INTRODUCTION

The North Field is the world’s largest natural gas field and accounts for nearly all the State of Qatar’s gas production. The principal objective of the NFPS projects is to sustain plateau from existing QatarEnergy LNG Operation – S1, S2, S3, N1 and N2, production areas by implementing an integrated and optimum investment program consisting of subsurface development, pressure drop reduction steps and compression.

NFPS projects comprise 3 main investment programs:

  1. Investment #1: Drilling and Associated Facilities [WHP12S/ WHP13S/ WHP14S/

WHP12N/ WHP13N]

  1. Investment #2: Trunk line Looping and Intra-field pipeline looping [32” PL1LN, 32”

PL1LS, 38”PL610LS]

  1. Investment #3: Compression Complexes and associated facilities [Phase 1 CP6S & CP7S; Phase 2: CP8S & CP4N; Phase 3: CP4S & CP6N Phase 4: CP1S & CP1N]

Drilling and Looping, Investments #1 and #2, projects are in execution phase and are being executed as I1P1, EPCOL Projects except for WHP13N, which will be part of NFPS Compression Projects execution which compromises total up to 9 COMPs.

1.1 Project Objective

The objective of this Project includes:

• Achieve standards of global excellence in Safety, Health, Environment, Security and

Quality performance.

• Sustain the Qatarenergy LNG North Field Production Plateau by installing new RPs and one WHPs to support new Compression Complex facilities CP6S & CP7S and pre-installed facilities for future Compression Complex facilities including but not limited to CP4N & CP8S tie-in with integration to the existing facilities under Investment #3 program.

• Facility development shall be safe, high quality, reliable, maintainable, accessible,

operable, and efficient throughout their required life.

1.2 Project Scope

The Project Scope includes detailed engineering, procurement, construction, brownfield modifications, transportation & installation, hook-up and commissioning, tie-in to EXISTING PROPERTY and provide support for start-up activities of the following facilities and provisions for future development. The WORK shall be following the specified regulations, codes, specifications and standards, achieves the specified performance, and is safe and fit‐for‐ purpose in all respects.

Facilities - 1A

• RP5S RP with 2 x 28” CRA clad pipelines to RP7S and 2 subsea composite Cables

and associated J tubes from RP7S to RP5S & from CP7S to WHP13S.

• New Fuel Gas 8” CRA Spur-lines and flanged risers from Subsea skid to RP7S

associated J tubes from WHP12N to RP4N and RP6N to WHP13N. • New fuel gas spur-line and flanged riser from subsea skid to RP6N • WHP13N Topside • Hook-up and brownfield modification at WHP6N/RP6N, RP4N- HPU-Umbilical and tie- in, WHP12N-new J tube installation, E&I migration, WHP6N/RP4N/WHP4N-E&I migration (Pre-CP4N), WHP13N and RP6N interconnection to NFB.

• RP9S RP with 1x28” CRA clad pipeline to RP4S, • Hook-up and brownfield modification at RP4S/WHP9S, Modifications to integrate

RP9S to the RGA control network.

• Pipeline decommissioning of 28” PL9 to WYE on existing 38” trunkline PL49including

associated demolition work at WHP9S.

• New fuel gas spur-line and flanged riser from subsea skid to RP4N • Fiber Optic Cable from RP6N to onshore LFP East, RP6N to RP4N and RP6N to LQ6S. • Hook-up and brownfield modification at RP6N Composite and FO Tie-ins NFB-PU (East)- FO Tie-in

3.4 Order of Precedence

4 PURPOSE OF THE DOCUMENT

The purpose of this specification is to define the minimum requirements for design, material procurement, manufacturing / fabrication, assembly, testing, inspection, painting, packing and supply of Safety, Lifesaving and Firefighting equipment for the North Field Production Sustainability (NFPS) COMP3 Project.

This specification shall be read in conjunction with the Datasheet for Safety, Lifesaving and Firefighting items for COMP3 Project [Ref.17]. The equipment supplied shall be capable of meeting all the requirements stated therein. This specification is complementary to the datasheets for the individual items of equipment. Compliance, by the VENDOR/ SUB- VENDOR, with the provisions of this specification does not relieve their responsibility to furnish the equipment and accessories of a proper design to meet the specified service conditions, Local Codes and agreements, statutory legislation and health and safety requirements.

5 SCOPE

5.1 Scope of Supply

The VENDOR shall be responsible for the design, engineering, manufacturing/ fabrication, testing, inspection, certification, surface preparation, painting, of the Safety, Lifesaving and Firefighting Equipment according to the requirements of this specification, requisition, code standard and approval certificates.

VENDOR’s scope of supply shall include but not be limited to the following:

  1. Design, Engineering and Supply of Safety, Lifesaving and Firefighting equipment

according to the requirements of this specification, requisition, codes and standards;

  1. Painting, surface protection and insulation, as required;

  2. Complete documentation submitted in accordance with the VDRL;

  3. Complete Inspection and testing with all supporting documentations & certifications;

  4. Preservation and protection;

  5. Packing and marking for shipment;

  6. All necessary bolts and pads for fastening of relevant equipment to platform structure;

  7. Special tools required for installation and maintenance;

  8. Spare parts for start-up, pre-commissioning, commissioning and operational spare

shall meet the requirement of Spare Parts Management Plan [Ref.26];

  1. Spare parts list for two years normal operation;

  2. All regulatory, statutory and third-party approval certificates;

  3. Workmanship and Mechanical Guarantees;

  4. Operating and maintenance procedure manual;

  5. Complete Equipment Part List;

  6. Factory Acceptance Test requirements as applicable including satisfactory closure of

all punch points;

  1. Support at site during installation, pre-commissioning, commissioning and start-up

activities;

  1. Site Acceptance Test support as applicable;

  2. Provide input for Utilities consumption list – oils, power, etc.,

6 DEVIATION CONTROL

VENDOR shall supply equipment that complies fully with this specification, COMPANY standards & the international codes and standards listed herein. VENDOR shall notify CONTRACTOR/COMPANY immediately in writing in case of any deviations.

Engineering clarification shall not be regarded as deviation from any project requirement. VENDOR shall use deviation form provided by CONTRACTOR as part of the MR and such deviations (if any) shall follow the Specification Deviation Request (SDR) procedure for facilitating approval from CONTRACTOR/COMPANY. VENDOR shall not proceed to change/deviate without CONTRACTOR/ COMPANY approval. VENDOR shall list and submit any identified deviation while submitting their proposal for CONTRACTOR/ COMPANY approval.

7 FUNCTIONAL SPECIFICATION

7.1 Design Parameters

7.1.1 General

Only equipment proven in same or similar operating conditions operating on any of the existing offshore platforms shall be considered. Prototype equipment and components shall not be used.

The design shall be suitable as per project environmental design condition as stated in the Project Basis of Design for COMP3 Project [Ref.18].

VENDOR shall inform COMPANY/CONTRACTOR, its proposed raw material supplier/ system Sub-VENDOR if any. VENDOR shall engage COMPANY approved Sub-VENDORS. In case of difficulty in sourcing applicable items related to project scope, alternate Sub-VENDORS shall be proposed to COMPANY for prior approval, before initiating procurement actions. COMPANY reserves the right to reject or approve such Sub-VENDORS.

It is the responsibility of VENDOR to co-ordinate and resolve any issues/conflicts with his sub- VENDOR. VENDOR shall guarantee and be solely responsible for the performance and use of the equipment being supplied.

All materials and equipment supplied shall be fit for purpose, be of current manufacture, new, free of defects and of a high standard of workmanship and finishing. The equipment shall be designed with special emphasis on safety, reliability, and maintainability.

7.1.2 Operation & Design life

The VENDOR shall design the equipment for 30 years design life. VENDOR shall indicate equipment or component for which this cannot be complied for.

The VENDOR shall be responsible for ensuring that all equipment package and components provided are suitable for continuous operation. VENDOR shall describe the design life and overall availability/reliability of the equipment. This shall be by reference to previous experience with proven designs that have operated in the field for several years with only planned outages for maintenance/replacement of normal wearing type components.

