INTRODUCTION
The North Field is the world’s largest natural gas field and accounts for nearly all of the state of Qatar’s gas production. The reservoir pressure in the North Field has been declining due to continuous production since the early 1990s. The principal objective of the NFPS Project is to sustain the plateau from existing QG South Operation (RL Dry Gas, RGE Wet gas) and existing QG North Operation (QG1 & QG2) production areas by implementing an integrated and optimum investment program consisting of subsurface development, pressure drop reduction steps and compression. Refer to the figure below for a schematic of the North Field.
Qatargas Operating Company Limited is leading the development of the North Field Production Sustainability (NFPS) Project.
1.1 Project Objective
The objective of this Project includes:
• Achieve standards of global excellence in Safety, Health, Environment, Security and Quality
performance.
• Sustain the Qatargas North Field Production Plateau by installing new Compression Complex facilities CP6S & CP7S in QG south with integration to the existing facilities under Investment #3 program.
• Facility development shall be safe, high quality, reliable, maintainable, accessible, operable, and
efficient throughout their required life.
1.2 Project Scope
The Project Scope includes detailed engineering, procurement, construction, transportation & installation, hook-up and commissioning, tie-in to EXISTING PROPERTY and provide support for start- up activities of the following facilities and provisions for future development. The WORK shall be following the specified regulations, codes, specifications and standards, achieves the specified performance, and is safe and fit‐for‐purpose in all respects.
Offshore
CP6S and CP7S Compression Complexes that are part of QG-S RGE facilities as follows:
• CP6S Compression Complex • Compression Platform CP6S, Living Quarters LQ6S, Flare FL6S • Bridges BR6S-2, BR6S-3, BR6S-4, BR6S-5 • Bridge linked Tie-in to RP6S
Production from existing wellheads (WHP6S & WHP10S) and new wellhead (WHP14S) are routed via riser platform RP6S to compression platform CP6S to boost pressure and export to onshore via two export lines through the existing WHP6S pipeline and a new 38” carbon steel looping trunkline from RP6S (installed by EPCOL). CP6S is bridge-linked to RP6S.

CP7S shall receive production from existing wellheads (WHP5S & WHP7S) and new wellhead (WHP13S). There is only one export line for CP7S through the existing export pipeline from WHP7S. CP7S is bridge-linked to RP7S.
RGA Complex Destressing
Migration of the Electrical power source, Telecoms, Instrumentation and Control systems from WHPs and RHPs hosted by RGA to the respective Compression Complexes listed below:
• WHP6S, WHP10S, WHP14S, RP6S and RP10S to CP6S Compression Complex • WHP5S, WHP7S, WHP13S and RP7S to CP7S Compression Complex
Destressing of Telecoms, Instrumentation and Control system in RGA Complex Control Room, which would include decommissioning and removal of telecom system devices and equipment that would no longer be required post migration and destressing activity.
Onshore
An Onshore Collaborative Center (OCC) will be built under EPC-9, which will enable onshore based engineering teams to conduct full engineering surveillance of all the offshore facilities. The OCC Building will be located in Ras Laffan Industrial City (RLIC) within the Qatar Gas South Plot. MICC & Telecommunication, ELICS related scope will be performed in the OCC building.

1.3 OBJECTIVES OF THE DOCUMENT
This document aims to address the safety aspects to be considered and controlled to assure safe transportation and safe journey management.
The Safe driving program will be carried out to reduce the risk, and number of accidents during transport operations, and to enable suitable emergency response.
The scope of this plan covers land transport journeys by cars, light trucks, buses, and heavy-duty vehicles performed by CONTRACTOR and SUBCONTRACTOR employees, from/to the different project site locations.
This Safe Driving Program Procedure intends to meet the following contractual deliverables listed in Exhibit 5, Appendix F in the following sections:

4 ROLES AND RESPONSIBILITIES
4.1 CONTRACTOR Project Director / Manager
• Ensures the implementation of the Safe Driving Program within his/her area of coverage; • Ensures availability and adequacy of resources required for the implementation of the
requirements of this Safe Driving Program
• Ensures the development of specific procedures applicable to the project/sites under their
responsibility, in line with this document.
• Promotes safe driving behaviour of all personnel. • Ensures that all personnel receive appropriate information, training and supervision to carry out
their role(s) safely and effectively.
4.2 CONTRACTOR Site Manager
He/she is responsible for but not limited to:
•
Implementation of this document and provision of the necessary HSE advice to ensure compliance.
• Defining, in liaison with the Project Director and HR department, the vehicles necessary for the
site to plan and ensure the safe transfer of personnel.
• Defining the frequency of auditing to support the implementation of this procedure at the site.
4.3 HSE Manager
The Project HSE Manager has responsibilities to:
• Provide technical support and advice in the assessment of the health and safety risks to personnel caused by using vehicles during work activities, and in the identification of the level of risk arising from a dedicated risk assessment that is required.
• Support CONTRACTOR Project Director / Project Manager in the development of journey
strategies.
• Review with dedicated transport coordinator for all sites, all potential driving hazards associated
with normal driving duties at or adjacent to worksites.
• Ensure this document is kept updated, distributed and continuously monitored across all site
locations.
4.4 CONTRACTOR Logistics Manager
• Ensures proper dissemination of this procedure, checking that they are well understood and
implemented.
• Ensures the follow-up and closure of all the reported anomalies (vehicles and drivers) • Appoints a Journey Management Coordinator for the application of the Journey Management Plan and for the selection of competent and experienced Drivers. He/she will be responsible to develop a disciplinary scheme to be enforced in case of a breach of rules as identified in this document.

