INTRODUCTION

The North Field is the world’s largest natural gas field and accounts for nearly all the State of Qatar’s gas production. The principal objective of the NFPS projects is to sustain plateau from existing QatarEnergy LNG Operation – S1, S2, S3, N1 and N2, production areas by implementing an integrated and optimum investment program consisting of subsurface development, pressure drop reduction steps and compression.

NFPS projects comprise 3 main investment programs:

  1. Investment #1: Drilling and Associated Facilities [WHP12S/ WHP13S/ WHP14S/

WHP12N/ WHP13N]

  1. Investment #2: Trunk line Looping and Intra-field pipeline looping [32” PL1LN, 32”

PL1LS, 38”PL610LS]

  1. Investment #3: Compression Complexes and associated facilities [Phase 1 CP6S & CP7S; Phase 2: CP8S & CP4N; Phase 3: CP4S & CP6N Phase 4: CP1S & CP1N]

Drilling and Looping, Investments #1 and #2, projects are in execution phase and are being executed as I1P1, EPCOL Projects except for WHP13N, which will be part of NFPS Compression Projects execution which compromises total up to 9 COMPs.

1.1 Project Objective

The objective of this Project includes:

• Achieve standards of global excellence in Safety, Health, Environment, Security and

Quality performance.

• Sustain the Qatarenergy LNG North Field Production Plateau by installing new RPs and one WHPs to support new Compression Complex facilities CP6S & CP7S and pre-installed facilities for future Compression Complex facilities including but not limited to CP4N & CP8S tie-in with integration to the existing facilities under Investment #3 program.

• Facility development shall be safe, high quality, reliable, maintainable, accessible,

operable, and efficient throughout their required life.

1.2 Project Scope

The Project Scope includes detailed engineering, procurement, construction, brownfield modifications, transportation & installation, hook-up and commissioning, tie-in to EXISTING PROPERTY and provide support for start-up activities of the following facilities and provisions for future development. The WORK shall be following the specified regulations, codes, specifications and standards, achieves the specified performance, and is safe and fit purpose in all respects.

associated demolition work at WHP9S.

3.4 Order of Precedence

The applicable Codes, Standards and Specification which are referenced within the document shall be considered as part of this specification. Conflict among applicable specification and / or codes shall be brought to the attention of the COMPANY for resolution COMPANY decision shall be final and shall be implemented. The latest editions of codes and specification effective as on date of contract shall be followed.

In general, the order of precedence shall be followed:

a) Qatari Governmental and Regulatory Requirements

b) COMPANY Procedures, Policies and Standards

c) Project Specifications.

d) Industry Codes and Standards

e) COMPANY and CONTRACTOR’s Lessons Learned

If VENDOR deems any deviations from the specifications will result in significant project cost and schedule saving, proposal to such deviations shall be submitted to CONTRACTOR/COMPANY for review and approval. VENDOR shall not proceed with any deviation to the specifications without prior CONTRACTOR/COMPANY approval.

Government Regulations as listed in Environmental Basis of Design (HOLD-1) shall be consulted during the execution of works.

3.5 Omissions and Conflicts

Any omissions and/or conflicts in the requirements detailed herein shall not relieve the VENDOR of any responsibility to deliver a complete system of satisfactory design, materials, good practice and providing the specified performances.

If VENDOR finds conflict between documents or has any doubts on specified requirements, these shall be communicated immediately to CONTRACTOR/COMPANY in writing. VENDOR shall not proceed with work until VENDOR receives clarification from CONTRACTOR/COMPANY in writing. Verbal communications shall not be considered official.

In case of conflicts between the requirements of two documents for which VENDOR has not brought to CONTRACTOR/COMPANY attention prior order placement, the most stringent requirements shall prevail.

3.6 Clarifications and Deviations

VENDOR shall provide in his offer a complete list of deviations to all applicable specifications. Any exception to specifications listed in the MR and referred codes and standards shall be clearly listed using the project template provided in the MR.

It is also VENDOR’s responsibility to consolidate deviations and exceptions of his SUB-VENDORs.

After PO, concession requests require the CONTRACTOR/COMPANY review/approval prior to the proposed technical changes being implemented. Technical changes implemented prior to approval are subject to rejection. VENDOR to rectify and comply to specification requirement at VENDOR’s own cost and time.

Specifications listed in the MR for which no deviations have been submitted prior order are considered fully applicable and followed.

After PO, CONTRACTOR/COMPANY may update any document listed in the MR or add new documents to it. It is VENDOR responsibility to review these documents and within two (2) weeks, to confirm conformance or to advise CONTRACTOR/COMPANY of the relevant impacts (if any) to achieve the new or updated requirements included in these documents.

3.7 Approved VENDOR List and Standardization

VENDOR shall select his SUB-VENDORs from the project Approved VENDOR List (AVL). Other SUB-VENDORs can be proposed to CONTRACTOR/COMPANY for approval subject that VENDOR can demonstrate that the proposed SUB-VENDORs have been supplying components for the equipment/package regularly and that the SUB-VENDOR’s product has been proven in operation for at least two (2) years. Acceptance of additional SUB-VENDORs is subject to fulfilling COMPANY’s qualification requirements.

3.8 Guarantee and Warranty

The VENDOR shall assume single point responsibility and provide Mechanical, Process Performance Guarantee and Noise Guarantee for the equipment to meet the design requirements stipulated in this REQUISITION and the documents mentioned and/or attached therein.

Warranty period shall be as per the Terms and Conditions in Purchase Order.

The Guarantee/Warranty shall cover both the supply of material and manpower to repair/rectify any defective components or equipment offshore.

The VENDOR shall be responsible for making good, without delay any defect arising from defective design, performances, materials, equipment or workmanship or from any omission. After make- good, an official performance test shall be performed.

4 PURPOSE

The purpose of this document is to provide minimum requirements for the design, materials, fabrication, inspection & testing and documentation of Breathing Air Package for NFPS Compression COMP3 Project.

This specification shall be read in conjunction with the mechanical data sheets in the requisition and the specifications listed in the Material Requisition and the equipment supplied shall be capable of meeting all the requirements stated therein. This specification is complementary to data sheets for the individual items of equipment. Compliance by the VENDOR, with the provisions of this specification does not relieve him of his responsibility to furnish the equipment and accessories of a proper design to meet the specified service conditions, Local Codes and Agreements, Statutory Legislation and Health and Safety requirements.

5 SCOPE

The Breathing Air Package shall be operationally complete, including all ancillary equipment required to meet the design and environmental conditions and relevant certification as stated herein. VENDOR shall be responsible for the design, fabrication, painting, shop assembly, testing, tagging, packing of the units as described in this specification.

Only equipment proven in same or similar operating conditions operating on any of the existing offshore platforms shall be considered. Prototype equipment and components shall not be used.

All materials and equipment supplied shall be fit for purpose, be of current manufacture, new, free of defects and of a high standard of workmanship and finishing. The equipment shall be designed with special emphasis on safety, reliability, and maintainability.

