INTRODUCTION

The North Field is the world’s largest natural gas field and accounts for nearly all of the state of Qatar’s gas production. The reservoir pressure in the North Field has been declining due to continuous production since the early 1990s. The principal objective of the NFPS Project is to sustain the plateau from existing QG South Operation (RL Dry Gas, RGE Wet gas) and existing QG North Operation (QG1 & QG2) production areas by implementing an integrated and optimum investment program consisting of subsurface development, pressure drop reduction steps and compression. Refer to the figure below for a schematic of the North Field.

Qatargas Operating Company Limited is leading the development of the North Field Production Sustainability (NFPS) Project.

1.1 Project Objective

The objective of this Project includes:

• Achieve standards of global excellence in Safety, Health, Environment, Security and Quality

performance.

• Sustain the Qatargas North Field Production Plateau by installing new Compression Complex facilities CP6S & CP7S in QG south with integration to the existing facilities under Investment #3 program.

• Facility development shall be safe, high quality, reliable, maintainable, accessible, operable, and

efficient throughout their required life.

1.2 Project Scope

The Project Scope includes detailed engineering, procurement, construction, transportation & installation, hook-up and commissioning, tie-in to EXISTING PROPERTY and provide support for start- up activities of the following facilities and provisions for future development. The WORK shall be following the specified regulations, codes, specifications, and standards, achieves the specified performance, and is safe and fit

CP6S and CP7S Compression Complexes that are part of QG-S RGE facilities as follows:

• CP6S Compression Complex • Compression Platform CP6S, Living Quarters LQ6S, Flare FL6S • Bridges BR6S-2, BR6S-3, BR6S-4, BR6S-5 • Bridge linked Tie-in to RP6S

Production from existing wellheads (WHP6S & WHP10S) and new wellhead (WHP14S) are routed via riser platform RP6S to compression platform CP6S to boost pressure and export to onshore via two export lines through the existing WHP6S pipeline and a new 38” carbon steel looping trunkline from RP6S (installed by EPCOL). CP6S is bridge-linked to RP6S.

CP7S shall receive production from existing wellheads (WHP5S & WHP7S) and new wellhead (WHP13S). There is only one export line for CP7S through the existing export pipeline from WHP7S. CP7S is bridge-linked to RP7S.

RGA Complex Destressing

Migration of the Electrical power source, Telecoms, Instrumentation and Control systems from WHPs and RHPs hosted by RGA to the respective Compression Complexes listed below:

• WHP6S, WHP10S, WHP14S, RP6S and RP10S to CP6S Compression Complex • WHP5S, WHP7S, WHP13S and RP7S to CP7S Compression Complex

Destressing of Telecoms, Instrumentation and Control system in RGA Complex Control Room, which would include decommissioning and removal of telecom system devices and equipment that would no longer be required post migration and destressing activity.

Onshore

An Onshore Collaborative Center (OCC) will be built under EPC-9, which will enable onshore based engineering teams to conduct full engineering surveillance of all the offshore facilities. The OCC Building will be located in Ras Laffan Industrial City (RLIC) within the Qatar Gas South Plot. MICC & Telecommunication, ELICS related scope will be performed in the OCC building.

4 SCOPE AND PURPOSE

The scope of this document is to define a standardized numbering system for Project, Vendor and Engineering deliverables on the NFPS Offshore Compression Complexes Project COMP 2.

5 GENERAL REQUIREMENTS

5.1 Document Numbering

Each deliverable (document / drawing) produced on this project shall be assigned unique document numbers as per following:

• COMPANY Document Numbering Convention

• CONTRACTOR Document Numbering Convention

5.2 Electronic File Names for Documents

On all deliverable, a hyphen (except underscore which will be used for sheet number and revision number) shall be used as the only permissible delimiter between elements of the deliverable number in filenames and databases. Electronic file names shall include the deliverable number, sheet number and the Revision Identifier.