4.5 HSE Coordinator
He/she is responsible for but not limited to:
• ensure that site conditions and traffic controls meet the requirements outlined in this document
and that any deficiencies are reported to the HSE Manager.
• provide oversight of the subcontractor’s transportation plans to ensure that the required safety
equipment standards are applied to all subcontractor vehicles operating on the project.
• performs periodic surveys/audits to assess compliance with this document. • ensure that all damages, incidents, near misses or potential incidents involving vehicles and equipment, are reported, and investigated and that preventative measures are communicated and implemented.
• ensure that random alcohol and drug tests are performed on drivers. • ensure that the IVMS data is processed and analyzed by the Transport Supervisor to verify the
driving safety behaviour of the drivers.
• ensure that all subcontractors are advised of the designated departure/arrival times for the
transportation of personnel between the accommodation camp and the Work Site;
• ensure that Driving Risk Assessment is performed, discussed with drivers, and transport
coordinators and shared with all the involved parties.
• conduct inductions for drivers and pedestrians (with evidence of records of attendance and
covered topics).
4.6 CONTRACTOR Transport Coordinator/Supervisor
He/she is responsible for but not limited to:
• Authorizes the Journey Plan • Ensure that all the requirements concerning safe driving are passed and implemented by
Subcontractors.
• Ensure suitable and sufficient assessment of all risks to the health and safety of personnel
caused by using transportation means during work activities.
• Review each task and identify what level of risk assessment is required. • Ensure that a safe working culture where everyone has both the authority and responsibility to
stop the job if there is any doubt about the safety of the operation is applied.
• Verify that all vehicles (either owned, leased, or contracted) hold suitable and sufficient documentation in compliance with local legislation, Project, and CONTRACTOR requirements. • Verify the driver’s credentials and experience before his employment or permit him to drive a specific vehicle, and also check for the person’s psycho-physical fitness to drive. Valid medical fitness certificates will be required for all drivers.
• Check the competency of Bus drivers. • Ensure that site conditions and traffic control meet the requirements outlined in this document
and that any deficiencies are reported to the site Management.
• Manage the departure/arrival times for the transportation of personnel between
the
accommodation camp/offices and the work site.
• Make sure that fire extinguishers and first aid kits are fitted in cars, trucks etc., maintained and
in good condition.
• Perform periodic surveys/audits to assess compliance with this document.

• Assure the safe movement of equipment, material, and pedestrians within the Construction area
in compliance with this document.
• Determining the urgency and priority of all journeys and coordinating journeys that are
simultaneously required.
• Determine personnel requirements, vehicle requirements and equipment requirements for all extended rescue journeys. Furthermore, he/she will ensure the coordination and acquisition of equipment and supplies adequate for the extended rescue journey.
• Plan the schedule of normal travel (day to day) and will inform all extended-distance travellers
of the need for implementing the Safe Driving Program.
• Start emergency response action in case of road traffic accidents. • Prepare a checklist to perform a control on the vehicles (daily) and ensure its implementation. • Ensure that where required, suitable resting points are included for journeys in line with the
requirements of this document.
• Ensure vehicle checks are done periodically as per an established frequency • Monitor and implements routine vehicle maintenance schedule • Check that the Driver knows what to do if there is an accident or an emergency during the
journey
4.7 CONTRACTOR Transport HSE officer:
• Joins/leads the vehicle pre-mobilization inspection exercise • Monitor compliance with logistics safety regulations • Performs routine road safety survey to identify safety threats and propose mitigations
4.8 CONTRACTOR Security Manager:
• Dispatches security risk warnings as applicable • Assesses the security situation around the journey route and advises the transport department
appropriately.
• Provides security escorts for journeys as appropriate. • Assists in monitoring journey Management compliance and the security procedure; • Notifies the Logistics Manager and HSE Manager of any breaches in the Journey Management
Procedures;
• Liaises with COMPANY as required for Security matters

4.10 CONTRACTOR Drivers
• He/she shall hold a valid Driver’s License appropriate to the vehicle being driven in the country of operation and ensure that all the required documents and certificates for himself/herself are valid and up-to-date.
• He/she shall drive only if authorized and fit to drive and must have passed specific fitness and
medical examinations.
• Strictly adhere to road route regulations, CONTRACTOR HSE policies, procedures and
provisions related to safe transportation and journeys Implement and comply with this Procedure;
• • The Driver shall wear the seat belt and ensure all passengers wear seatbelts before and
throughout the journey; • Report any accident,
incident/road modifications/unexpected issues encountered during the driving to alert Transport Supervisor and other drivers if driving on the same route. He/she shall make himself/herself available for incident investigations involving a vehicle under his/her charge;

• Perform regular checks of the vehicle (e.g., oil, water, tire pressures (including spare, washer wipers, mirrors and windscreen visibility) and notify the Transport Supervisor Master of any anomaly;
• He/she shall ascertain the condition of his vehicle by carrying out pre-trip checks using the
provided checklist and shall only drive the vehicle if it is in a road-worthy condition;
• Does not depart until he/she has received and understood the Journey Plan, together with the
manifest and any relevant documents as may be required;
• Respect the Journey Management Plan • He/she shall comply with the maximum driving hours and minimum rest periods as determined
by the Journey Manager for specific journeys
• Do not pick up or carry non-company employees or hitchhikers. • Do not use your own or company mobile phone while driving. If a call is to be received, the driver
must stop the vehicle as soon as possible in the safest area for receiving the call. • Always drive defensively and give due right of way to other vehicles and pedestrians. • Make regular breaks to prevent fatigue according to the Journey Plan and do not exceed the
working time hours.
• Maintain their assigned vehicle in a clean and safe condition; • Ensure that Vehicle Safety Equipment is in good condition and all certified; • Ensure that the vehicle is driven at a speed, which is consistent with current road and weather
conditions.
• Ensure that the passengers are not carried in the rear (truck bed) of pickups. • He/she shall not drive or operate vehicles if they have consumed alcohol or taken drugs. • He/she shall attend all the relevant training such as safe driving, first aid, and all local training
requirements.