VENDOR shall provide technical support and provision of all supplied components at least for 10 years. For any components becoming obsolete, VENDOR shall suggest and provide alternative component fit for the intended purpose.

It is intended that responsibilities be retained fully by the VENDOR so that all equipment warranties remain unmitigated. This specification shall be applicable as part of the material requisition and later form part of the Purchase Order (PO) of NFPS Compression Project.

The package shall conform to the requirement stipulated in General Specification for Packaged Equipment for COMP3 Project (200-20-ME-SPC-00046) unless otherwise specifically mentioned in this specification.

The VENDOR shall be responsible for providing and / or coordinating the detail design of all equipment and components within their SCOPE.

The VENDOR shall provide expediting services, progress reports, organize VENDOR and Sub- VENDOR co-ordination, attending kick-off meeting at CONTRACTOR’s office (if necessary), design review meetings, and resolve engineering questions relating to equipment within the scope of supply.

VENDOR’s scope shall include, but is not limited to the followings:

• Breathing Air Cascade Cylinders along with 3rd party certificate for pressure test and

breathing air application.

• Breathing Air Cylinder Rack.

• Pressure Reduction Station.

• Breathing Air Manifold (see table - 1 & 2) along with hoses and adapter.

• High pressure Distribution Header.

• Air quality analyzer kits with OEM test certificate.

General Scope of Supply shall include:

• All necessary interconnecting piping, tubing, fittings, hoses, supports including drain within the skid. All piping termination with VENDOR skid shall be at edge of the skid only. VENDOR to provide flange connection at tie in point.

• All necessary valving including but not limited to pressure relief valves and isolation valves

(double block and bleed for class 900 and higher) for safe operations.

• All necessary instrumentation and transmitters for local and remote indication, control and safe operation of the package as per process requirements including instrument cabling, tubing, fittings, instrument valve manifold, instrument air manifolds, cable trays, and junction boxes within the skid limit.

• All necessary electrical items including cabling, wiring, cable trays, cable gland, cable gland

plate, permanent blanking plugs, earthing within the skid.

• A set of certified lifting equipment / accessories for safe lifting during transportation and

equipment installation.

• Earthing connections diagonally opposite on the skid.

• Each rack shall be provided with rubber matting underneath and any additional protection

required to ensure spark proof in hazardous area.

• Each rack shall be provided with sunshade to prevent from temperature rise.

• Quick Couplings.

• Filling Connection (shall be compatible with COMPANY supplied Compressor)

• Nameplates for all equipment and warnings signs.

6 QUALITY ASSURANCE

VENDOR is required to have a documented Quality Management System in place that is supported by an established quality organization. The VENDOR shall implement a Quality System and shall demonstrate quality control of sub-VENDORs.

Project Quality Requirements for VENDORs shall be in accordance with Project Quality Requirements for Suppliers (COMP3-SPM-QM-PRC-00003).

VENDOR Quality System shall be in accordance with the ISO 9001: 2015 series of requirements. The effectiveness of Quality System and VENDOR’s compliance with it shall be subjected to monitoring by CONTRACTOR/ COMPANY and in addition may be audited following as agreed period of notice.

6.1 Material Traceability

VENDOR shall ensure that all requirements of Material Traceability to trace the material, marking of materials, certified material test reports, colour coding, quality assurance system and procedures, etc. for equipment, piping, electrical, instrumentation and structural materials are fully complied with Material Management and Traceability Control Procedure (COMP3-SPM-CC-PRC-00002) and international standard practice. VENDOR’S internal Management System for material traceability shall be fully auditable by CONTRACTOR/COMPANY, and as a minimum conform to CONTRACTOR/COMPANY requirements.

Unless otherwise specified in the specifications and datasheet, equipment and material certification shall be in accordance with the relevant codes and standards.

Material certification traceability for package components shall be as follows:

Level 1 equivalent to EN 10204 – 3.1 for normal assurance on pressure containing parts and mechanical critical component.

Level 2 equivalent to EN 10204 – 2.2, for non-critical items and non-pressurized parts.

6.2 Positive Material Identification (PMI)

Positive Material Identification (PMI) shall comply with requirements of Specification for Positive Material Identification (PMI) for COMP3 Project (200-20-CE-SPC-00034).

Positive Material Identification testing (PMI) shall be performed on each alloy heat number used in the manufacture of pressure boundary external components (including weld overlay/cladding) utilizing X-Ray Fluorescence (XRF) methods. Portable alloy analyzers using Optical Emission Spectrometry (OES) employing an electric arc are not permitted. This is to include the weld metal in the as welded condition, or on a sample weld button made of the same filler metal heat/lot number and base material to be used in production. Random sample testing shall be performed as deemed necessary by to CONTRACTOR/COMPANY.

Material Identification of all alloy materials used in the fabrication shall conform to the above and VENDOR’s best practices.

6.3 Non-Destructive Examinations

All non-destructive testing shall be performed by a Third Party Contractor approved and accredited by COMPANY approved Non-Destructive Testing (NDT) Inspection Company.

The NDT shall be performed strictly in compliance with the contractual Code and Specifications and according to the requirements specified in the data sheets. NDE Procedures shall be submitted to COMPANY for review prior to start work.

6.4 Welding Requirement

Structural skid welding shall comply with Specification for Offshore Steel Structure, Welding, and Inspection for COMP3 Project (200-20-ST-SPC-00038).

Welding procedures and welder qualifications shall be submitted to CONTRACTOR/COMPANY for approval prior to starting fabrication.

For any VENDOR’s piping that needs to be fabricated and welded at fabrication yard, welding procedure shall be provided by VENDOR including test method. VENDOR shall specify requirement for acid pickling/cleaning for these.

6.5 Non-Conformity and Corrective Action

The VENDOR shall notify the CONTRACTOR/COMPANY immediately when a non-conforming product/work is identified which requires repair, rework, replacement or a concession. The CONTRACTOR/COMPANY will review the non-conformance and either agrees with the VENDOR’s proposed repair procedure or agreed with a concession or reject the product/work with good working replacement. Non-conformities and proposed corrective actions shall be properly and systematically documented for CONTRACTOR/COMPANY’s appraisal/approval.

If any failure is encountered during testing of the equipment, or performance acceptance criteria/guarantees not achieved, VENDOR shall rectify the deficiencies to meet the intended design at VENDOR’s own cost.

6.6 Fabrication Requirement

Fabrication and assembly of the equipment shall be carried out as per the VENDOR’s Project Quality Plan (PQP) and approved ITP, which shall follow Project Quality Plan (COMP3-SPM-QM-PLN- 00001). Fabrication, cutting and welding of the equipment/package shall commence only after approval of ITP and Pre-Inspection Meeting (PIM) at VENDOR facility/assembly shop.

As far as possible, VENDOR shall provide package in fully assembled condition at shop with only prefabricated interconnecting spools along with supports to be installed at fabrication yard. VENDOR shall indicate if any site welds are required in the drawings.

Welding requirements and inspection shall comply to Specification for Piping General Welding Requirement & Inspection for COMP3 Project (200-20-CE-SPC-00031).