The overall availability/reliability of the equipment, which will be subject to planned maintenance/replacement during the life of the equipment, shall be provided by VENDOR. Demonstration of this must be submitted with Bid submission.

7.1.3 Environment

All equipment shall be new, free of defects and shall be suitable for installation in an offshore, salt-laden marine environment with sand and dust.

The environmental conditions are as specified in Project Basis of Design for COMP3 Project [Ref. 18] which specifies environmental conditions e.g. air ambient temperature, minimum and maximum temperature values at the project site, at the fabrication and integration yards, humidity, rainfall, wind speeds, and acceleration values at platforms.

VENDOR’s design shall consider all these scenario or conditions while designing the equipment including all the necessary auxiliaries.

7.2 General Requirement

7.2.1 Safety & Lifesaving Equipment

The safety and lifesaving equipment are required for use in offshore platforms located at Qatar Offshore. The design shall address the saliferous and corrosive marine atmosphere. The requirements of these conditions shall be fully compensated for, both in the design and in the construction materials of the safety and lifesaving equipment.

  1. All components of life saving equipment shall be approved by international approval

authority (USCG, SOLAS, etc.).

  1. Safety & Lifesaving equipment components shall be positioned or protected in such a way, to avoid possible damage from routine operations (e.g. maintenance and material handling).

  2. Signs showing simplified operating instructions shall be prominently displayed near

each survival system component. The signs shall be in English languages.

  1. Access for emergency use and for routine maintenance shall be assured. Care must be taken to avoid launch/use difficulties due to obstructions. Standard railing shall be removed when they would prove a hindrance.

  2. Spare parts, materials, and the necessary tools shall be provided for service and repair

of equipment.

  1. All Safety & lifesaving equipment components shall be clearly marked with the name

of the COMPANY and the platform installation on which it is located.

  1. The selection of Safety & lifesaving equipment shall consider the presence of H2S in

the event of process upset.

  1. Cabinets or boxes provided for storage of Safety & lifesaving equipment components shall be of robust construction, resistant to the elements, and capable of being re- sealed after inspection. They shall be readily accessible and easily opened in the event of an emergency.

  2. All materials proposed for the system shall be suitable for offshore saline and high UV environmental conditions and shall meet the Project Basis of Design for COMP3 Project [Ref.18] and Material selection philosophy for COMP3 Project [Ref. 28].

  3. The use of asbestos material is totally prohibited.

  4. Bolts, nuts & mounting brackets shall be as per Specification for structural material for

COMP3 Project [Ref.36].

  1. Materials for instrumentation shall be designed in accordance with Instrumentation

requirements for packaged equipment for COMP3 Project [Ref.20].

  1. Materials for electrical components shall be designed in accordance with Technical

Specification for Electrical Packaged Equipment for COMP3 Project [Ref.30].

  1. VENDOR to provide the suitable fixing accessories as per CONTRACTOR requirement for mounting of all Safety & lifesaving equipment weatherproof and UV resistant cabinets on the wall mounting or deck plating / grating as required.

7.2.2 Firefighting equipment

  1. The extinguishers shall be designed so that it may be refilled and recharged easily by the user and will not have to be returned to the manufacturer for servicing. The cartridge-operated type is preferred because it meets this requirement more readily than the pressurized type.

  2. Dry chemical extinguishers shall not be used on equipment that is sensitive to dust,

corrosion, or abrasion.

  1. Portable fire extinguishers shall meet the requirements of local regulations in addition to the minimum requirements of NFPA 10 [Ref.80], 33 CFR Part 145 [Ref.90], API RP 14G [Ref.67]. Extinguishers shall be designed to be corrosion resistant in a marine environment.

  2. CO2 extinguishers are pressurized and shall conform to the requirements of the

authority having jurisdiction.

  1. CO2 extinguishers are not recommended for outdoor use because of wind effects on

the gas discharge.

  1. CO2 extinguishers shall be designed for a minimum pressure of 124 bar and shall be provided with a suitable pressure relief device as per UL 154 standard [Ref. 86].

  2. Fire water system components shall meet the testing requirements of the national

approval agencies (UL, FM, CEN, etc.).

  1. All materials proposed for the system shall be suitable for offshore saline and high UV environmental conditions and shall meet the Project Basis of Design for COMP3 Project [Ref.18] and Material selection philosophy for COMP3 Project [Ref. 27].

  2. The use of asbestos material is totally prohibited.

  3. Bolts, nuts & mounting brackets shall be as per Specification for Structural Material for

COMP3 Project [Ref.36].

  1. Dry chemical extinguishers are not recommended for fires involving electrical equipment because of the need for a clean agent (one that leaves no solid deposits) to avoid damaging electrical components.

  2. All firefighting equipment including all materials, components, equipment and accessories shall be Underwriters Laboratory (UL) listed or Factory Mutual (FM) approved, if demonstrated that certification doesn’t exists for certain equipment or components, the VENDOR shall make sure they are listed/approved by the latest Qatar Civil Defense Recognized Listing and Testing Authorities. these requirements shall be documented and formally approved by Authority having jurisdiction.

  1. All firefighting equipment including cabinet shall be painted fire red color (RAL 3000).

  2. All fire extinguisher cabinet shall be IP56 rated.

  3. 10% spare fire extinguishers shall be provided for all types and capacities of the

extinguishers.

7.2.3 Approved Extinguishers

  1. Extinguishers and agents shall be approved by the authority having jurisdiction, such

as the governmental authority, or as required in the project specifications.

  1. The extinguisher shall meet requirements of the authority/COMPANY.

7.2.3.1 Class A, B and C Fires

Class A, B and C fires, are defined in accordance with NFPA 10 [Ref.80] in the following Sections.

7.2.3.2 Class A Fires

Class A fires involve ordinary combustible materials, such as wood, cloth, paper, rubber and many plastics. Multipurpose dry chemical extinguishers or pressurized water extinguishers shall be used to extinguish fires of this classification.

7.2.3.3 Class B Fires

Class B fires involve flammable liquids, oils, greases, tars, oil-based paints, lacquers, and flammable gases. Potassium bicarbonate dry chemical, or potassium bicarbonate plus urea (Monnex or equal) shall be used to extinguish fires of this classification.

7.2.3.4 Class C Fires

Class C fires involve energized electrical equipment. This makes the electrical non-conductivity of the extinguishing media important. CO2 extinguishers shall be used for Class C fires. Multipurpose dry chemical extinguishers may also be used for Class B and Class C fires.

7.2.4 Hazardous Area Classification

All instrumentation shall be suitable for use in Zone 1, Gas Group IIB & Temperature Class T3 hazardous area as minimum.

All outdoor field / electrical equipment shall be suitable for use in Zone 2, Gas Group IIB & Temperature Class T3 hazardous area as minimum unless otherwise mentioned in this specification.

7.2.5 Wind Load

All equipment shall be designed for wind load as per API RP 2A Ref [Ref.64]. The design wind speeds shall be as per Topside Structural Design Basis (Greenfield) for COMP3 Project [Ref 21].

7.2.6 Seismic Design

Seismic design shall be carried out as per API RP 2EQ [Ref.65]. Seismic Zone shall be in accordance with Topside Structural Design Basis (Greenfield) for COMP3 Project [Ref.21].

7.2.7 Painting and Protective Coatings

Surface preparation and application of protective coatings shall be in accordance with Specification for fixed facilities Protective Coating for COMP3 Project [Ref.22]. All applicable accessories (nuts, bolts, mounting brackets, washers etc.,) shall be of suitable material and coated as per Specification for fixed facilities Protective Coating requirements for COMP3 Project [Ref.22]. The painting for the firefighting equipment shall be fire red color (RAL-3000) [Ref.1].