4.11 BANKSMAN
The banksman (signalman/marshall) has the following main roles and responsibilities:
• To oversee the vehicle/plant movements from the point of loading and unloading using a system
of hand signals or a radio link.
• To direct the movement and loading/unloading of lorries, forklifts, and vehicles or direct the
movement of other plants to use a clear, agreed system of signalling. to be always visible to drivers. to stand in a safe position, from which to guide the reversing vehicle without being in its way. to wear very visible clothing, such as reflective vests, and ensure that any signals are seen. to stop immediately If drivers lose sight of the banksman.
• • • • • • To help the forklift operator driver correctly use the forklift and lift the load • To be properly trained in his/her roles and responsibilities.
4.12 ALL PASSENGERS
As a collective effort to achieve the Project’s ‘zero incidents and injuries’ goal, passengers are to comply with the requirements of the Safe Driving program.
As such all passengers shall:
• Wear and fasten seat belts whether travelling in the front or the rear of the vehicle. • Behave appropriately and support the driver in the driving process without disturbing him. • Report immediately to the HR and HSE Manager in case of any road traffic accident. •
Inform the Transport Supervisor in case of any incident/issue / serious abnormality noted along the way so that the Transport Supervisor can inform all other drivers that are planning to drive along the same road.
• Not eat inside the vehicle and respect the hygienic rules of the car/bus. • Remind the driver/ other vehicle occupants to respect the defined requirements in case of any
observed violation.
• Not board the vehicle under the influence of alcohol and drugs. • Notify the journey controlling base/post about the situation, in case of lack of rectification of the
observed violation.
• At the end of the trip, report to the concerned responsible person about any observed violation
via project tools (e.g., HOCs).
• Not be allowed behind a pick-up vehicle/flatbed/truck, standing or man riding. • Remember that additional persons above the designed number of seats/functional seatbelts
shall not be allowed.
• comply with the local road regulations and common best practices (e.g., use of the seat belt; do
not distract the driver’s attention)
• Have the right to intervene if an unsafe act/condition is observed. • Remember that passenger misbehaviour can be a cause for disciplinary action.

4.13 PEDESTRIANS
Pedestrians shall know that there is always a possibility of a driver momentarily losing focus. Therefore, pedestrians shall:
• check, be careful and look both ways before stepping into an intersection or place where vehicles
(cars, buses, bikes etc.) have access.
• always be aware of rear-end swing, and never walk too close to a lift truck. • never cross under the raised forks or clamp of a lift truck, whether it has a load or not. • walk facing oncoming traffic whenever possible. • Respect the separations between pedestrians and vehicles and walk-in designated walkaways. In case of the absence of dedicated walkways, pedestrians should walk on the opposite side facing the direction of traffic, to give clear visibility to the driver to note the pedestrian.
• Never walk along a roadside while using a mobile phone. • Pedestrians must not take shortcuts and must only use the designated routes.

5 DRIVING SAFETY
5.1 GENERAL PRINCIPLES
This section aims to define a set of rules and requirements to be followed to prevent road traffic accidents. All the requirements apply to all personnel who are required to drive CONTRACTOR-owned or long-term hired vehicles, either on the job or during work-related journeys.
All the requirements shall be complied with also by subcontractors working in CONTRACTOR premises and by subcontractor fabrication yards. The following sections address the main areas to reduce and control the risks during road transfers:
• Driving and Journey Management • Driver HSE requirements • Driver Security requirements • Vehicles HSE requirements
5.2 DRIVING AND JOURNEY MANAGEMENT
A set of actions to prevent and manage the risk of accidents and thereby reduce the number of accidents shall be developed and implemented as described below. Managers and supervisors may identify additional actions.
5.3 JOURNEY MANAGEMENT PLAN
CONTRACTOR shall develop a Journey Management Plan in compliance with the applicable legislation, and the requirement contained in this document and will be under the area of responsibility of the HR function.
The Journey Management Plan shall consider:
• the extent of road transport operations, including vehicle types, numbers and journey frequency. • methods of minimizing kilometres travelled by effective planning of operations, including
•
minimizing the number of journeys. the risks involved in their transport operations, and the controls that will be put in place to manage these risks. • search/rescue operations. • • communication process.
journey authorization process and related responsibilities.
It must also be considered that:
• As part of effective and safe journey management, it is necessary to put into consideration that time should always be allocated for common delays, such as traffic and weather conditions. As such, the time allocated to reach destinations should not require the driver to compromise compliance with road rules (e.g., speed limits or fatigue requirements).
• Trips made in poor off-road terrain and extreme weather conditions shall be carried out with the
appropriate vehicles (e.g., 4WD vehicles equipped with ROPS).
• Trips shall not be authorized in case of extremely bad weather forecasts. • Generally, the safe handling, storage and securing of luggage or equipment should be included
in journey planning.

5.3.1.1 Driver Fatigue Management and Rest periods
Fatigue management remains key to ensuring the correct implementation of the safe driving program.
Adequate rest is important for the drivers to guarantee the best performance and responses during working hours.
Identification of the symptoms of fatigue is essential (e. g. frequent yawning, alertness and concentration, unconscious variations in speed; drifting out of the lane, etc.) and is the first step to its prevention, as well as how to respond when these symptoms are observed.
Drivers will be fully made aware of their right TO STOP driving when tired. Drivers experiencing tiredness or fatigue, when or before driving, shall take additional rest as required. However, rest shall not be taken on the ground underneath a vehicle or trailer nor overnight rest during a journey taken within the vehicle cab, unless it is a sleeper cab.
Appropriate determination of what is a safe distance to drive each day, avoidance of overnight driving especially after a long day and allowing extra time for unexpected conditions and delays, would support managing fatigue adequately. Regular breaks will be planned and ensured into a long journey.
Based on the risk assessment process, rest periods will be defined which will support in reducing the risk of fatigue of the drivers. In Qatar, rest periods shall take into account the physical condition of the bus driver during the Holy month of Ramadan. The driver shall follow as a minimum the set rules concerning the driving and rest hours, according to the Journey Management Plan.
Rest periods to reduce driver fatigue will be defined, based on location-specific risk assessments and local legislation