VENDOR to include in their bid a preliminary list of potential piping and welded required at fabrication yard for CONTRACTOR review.

Any modifications of prefabricated spools by VENDOR which requires to be modified at construction yard due to VENDOR’s fault in manufacturing process, shall fully be reimbursed by VENDOR. Similarly, VENDOR is responsible to provide any loose supplied off-skid interconnecting piping, valves, etc. in accordance to the project piping material specification for CONTRACTOR interface. Any misalignments due to VENDOR not complying to project requirement shall be fully back charged to VENDOR.

7 HEALTH, SAFETY, ENVIRONMENT AND SECURITY

The overall requirements with regards to Health and Safety are to meet the Qatar Regulations, Project Specifications and requirements stipulated in the International Codes and Standards mentioned in this specification and other project specifications.

VENDOR shall ensure that appropriate arrangements are in place to protect the health and safety of its employees. VENDOR shall have established and shall maintain an HSE Management System including Health and Safety Policy that is equivalent to ISO 45001:2018 Occupational Health & Safety Management System, as well as Environmental Management System based on ISO 14001 Standard and shall ensure that its SUB-VENDORs also establish and maintain the same. Such Management Systems shall be fully auditable by COMPANY, and as a minimum conform to COMPANY requirements.

VENDOR shall ensure materials which are carcinogenic or contain lead are not used in the manufacture of the equipment.

VENDOR equipment design will incorporate controls, including through energy efficient design, that minimize atmospheric and GHG emissions to ALARP and acceptable levels as per Qatar Regulations.

7.1 Consents, Permits, Licenses, Authorization

VENDOR shall obtain and/or procure all consents, permits, licenses, authorizations and all such approvals required during the design, engineering, construction/ fabrication, pressure testing and pre-commissioning stages of the WORK other than those that are specifically indicated as being obtained by the CONTRACTOR/COMPANY.

8 DESIGN PARAMETERS

8.1 Design Life

The complete package (including all auxiliaries) shall be conceived, designed and constructed for a design life of 30 years.

8.2 Unit of Measurement

The International System of Units (SI) shall be used in all design, engineering documents and drawings, unless otherwise specified.

For measurement of diameters of pipe, tubings, conduit and fittings, it shall be in inches Nominal Bore (NB) and units of pressure shall be expressed in bara or barg.

All documentation exchanged on the project shall be in the English language.

8.3 Environment

The package will be installed on fixed offshore platforms. All equipment shall be new, free of defects and shall be suitable for installation in an offshore, salt-laden marine environment with sand and dust.

VENDOR shall consider all environmental conditions as listed in this specification when designing the equipment including all the necessary auxiliaries.

8.3.1 Ambient Conditions

The site ambient conditions shall be as specified in General Specification for Packaged Equipment for COMP3 Project (200-20-ME-SPC-00046). This specification includes the normal, minimum and maximum air ambient temperature at site, humidity, rainfall and including seawater temperature profile (if applicable).

8.3.2 Seawater Data

Seawater conditions are as specified in Topside Structural Design Basis (Greenfield) for COMP3 Project (200-22-ST-DEC-00004). Reference to water depth, tidal data, water level data, surge level data, wave data, seawater properties are defined in this document.

8.3.3 Environmental Emissions and Pollutant Limits

Local regulations and environmental limits pertaining to emission and pollutant shall be as specified in Environmental Basis of Design for COMP3 Project (HOLD-1).

8.4 Available Utilities

Refer to document Process and Utility Design Philosophy (HOLD-1) for available utility data.

VENDOR to note that availability of utility for any specific equipment/package and their conditions if mentioned in mechanical data sheets shall take precedence over the utility conditions specified in this standard document.

8.5 Equipment Location

The package shall be suitable for outdoor location on an Offshore Platform and shall be suitable for marine, saline, and highly corrosive environment. Offshore environment is salty and corrosive, and periodically will contain quantities of hydrocarbon gas with trace quantities of CO2 and H2S.

It shall be designed for installation in hazardous areas as depicted in the equipment datasheets.

8.6 Wind Load

The package shall be designed for wind load in accordance with API RP 2A-WSD for Offshore. The design wind speeds shall be as per Topside Structural Design Basis (Greenfield) for COMP3 Project (200-22-ST-DEC-00004) & Project basis of design for COMP3 Project (200-20-PE-DEC-00004).

8.7 Seismic Load

Design of seismic load for the package shall refer to Specification for Skid Mounted Assemblies - Structural Requirements for COMP3 Project (200-20-ST-SPC-00033).

Seismic design shall be carried out t as per API RP 2A-WSD & API RP 2EQ. Seismic Zone shall be 3 for Offshore. Seismic ground acceleration shall be as per Topside structural design basis (greenfield) for COMP3 project (200-22-ST-DEC-00004) & Project basis of design for COMP3 Project (200-20-PE-DEC-00004).

8.8 Transportation Loads

The package shall be designed for transportation Loads as defined in Specification for Skid Mounted Assemblies - Structural Requirements for COMP3 Project (200-20-ST-SPC-00033).

If provided with Anti-Vibration mounts, consideration shall be given, in the design, to allow for any additional sea fastening required to cater for the transportation loads.

8.9 Maintainability, Operability, Availability and Reliability

The package shall be designed in order to minimize routine maintenance requirements. If maintenance and overhaul activities are envisaged, equipment and package design shall allow easy access and removal of the equipment. As a minimum, all major components of the equipment that require frequent mechanical handling, shall be provided with engineered and approved lifting eye (or eye bolts) and related accessories for handling purposes.

Where components of the equipment do not meet the design life requirement, then VENDOR shall identify components that needs replacement based on industry best practices. VENDOR to provide a detailed list of such components along with the time of interval for replacement for CONTRACTOR/COMPANY review.

The package shall be designed such that all maintenance can be carried out offshore under onsite conditions with minimal shutdown and with the minimum of special facilities. Maintenance space requirements shall be kept to the minimum and VENDOR to indicate the space required on general arrangement drawings. VENDOR shall ensure that the Material Handling and HFE requirements as stated in clauses 8.9.1 and 8.9.2 respectively, are met.

VENDOR shall furnish detailed information concerning installation/ removal. The information shall include, but not limited to the following:

• Weight, centre of gravity, dimension and locations of removable parts.

•

Identification of any “withdrawal” clearances for installation/ removal.

• Details of recommended connections.

Design of lifting features / procedure shall be reviewed and approved by the CONTRACTOR / COMPANY. A maintenance platform and ladder shall be provided if access on higher elevation is required.

VENDOR shall provide a detailed Installation and Operating Manual and Maintenance Manual for the entire package. VENDOR to provide handling procedure and tools. VENDOR to highlight, if any special maintenance requirements are needed and this shall be detailed in the maintenance and operating manual as well.

VENDOR to provide isolation plan for equipment or package which allows maintenance tasks/acclivities to be performed safely.