For listed equipment where application of Project Doc. Specification for fixed facilities protective coating for COMP3 Project [Ref.22] shall void the concerned approvals (or), equipment with application of Project Doc. Specification for fixed facilities protective coating for COMP3 Project [Ref.22] is not available with required listing, MANUFACTURER’S standard approved painting/coating specification shall apply. For all non-listed items, the Specification for fixed facilities Protective Coating for COMP3 Project [Ref.22] shall apply. These shall be clearly mentioned by VENDOR in their clarification list for each item.

7.2.8 Spare Parts and Special Tools

Spares required for start-up, pre-commissioning & commissioning of the package shall be furnished along with VENDOR’s quotation and shall be included in the scope of supply. VENDOR shall follow applicable sections of Spare Parts Management Plan [Ref.26]. The spare parts shall be properly tagged by stainless steel tags and coded to facilitate future identification and intended usage.

All spares shall be packaged separately and clearly marked as ‘Spare Parts’ and shipped with the equipment in accordance with the instructions from CONTRACTOR/COMPANY.

Any Special Tools, Tackles and Calibration equipment required for operation and maintenance (including assembly or disassembly of the components) of the equipment within the package shall be furnished along with VENDOR’s quotation and shall be included in the scope of supply.

7.2.9 Training

VENDOR shall quote training within the proposal complete with details and pricing of any training necessary at VENDOR’s workplace and for CONTRACTOR/COMPANY evaluation.

7.2.10 Guarantee

VENDOR shall take full responsibility for the design and performance of the supplied equipment including but not limited to all the components supplied under this Specification.

VENDOR shall provide mechanical and performance guarantees for the equipment/ package to meet the design requirements stipulated in this Specification.

7.2.11 Warranty

VENDOR shall warrant each equipment supplied to be free from defects in material, workmanship and construction. The warranty period shall be 24 months after the system has been commissioned.

If, upon examination the product is found defective, then it is VENDOR’s obligation to repair or provide replacement of the defective unit or its components at the earliest.

All SUB-VENDOR warranty and guarantee shall be under the remit of the VENDOR, who shall take full responsibility for the overall package.

7.2.12 Preservation, Protection and Packing Requirement

VENDOR shall develop specific Equipment Preservation and protection procedure and implement to preserve and protect the equipment during shipment, storage, construction, and till commissioning.

VENDOR specific Preservation Procedures shall be established and implemented for preservation of equipment/material during and after manufacture, installation and commissioning and until hand over to the COMPANY.

Equipment shall be protected against the effects of climatic conditions such as rain, snow, freezing, high humidity, fresh and saltwater splashing, salt air, sunlight, and mildew.

VENDORs are required to submit to CONTRACTOR/ COMPANY the preservation procedure for the shipped equipment for review and approval.

Plastic or wooden closures are not accepted. Temporary closures shall be painted with a distinctive color.

All drains, instrument tubing, and small piping connections shall be capped or plugged with metal caps or plugs. Temporary plugs shall be painted with a distinctive color.

Preparation for shipment and storage shall be in accordance with manufacturer standard. Seaworthy packing, preservation and suitable preparation of the units for transportation and 12 months outdoor storage in marine environment is requested.

Documents including uploading, unpacking and lifting instructions, a description of the reassembly steps required for installation and pre-commissioning and start up instructions shall be included with the package. The number of copies of documents to be provided shall be as stated in the requisition.

The preservation requirement for equipment for site storage and preservation shall be in accordance with Handling, Storage, Packing & Preservation Procedure [Ref.47].

Prior to shipment, all instrumentation and other equipment vulnerable to damage shall be disassembled and boxed separately for shipment.

VENDOR shall ensure the equipment is suitably supported and braced for transport. COMPANY shall be the sole judge of adequacy of export preparation.

7.3 Health, Safety, Environment and Security

The overall requirements with regards to Health and Safety are to meet the Qatar Regulations, Project Specifications and requirements stipulated in the International Codes and Standards mentioned in this specification and other project specifications.

VENDOR shall ensure that appropriate arrangements are in place to protect the health and safety of its employees. VENDOR shall have established and shall maintain an HSE Management System including Health and Safety Policy as well as Environmental Management System based on ISO 14001 [Ref.79] Standard and shall ensure that its suppliers and sub-suppliers also establish and maintain the same. Such Management Systems shall be fully auditable by CONTRACTOR, and as a minimum conform to CONTRACTOR requirements.

VENDOR shall ensure materials which are carcinogenic or contain lead are not used in the manufacture of the equipment.

7.4 Quality Assurance

VENDOR is required to have a documented Quality Management System in place that is supported by an established quality organization. The VENDOR shall implement a Quality System and shall demonstrate quality control of suppliers and SUB-VENDORs.

Project Quality Requirements for VENDORs shall be in accordance with Project Quality Requirements for Suppliers [Ref. 45]. VENDOR Quality System shall be in accordance with the ISO 9001:2015 [Ref.78] series of requirements. The effectiveness of Quality System and VENDOR’s compliance with it shall be subjected to monitoring by CONTRACTOR/ COMPANY and in addition may be audited following as agreed period of notice. VENDOR shall develop a ‘Project Quality Plan’ and ‘Inspection & Test Plan’ (ITP) for CONTRACTOR/COMPANY approval. The format and outline content of the quality plan shall be agreed between VENDOR and COMPANY and CONTRACTOR, prior to order placement. Where VENDOR sub-contract the whole of main part of the material / equipment, these requirements shall be applied in full to SUB-VENDOR.

7.4.1 Material Traceability

VENDOR shall ensure that all requirements of Material Traceability to trace the material, marking of materials, chemical analysis, mechanical properties, certified material test reports, colour coding, quality assurance system and procedures, etc. for equipment, piping, electrical, instrumentation and structural materials are fully complied with international standard practice.

VENDOR’s internal Management System for material traceability shall be fully auditable by CONTRACTOR, and as a minimum conform to CONTRACTOR requirements.

7.4.2 Design / Materials Documentation Approval

VENDOR’s design and materials selection criteria shall be documented and submitted for COMPANY / CONTRACTOR’s review and approval before fabrication/manufacturing.

7.4.3 Preliminary and Detailed Design Conformance Report

Both Preliminary and Detailed Design Conformance Report shall be subjected to COMPANY / CONTRACTOR’s review, as applicable, to ensure the design is in conformance with codes & standards associated with this Technical Specification.

7.4.4 Manufacturing Procedures and Specifications

VENDOR shall timely submit all manufacturing procedures and specifications according to ‘VENDOR DATA REQUIREMENT LIST (VDRL)’ /‘VENDOR DATA REQUIREMENT SCHEDULE (VDRS)’.

8 TECHNICAL DESIGN REQUIREMENT FOR SAFETY EQUIPMENT

8.1 Combined Safety Shower and Eyewash Station

  1. Equipment shall be combined safety shower & eyewash with individual chiller, heater

& water storage tank on the top type conforming to ANSI/ISEA Z358.1 [Ref.63].

  1. The combined safety shower & eyewash station shall be provided within 10 sec reach or 15 m distance away from chemical handling area (e.g. MEG storage Tank). It should be situated in a prominent position, clearly visible, well-lit, and free from any obstructions. It should be located on the same level as the hazard and the path of travel.

  2. The operating valves shall remain open until intentionally shut off. The operating valves

shall be self-draining.

  1. Hand-held drench hoses are not an acceptable substitute for emergency shower /

eyewash.

  1. VENDOR shall provide adequate lighting with integrated battery at emergency shower

/ eyewash station.

  1. All block valves in the system shall be locked open.

  2. The water temperature at the emergency shower & eyewash shall be maintained between (59 oF and 95 oF) 15 oC and 35 oC using thermally insulated piping, based on 15 minutes continuous operation of the shower.

  3. Emergency shower & eyewash facilities installed on offshore decks shall rest on steel platforms with an opening in the floor for drainage, which shall be piped to safe location.

  4. Actuation of an emergency shower & eyewash shall trigger an audible & visual alarm

locally and also provision for remote alarms shall be provided.

