zone 2, Gas Group
IIB and Temperature Class T3 as minimum.
14 SHIPPING PREPARATION/MATERIAL HANDLING
Supplied materials shall be packed in a safe and secure manner to prevent damages during shipping, on-site storage construction and long stand by period from impacts, environmental conditions effects and entry of debris.
In case of identified risks that could occur during transportation or storage, those risks must be clearly indicated according to international standards on the equipment and packing.
14.1 Material Handling
Clear instructions for the handling of supplied materials shall be provided by VENDOR.
14.2 Stacking and Stowage Requirements
All materials stored in tiers shall be stacked, racked, blocked, interlocked, or otherwise secured to prevent sliding, falling or collapse.
Material of differing sizes and shapes should not be stacked on top of each other. Lighter or shorter material shall be placed on top of stack.
Wooden slats shall be provided for loading / unloading.
14.3 Cargo Requirements
All general freight cargo shall be secured such that the cargo will not dislodge, cause the vehicle to become unstable, or fall out during unloading operations.
Cargo including loose supplied materials shall be completely immobilized and secured on or within the transport vehicle using appropriate securement systems that may include chains, straps, dunnage, or a combination of these.

Each item of cargo regardless of size or weight shall be secured with a minimum of two securement devices. There shall never be a single point of failure in a securement system.
Chocks, wedges, or cradles may be required to restrain cargo capable of rolling.
Pipes shall be shipped under break bulk or under Open Top Container.

17.1 Language

17.2 Documentation Requirements
VENDOR shall submit documentation for CONTRACTOR/COMPANY’s review and approval as per “VENDOR Documentation Requirement” APPENDIX 1. Electronic copies of documentation shall be included. However, in case, additional documents are required post award, those shall be produced by the VENDOR as needed.
A detailed VENDOR Document Register (VDR) shall be prepared by the VENDOR post award and shall be agreed/approved by the CONTRACTOR/COMPANY. Any addition or deletion of documents deemed necessary by COMPANY/CONTRACTOR shall be adjusted by the VENDOR without any implications in the schedule/cost.
VENDOR shall follow the instructions and templates provided in document VENDOR Documentation Management Procedure. [62] forms and templates supplied by CONTRACTOR shall not be modified.
17.3 Document Review and Approval Procedure
Documents to be prepared by VENDOR before and during the supply shall be subject to CONTRACTOR and COMPANY review and approval.
VENDOR’s documents review and approval shall follow the procedure described in document COMP2- Vendor Documentation Management Procedure [62].
For all documents CONTRACTOR has the right to require the corrections deemed necessary to its proper knowledge and satisfaction. The time spent by VENDOR to complete documents on which data is considered missing or incomplete does not relieve VENDOR of its obligations to maintain the contractual delivery terms.
Review and comments by CONTRACTOR, or any failure to review, shall not alter any of the terms and conditions of the Purchase Order. CONTRACTOR APPROVAL of procedures and other documents shall not be considered as relieving the VENDOR of any responsibility or liability for the execution of the SCOPE OF WORK covered by this REQUISITION.
It is the VENDOR responsibility to inform CONTRACTOR about any delay in document preparation or review that can delay the agreed delivery.
18 PROGRESS REPORTING
18.1 General
VENDOR shall provide accurate reports for the duration of the performance of WORK, detailing status and progress of the WORK. All trends and issues that impact on the schedule and / or purchase order value shall be highlighted.

The detailed format and contents of VENDOR’s reports shall be agreed by CONTRACTOR during Kick-off Meeting or Pre-Production Meeting.
18.2 Weekly Progress Reports
Throughout the duration of WORK, VENDOR shall issue up-to-date concise and accurate Weekly Progress Reports, submitted electronically to CONTRACTOR.
As a guideline, the Progress Report shall include as a minimum the following information, but not limited to:
a) Project description, b) Highlights of significant accomplishments during the week including achievement of milestones, c) Work completed last week and relative % progress for the following areas:
- Design,
- Documentation,
- Procurement,
- Manufacturing,
d) Weekly quantities, hours, and productivity for each manufacturing activity (Production Report), e) Delays and anticipated delays, f) Outstanding information required from CONTRACTOR, if any, g) HSE Report with Statistics (e.g., accidents / incidents (including high potential incidents) and
summary of corrective actions taken),
h) QA/QC Report with Statistics (CR, NCR status, …), i) Procurement Progress, j) Procurement Status (material and equipment delivery status report), k) Photographic Report (Latest Photos), l) Areas of concern / exceptions / remedial actions, m)Look ahead schedule, n) Forecast for the next week.
The detailed format and contents of VENDOR’s Weekly Progress Reports shall be agreed by CONTRACTOR during Kick-off Meeting or Pre-Inspection Meeting.
18.3 Monthly Progress Reports
VENDOR shall issue a Monthly Progress Report to CONTRACTOR, the format, and contents of which shall be agreed with CONTRACTOR during Kick-off Meeting or Pre-Inspection Meeting.
As a guideline, the Monthly Progress Report shall include as a minimum the following information, but not limited to:
a) Main facts of the month, b) Summary Program (bar chart with updated and planned values), c) Detailed program (bar chart: actual and forecast vs. baseline), d) 45 days look ahead schedule, e) Report of monthly and accumulated progress, f) Production report with emphasis on:
- Quantities (Planned, actual and forecast),