The guaranteed availability and reliability of the equipment offered shall be described by the VENDOR in their bid for COMPANY review and acceptance. This shall be supported by references to previous experience with proven designs that have operated offshore in similar applications and environments for minimum of 2 years.

8.9.1 Material Handling

Equipment packages shall be designed for safe material handling (MH) as per Material Selection Philosophy for COMP3 Project (200-20-CE-DEC-00006) and shall comply with the Human Factors Engineering (HFE) design requirements contained in Human Factor Engineering (HFE) Workplace Design Specification for COMP3 Project (200-20-SH-SPC-00018).

VENDOR shall list all items’ weight and dimension that will be handled during maintenance period and this input shall be conveyed to CONTRACTOR’s Material Handling specialist. All the specific handling instruction and recommended facilities to dismantle, extract and lift all parts of the package shall be described to CONTRACTOR. Also, working space required for the maintenance activities shall be clearly defined in the general arrangement drawing, considering the Human Factor Engineering (HFE) Workplace Design Specification for COMP3 Project (200-20-SH-SPC-00018) requirement.

As a general guideline, items weighing more than 23kg should be lifted or moved using a hoist or trolley. Items weighing less than 23kg should be manually handled. Risk of injury increases significantly beyond this weight and these handling tasks require special attention in risk assessment. Mechanical lifting aids shall be provided to mitigate injury risk in these circumstances.

All maintenance and the associated lifting activities within the VENDOR package boundary shall be assessed and appropriate lifting solutions and special tools provided. This assessment, lifting solutions and special tools shall be part of the VENDOR’s supply.

All lifting devices such as slings, shackles and spreader beams required for handling of the complete package during transportation shall be part of supply and shall comply with Mechanical Handling Philosophy for COMP3 Project (200-20-PI-DEC-00012). The lifting arrangement shall be based on single point lift, unless otherwise agreed with the CONTRACTOR / COMPANY.

Lifting beams and spreader bars for equipment installation shall be supplied to safely lift all supplied equipment. Lifting equipment shall be 3rd party certified suitable for the required duty, in accordance with the load factors as specified in General Specification for Packaged Equipment for COMP3 Project (200-20-ME-SPC-00046). The equipment shall be subjected to a witnessed load test as part of the inspection process. All lifting beams and spreader bars shall be painted yellow and clearly marked with the certified maximum safe working load (SWL). Specially designed spreader bar (if required) for maintenance shall be treated as special tools.

Third party certification body shall be appointed by VENDOR and approved by COMPANY. All costs related to certification and testing activities shall be borne by the VENDOR.

VENDOR shall provide respective lifting plans for major components that will occur over the life of equipment.

8.9.2 Human Factor Engineering

All aspects of the design of the offshore facility, including VENDOR supplied equipment/ hardware, shall comply with the Human Factors Engineering (HFE) design requirements contained in Human Factor Engineering (HFE) Workplace Design Specification for COMP3 Project (200-20-SH-SPC- 00018).

If there is a conflict between the HFE requirements contained in Human Factor Engineering (HFE) Workplace Design Specification for COMP3 Project (200-20-SH-SPC-00018) mentioned above, and other project design requirements, the VENDOR shall notify the CONTRACTOR / COMPANY’s HFE Authorised Person immediately for a resolution of the conflict.

The VENDOR shall be responsible for the inclusion of HFE design requirement into their respective equipment design via the review of all relevant engineering documents, layouts, specifications, sub- VENDOR bid packages, drawings, operations and maintenance equipment manuals, 3D-CAD models, etc., and in this role shall interface with the CONTRACTOR/COMPANY’s HFE Authorised Person to audit that Human Factors Engineering principles and design requirements are “built in” to the respective equipment designs.

If the VENDOR is unable to comply with the specific design requirements listed above, it shall notify the CONTRACTOR/COMPANY’s HFE Authorised Person immediately on reaching that decision and provide an explanation why an HFE design requirement cannot be met, substantiated with human factors risk assessment by a qualified HFE Specialist for CONTRACTOR’s and COMPANY’s approval.

During the design and fabrication of a VENDOR-supplied equipment/ hardware/software, it is possible that the VENDOR site will be visited by either, or both, of the COMPANY and CONTRACTOR’s HFE Authorised Person. The purpose of the visit will be to review the VENDOR design and/or fabrication progress. All visits will be coordinated with the VENDOR to set a time and date agreeable to all parties.

Any relocation of equipment/valves/auxiliaries due to accessibility issue shall be analysed for other operational consequences. All action items or issues raised through the course of HFE reviews, visits or inspections shall be tracked and closed by the VENDOR in their respective HFE Issues Register.

HFE checklist shall be shared with VENDOR for submission after verification and filling, at their factory/yard for compliance.

8.10 Painting and Coating Systems

The package shall be painted in accordance with Specification for Fixed Facilities Protective Coating for COMP3 Project (200-20-CE-SPC-00027).

VENDOR shall include 10% touch up paint for the package in the scope of supply.

Specification, application procedure, and inspection acceptance criteria shall be submitted for CONTRACTOR /COMPANY during bid evaluation.

VENDOR’s standard painting procedure suitable for offshore marine environment may be proposed and submitted by the VENDOR, if permitted by Project Specifications, for COMPANY’S review and approval.

8.11 Weight Control

Very high importance and consideration shall be given to weight and COG of package. Accurate weight and COG estimates are required and must be provided by VENDOR as soon as possible. VENDOR shall provide estimated weight with bid, design weight and center of gravity with “Issued for Review”, “Issued for Approval” and “Approved for Construction” stages as a minimum. VENDOR shall ensure that overall weight and COG location across the revision must be kept at minimum and shall pay attention to penalty clauses that may be applicable in the purchase order.

Actual weight and center of gravity shall be provided with “As Built” drawings / dossier.

VENDOR shall fill in the weight datasheet as per format included in mechanical datasheet.

Weight control procedure shall be based on Specification for Offshore Weight Management for COMP3 Project (200-20-ST-SPC-00037).

8.12 Noise Level

Noise requirement shall meet requirements specified in Technical Safety Basis of Design (offshore) for COMP3 Project (200-20-SH-DEC-00013) and Noise Design Philosophy for COMP3 Project (200- 20-SH-DEC-00012).

The VENDOR shall provide necessary provisions for noise abatement if their standard equipment cannot meet this requirement.

VENDOR shall submit in their bid submission the expected noise map at one meter of the sound pressure levels in dB(A) per octave bands, and the maximum sound power level of the package.

VENDOR shall use the noise datasheet template attached to mechanical datasheet. Where VENDOR is not able to meet the required noise level, this shall be clearly communicated to COMPANY for approval.

The package noise level shall be guaranteed by VENDOR. Measurement of the noise level shall be performed by a certified third party appointed by COMPANY/CONTRACTOR. The noise measurement shall be performed in steady state conditions while the package is running in the worst operating condition with regard to noise.

Noise measurement of the package, including correction of background noise shall be performed in accordance to ISO 3744.