  1. The safety shower & eyewash shall be designed as follows:

a) The minimum unobstructed area inside shall be (48 in) 1,200 mm in diameter.

b) The safety shower/eyewash shall be permanently connected to a source of

potable water.

c) Electric heater & Chiller Unit shall be provided to maintain the water temperature

between 15 oC and 35 oC.

  1. The water tank shall be equipped with a low-level switch delivering an alarm (remote) when the tank is empty for refilling purpose and also Local alarm (high level) shall be provided to stop the tank refilling.

  1. The water tank shall be made of GRP material, and the water tank capacity shall be 1200 liters. All electrical equipment including chiller shall be suitable for use in Zone 2, Gas group IIB & Temperature Class T3 hazardous area [Ref.61].

  2. The Unit shall consist of a galvanized pipe structure complete with shower and eyewash unit. They shall be suitable for outdoor installation & marine environment.

  3. Activation of the shower shall be by panic bar and the eye-wash unit shall be by push flag or foot treadle. The valves, once operated, shall remain open until such time as they are shut-off manually.

  4. The units shall have instruction notices in English in waterproof material located in

direct view.

  1. Safety shower shall be able to deliver minimum flow of 20 gpm (75.7 lpm) for minimum 15 minutes and minimum flushing fluid flow for eyewash is 0.4 gpm (1.5 lpm) for 15 minutes at (at approximately 2-3 barg) inline with ANSI/ISEA Z358.1.

  2. All piping within the safety shower/eyewash unit shall be insulated to prevent scalding.

  3. The safety shower shall be equipped with a limit switch delivering a signal to DCS

when the safety shower will be in operation.

  1. Anti-surge heads with integral flow control for eyewash and shower head shall be provided. Dust covers shall be provided for the eyewash heads and designed to automatically dislodge in a safe manner when water is turned on.

  2. The combined safety shower and eyewash unit shall come with water treatment additives to prevent growth of harmful organisms in the water. VENDOR shall ensure expiry dates of the additives are present on the label. VENDOR shall advise if these additives need replacement at regular intervals.

  3. Stainless steel (SS 316) identification tag shall be provided.

  4. Test certificates and relevant approvals shall be provided.

  5. Lifting lugs shall be provided for erection of Safety shower & eyewash.

  6. The combined safety shower and eyewash unit shall be provided with (two diagonally opposite where possible) earthing terminals welded to the equipment skid. Earthing shall be in compliance with Technical specification for Equipment Grounding and Bonding for COMP3 Project [Ref.43].

  7. All internal wiring/cabling and external cabling shall follow Technical specification for Electrical Power Cables, Control and Earthing Cables for COMP3 Project [Ref.31] and Specification for Instrument Cables & Cable Glands for COMP3 Project [Ref.34] as applicable.

  8. 3D model for the safety shower & eyewash station shall be provided in “zvf” format or

“sat” format. If file provided in “sat” format file size shall be less than 50mb.

  1. At VENDOR’S yard, Human Factor Engineering (HFE) verification shall be by

VENDOR as per checklist provided by HFE Specialist.

8.2 Portable Eyewash Unit

  1. Self-contained Portable eyewash unit made of high-density polyethylene conforming to ANSI/ISEA Z358.1 [Ref. 63] shall be provided in Battery Room of LER building.

  2. Portable eyewash unit shall be suitable for wall mounting in indoor locations.

  3. Portable eyewash unit shall be supplied in GRP cabinet with white lettering on a green background and clear door and shall include 2 x 32 Oz. (2 x approx.1000ml) eyewash bottles.

  4. A lockable threaded cap shall be provided on each bottle.

  5. The eyewash units shall be green in colour and provided with stainless steel tags.

  6. The bottles shall be kept in GRP cabinet.

8.3 Lighted Windsock

  1. Lighted windsock shall conform to CAP 437 [Ref.71] & shall be suitable for use in Zone

1, Gas group IIB & Temperature Class T3 hazardous area.

  1. Windsocks shall be capable of withstanding wind speeds of up to 38.6 m/s (3 second gust). Windsocks shall be constructed of long-life nylon material treated to resist the effects of wind and weather.

  2. Windsock shall be able to rotate at 360º angle.

  3. The colour of the windsock shall provide maximum contrast against its background.

  4. Windsock shall be provided on the highest point of pedestal crane structure.

  5. Windsock is supplied part of Crane Vendor Package.

  6. Windsock shall comply with COMPANY Standard Ref [15].

8.4 Fireman Equipment Cabinet

  1. Fireman equipment cabinet shall be provided near the temporary refuge, outside LER

building at WHP 13N & each RPs.

  1. The cabinet shall be sufficient to accommodate the following items;

a) 2 Sets of Fire Fighting Suit (coat, trouser, fire helmet, fire hand gloves, fireman

long boot, face mask/hood)

b) 2 Sets of Self-Contained Breathing Apparatus (SCBA) provided as per Section 9.8

e) 2 No’s of Lifelines (15 m in length)

f) SCBA Cylinders (spare).

  1. The following are the requirements for fireman equipment cabinet;

a) Rigid fiberglass containers, accessible by full length, hinged doors

b) All enclosed hardware such as hinges, latches, handles and bolting shall be of 316

SS

c) Adequate bottom and back frames shall be provided to permit deck or bulkhead

mounting

d) Wear instructions shall be permanently attached to the inside of door of container

at a height to be easily read by a person standing in front of the container.

e) Instructions shall be in English language.

f) Ventilation and drainage facilities to be provided for container with care to avoid

ingress of sea/rainwater.

8.5 Chemical Handling Safety Kit

  1. Chemical handling safety kit shall be provided nearby hazardous chemicals handling

area., e.g. MEG Storage Tank.

  1. The chemical handling safety kit shall meet OSHA requirement.

  2. The kit shall contain, as minimum:

a) Face mask (3 nos.);

b) Chemical splash protection apron (3 nos.);

c) Chemical handling gloves (3 nos.);

d) Chemical resistant coverall (3 nos.);

e) Chemical resistant goggles (3 nos.);

f) Chemical splash Shield (3 nos.);

g) Chemical protective boots (3 nos.);

h) Filter respirators (3 nos.); and

Cabinet

  1. The cabinet shall be designed to be open fronted to permit rapid removal and deployment in an emergency situation. The cabinet shall be provided with a clear list of contents and appropriate description.

  2. The design of the cabinet shall have no sharp corners or edges which could cause

personal injury.

  1. The cabinet shall be manufactured from UV resistant fire-retardant GRP and shall be

weatherproof.

  1. All cabinet accessories including hinges/latches, bolting, and fittings shall be made of

stainless steel (SS 316) fittings.

  1. The cabinet shall have clear marking “CHEMICAL HANDLING SAFETY KIT” painted

in English language.

8.6 Electrical Safety Kit

Electrical safety kit shall be provided inside Electrical & Instrument room and UPS, Instrument & Telecom room & shall include as a minimum:

  1. 2 sets Rubber Insulating Gloves, Leather Protectors and Sleeves;

  2. 1 pair Dielectric Footwear;

  3. 1 set Insulating Blankets and Accessories;

  4. 1 set Insulating Shielding / Roll Blankets;

  5. 4 sets Switchboard Matting;

  6. 1 set Hot Sticks, Static Discharge Sticks, Rescue Hooks;

  7. 2 sets Face Shield with Goggles;

  8. 1 set Lockout / Tagout Box (for HV and LV);

  9. 1 set Portable Warning Notice;

  10. 1 set Voltage Detector with Flexible Antenna Contact;

  11. 1 set Wall Mounted Supports for Sticks and Voltages Detectors;

  12. 1 set Insulation Platform (outdoor models);

9 TECHNICAL DESIGN REQUIREMENT FOR LIFESAVING EQUIPMENT

9.1 Life Raft

  1. Life raft systems consisting of Encapsulated Jettison type/ Throw overboard type life raft, a protective cover, a tilting cradle and retaining straps suitable for marine environment shall be provided at each platform (RPs & WHP 13N).