Below is an example of the minimum rest periods that will apply in the absence of location-specific set rules:

5.3.2 DRIVING RISK ASSESSMENT
A set of actions to prevent and reduce the risk of accidents shall be developed and implemented in line with the HSE risk assessment process.
The following factors shall be considered in the transport/traffic HIRA, but not limited to:

5.3.3 ALCOHOL & DRUGS
Following the risk assessment, specific tests must be provided regularly and according to the applicable legislation.
As part of the identified SHES critical position, and in line with CONTRACTORs’ Alcohol and Drug policy, drivers and operators shall also undergo alcohol screening, random tests as well as ‘for-cause’ testing (e.g., Breathalyzer or analysis of saliva for alcohol prevention, urine test for drug prevention) when required according to the Project/Site area.
Daily screening & Clearance will be meted out to Operators (from camp/site/security) including random checks.
The presence of alcohol or drugs in the breath or blood will be considered a violation of the HSE rules thus leading to consequence management, as it is forbidden to drive under the influence of alcohol or drugs.
This shall be done in line with CONTRACTORs’ Alcohol and Drug program, within the limits of local regulations.

6 HSE REQUIREMENTS FOR DRIVERS
All drivers shall meet the following requirements:
• hold a valid driver’s license in the location where they are and for the type of vehicle to be driven. • have a minimum of 5 years experience driving the class of vehicle that they are employed to
drive;
• hold a valid medical fitness certificate that includes a vision assessment in line with the type of
vehicle, applicable legislation, and the Project Medical fitness protocols.
• strictly always respect the duty/rest shift. • perform daily checks of the vehicle by using a dedicated checklist. • perform a visual inspection of their vehicle before departure. • Competent to drive safely and effectively in expected conditions. • • All drivers will be held accountable for the assigned vehicle and must ensure that it is always
received appropriate safety training

• All drivers shall be fully responsible and accountable for the mechanical and physical condition of the vehicle, and that it is safe to drive. For the same, drivers shall perform and document a daily inspection of their vehicles. He/she shall further be responsible for ensuring that any servicing or maintenance required is done at the proper facilities and when required or scheduled. Drivers must report any damage beyond normal wear and tear immediately.
• Drivers shall not transport unauthorized persons in CONTRACTOR or COMPANY-supplied
vehicles unless authorized to do so by HR Department/Transport Supervisor.
• All drivers will be instructed in the different country locations on the procedures to be followed in case of accidents either on or off-site. All accidents shall be reported as soon as possible to the site/base main office and HSE department, which will coordinate the emergency response.
CONTRACTOR shall ensure that all drivers shall hold a valid driving license for the specific country worksite locations (e.g., Qatar, China, Indonesia, etc.) and for the type of vehicles they are driving.
Where drivers are supplied to CONTRACTOR from transportation subcontractors, the subcontractor shall confirm in writing the supplied driver’s qualifications, experience, training, competence measurement, etc. and comply with this procedure.
For certain areas/types of terrain e.g., off-road / desert driving, extra training will be given to drivers by the Competent Person.

In all circumstances, the driver has the right to safely STOP the activity when conditions are not deemed adequate to protect his/her safety and those of others (passengers or people in the surroundings), for example:
• He/she can stop driving the car and park in a safe area in case of a storm. • He/she can stop reversing a vehicle if the area has people nearby, or the contact with the
banksman has been lost
• He/she can stop driving if the load has shifted and has become a hazard for other road users • He/she can stop driving when approaching a vehicle in the opposite direction and the road width
is not deemed large enough for a safe passage.
• He/she shall refuse to start a journey if a passenger(s) refuses to wear the seatbelts or are not
in a fit condition to travel.
The duty driver has the authority to say “No” to any person who asks them to rush, take shortcuts or break project or road rules.
6.1 HSE TRAINING REQUIREMENTS
6.1.1 Safe Driving Awareness
All employees authorized to drive vehicles shall successfully attend and pass the “Safe Driving Awareness induction” course which will contain the minimum key information such as, road safety worldwide, terrain, the behaviour of road users, alcohol & drugs, medicine, fatigue + tiredness awareness, seat belts, speed, weather conditions, IVMS, night driving, vehicle inspection & maintenance, journey management plans, basic emergency response awareness, etc.

6.1.2 Defensive Driving Training
CONTRACTOR shall implement mandatory Defensive Driver training for all vehicle drivers and machine operators.
The training shall consist of both theoretical and practical aspects which will include a practical assessment both by a trained and competent person.
Refresher training will be delivered periodically in line with the HSE training plan and also using a risks- based criticalities approach (proactive and reactive) e.g. based on lessons learnt from other projects, project ramp-up phases – increased manpower loading and land transport use, observed anomalies, incidents, etc.
The Defensive Driving Training will be evidenced with a certificate issued in line with the national regulation and may include Basic First Aid Awareness + Fatigue Awareness training as part of the course module.
6.2 DRIVING BEHAVIOUR
One of the most important contributions to safe road transport operations is safe driver behaviour.
Safety rules have to be communicated regularly to drivers according to the requirements set out in this document.
Drivers can be classified into 2 main categories:
• Professional drivers, • Non-professional driver to which a Company vehicle is assigned (i.e. workers/supervisors inside
the yard)
To ensure that drivers are capable of safely driving their vehicles, each driver should be authorized before driving any Company vehicle. When authorizing a driver, the authorizing Manager shall check all licenses, medical and vision reports, defensive driving and other specialist driving qualifications or additional local requirements.
Regardless of the category, all employees must be aware that:
• no staff shall drive under the influence of alcohol, drugs or any medication that may affect concentration, perception and/or driving ability. If an individual is taking any medication and has doubts about its side effects and burden for driving, he/she shall contact a medical personnel doctor and will not drive before obtaining the answer from the doctor. Possible side effects from medication shall be reported before any driving activity.
• All employees must observe the speed limits set by authorities. Speed limits are marked on signposts on the side of roads; however, speed shall be adjusted to suit road and weather conditions.
• Vehicles shall not carry more persons than the number approved as per the vehicle’s
manufacturer documentation and/or seatbelts fitted within the vehicle. • Drivers are responsible for cleaning the rear of their vehicles regularly.