Refer Section 6 and 7 for typical syntax to be followed.

5.3 Title Blocks and Cover Sheets

A deliverable shall have a title block that contains the deliverable number, title, revision, a revision history, deliverable type, class, classification, dates, logo and deliverable approval signatures.

5.4 Revision Control

Status of a deliverable is represented by its Issue Reason Description. Accordingly, the revision number shall be assigned as per section 6.5 and aligned accordance to the latest PIMS metadata revision taxonomy requirements.

Revision history shall also be maintained within the deliverable.

6 COMPANY NUMBERING CONVENTION

COMPANY numbering convention is based upon PRJ-PJL-PRC-004_07. COMPANY numbering convention is a mandatory requirement for all deliverables produced by CONTRACTOR. Below sections describe the numbering procedure for Engineering Deliverables, Vendor Deliverables and Project Deliverables. This section is applicable to all documentation throughout the project life cycle and final handover.

6.1 Engineering Deliverable

All Engineering deliverables, shall be numbered according to the following table and this section will be used to prepare the Request for New document number from COMPANY as per Appendix 7.:

System Number Two (2) or Three (3) characters – system number code identifies the system to which a document or drawing belongs. For system numbers, COMPANY Procedure PRJ-PJL-PRC-005_21 (System Number and Unit Number Codes and Descriptions) shall be referred. Refer Appendix 1.

Note: - For Project Deliverable only, Contractor Sequence number will start from 10001 and Company Sequence Number will start from 00001. To maintain document sequence number similarity between Company and Contractor number, Last four digit of Contractor and Company number for Project deliverable shall be kept same. For example, if sequence number for Contractor number is 10001 then Sequence number for Company number will be 00001.

6.4 Numbering of Multi-Sheet Drawings

Multi-sheet drawings shall have a cover sheet and an index sheet. The index sheet shall clearly identify the total number of sheets and the revision indicator for each individual sheet. Each sheet of a multi- sheet drawing shall carry COMPANY Document Number, Sheet Number and Revision Indicator.

The Sheet Number shall be a 4-digit number, i.e., the highest permissible sheet number is 9999; the Sheet Number is not part of Document Number. Each sheet shall be sequentially numbered, including the cover sheet and index sheets, starting at sheet 0001 for the cover sheet, followed by the index sheet in the form 0002, 0003, 0004, etc. The principal Document Number and the sequential Sheet Number will uniquely identify each individual sheet.

Alpha characters shall not be used for sheet numbering, and sheet numbers shall not be appended in the form 001A, 001B, etc.

6.5 Revision and Issuance Description

Applicable issuance reason and Revision Identifier shall be as follows as per Exhibit 5 Appendix G - Document Revision Codes and Review Categories:

6.6 Project Modifications to Existing COMPANY Deliverables

In case of modification to an existing COMPANY deliverable, the original COMPANY deliverable number shall be retained. A numeric increment shall be appended to the existing revision indicator. Any intermediate review as part of this project shall be removed from document history at the time of check in.

Check out revision of some documents can be “Alphabetic(X) or Alphanumeric” (as per existing documentation), even in that case, new check in revision shall be “51” and previous “Alphabetic or Alphanumeric” revision shall remain in the document history. Any intermediate review as part of this project shall be removed and listed revision at handover shall only indicate check out revision and 51 As Built revision.

Where the modification is extensive and the CONTRACTOR decides to produce a new deliverable, the numbering method described in Section 6.7 below shall apply. The CONTRACTOR shall include a note referring to the original deliverable number and revision issue that the new deliverable is based on. Before proceeding, CONTRACTOR shall obtain approval from Lead of Technical Documentation before any existing document is renumbered. All New / checked out documents shall have a document classification allocated as per INF-ISG-POL-001

6.7 New Engineering Deliverables within Existing Facilities

When the CONTRACTOR is adding new Engineering deliverables to existing COMPANY facilities, CONTRACTOR shall populate the mandatory fields in Metadata Template and provide to COMPANY for validation / allocation of complete Document Numbers. This activity will be done via PIMS.