  2. Life raft system shall have Inclined Launching Racks.

  3. The cradle supporting each raft shall allow the launching of the container and its raft

by only one person.

  1. Each Life raft shall be designed for 50% POB in line requirements in Chapter III Life Saving Appliances and Arrangements) Part B, Section II – Passenger Ships, Regulation 21 Section 1.1.1 of SOLAS Standard) [Ref.72].

  2. Each life raft shall be capable of single man launch and have automatic inflation action

following launch.

  1. Each canister shall be mounted at handrail level and clearly marked to show its method

of operation.

  1. The life raft and its fittings shall be so constructed as to enable it to be towed at a speed of 3 knots in calm water when loaded with its full complement of persons and equipment and with one of its sea-anchors streamed. The Material of construction of enclosure shall be fiber glass.

  2. The life raft shall have a canopy to protect the occupants from exposure which is automatically set in place when the life raft is launched and waterborne. Canopy shall be fluorescent orange in colour.

  3. Each life raft shall be provided with two units of IMO SOLAS (IMO IE110E) and

GMDSS compliant portable VHF marine handheld radios.

  1. Each life raft shall be provided with Two units of EPIRBs (AIS) operating on the international satellite distress frequency of 406 MHz, One unit of SART (AIS) and One unit of SART (radar) operating in the 9 GHz marine radar frequency band.

  2. All life raft communication equipment including EPIRBs & SARTs shall be stored in an Ex ‘e’ enclosure located adjacent to the life raft. The enclosure contents shall be clearly indicated on the enclosure.

  3. Individual weights for the design of life rafts shall be a minimum of 95 kg (198.5 lbs.).

  4. Life raft shall be:

a) Manufactured from durable polyurethane coated fabric

b) Easy to fit

  1. The life raft shall be so constructed that when it is dropped into the water from a height

of 25 m and it shall work satisfactorily drop-tested from at least that height.

  1. Life raft shall be Inflatable type and constructed as to be capable of withstanding

exposure for 30 days afloat in all sea conditions.

Accessories

VENDOR shall include as minimum:

  1. One buoyant rescue quoit, attached to not less than 30 m of buoyant line.

  2. One knife of the non-folding type having a buoyant handle and lanyard attached and stowed in a pocket on the exterior of the canopy near the point at which the painter is attached to the life raft.

  3. One buoyant bailer.

  4. Two sponges.

  5. Two sea anchors each with a shock resistant hawser and tripping line if fitted, one

being spare and the other permanently attached to the life raft.

  1. Two buoyant paddles etc.

9.2 Scramble Net

  1. Scramble net shall be installed near life raft station. These nets shall be lowered freely

without any obstacle down to the sea level.

  1. Length of the scramble net (top to bottom) shall be enough to reach 2m below the LAT from the tie-down point, width shall be minimum of 3 meters with mesh size of 250 mm X 250 mm. The final length shall be based on the deck where the scramble net will be installed on the respective platforms.

  2. High tensile strength (tested to 10 times average body weight).

  3. The scramble net is simply fixed to the deck or rail to enable deployment within seconds and can be easily rolled up for stowage. Permanent access for regular inspection and certification of pad eyes holding scramble net shall be provided. Edge of the platform shall be rounded to avoid cutting ropes.

  4. Large numbers of crew may simultaneously disembark in the event of an emergency.

  5. Scramble net shall be provided with spreader bar.

  6. Spreader bar material shall be hardwood at every 2 meters.

Stowing Cover

  1. Stowing cover of the scramble net shall be made of fire retardant and UV resistant

plasticized linen (or equal) and shall be weatherproof.

  1. The cover shall enclose the net completely except for the four (4) stainless-steel wire

suspension ropes.

Support Frame

  1. The scramble net shall be installed on a support frame.

  2. The support frame shall consist of two vertical beams or tubulars, on top of which

another beam tubular shall be welded which will reach out from the platform.

  1. The support frame will be installed in such way at deck to allow rolling and stowing of scramble net from the deck elevation. Support frame shall be cantilevered to allow lowering the net without obstruction.

  2. This piece shall have connection points for the stainless-steel wire suspension ropes

of the net.

  1. The support frame is to be designed to a maximum load (net and people) of 3000 kg.

  2. The support frame will be welded to the outside of the platform deck.

  3. The support frame shall be tested to a load of 4450 kg.

9.3 Lifebuoy

  1. Lifebuoys shall be handrail mounted and located at strategic locations around the perimeter of the platform at each deck level. Life buoy shall be Perry Buoy, adult size, and in accordance with IMO SOLAS [Ref.72] and LSA Code [Ref.72] & [Ref.73].

  2. All life buoys shall be equipped with both self-igniting lights and self-igniting smoke

signals.

  1. The smoke duration for the smoke signal shall be at least 15 minutes and the smoke

shall be highly visible in colour.

  1. Ring buoys shall be equipped with automatic floating lights and lifelines.

  2. Each life buoy shall include 40 meters (200 ft) of 8 mm UV stabilized orange

polyethylene line with container.

  1. Each life buoy shall be manufactured with a high-density polyethylene skin, containing fire retardant and UV stabilizing additives. The core material shall be a rigid CFC free polyurethane foam.

  2. Each life buoy shall be provided with a galvanized inverted “Y” mounting bracket.

  3. Life buoys shall be polyurethane coated (or other approved equivalent), with black ultraviolet resistant polypropylene rope, and complete with galvanized steel mounting bracket.

  4. Life buoys shall be provided with approved automatic electric water light rated for Zone 1, Gas Group IIB, and Temperature Class T3 hazardous area. The water light shall be attached to the Life buoy by a twelve (12) thread lanyard between 0.91 and 1.82 m (three (3) and six (6) ft.) in length. A bracket shall be provided for the light so that when the life buoy is cast, the water light shall pull free of the bracket. Batteries shall be included for the lights.

  5. Containerized fast throw line (CFTL) with high density galvanized bracket shall be provided with a minimum length of 40 m distance from the mounting position and shall be sized accordingly to the elevation above Lowest Astronomical Tide (LAT). The fast throw line shall be attached to the Life buoy and the other end securely fastened to the platform.

9.4 Life Jacket and Cabinet

  1. Life jackets shall be provided at the life raft and TEMPSC embarkation area (for 100% POB) and at each boat landing (5 nos. per cabinet) & in the crane cabin (1 no.).

  2. Each life jacket shall be SOLAS approved Type-1 or equivalent adult size. Each life jacket shall be made of industrial safety orange nylon, sewn with mildew-resistance, rot-resistance thread, polypropylene or nylon webbing, closed-cell foam or other insulation designed to remain buoyant when punctured and to extend hypothermia protection, and provided with corrosion- resistant hardware.

  3. Each life jacket shall have at least 0.02 m2 of retro-reflective material attached to each front side, back side, and reversible sides. The material shall be Type-1 material that is approved under USCG 46 CFR Part 164 Subpart 164.018 [Ref.88] or SOLAS. The material attached on each side of the jacket must be divided equally between the upper quadrants of the side, and the material in each quadrant must be attached as closely as possible to the shoulder area of the jacket.

  4. Each life jacket shall have a water-activated light that is approved under USCG 46 CFR Part 161 Subpart 161.012 [Ref.89] or SOLAS. Each light shall be securely

attached to the life jacket and rated for Zone 1, Gas Group IIB, and Temperature Class T3. Batteries shall be included for the lights.

  1. Life jackets shall be designed to turn an unconscious person from face down in the water to a vertical or slightly backward (face-up) position. Splash guards shall be provided.

  2. Inherently buoyant life jackets shall be inspected and certified by a manufacturer

authorized Third Party and certified annually.

  1. Cabinets shall be provided on the platform for storage of life jackets and shall be of waterproof UV resistant fiberglass construction in industrial safety orange with heavy duty, stainless steel (SS 316) hinges and stenciled with “LIFE JACKET” in English.

  2. Each life jacket shall be provided with whistle, lanyard, water activated light, reflective

strips and grab loops.