8.13 3D Model

If required, VENDOR shall provide native file of 3D model for the package, for integration into CONTRACTOR’s plant modelling. As minimum, the 3D model shall include critical information as below:

  1. Overall size and general dimensional correctness (skid size, overall shape, support

locations, etc.).

  1. Minimum intelligent attributes for identification of equipment, pipeline number, critical valves,

etc.

  1. Minimum intelligent attributes for identification of all tie-in or battery limits (scope break).

  2. Access routes, O&M requirements and material handling ways.

  3. Safe space required for installation, operation and maintenance removal aspects

  4. Material Handling equipment supplied by VENDOR including spreader bar, sling, shackle,

eyebolt, etc.

  1. Any special tool required for installation or maintenance of the equipment.

VENDOR shall use 3D CAD system which can give the output file into Standard ACIS Text (.SAT), Smart Plant 3D (.Vue), MicroStation (.dgn) file format. The 3D Model shall comply with COMPANY requirements as detailed in SmartPlant Engineering Applications & Drafting (CAD) Standard (PRJ- PJL-PRC-007). The files shall be delivered in sizes up to 50MB only. If the files size is more than 50MB, VENDOR to split the file in native software. Both file format and size shall be agreed between CONTRACTOR and VENDOR at the early stage of the project. Internal part of the 3D model is not required, internal parts that can make the 3D model file heavier shall be removed from the model.

9 TECHNICAL REQUIREMENTS

9.1 General

Process design and sizing of the Breathing Air Package shall be fully in accordance with the respective mechanical datasheets. The Breathing Air Package shall be equipped with the necessary equipment, controls, and auxiliary system for safe operations of Breathing Air and incorporating the requirements of this specification.

The Breathing Air Package shall be designed suitable for hazardous area classification as specified in the mechanical data sheet and shall be fully enclosed type and designed to comply with NFPA 1981: such as all pneumatic fittings, tubing, and hose shall be rated for the maximum allowable working pressure that could be encountered, with a test safety factor of not less than 4:1. Package shall be located at unexposed to sunlight. However, if it is directly exposed to sunlight, based on layout. Hence, a sunshade shall be provided.

Breathing air storage cylinders shall be supplied in Breathing Air cylinder Racks with lifting lugs.

In case of emergencies, the Breathing Air Cascade Package shall provide breathing air to 100% Persons on Board (POB) for a period of at least 2 hours.

The breathing air quality shall be in accordance with NFPA 1989 and technical requirements.

The portable Breathing Air Compressor (supplied by COMPANY) shall supply pressurized breathing air for refilling the breathing air storage cylinders. Pressurized breathing air stored in the breathing air storage cylinders shall be supplied to Breathing Air Manifolds located on RP3S, RP5N, RP5S, RP6N, RP9S & WHP13N platforms. VENDOR shall provide Pressure reduction stations, to regulate the supply pressure of the pressurized breathing air, Breathing Air Manifolds along with Breathing air hoses with quick connect couplers.

The interface between the portable Breathing Air Compressor skid edge (supplied by COMPANY) shall be compatible with the Breathing Air Cylinder Racks connection.

Individual Racks shall be provided with pressure relief valves.

Instrumentation and controls shall be provided to ensure that the Breathing Air Package is always ready for operation during emergency.

9.2 Breathing Air Cylinder Rack

The Breathing Air Cylinder Rack shall come complete with breathing air storage cylinders. Each rack shall have a common distribution header for discharging pressurized breathing air evenly. The distribution header shall come complete with pressure instrumentation, regulator panel, bleed valve, manual isolation valve, check valves, safety relief valve, air tee blocks and air pigtails. Interconnecting tie-ins shall be provided for receiving pressurized air from COMPANY provided portable compressor for refilling the breathing air storage cylinders.

Requirement of adjustable self-venting regulator shall be evaluated and finalized with VENDOR for safe operation.

Weight of the breathing air cylinders shall be monitored and linked with DCS thereby initiating an alarm indicating replacement/refilling of spent cylinders. Weight indication shall also be made available locally.

The material of construction of the Breathing Air Cylinder Racks shall be galvanized mild steel. Each rack shall come with certified lifting points with SWL clearly marked on each lifting point. The design

of the rack and layout of the cylinders and header assembly shall provide adequate access for individual cylinder inspection and maintenance.

The breathing air cylinders shall be seamless and in accordance with ISO 9809, equipped with safety relief valve & burst disks. Material of construction of the cylinders shall be ANSI 4130 quenched and tempered. At minimum, the cylinders shall be suitable for five (5) years continuous service before requiring re-qualification / testing. Isolation and drain valves shall be provided for each cylinder.

Breathing Air will be stored in Steel Cylinders of capacity 50L and filling pressure of up to 200 barg.

Pressurized air stored in the cylinders will be regulated from 200 barg to 7 barg in regulator panels and supplied to the manifolds.

40 Ltr/min per person shall be considered as air breathing rate as per NFPA 1981.

The breathing air cylinders shall be painted yellow and affixed with 9” x 6” vinyl labels. The labels shall be in bold black fonts and shall at minimum indicate the pressure rating of the cylinders and cylinders are used for breathing air. All the labels shall be visible when the cylinders are installed in the racks.

Each breathing air cylinder shall be internally inspected prior to valving and inspection stickers shall be afflixed on the cylinders.

9.3 Pressure Reduction Station

The Pressure Reduction Station shall be provided with breathing air regulator panel and air regulator. The regulator shall be constructed for “Air” application and shall have low and high pressure liquid filled gauges, transmitters and relief valves.

The Pressure Reduction Station shall come complete with non-return valves, safety valves, isolation valves and pressure gauges for safe operation. The isolation valves shall be ball valve type.

The Pressure Reduction Station shall provide a consistent and reduced output pressure as specified in data sheet to the platform breathing air manifold.

The pressure reduction station housing shall be SS316 weatherproof enclosure with inspection window.

9.4 Breathing Air Manifold & Hoses

Three (3) types of Breathing Air Manifolds shall be provided. It depends on platform - exact details are shown on table 1 & 2 above, P&ID and data sheets.

• Six (6) outlet manifold block type

• Twelve (12) outlet manifold block type

• Ten (10) outlet manifold block type

Each Breathing Air Manifold shall come with pressure gauges and isolation valves. The outlet manifold block shall be fitted with flexible Breathing Air Hoses (15 m) and quick connections suitable for platform Breathing Air Escape Sets. The quick connections shall be Female 1/4” quick coupling on BA Manifold and Male - 1/4” quick coupling at the BA flexible hose to fix to the manifold. On the other end of BA flexible hose, a Female - 1/4” quick coupling shall be provided to attach the 1/4” male quick coupling on BA set. In addition, the quick connections shall be provided with dust cap to avoid dust and particle ingress.

Outdoor Breathing Air Manifolds shall be housed in UV resistant and fire retardant Glass Reinforced Plastic enclosures painted in green. The enclosures shall be marked with 3 inch high yellow fonts indicating ” Breathing Air Manifold”. All mentioned above shall be located so that they are clearly visible to user.