• All Project vehicles and buses shall be fitted with seat belts. Drivers and passengers shall always wear the seat belts provided. All personnel shall wear a seat belt upon entering a vehicle. The seat belt will be in a serviceable condition and correctly secured even when the vehicle is not in motion. Drivers shall refuse to transport passengers who will not fasten their seat belts. Equally, passengers shall refuse to travel with a driver who is not wearing a seat belt or in a vehicle that does not have belts correctly fitted. Standing shall not be allowed when a vehicle is in motion; this requirement applies to all types of transport vehicles. The vehicle driver/operator is responsible for enforcing seat belt use.
• Weather and road conditions (e.g., extreme heat/cold, heavy rain, potential waterways, floods, rough unsealed roads and tracks, steep terrain) may require a change of driving behaviour. Driving during the hours of darkness is to be discouraged. Long-distance driving should only be carried out during daylight hours to minimize unnecessary exposure and restricted to recognized routes only.
• During heavy rain use alternative parking areas, pedestrian areas, and weather forecast, remove
equipment from trenches to prevent damage.
• Maintain rearview visibility of trailing vehicles/pedestrians. • Glasses (of lights, windscreen, windows, instrumentation, rear mirrors) have to be clean and maintained always. In case of diminished transparency by dust, or mud, they must be cleaned immediately.
• No maintenance must be done by the driver unless formally authorized. • No repair must be done by the driver unless in an emergency. • No maintenance or repair must be done by the driver with his body or part of it below the vehicle. • No smoking is permitted inside vehicles. • No driving is permitted with slippers, sandals, any other unfit shoes or barefoot. • The Driver shall wear a high visibility jacket in case it is necessary to leave the vehicle for checks
or repairs on road stopping.
• All vehicle occupants shall wear seatbelts when the vehicle is moving. • Drivers shall not wear hats or clothing which may impair or affect their peripheral vision. • Drivers shall remove ignition keys from the vehicle when it is not in use. • Safety devices (including speed limiters, fire extinguishers and safety belts) shall not be
tampered with.
• Drivers shall be rested, medically fit and not under the influence of prohibited or illegal substances (e.g., alcohol or drugs), including those prescription medicines which can cause drowsiness. It is not permitted to carry loose tools in the passenger cabins of a vehicle.
• • Ensure that all cargo is properly stored at the back of the vehicle and properly restrained in case
of harsh breaks.
• All loads shall be secured properly. • Drivers are responsible for the housekeeping of the car and keeping the car clean and tidy with a particular focus on passenger and baggage compartments (waste removal, no abandoned items).
• All drivers and Motor vehicles operated inside COMPANY operated facility must comply with the
Qatar Law & Regulation and follow the requirements of the Road Safety Manual

• Vehicles and mobile equipment must not be operated closer than overhead pipework, or an electrical conduit that does not have barrier protection for a 2m radius, unless a method statement/Job Safety Analysis (JSA) addresses the proper control and mitigation measures or • Supervisor must provide a Traffic Controller, Flagman, or Banksman where applicable to guide
and control the traffic movement for the following situations:
o Simultaneous work activities involving vehicles and or mobile equipment, pedestrians,
e.g., loading or unloading, lifting activities, etc.
o Work activities interfere with road traffic movements, e.g., civil works, excavation, lifting,
loading or unloading, etc.
• The driver must go around the vehicle checking to ensure the load is secure. All loads must be secured or contained. The driver is responsible for confirming that materials cannot fall or be dislodged.
• Mobile cranes must not be driven or operated within the “Limits of Clearance and Approach” for overhead power lines unless a method statement/Job Safety Analysis (JSA) addresses the control measures based on Crane and Lifting Gear Integrity Manual and Work on Electrical System and Equipment Safety Work Practice.
6.2.1 DISCIPLINARY ACTIONS
All the employees shall follow the Life Saving Rules: always wear your seat belt while driving, do not use your phone/radio and do not exceed speed limits.
For all the transgression related to safety mentioned in this procedure, employees can be sanctioned with disciplinary actions. The Traffic Violation Tribunal will consider the gravity of the action, if it was consciously intended or an error, first-time offence, changing circumstances, the magnitude of exposure to self and others, etc. and will decide the sanction.
This means that in case of violation of the rules and standards, disciplinary actions will be taken, depending on the nature of the offence, possible early warnings given and, whether it is a matter of negligence.
Incidents and rule-breaking will be investigated thoroughly.
If the rule breaker is aware of the rule or required procedure through training, experience, or communication, and did not comply with that rule or procedure, the maximum appropriate disciplinary action will be applied.
Failure to comply with any Life-Saving Rule will result in disciplinary action. For employees of CONTRACTORS or SUB-CONTRACTORS, this could lead to removal from the site and disqualification from future project work.
In addition, if a COMPANY personnel sets the conditions for rule breaking or fails to follow the set rules, this deviation will be reported to COMPANY and will follow COMPANY’s internal consequence management process.