  1. Jackets shall be made capable of being worn inside out. Should it be only worn one

way, it shall be so constructed to prevent it from being worn incorrectly.

  1. The lifejacket shall be capable of being put on within one minute without assistance. It shall allow the wearer to jump a vertical distance of 4.5m into the water without injury and without dislodging and damaging the lifejacket.

  2. The life jacket shall be in International Safety Orange colour.

  3. The life jacket shall be equipped with stainless steel/ plastic SS-40 buckle snap hook,

encircling straps and a neck strap.

  1. The lifejacket shall not sustain burning after being totally enveloped in a fire for a period

of two seconds.

  1. Life jackets shall have buoyancy which is not reduced by more than 5% after 24 hours

of submersion in fresh water.

  1. Life jackets shall be adult sized, adjustable to fit and be designed at high buoyancy

levels to provide added protection when heavy work gear and clothing is worn.

9.5 Helicopter Crash and Rescue Equipment (HCRE) Cabinet

  1. HCRE cabinet shall be provided at WHP 13N & each RPs (except RP 9S) helideck

and shall be located at each stairway landing.

  1. Crash and rescue equipment shall be stored adjacent to the helideck, and shall include adjustable wrench, bolt cutter, hacksaw (heavy duty) and spare blades, side cutting pliers, set of assorted screw drivers, harness knife with sheath, fire-resistant gloves, ladder, fire proof lifeline with rescue harness, Man-Made Mineral Fibre (MMMF) filter masks, power cutting tool, rescue grab hook and ladder, large rescue axe (non-wedge or aircraft type), crowbar, fire-resistant blanket, etc.

  2. Two (2) nos. SCBA unit shall be provided inside each HCRE.

  2. VENDOR shall provide the LIoyds register certification (inspection) for the HCRE

Cabinet.

  1. Cabinets shall be provided on the platform for storage of HCRE and shall be of UV resistant fiberglass with heavy duty 316 stainless steel hinges and stenciled with “HELICOPTER CRASH AND RESCUE EQUIPMENT CABINET” in English.

9.6 First Aid Kit

  1. Industrial grade, waterproof, first aid kit shall be provided at the temporary refuge area, Electrical & Instrument room and UPS, Instrument & Telecom room and in the crane cabin.

  2. The First Aid Kit container shall provide a means to be mounted at a fixed position. It

shall also be provided with a cover that is held closed with snap type fasteners.

  1. External mounting flange or hangers shall be provided.

  2. All supplies for each platform shall be provided in suitable containers to avoid shipping

items loose.

  1. First aid kit(s) cabinet shall be wall mounted.

  2. First aid kit shall comply with the OSHA [Ref.85], ANSI/ISEA [Ref.62] & COMPANY standard [Ref. 6] requirements and shall consist of the following supplies as a minimum:

a) Sterile adhesive plaster dressing strips

b) 2.5cm x 5m adhesive dressing tape

c) Pre-packed, non-alcohol antiseptic swabs

9.8 Self-Contained Breathing Apparatus Set and Cabinet (SCBA)

  1. Four (4) nos. SCBA sets within a cabinet shall be located outside the temporary refuge

area at each RPs & WHP 13N.

  1. The cylinder shall be sized to supply 45 minutes (200Bar, 9L cylinder capacity) of breathing air under strenuous manual labor or rescue conditions in hostile atmospheres. Each unit shall include a spare cylinder.

  2. Each self-contained breathing apparatus shall include a wide vision no-fogging face

mask with visor and nose cup.

  1. Each unit shall be complete with a five- strap head harness, waist and shoulder harness, regulator assembly, cylinder and valve connections (with provision of buddy

connection), ¼” male foster adapter plug in connection, and all hardware and components necessary for the safe and efficient use of the unit.

  1. Each unit shall be compatible with BA manifold outlets of fixed breathing air (cascade)

system.

  1. The SCBA shall have the flexibility to receive breathing air from other equipment and must be provided at least one hose for the transfer of air from one cylinder to another cylinder via a RIC-UAC or equivalent connector (i.e. buddy breather, etc.).

  2. Each air cylinder shall be reusable composite, light weight and user serviceable type,

and shall be capable of being refilled with standard fitting connection.

  1. The SCBA unit located outdoors shall be supplied with a weatherproof UV resistant,

fiber glass cabinet sized for the 4 nos. of SCBA sets and its spare cylinder.

  1. The fiberglass enclosure shall incorporate 316SS hardware, “SELF CONTAINED

BREATHING APPARATUS” in English.

  1. SCBA set shall comply with COMPANY Standard [Ref. 3].

9.9 Work Vest and Cabinet

  1. Work vest and cabinet shall be provided on Production Deck/Main Deck at WHP 13N

& each RPs for 100% POB.

  1. Work vest shall be provided in accordance with the requirements as specified for a

Type V PFD USCG.

  1. All work vests shall be in adult size.

  2. The work vest shall be made of flotation material coated with vinyl, which is tough, fire retardant, self-extinguishing, highly abrasive resistant, easily cleaned and shall retain buoyancy even when punctured. The material shall also be resistant to oil, gasoline and basic chemicals. It shall also have marking and labelling from screen printed in water resistant vinyl ink.

  3. The minimum buoyancy is 70 Newton.

  4. The work vest shall be suitable for wearing over coveralls.

  5. Work vest shall be equipped with stainless steel snap hooks and D-rings, with two

encircling belts with snag resistant buckles.

  1. Work vest shall have opening on back to accommodate most brands of fall protection

harnesses.

  1. Work vest shall be self-extinguishing under ASTM1692-74 [Ref.70].

  2. Work vests shall be of International Orange colour and clearly marked with the words

“WORK VEST” in black block letters.

  2. All fitting shall be made of stainless steel (SS 316).

  3. The cabinet shall incorporate provisions for both drainage and ventilation and afford

full weather proofing to the stored contents.

  1. The cabinet shall be red.

  2. The words “WORK VEST” shall be clearly painted with white block letters not less than

50 mm high on the outside of the cabinet.

  1. The cabinet shall be the side opening type, with a door of transparent/ clear material

to enable visibility of cabinet content.

9.10 Oil Spill Kit and cabinet

  1. Oil spill kit shall be provided near Helideck

  2. The oil spill kit shall meet SOLAS/IMO requirement and approval.

  3. As minimum the kit shall contain the following:

a) Absorbent pillow;

b) Absorbent booms;

c) Oil absorbent pads;

d) Oil and sludge cleaner;

e) Oil resistant Gloves;

f) Oil spill clean-up guide;

g) Natural hand cleaner;

h) Absorbent roll;

i) Contaminated waste bags;

Cabinet

  1. The cabinet shall be manufactured from UV resistant and fire-retardant GRP and shall

be weatherproof.

9.11 Breathing Apparatus (BA) Escape Sets and Cabinet

  1. BA Escape Sets shall be provided at the Temporary Refuge in WHP 13N & each RPs

for 100% POB.

  1. BA shall be suitable to be used in H2S environment and other hazardous environment.

  2. The unit consist of compressed air steel cylinder connected to facemask by hose,

stored in carrying bag.

  1. The unit shall have constant flow of air supply, which is activated through first breath

activation.

  1. The breathing apparatus (BA) shall include a bottle of a capacity of 3 liters with pressurized air/oxygen at 200 bars, connected to the mask by a flexible hose, to provide protection for at least 15 minutes during escape from the temporary refuge area.

  2. A first stage reducer shall be included to provide a high performance for 200 or 300 bar without adjustment (1000 I/min. available nominal flow, 500 I/min available flow at cylinder pressure as low as 20 bar). The balanced piston design for the lung demand valve eliminates medium pressure sensitivity and it has the optimum relationship between size, serviceability and reliability (4-10 millibar first activation pressure; no by- pass required; supplementary supply included, positive pressure maintained, even at 10 bar and 300 I/min).

  3. The BA escape sets shall have a ¼” connector “male” foster type or equivalent quick coupler to the flexibility to receive breathing air from other equipment via an airline connection.