The Flexible Hoses used for low pressure will be suitable for “Breathing Air” and to be traceable from the maker technical data sheet or certificate. The working pressure must be 10 barg (145.0 PSIG). The Flexible Hoses are High Temperature Resistant, Abrasion Resistant, Anti-Static and Heat Resistant & are approved by EN14593/14594 or equivalent approved type.

9.5 Piping and Piping Connections

Piping within the package shall be designed, fabricated, inspected and tested in accordance to ASME B31.3. All connecting flanges to CONTRACTOR / COMPANY’s piping shall be to ASME B16.5.

Piping and valve within the skid shall be in accordance with Piping Material Specification for COMP3 Project (200-20-PI-SPC-00044) and project piping classes. All butt welds shall be 100% radiographed.

All necessary venting and draining arrangement shall be considered and supplied for the equipment for startup, operation, shutdown and maintenance. All piping tie-ins shall be terminated at package edge with interface flanged connection.

All piping within skid shall be adequately supported and protected against external mechanical damage.

9.7 Electrical Requirements

Electrical requirements shall comply to Technical Specification for Electrical Packaged Equipment for COMP3 Project, (200-91-EL-SPC-00031). Unless otherwise specifically stated in the equipment specification and data sheets, CONTRACTOR will provide 1 Phase power supply (i.e 230V (QGS) /240V (QGN), +/- 10% for Voltage & +/-5%) frequency to package, further power distribution and scope of supply within the package shall be by VENDOR.

Wherever applicable, Electrical cabling required for intra connection within skid shall come complete with cable trays. Electrical cabling shall be in accordance with Technical Specification for Electrical Power Cables, Control and Earthing Cables for COMP3 Project, (200-91-EL-SPC-00033). Required

cable trays and ladders within the skid shall comply to Technical Specification for Electrical Conduits, Cable Ladder and Trays for COMP3 Project, (200-91-EL-SPC-00032).

If required, VENDOR shall specify the power required and submit with bid proposal.

All electrical equipment, components, junction boxes and wiring shall be suitable for installation and operation in the hazardous area classification specified in the equipment data sheets.

Two earthing bosses shall be welded to each skid located at opposite corners of the skid. Frames and enclosures of electrical components, heaters, vessels, and structural parts shall be electrically bonded to skid to provide continuous connection between respective items.

9.8 Structural

The skid mounted assemblies shall be in accordance with Specification for Skid Mounted Assemblies - Structural Requirements for COMP3 Project (200-20-ST-SPC-00033).

The package shall be furnished with baseplates suitable for offshore platform. The equipment baseplate or mounting plate shall be bolted to the structural steel stool on the platform deck. Holding down bolt, fixing bolts and nuts shall be supplied by VENDOR, as applicable. VENDOR shall provide COG locations, foundation loads and anchor bolt calculations of the respective package.

All the mounting pads required shall be machined and supplied by VENDOR. VENDOR shall specify the method of levelling and necessary provision to achieve that. VENDOR shall supply stainless steel shim packs, sole plates and sub-sole plates for mounting of the equipment baseplate.

Package skid layout arrangement shall be in accordance Human Factor Engineering (HFE) Workplace Design Specification for COMP3 Project (200-20-SH-SPC-00018).

Skid structure shall be designed such that the framework can withstand all stresses induced both in the operating conditions of the equipment and also stresses set up when lifting and transporting the skid as a complete unit, especially transport by sea. All mechanical equipment shall be designed for transportation loads defined in Specification for Skid Mounted Assemblies - Structural Requirements for COMP3 Project (200-20-ST-SPC-00033). The structure shall be designed to allow for the assembly to be lifted for installation at an onshore site (onshore installation or construction site lifting) or offshore site, to provide and permit safe access and allow easy connection of components to the equipment on the support structure.

The design, calculations and drawings shall be prepared for in-service and all pre-service conditions and submit for review. It is the sole responsibility of the VENDOR to produce correct design to satisfy the integrity of the structures. Calculations related to the design of lifting points (pad eyes), spreader bars, slings, shackles, transportation tie-downs, etc., shall be submitted with valid certificates to the CONTRACTOR. VENDOR shall submit all calculations for design of structural components for the review of the CONTRACTOR. Skid shall be designed suitable for single point lift.

9.9 Nameplates

As minimum, the package shall be provided with a permanently mounted stainless steel nameplate. The nameplate shall be readily visible at prominent location and shall be mounted by means of mechanical fastener such as rivet etc. Non-mechanical means of fastening such as glue, etc. are not acceptable. Mounting of nameplates shall not affect the Classification/ Zone or IP rating or equipment in any form and shall ensure protection required to ensure spark proof in hazardous area.

The nameplates shall show all applicable data which shall be engraved with the following as a minimum:

All equipment, valves, instruments within the package shall be equipped with SS316L nameplates providing tag numbers and all relevant design conditions and rating.

Tag numbering of instrumentation shall be as per the system and unit numbering defined in the P&ID. Tagging for cabling and wiring shall be followed as per the tagging procedure which will be developed in subsequent engineering phase.

Tag numbering of instrumentation shall be as per the system and unit numbering defined in the P&ID and comply with Qatargas Equipment Numbering Philosophy Procedure (PRJ-PJL-PRC- 008_15). Tagging for cabling and wiring shall be followed as per Qatargas Equipment Numbering Philosophy Procedure (PRJ-PJL-PRC-008_15).

All manual valves shall be labelled to allow isolation planning and minimize human performance issues through misidentification.

Necessary warning and safety signs shall be provided at prominent location to the equipment so that the operating personnel are aware of them. The warning /safety labels shall be in English.

9.10 Digitization requirements

Vendors and package vendor shall:

• Follow Company tagging philosophy document (PRJ-PJL-PRC-008 and PRJ-PJL-PRC-080) to

generate all tags used within vendor package.

• Fill and Submit the Master Tag Register periodically to allow CTR to validate all tags with

COMPANY before using these tags in the project.

• Fill and Submit the CFIHOS templates provided by CTR.

• Vendor shall make a provision for placing the QR code plates (e.g. Mounting brackets, hanging

plates etc.).

9.11 Coordination Meeting

When specified, a Coordination Meeting shall be held, preferably at VENDOR’s plant, within 4 to 6 weeks of the Purchase Order commitment. An agenda shall be prepared for this meeting and should include review of the following items as a minimum:

• The Purchase Order, Scope of Supply, and SUB-VENDOR items.

• Datasheets.

• Schedules for transmittal of drawings, production, and tests.

• Inspection, expediting, testing, and acceptance criteria.

• The physical orientation of equipment, piping, and auxiliary systems.

• Customer tie-in points (Package Boundary Limits).

• Process Flow Diagrams & Piping & Instrumentation Diagrams.

• General Arrangement Drawings.

10 SPARE PARTS, FIRST FILL AND SPECIAL TOOLS

10.1 General

Every effort should be made, consistent with sound engineering practice, to minimize the spares inventory by rationalizing the variety of makes and types of equipment selected.