6.3 SAFE DRIVING PRACTICES
6.3.1 Speed limits
Speed limits will be implemented across CONTRACTOR worksites as part of the Safe Driving Program and Transport & Traffic Plan
As a guide, the below maximum speed limit references will be taken into consideration at the different project worksites and shall apply to the Project vehicles [Exhibit 8 Part 2 – Section 4.19.9 – Speed Limits]:
In Qatar
• 20 Km/Hour within SITE, WORKSITE, camps and car parks • 60Km/Hour for buses and heavy vehicles within RLC roads • 80Km/Hour for light vehicles within RLC roads • The posted speed limit for light vehicles outside of RLC limits • Max Speed limits on local roads applicable in the country of Project activities • The maximum speed for the vehicles on COMPANY facilities and camps is 10 km/h unless
otherwise posted.
Outside Qatar
• 20 Km/Hour within SITE, WORKSITE, camps and car parks • Max Speed limits on local roads applicable in the country of Project activities
When driving on hills, the driver must maintain to move on the right lane. In this area, no overtaking is allowed. It is at the discretion of the CONTRACTOR to further reduce the maximum speed limit if required. This will be agreed upon with COMPANY.
All specified sites and highway speed limits shall be strictly adhered to, as well as any speed restrictions for special vehicles, heavy loads, and other special considerations.
When driving where camels are present, all CONTRACTOR drivers shall be extremely careful. Camels can be found anywhere in the State of Qatar.
Further, speed must be reduced below the allowable speed limit at night, during fog, rain or sandstorm.
It is not allowed to drive in bad weather conditions unless it is necessary. All drivers must follow these rules when driving during bad weather conditions:

CONTRACTOR has introduced the “I’M SAFE” initiative to support self-assessment checks to be performed as part of the drivers’ daily checks. If as a driver, I feel I’M SAFE, I can proceed to drive.
This Self-Assessment does not require the use of a checklist, but it is more of a habit focusing on behavioural/psychological safety.

6.3.4 VEHICLE DAILY CHECKLIST

6.3.5 DRIVING DURING RAMADAN
All drivers shall be more vigilant to ensure their safety and the safety of other road users during the Holy month. Drivers shall be aware of fatigue and able to evaluate themselves,
Safety campaign awareness will be increased before the Ramadan month with an emphasis on the benefits of adequate sleep/rest, regular exercise, and eating meals at a consistent time.
Persons will also be reminded about the early signs of fatigue (such as yawning, tired eyes, drowsiness, slow reactions, and poor concentration), not to start the journey if they have any of these symptoms, or to pull over and rest if they are already driving.
Persons can make use of readily available and easily accessible alternate transportation services (e.g., taxis, buses, etc.) if they feel fatigued.
Drivers shall observe and comply with all relevant traffic regulations including speed limits of the State of Qatar and RLC for the In-country work scope.
6.3.6 DRIVING DURING FOG
Fog can significantly reduce visibility and makes spotting driving hazards much harder, if not impossible.
All the CONTRACTOR drivers shall be trained and aware of how to deal with foggy conditions which include:
• Extra time allowance for the journey and checks on the planned routes. • The vehicle is well maintained with wipers, lamps, and brakes in good working condition. • Switching on your fog lamps (if available). If the vehicle does not have fog lamps, the low-beam
headlights shall be turned on.
• Maintaining a slow speed and adequate vehicle separation distance between vehicles to have
more time to react if traffic stops or other hazards appear.
• Not changing lanes unless it is necessary. • Finding a safe place to park, away from travel lanes when visibility conditions deteriorate – driver
shall wait for conditions to improve before continuing the journey.
• Driver not driving with the hazard lights on, as this is only to be used when the vehicle is
stationary and as an indicator that the road ahead is blocked.
6.3.7 DRIVING IN RAIN
Drivers during rainy conditions shall take the following safety precautions:
• keep adequate vehicle separation distance between vehicles. • Reduce speed and avoid sudden braking. • Concentrate on driving and never engage in any other distracting activity. • Use the windshield wipers. • Ensure that the tires are good enough and are inflated to the right pressure before every trip. • Stop and park the vehicle off the road in a safe area when the visibility is very low. • Do not use hazard lights while driving in the rain. • Avoid driving through roads that are flooded and splashing through puddles. • Turn on the headlights.

6.3.8 DRIVING DURING SANDSTORMS
It is a duty that drivers should know the minimum safety precautions that can be followed before, during and after dust storms.
Drivers during sandstorms while driving shall take the following safety precautions:
• Reduce speed and avoid sudden braking. • Keep adequate vehicle separation distance between vehicles. • Turn on the car’s front, rear, and fog lights. • Keep windows up to avoid sand entering the vehicle and obstructing vision and potentially
causing irritation.
• Use windscreen wipers. • Do not use the Hazard lights while driving
6.3.9 REVERSING Heavy Vehicles and Mobile plants shall not be allowed to reverse on sites unless with the controlled guidance of a competent Traffic Flagman.
All reversing near any public access shall also be always under the guidance of a Traffic Flagman. Heavy equipment (dump truck, crane, etc.) must be fitted with an audible reverse alarm.
6.3.10 USE OF MOBILE PHONES DURING DRIVING
Driving safely must take precedence over using a communications device. Driver shall not perform any activity that distracts from attentive driving.
Drivers are not allowed to make outgoing calls using mobile phones (including hands-free devices) while operating a vehicle under any circumstances. Consequence management shall apply for violations.
The driver should pull over to a safe place to take the call.
Mobile phones shall be switched off during the re-fueling of vehicles.
6.3.11 NIGHT DRIVING
Driving at night off-road (i.e., in the desert) is strictly prohibited without specific authorization. This does not include graded roads.
All activities shall be planned to avoid the need for driving at night on blacktop roads.
However, if night driving on blacktop roads is unavoidable, driving operations shall be suspended between the hours of 2:00 am and 5:00 am (high-risk fatigue hours).