  4. The mask shall be compatible with end hose connection of BA manifold during 2 hours

mustering in TR.

  1. The facemask shall have quick donning flame retardant slip-on hood with positive

pressure control.

  1. The air facemask design shall have a long life UV-resistant neck seal.

  2. The carrying bag shall be a high visibility orange bag, incorporating photoluminescent

panel.

10 TECHNICAL DESIGN REQUIREMENT

10.1 Dry Chemical Powder BC (Potassium Bicarbonate) Handheld Extinguisher 9 kg

  1. 9 kg Dry chemical handheld Extinguishers shall be provided for use at Process areas & Crane machinery room. Extinguisher shall be cartridge type, the expellant gas being N2. The powder shall have inherent anti-caking quality or shall undergo a proven anti- caking treatment.

  2. The expellant gas cylinders shall be made up of steel.

  3. The extinguishing agent shall be compatible with foam and shall have suitable

characteristics for the specified extinguisher.

  1. Portable dry chemical powder extinguishers (BC type) shall be filled with Potassium Bicarbonate. Each unit shall have a net capacity of 9 kg of the extinguishing agent. The BC type extinguisher shall be rated for 120-B:C hazards. They shall be manufactured and tested in accordance with NFPA 10 [Ref. 80]. Each fire extinguisher shall have a minimum discharge time of 20-25 seconds and effective range of approximately 9 m.

  3. The CO2 portable fire extinguishers shall have a horn shaped directional discharge

  2. Each unit shall have a minimum extinguishing agent capacity of 135 L conforming to

IVB rating.

  1. The propellant type shall be CO2.

  2. The type of operating valve shall be brass cylinder valve.

  3. Each wheeled unit shall have two main anti-static wheels of solid type for transporting and means to support the extinguisher upright. The wheeled portable extinguisher shall be designed for transport on grated deck.

  1. The extinguishing agent shall be compatible with foam and shall have suitable

characteristics for the specified extinguisher.

  1. Dry chemical extinguishers for crane cabin of wellhead and riser platforms shall be filled with Potassium Bicarbonate. Each unit shall have a net capacity of 4.1 kg of the extinguishing agent. The extinguisher shall be rated for 60-B:C hazards. They shall be manufactured and tested in accordance with NFPA 10 [Ref.80].

  2. Each fire extinguisher shall have a minimum discharge time of 15 seconds and

effective range of approximately 5 m.

10.8 Fire Blanket

  1. Fire blankets shall be provided inside Electrical & Instrument room and UPS, Instrument & Telecom room for extinguishing minor fires using smothering action. The fire blanket can also be used for personnel protection during minor fires.

  2. The fire blanket shall be approximately 6 ft. x 6 ft. (1.8 m x 1.8 m) in size and made

from fire resistant treated 100% wool or fiberglass.

  1. Fire Blanket shall comply and certified in accordance with ASTM D 4151 [Ref.69].

  2. The fire blanket shall be treated to be fire, fungus resistant and non-asbestos type.

The fire blanket shall be heavy duty type.

  1. The type of fire blanket shall be Type 2.

  2. The fire blanket shall be able to withstand temperature up to 450°C.

  3. Storage case shall be weatherproof, corrosion resistant, equipped with quick opening snap fasteners, designed for wall mounting and meant for blanket storage only.

  4. The storage case for fire blanket shall be supplied with complete wall bracket support.

  5. The storage case shall be in red hard box as painted signal red and shall be equipped with a latched cover that can be readily opened in emergencies. Hinges and latches shall be 316L stainless steel.

Instantaneous Coupling.

  1. One set shall be provided at Drill deck as Primary supply, alternatively another set

shall be provided at Boat landing as standby supply.

  1. All piping connections & components shall be as per the Piping Material Specification

for COMP3 Project [Ref. 18].

  1. International ship/shore connection shall be approved by a recognized testing

organization such as UL, FM or equivalent (kitemark etc.).

  1. VENDOR to refer Piping and Instrumentation Diagram Firewater Distribution System -

WHP13N [Ref. 61] for arrangement and other details.

10.10 High Velocity spray Nozzle

  1. Well bay shall be provided with High Velocity spray nozzles for the firewater protection.

  2. High Velocity spray nozzles shall be listed (FM/UL) and approved for their intended use and discharge characteristic. The discharge nozzle shall consist of the orifice. The size of the orifice shall be compatible with the design discharge rate. Orifices shall be of corrosion resistant metal. Nozzles shall be permanently marked to identify them and to show the equivalent single orifice diameter regardless of shape and number of orifices.

  3. All High Velocity spray nozzles shall be stamped with model number and angle of

discharge (or equivalent marking).

  1. The minimum pressure required at the hydraulically most remote nozzle shall not be

less than 3.5 barg (50.8 psig).

  1. The minimum orifice size of the spray nozzle shall be 6 mm.

  2. The High Velocity spray nozzle shall provide full cone spray patterns with uniform distribution over protected areas. The High Velocity spray nozzles shall be non- clogging type and consists of one-piece body and shall be of Nickel Aluminium Bronze with 1-inch National Pipe Thread (NPT) male connection.

  3. VENDOR shall provide all necessary special tools required for installation and maintenance, where applicable. VENDOR shall furnish the mechanical performance guarantee for the nozzles.

10.12 Weather Protection

Unless otherwise specified (e.g., intended for indoor use only), each hand, wheeled extinguisher shall be furnished with a cover of heavy, UV-resistant red vinyl (preferably iridescent) or another material suitable for outdoor installation, or shall be installed in a weather-proof container.

10.13 OSHA Requirements

Where applicable, Occupational Safety and Health Administration (OSHA) requirements for portable fire extinguishers shall be followed (refer 29 CFR Part 1910, [Ref. 91]).

10.14 Corrosion Protection

Extinguishers that may be used in salt air or other corrosive atmospheres shall be designed for extra corrosion protection, including their associated mounting devices. A baked polyester, polyurethane coating, or equivalent shall be specified for extinguishers.

Fire extinguisher boxes shall also be considered in corrosive environments.

10.15 Breathing Precautions

CO2 extinguishers must be used with care in closed spaces where oxygen may be displaced by CO2, which would reduce breathing oxygen concentration.

10.16 Fire Extinguisher Mounting

10.16.1

Handheld fire Extinguishers:

Fire extinguishers shall be installed so that the top of the fire extinguisher is not more the 3½ ft (1.07 m) above the floor. However, actual mounting arrangement (deck mounted / floor mounted / wall mounted) shall be as per site conditions.

  1. In no case shall the clearance between the bottom of the fire extinguisher and the floor

be less than 4 in. (102 mm).

  1. For ease in handling, fully charged hand extinguishers shall weigh not more than 25

kg (55 lb).

  1. All hand extinguishers shall be furnished with the manufacturer’s standard hanger or bracket for mounting inside buildings. For outside buildings, weatherproof cabinets are provided.

10.16.2

Wheeled Extinguishers

When outdoors, wheeled extinguishers shall be located on a surface such as plating, grating, etc., that facilitates mobility.

10.17 Refill, Recharge and Testing

10.17.1

On-Site Recharging

  1. When a local VENDOR does not recharge the dry chemical extinguishers, the service equipment necessary to refill and recharge the extinguishers shall be purchased with the original order. This shall include a nitrogen cylinder, a complete charging and test kit, and spare cartridge seals.

  2. The VENDOR for extinguishers shall be asked to furnish recommendations regarding the stock of potassium bicarbonate and multipurpose dry chemical required, spare cartridges needed, and a list of the spare parts required.

  3. Hydrostatic testing of extinguishers shall be as specified in NFPA 10, UL standards, or

by the local authority with jurisdiction.

  1. Provision shall be made for hydrostatically testing and recharging extinguishers on-

site when they cannot easily be sent out for testing.

11 MATERIAL HANDLING AND MAINTENANCE

Equipment packages shall be designed for safe material handling (MH) as per Mechanical Handling Philosophy for COMP3 Project [Ref.23] and shall comply with the Human Factors Engineering (HFE) design requirements contained in Human Factor Engineering (HFE) Workplace Design Specification for COMP3 Project [Ref.24].