VENDOR shall submit spare parts, consumables and special tools list in project specific template as per Spare Parts and Material Identification, Procurement, Delivery, Receipt and Payment -OTS- OED Supported Projects Procedure (ONS-OTS-MNT-003).

The spare parts list shall include the SUB-VENDOR /VENDOR name plus model and part numbers as well as specific equipment catalogues / drawings, part number, materials, prices (itemised cost) and delivery time. Part numbers shall be clearly identified for each part for interchangeability purposes.

All standard and special tools required for pre-commissioning, commissioning and start up shall be listed, its application tool drawing shall be provided, and its functionality shall be described in operating manuals. When supplied, these items shall be properly identified as to use, special handling required, and any safety limitations.

10.2 Installation, Commissioning and Start-up Spare Parts

Installation, commissioning and start-up spare parts are those required to enable uninterrupted installation and start-up of the equipment and shall be supplied by VENDOR as part of the main scope of supply and shall form part of the order.

The VENDOR shall provide a list of installation, commissioning and start-up spare parts required for their packages as part of their quotation. The spares shall be managed via Spare Parts and Interchangeability Record (SPIR) process. The COMPANY SPIR format will be provided to VENDOR during detailed engineering phase.

10.3 Initial Spare Parts

Initial spare parts are those required to safeguard the operation of equipment during the running-in and starting-up periods and the first year of operation. Initial spare parts shall be available prior to start up. Scope of supply of Initial Spare Parts shall be mutually agreed between VENDOR / CONTRACTOR and COMPANY and managed via Spare Parts and Interchangeability Record (SPIR) process. The COMPANY SPIR format will be provided to VENDOR during detail engineering phase.

10.4 2 Years Operating Spare Parts

Scope of supply of 2 Years Operating Spare Parts shall be mutually agreed between VENDOR / CONTRACTOR and COMPANY and managed via Spare Parts and Interchangeability Record (SPIR) process. The COMPANY SPIR format will be provided to VENDOR during detail engineering phase.

List of VENDOR recommended Spare Parts for 2 Year Operation of the equipment shall be furnished as part of their quotation with itemized cost, for COMPANY review.

10.5 Capital Spare Parts

Unavailability of large, critical equipment could result in either a lengthy and costly platform shutdown or leads to either reduced throughput. Capital spares are to be provided to minimize such exposures.

VENDOR shall provide list of recommended Capital Spares. Inclusion of the capital spares shall be decided by COMPANY.

10.6 Special Tools

If required, VENDOR shall supply all special tools required for installation, commissioning, operation and maintenance (including assembly or disassembly of the components) of the equipment train and its auxiliaries within the package as listed in Section 5, Scope of Supply and these information shall be furnished along with VENDOR’s quotation.

All tools to be used in a hazardous classified area shall be made of a non-sparking material.

All special tools shall be supplied in a metal container, laballed / tagged for safe keeping by operation / maintenance.

10.7 First Fill

The breathing air storage cylinders shall be supplied fully charged with controlled breathing air. Evidence to be provided of breathing air quality supply. Breathing Air tests shall be by 3rd party under OSHA standard.

11 INSPECTION AND TESTING

11.1 General

Package shall be inspected and tested in accordance to CONTRACTOR / COMPANY approved VENDOR’s Inspection and Test plan (or Quality Control Plan). VENDOR shall submit for the review of CONTRACTOR/COMPANY Inspection and Test Plan, which will define in chronological manner the list of the operation of fabrication, and associated control and test prior to pre-inspection meeting. The VENDOR shall also submit prior to the pre-inspection meeting his Quality Assurance manual.

VENDOR shall prepare their ITP based on requirements of this specification.

VENDOR submitted ITP/QCP format shall be as per standard project ITP format attached to equipment MR.

Unless otherwise agreed, components like instrumentation, piping component, etc. shall be inspected and tested according to the relevant code and standards.

CONTRACTOR/COMPANY or its representative reserves the right to observe the work in progress at any given time or location. The skid package shall be subject to inspection at all stages of manufacturing by the COMPANY, CONTRACTOR, his inspector and duly authorised agent and, as required, by a third-party agency which has been nominated by the VENDOR and approved by the COMPANY. The scope of third-party inspection shall be the subject of agreement between the COMPANY, VENDOR and the third-party inspector.

The VENDOR shall provide free access to his facility and SUB-VENDORS facilities for the authorized the COMPANY with a minimum notice of 24 hours. CONTRACTOR/COMPANY retains the right to access VENDOR’s/sub-VENDORs’ office and shop at any time and to inspect all materials, fabrication and welding of structural shapes, plates, pipe and fabricated components. CONTRACTOR/COMPANY retains the right to examine any weld by radiographic, ultrasonic, magnetic particle or other non-destructive testing methods.

Any component or device not operating properly shall be replaced or repaired by VENDOR, then retested to verify proper operation, at VENDOR’s expense.

The CONTRACTOR/COMPANY shall issue an “Inspection Release Note” upon satisfactory fulfilment of the purchase order requirements.

The issue of this note does not relieve the VENDOR of the responsibility for product quality or of any other obligations under the purchase order.

Equipment shall not be dispatched from VENDOR’s premises until “Inspection Release Note” has been received. Should the equipment be dispatched prior to the receipt of this note, CONTRACTOR/COMPANY reserves the right to refuse delivery and to return the equipment to VENDOR at the VENDOR’s cost.

11.2 Factory Testing and Inspection Requirement

The Breathing Air Package shall be tested as a complete system including all purchased components. The package shall be visually and dimensionally examined prior to shipment. This activity shall be witnessed by CONTRACTOR/ COMPANY and/ or his representative.

All test procedures of the package shall be approved at least one (1) month in advance of any testing and shall be approved by CONTRACTOR/ COMPANY. Factory testing of equipment shall be carried

out in accordance with agreed ITP, Approved Test Procedure and Acceptance Criteria. The FAT shall be witnessed by CONTRACTOR/ COMPANY.

The CONTRACTOR’s inspector shall have the right to request additional inspection or examination if required to ensure that the package complies with the relevant Specification and Codes.

The VENDOR is responsible for notifying all sub-VENDORs of the inspection and testing requirements. Unless stated otherwise, the VENDOR shall notify CONTRACTOR/COMPANY of the expected dates for witness points fifteen (15) calendar days in advance.

The VENDOR shall specify the planned inspection / test activities to be performed at the facility and / or point of installation acceptance. Acceptance of these planned inspection / test activities by the CONTRACTOR/COMPANY shall be established before any work begins unless the CONTRACTOR/COMPANY has authorized otherwise.

The package shall be tested at the VENDOR’s workshop unless otherwise specified in the job specification. After the completion of the tests, VENDOR shall issue an official test report including all the log sheets. Copy of raw data registered during the tests shall be handed over right after the test activity for CONTRACTOR/COMPANY inspection record. Acceptance of shop tests shall not constitute a waiver of requirements to meet the field test under specified operation conditions nor shall inspection relieve the VENDOR of responsibility in any way. VENDOR shall submit certified copies of test reports covering all shop tests performed. Unless waived, COMPANY’s engineer shall witness at full functional testing. Any deficiencies shall be corrected by VENDOR. A retest shall be made to prove completely the effectiveness of the correction, if necessary for completion of the Factory Acceptance Test (FAT) and to ensure performance of the package.