Validation / allocation of CONTRACTOR proposed document numbers shall be initiated by PMT / PE through a Projects Document Support - Service Request.

Deliverable number assignment should be requested with respective Master Document Register (MDR) template as defined in Procedure PRJ-PJL-PRC-048_11 (Facilities Documentation Metadata Requirements).

6.8 New Deliverable Number Request

For new COMPANY Document number for Engineering and Vendor documents, CONTRACTOR DC shall submit completed load sheet into SE for verification and processing to enable RNDN number allocations. The completed load sheet should also be verified prior by CONTRACTOR responsible Engineers, ensuring completed metadata sheet and the relevant attribute structure have been applied as per the document numbering procedures & system unit number allocations for document numbers. Incomplete or wrong data will trigger COMPANY rejection for revalidation and resubmissions. COMPANY DC will have to approve first the CONTRACTOR DC request in PIMS then new COMPANY Document number will be assigned in PIMS. Refer Qatargas Supplier Exchange (SE) System R2 User Manual Revision 19.3 and relevant section: 1.3, all of section 3, excel Template ref App 6 etc. for more details. Also refer to section 10.2 of Document Control Procedure COMP2-SPM-IM-PRC-00001 for more detail of new deliverable request procedure.

For vendor documents, while completing the RNDN, vendor shall refer Appendix 6 - Vendor Document Type and Subtype Codes

Below shall be followed for COMPANY document sequence number for Project deliverables. Five-digit number starting from 00001 to 09999.

6.9 Demolition Deliverable

Demolition deliverables are temporary in nature which will be utilized during project execution only. COMPANY Number of these deliverables will be as per Project Deliverables (refer section 6.3). Document type will be “DEM”. COMPANY Document Number of these deliverables will be assigned by CONTRACTOR DC.

7 CONTRACTOR NUMBERING CONVENTION

Each Technical deliverable originated for this Project by CONTRACTOR and by its SUB CONTRACTOR / Vendors shall be assigned with a unique CONTRACTOR identification number as per the scheme below.

8 SUBMISSION STRATEGY

In principle, before as built (wherever applicable), all deliverables in Class 1, 2 and 3 (defined above) shall be issued to COMPANY in minimum three (3) revisions. The following exceptions shall apply:

  1. Engineering Deliverables required for HAZOP, therefore, an additional revision of IFH (Issued

for HAZOP) shall be considered. These deliverables are listed below:

• Process Flow and Utility Flow Diagrams (PFDs, UFDs) – IFH Required

• Piping and Instrumentation Diagrams (P&IDs) – IFH Required

• HVAC System Flow Diagrams – IFH Required

• Ducting and Instrument Diagrams (D&IDs) – IFH Required

  1. Brownfield Deliverables:

The deliverables for the brownfield scope of work shall be issued in three revisions IFR /IFA & AFC.

  1. Engineering Deliverables for Procurement:

Material Requisitions and Technical Bid Evaluations (TBE) are categorized as engineering deliverables for Procurement. These deliverables shall be subject to minimum of two (02) revisions to COMPANY at IFA and IFP stages.

For DEEP FEED Deliverables only TBE will be issued after incorporating changes during EPC stage, MR will be updated and issued once as IFP stage after PO placement if required.

  1. Green Field Deliverables:

CONTRACTOR is implementing the D1BM (Design One Build Many) approach and have identified as follows:

CP6S complex deliverables will be issued in IFR, IFA & AFC revision.

CP7S complex deliverables will be issued as AFC after CP6S AFC revisions reaching CODE A/ CODE B status.

Category 3 deliverables are generally not required to be sent to COMPANY for review. CONTRACTOR will submit Category IV deliverables on COMPANY’s request for information purpose only.