VENDOR shall list all items’ weight and dimension that will be handled during maintenance period and this input shall be conveyed to CONTRACTOR’s Material Handling specialist. All the specific handling instruction and recommended facilities to dismantle, extract and lift all parts of the package shall be described to CONTRACTOR. Also, working space required for the maintenance activities shall be clearly defined in the general arrangement drawing, considering the Human Factor Engineering (HFE) Workplace Design Specification for COMP3 Project [Ref.24] requirements.

As a general guideline, items weighing more than 23kg should be lifted or moved using a hoist or trolley. Items weighing less than 23kg should be manually handled. Risk of injury increases significantly beyond this weight and these handling tasks require special attention in risk assessment. Mechanical lifting aids shall be provided to mitigate injury risk in these circumstances.

All maintenance and the associated lifting activities within the VENDOR package boundary shall be assessed and appropriate lifting solutions and special tools provided. These assessments, lifting solutions and special tools shall be part of the VENDOR’s supply.

VENDOR shall, wherever applicable, recommend any routine maintenance of the supplied equipment/package. Frequency of routine maintenance shall be indicated in detail by the VENDOR. In case any special tools required for routine maintenance, this shall be supplied by VENDOR.

All lifting devices such as slings, shackles and spreader beams required for handling of the equipment during transportation shall be part of supply and shall comply with per Mechanical Handling Philosophy for COMP3 Project [Ref.23]. The lifting arrangement shall be based on single point lift, unless otherwise agreed with the CONTRACTOR.

12 NAMEPLATE AND TAGGING

As a minimum, package and all main items shall be provided with a permanently mounted stainless steel (SS316) nameplate. The nameplate shall be in a readily visible prominent location and shall be mounted by means of mechanical fastener such as rivet etc. Non- mechanical means of fastening such as glue etc. are not acceptable. Mounting of nameplates shall not affect the Classification / Zone or IP rating or equipment in any form.

The nameplate shall show all applicable data which shall be engraved with the following as a minimum:

• Equipment name

• Equipment Tag number

• Name of Manufacturer

• P.O. number

• Equipment Model & Serial Number

• Date of manufacture

• Key Performance parameter (flowrate, discharge pressure etc.)

• Design Pressure

• Design Temperature

• Maximum allowable working pressure

• Rated power consumption

All major pieces of equipment shall be provided with their own separate manufacturer standard nameplate.

Necessary warning and safety signs shall be provided at prominent location to the equipment so that the operating personnel are aware of them. The warning /safety labels shall be in English.

Tag numbering of electrical & instrumentation shall be as per the system and unit numbering defined in this Project in line with Equipment Numbering Philosophy [Ref.10]. Tagging for cabling and wiring shall be followed as per Equipment Numbering Philosophy [Ref.10].

Tag number shall be provided for all the equipment supplied by VENDOR.

All the nameplates & Tag Plate shall be in English. Nameplate for the standard equipment (e.g.; extinguishers) can be as per manufacturer standard if it voids the concerned approvals or listing. Tag Plate shall be SS316.

Nameplates shall be located such that they can be easily readable from grade or a platform.

13 COMPUTERIZED MAINTENANCE MANAGEMENT SYSTEM

Below Computerized Maintenance Management System related deliverables shall be provided in COMPANY’s template and format:

  1. Equipment Database (EQDB)

  2. Bill of Material (BOM)

  3. Spare Parts List (SPL)

  4. Special Tools

  5. Operating Supplies (Lubes and Chemicals)

  6. Blinds and Spacers

  7. Piping and Insulating Gaskets

  8. Maintenance Manuals

  9. Installation and Operating Manuals

  10. Preservation Procedure

Further to the above, VENDOR to provide the scanning technology that could help to retrieve the equipment information and details (similar / better to barcode / QR Code / RFID code).

VENDOR shall develop and implement a Master Tag Register, listing all the tagged items and its tag attributes, as well as its Tag-Document association in their package. VENDOR shall classify all tag items and its attributes as per CFIHOS functional tag classification, in a data delivery template provided by the CONTRACTOR during project execution. The aim of CFIHOS is to make information hand over quicker, easier and safer for Operators, Contractors, equipment Manufacturers and Vendors by using standardized templates. Applying CFIHOS for the project will streamline the engineering of Digitalization solutions by the Digital System Integrator (DSI) mainly the generation of the Digital Twin among other Digital Applications.

VENDOR responsibility includes:

• To follow the Company tagging philosophy document [Ref.10] and [Ref.13] and complete the Tag Validations through Tag request form (TRF) from COMPANY before using these tags in the project.

• Fill and Submit the Master Tag Register for all tagged items in the template provided

by CONTRACTOR.

• Fill and Submit the CFIHOS data for all tagged items in the templates provided by

CONTRACTOR.

14 DIGITALIZATION REQUIREMENTS

15 INSPECTION AND TESTING

VENDOR shall provide a quality plan to cover the design, purchasing of materials, fabrication, and inspection and testing of the equipment.

VENDOR shall comply with the inspection and testing requirements of this specification international standards and codes. Any problems revealed during the tests shall be resolved prior to final acceptance and shipment.

All inspection and acceptance tests shall be carried out on the equipment at VENDOR’s works and may be witnessed by CONTRACTOR/COMPANY.

Inspection by CONTRACTOR/COMPANY or participation in FAT shall in no way relieve VENDOR of any of his responsibilities for ensuring that the system/ equipment meets all the requirements and conforms in full to the contents of this specification.

VENDOR shall provide access to CONTRACTOR/COMPANY to the VENDOR site, as regulated, during manufacture, testing and inspection of equipment.

Any manufactured part, which does not comply with the requirements, or material which shows defects during inspection shall be replaced/rectified by the VENDOR at his own expense and without delay to the work.

Records of all tests and inspections shall be maintained and shall contain the necessary signatures of endorsement and acceptance where required.

VENDOR shall provide certified copies of all certificates, reports and records of any test or inspections. Records of all tests and inspections shall remain legible and identifiable.

All inspection and testing records shall be compiled, indexed, maintained and stored in an easily retrievable system such that they are available at all times to the COMPANY / CONTRACTOR.

VENDOR shall submit material test reports, hydrostatic test reports, Type approval certificate, for extinguisher and discharge hoses, conductivity test report for CO2 hoses etc.

VENDOR shall ensure each fire extinguisher shall be hydrotested and shall provide relevant certificates with serial number of each fire extinguisher.

VENDOR shall provide Type approval certificate, hydrotest certificate & POSI test for all the Safety & lifesaving equipment as applicable.

15.1 FINAL ACCEPTANCE

15.1.1 Factory Acceptant test

FAT shall be listed in VENDOR’s ‘Inspection & Test Plan’. VENDOR shall:

Issue request for witness by CONTRACTOR/COMPANY by way of ‘Inspection Notification’ minimum three (3) weeks in advance of the scheduled date for commencement of FAT.

• Provide at least two (2) week advance notice confirming the FAT dates where

witnessing is by CONTRACTOR/COMPANY.

• Provide a schedule showing duration and sequence of testing’s / inspection.

FAT shall not be conducted prior to the REVIEW and APPROVAL by the CONTRACTOR of all Testing Check Lists and relevant FAT Procedures / Work Instructions. VENDOR to provide a schedule showing duration and sequence of testing’s / inspection. VENDOR shall establish a separate procedure dedicated for FAT procedure.

15.1.2 Final Inspection Release Note

VENDOR shall obtain Final Inspection Release Note issued by CONTRACTOR / COMPANY and signed by TPC (3rd Party) & COMPANY before the shipment. No loading out is allowed without the issuance of Final Inspection Release Note.

The VENDOR shall attach the Final Inspection Release Note to the Delivery Order along the shipment.

15.1.3 Site acceptance Test

VENDOR shall provide Site Acceptance Test (SAT) support.