All instruments/ valves/ Local Control Panel etc. shall be functionally tested at VENDOR’s workplace.

A detailed test procedure of the package shall be submitted at least one (1) month in advance of any testing and shall be approved by CONTRACTOR/ COMPANY.

The basis of acceptance shall be the receipt by COMPANY Designee of the equipment and test reports showing the equipment to be in full compliance with the specification and certified copies of as-built drawings, in accordance with the drawing requirements, plus successful operation.

The list of SUB-VENDORS shall be produced to COMPANY at the time of Kick Off Meeting (KOM) or at the earliest and get the concurrence. All applicable WPS and relevant PQR along with welder qualification records shall be submitted for COMPANY review and approval. Qualification records of all quality personnel (including inspectors, NDE technicians, etc.) shall be submitted for COMPANY review and approval. A Pre-Inspection Meeting (PIM) shall be conducted prior to start of production in order to align the inspection teams from COMPANY / CONTRACTOR.

VENDOR is ultimately responsible for compliance of the package with respect to the Purchase Order, Specifications, Codes and any special requirements. VENDOR shall submit certified copies of test reports covering all shop tests performed.

11.3 Site Acceptance Test (SAT)

Site acceptance test (SAT) shall be carried out offshore by CONTRACTOR after installation and commissioning of the package.

VENDOR shall submit the site acceptance test procedure for approval by CONTRACTOR /COMPANY. The SAT procedure shall include a complete step-by-step Control Narrative for the

package SAT Performance testing, Start-up and Shutdown. The SAT procedure shall include Control Philosophy and step-by-step Operating Instructions and Maintenance requirements.

VENDOR scope of work shall include necessary pre-inspection and pre-testing activities and providing all necessary supports including recordings, calculating and submitting reports to demonstrate that the equipment / package meets the guaranteed performance required by the requisition.

CONTRACTOR/COMPANY or its designated representatives, or all, will be present at the site and shall approve the test results and sign the test records to indicate approval. If the unit does not meet purchase order requirements, VENDOR and/or his SUB-VENDORs shall correct the problems at no expenses to CONTRACTOR/COMPANY.

11.4 Proof Load Testing of Lifting Gear

The VENDOR supplied lifting gears such as but not limited to spreader bar along with wire rope slings, shackles, master links, and any other rigging components shall be proof load tested (Witnessed by COMPANY) and Third Party Certified by an internationally recognized authority on behalf of VENDOR.

VENDOR may test the package structural skid along with the spreader bar and the rigging components in a combined test. In that case, the skid padeyes shall also be of the same proof load factor as mentioned above.

VENDOR shall provide a list of supplied lifting gears detailing the lifting gear type, quantity, relevant certificate reference number and SWL.

11.5 Package Trial Lift Test

The Breathing Air Cylinder Rack (after being prepared for shipment) shall be test-lifted to ensure a balanced and level lift and structural integrity. Deflection of skid shall be measured to ensure that there is no damage to equipment. The contract lifting gear including spreader bar shall be used for this lift test.

VENDOR may test the package structural skid along with the spreader bar and the rigging components in a combined test. In that case, the skid padeyes shall also be of the same proof load factor as mentioned above.

12 PRESERVATION AND TRANSPORTATION

12.1 Preparation for Shipment

Preparation for shipment, storage and preservation shall be in accordance with Handling, Storage, Packing & Preservation Procedure (COMP3-SPM-PO-PRC-00005) and according to manufacturer’s best practices. VENDOR shall submit recommended preservation procedure for approval. Seaworthy packing, preservation and suitable preparation of the units for transportation and 12 months outdoor storage in marine environment is requested.

VENDOR shall ensure any liquid is drained and dried inside of piping prior to shipping to prevent freezing and/or corrosion during shipment and installation.

TECHNICAL SPECIFICATION OF BREATHING AIR PACKAGES FOR COMP3 PROJECT

Documents including uploading, unpacking and lifting instructions, a description of the reassembly steps required for installation and pre-commissioning and start up instructions shall be included with the package. The number of copies of documents to be provided shall be as stated in the requisition (VDRL).

Prior to shipment, all instrumentation and other equipment vulnerable to damage shall be disassembled and boxed separately for shipment. VENDOR shall also indicate in their bid submission the expected items that need to be disassembled prior to shipment.

VENDOR shall ensure the equipment is suitably supported and braced for transport and shall be approved by CONTRACTOR / COMPANY. Caution and warning signs shall be stenciled on the outside surface of the crated or packed assembly at locations that are not meant to carry any sling or jacking loads. CONTRACTOR / COMPANY shall be the sole judge of adequacy of export preparation.

All unpainted exterior surfaces shall be coated with rust preventive coatings. All openings shall be provided with substantial gasketed metal closures. All tapped openings, not otherwise closed, shall be plugged with steel plugs. Cast iron or plastic plugs are not permitted.

All connections for instruments, instrument leads, or auxiliary piping shall be identified with a securely attached metal tag, indicating the type of connection and the instrument or line description of the connecting piping.

The Breathing Air Package and its accessories shall be suitably packed in a wooden box or crate in order to prevent damage while in transit or storage outdoors. Site storage details are provided in the Datasheets.

Each component of the Breathing Air Package shall be properly identified with an item number. VENDOR shall remove and pack separately any item that cannot withstand shipping conditions in the assembled position. All materials shipped separately shall be properly tagged or marked with an item number for which it is intended.

12.2 Storage Preservation

VENDOR shall protect and preserve the equipment and it’s components. VENDOR shall provide preservation requirements post-delivery and prior to being placed in-service. The preservation requirement for equipment for site storage and preservation shall be in accordance with Handling, Storage, Packing & Preservation Procedure (COMP3-SPM-PO-PRC-00005).

VENDOR must provide detailed instructions and procedures for site storage requirements and during shipment to final facility location for approval.

13 VENDOR ASSISTANCE

The VENDOR assistance may include HAZOP installation, supervision, pre-commissioning, offshore commissioning and offshore site test acceptance.

VENDOR shall advise the duration required to complete the installation, pre-commissioning and commissioning activities at site for the package.

VENDOR shall submit a separate quote (day rate) to COMPANY / CONTRACTOR for the HAZOP, field service start-up assistance and any maintenance-related tasks required during the commissioning period for the Offshore Facilities. This assistance shall not be included in the lump sum for the Package. Continuity of VENDOR FSR (Field Service Representative) shall be ensured for successful start-up, commissioning and operational handover.

14 TRAINING

VENDOR shall provide a separate quote for typical training program of COMPANY maintenance and operations personnel. VENDOR shall also indicate the location and duration of training.

Training requirements shall be as advised by the COMPANY. This requirement shall not be included in the lump sum for the Package.