6.3.12 PARKING
The following rules should be followed when parking a vehicle:
• Park in well-lit areas. • When parking, consider where the entrances and exits are. Try to avoid having to walk across a lonely car park to get to your car. Park away from barriers, close to lights and CCTV cameras if possible.
• When driving, try to plan where to park the vehicle. • Park in a way so that you are ready to leave (reverse parking mode). • When you park in the daytime, think about what it will be like at night. • When returning to your parked vehicle, be aware of your surroundings and have your keys ready.
6.4 VEHICLE SAFETY REQUIREMENTS
The minimum vehicle safety requirements shall include but are not limited to:
•
IVMS installation on all road-going vehicles fully dedicated to COMP2. This requirement does not apply to public transport and to any pool vehicles provided by the subcontractor fabrication yards from the shared with other projects [HOLD 1].
• All vehicles shall be equipped with the minimum safety and emergency features such as safety belts, first aid kit, fire extinguisher, reflective triangles, wheel chocks (for buses and trucks), emergency contacts list, emergency instructions for responding to a vehicle breakdown/crash; vehicle manual, mini-inflation tyre compressor, audible reverse alarm.
• Regularly pass routine/periodical maintenance in line with the manufacturer’s specifications and
document requirements.
• Passing the daily pre-trip use inspection checks by the operator/driver. • The vehicle’s gross weight not exceeding the maximum weight limit in the country of location. • Buses fully dedicated to COMP2 will not be more than five years old. • Consideration for additional safety features such as side impact airbags, head restraints for all passengers, airbags for driver and passengers, anti-lock brakes; mirrors which prevent blind spots, Electronic Stability Program.
• Vehicles shall not have modifications or additional fittings made without formal endorsement from the vehicle manufacturer or Authorized Manufacturer Importer / Dealer. In the case of rented vehicles (with or without a driver), the Lessor shall make repairs and vehicle maintenance only in the specialized workshops of the vehicle’s manufacturer. Only original spare parts shall be used in case of substitution of any part.
• As part of special considerations, the availability of a portable radio or a satellite phone is compulsory whenever mobile coverage is not present and when not, all passenger is provided with a mobile phone to be used in case of the need to call for help.

• When vehicles are required to travel off the road for operational reasons, a Roll Over Protection
System (ROPS) shall be installed.
CONTRACTOR shall replace any vehicle if considered inadequate to its requirements.
CONTRACTOR will comply with the vehicle and equipment requirements (e.g., use of diesel engine vehicles, spark arrestors, etc.) within the COMPANY plant areas and as required. COMPANY will confirm the vehicular access pre-mob and stickering process.
A dedicated tipper truck control program shall be developed and implemented for the project with requirements including but not limited to:
• Tipper trucks used on the project at the project locations will not be more than five years old • No incentivization scheme for the transport of materials/loads • The vehicle’s gross weight not exceeding the maximum weight limit in the country of location. • Recruitment and training of the dedicated resources e.g. flagmen at traffic-congested SITE

6.4.1
IN-VEHICLE MONITORING SYSTEM (IVMS)
The IVMS (In Vehicle Monitoring System) is an electronic integrated system designed to monitor and record journey data such as vehicle speed, actual and historical position of the vehicle, driver behaviour, etc. Monitoring parameters will include but not limited to: use of seatbelts, driver hours, speed, harsh braking, acceleration, etc.

• The type of IVMS software to be utilized. •
Information management: parameters to be adopted (use of seatbelts, driver hours, speed, harsh braking, acceleration), Information processes: Downloads, analysis, integration.
• Resources: Identification of CTR resources and after-sales technical support required from the
supplier of the IVMS equipment. • Reporting and management of data • • Consequence management • Continuous feedback and improvement

6.4.2 LOAD SAFETY AND RESTRAINT
6.4.2.1 Vehicle Selection
Load-carrying vehicles shall be selected considering the following:
• Design and construction of the vehicle, • The maximum carrying capacity of the vehicle in relation to the weight of the load. • Space limitations. • Type, and size of load to be carried.
6.4.2.2 Amount of Restraint
Every load shall be restrained, with the restraint system strong enough to restrain the load without any movement relative to the vehicle during all expected conditions of operation. If any part of the load protrudes from the bed of the vehicle, proper signalization shall be in place (e.g. coloured stripes, flashlights, etc.)
6.4.2.3 Hazardous Materials
The required and relevant license(s) shall be in place before the transportation of hazardous substances (e.g., License from the Police and/or Civil Defense).
The driver shall carry in the cab either a Safe Handling of Chemicals (SHOC) Card or a Material Safety Data Sheet (MSDS) for each type of hazardous substance being transported.
Drivers shall have the relevant Personal Protective Equipment readily available, as per the MSDS or SHOC Card requirements.
The driver shall be properly trained and fully competent in the transportation of dangerous goods of the type being transported.
Hazardous substances shall not be transported in the same vehicle as food or drinking water.
Cylinders, whether empty or full, shall be kept vertical during transport in racks which have clamps or similar securing devices to firmly restrain the cylinders. Racks or supporting devices themselves shall be securely restrained to the transporting vehicle. Cylinders shall be covered or protected against sunlight and all valves protected by dedicated caps.

6.4.3 RULES IN CASE OF DRIVING ACCIDENT
Provided that the driver has not been injured during the vehicle incident, the following steps must be followed in the shortest possible time:
• Safely pull over to the side of the road and park in a safe place. • Turn the car engine off and turn on the hazard lights. • Check if anyone is injured • Advise the Saipem Logistics coordinator/supervisor.
If other parties involved in the accident become hostile, get to the nearest police station together with the counterpart.
If the employee has or suspects an injury, he/she shall visit a doctor right away (a Physician’s number shall be part of the emergency contact number onboard the vehicle).
6.4.4 Vehicle Emergency Equipment
CONTRACTOR shall have in place vehicles fitted with emergency equipment. The vehicle emergency equipment and quantities will be a function of the types and numbers of vehicles present at SITE and WORKSITE. Subsequent approval would be received from COMPANY.
As a minimum, the emergency items will include:
• First Aid Kit • Battery jump leads and detailed instructions on how to “jump-start” the vehicle • Flashlight and spare batteries • Nylon tow rope rated for vehicle weight and type • Reflecting warning triangle • Tire pressure gauge • 12” x 12” x 1” plywood (for use with vehicle jack in soft/loose soil) • High visibility vest or outerwear • Two spare litres of potable water • Emergency Window sticker • • Phone number to call in case of emergencies

6.4.5 Vehicle Incident and Near Miss Reporting
All car accidents, incidents and near misses shall be reported and investigated per the Project Incident investigation procedure – COMP2-SPM-SH-PRC-00001
The HOC tool shall be used to identify areas of improvement, unsafe acts/conditions and safe behaviours of drivers and passengers as per the RODEO program.
6.4.6 Vehicle maintenance
As part of the worksite rules, tyre maintenance and repair will not be permitted on SITE, however, tyres can be changed on SITE when required.

6.4.7 Transport and Traffic Plan
Based on the performance of transport/traffic HIRA, a site-specific transport and traffic plan will be established detailing as a minimum:

6.4.8 Man-machine interface
As far as reasonably practicable, CONTRACTOR shall implement adequate controls to reduce the associated risks of pedestrian and vehicle interface.
As part of the outcomes from the dedicated transport studies, these details would be indicated in the site-specific transport/traffic management plan and/or risk assessment.
Some of the control measures to reduce the risk of the man-machine interface related to traffic and transportation shall include:

7 MONITORING AND IMPROVEMENT
7.1 3rd party – Driver Performance Feedback
To support and promote feedback communication and continuous improvement, CONTRACTOR shall design and implement the “What do you think of my Driving?” sticker communication tool which will be posted at the rear of all Project-owned, hired and rented vehicles, as a platform for other road users to provide feedback on driver performance.
CONTRACTOR has presented a sample sticker design as shown below:
7.2 Traffic Violation Tribunal (TVT)
In line with its consequence management process and just culture, CONTRACTOR will inaugurate a Traffic Violation Tribunal. The tribunal shall support the process of a fair system of hearing and handing out commensurate penalties as appropriate to road traffic violations.
This Tribunal will compose members from COMPANY and CONTRACTOR, with chairperson nominations at the Management level from COMPANY and CONTRACTOR. CONTRACTOR nominated Chairperson shall not be the CONTRACTOR HSE Manager.
7.2.1 Traffic Tribunal Program Charter
7.2.1.1 Objectives

7.2.1.3 Meeting frequency
The Traffic Violation Tribunal shall meet periodically or as deemed necessary by the Chairman (on a need basis). In the dedicated Site HSE Weekly meetings, a dedicated row related to traffic violations may be customized and included in the Minutes of Meeting.
7.2.1.4 Tribunal quorum
The quorum of the committee shall be 4 out of the 6 nominated persons.
7.2.1.5 Point ranking system based on the reported or recorded violations (through IVMS).
The considerations for the typical ranking system for IVMS violations, based on the downloaded/real-time results will consider the below parameters:
• Over speeding maximum • Over speeding occurrences • Over speeding duration • Harsh acceleration occurrences
• Harsh acceleration duration • Harsh braking occurrences • Harsh braking duration • Keys mismanagement
A summation of the individual points would be done per driver. The time taken for the driver to return to the normal operating limits shall also be taken into consideration. Based on the individual totals, track records (previous history of violations), possible cases of error and error enforcing conditions, corresponding sanctions or waivers will be meted out. Violation of set traffic rules (Section 7.2.2) will also result in punishment.

7.2.1.6 Reporting and recording of violations and sanctions
An electronic database of the violations and sanctions will be maintained. CONTRACTOR will share this report with COMPANY periodically.
7.2.1.7 Referral process for gross violations
In case of severe violations the Tribunal has the jurisdiction to refer a violation to the Site Management for further action which might include termination from the Project.
7.2.2 Traffic Violations
Traffic rules will be set and applied at the worksites. The Security department will assist with the implementation and enforcement of the traffic rules. Traffic violations will be logged, investigated, and result in possible penalties.

7.3 Project Vehicle Use and Reduction Plan
As part of the project initiatives to reduce the carbon footprint, CONTRACTOR will promote bus pooling and shuttle services at the WORKSITE and will cover personnel including COMPANY, Subcontractor and vendor accessing the project areas.
7.4 Dust Control
For activities performed in Qatar, CONTRACTOR shall comply with the applicable requirements of Exhibit 8 Part 4 Environmental Management, RLC dust control strategy requirements – QPR-CHE-11 and the Project’s dust-suppression/control program.
For activities performed in third-party yards, it is not expected to use earthmoving equipment that may generate a significant amount of dust. Dust control will be applicable for the impacts that may come from regular vehicle movement. The control measure typically consists in spraying water on the main roadways to reduce the amount of dust produced.
7.5 Vehicle & Equipment Rodeo Program
To reinforce and influence driving safe behaviors, CONTRACTOR shall roll out its Vehicle & Equipment Rodeo Program in line with the Project HSE Incentive and Improvement Program. CONTRACTOR’s Vehicle & Equipment Rodeo Program evaluation criteria that will be incorporated in a checklist and used for periodic assessments during walkthroughs, inspections, management site visits, dedicated IVMS review meetings, etc., can include the below separate criterion or a combination:
