1.0

INTRODUCTION

The Environment Management instructions has been developed to provide CONTRACTOR with guidance on COMPANY expectations in terms of the Environment and is to identify the main aspects and potential impacts the activities of the NFPS Compression Project may pose on the environment.

COMPANY aims to ensure the highest Environmental standards are implemented and maintained during the execution of the Works, and that the Project’s environmental requirements are achieved. All the WORK, scope, instructions and requirements defined in this Part 4 of Exhibit 8 are part of the LUMP SUM PRICE unless otherwise specified.

CONTRACTOR to note wherever NFPS Compression is referenced it implies EPC 8a, NFPS- Offshore WHP Brownfield Modifications.

All requirements and recommendations in this Exhibit shall apply to CONTRACTOR and Subcontractor(s).

2.0

REFERENCES

The following are a list of key references related to Environment Management. Notwithstanding the list provided herewith, CONTRACTOR shall ensure compliance to all relevant procedures, APPLICABLE LAWS and regulations in areas where the WORK is performed to ensure that Environmental objectives are met.

ENVIRONMENT MANAGEMENT

CONTRACTOR is fully responsible to ensure that the latest revision of procedures, APPLICABLE LAWS and regulations are obtained, used, and implemented. In case there is a

contradiction between requirements of any reference documents, the most stringent requirement shall apply.

The references listed within this Environment Management Exhibit 8, Part 4 are the most recent at the date of issuance of such instructions, however CONTRACTOR shall anticipate possible changes, as far as reasonably practical.

CONTRACTOR shall pay due regard to the Environment context and shall act responsibly in order to protect the Environment adverse effects resulting from his performance of the WORK and to minimise any adverse impact which may arise from such activities

Environmental awareness and protection of marine and coastal environment are of paramount importance to COMPANY.

This section highlights COMPANY’s requirement for the environmental management program, as a guideline for CONTRACTOR during the execution of the WORK.

CONTRACTOR’s responsibilities include the following, but not limited to:











Comply with all relevant regulatory requirement, including environmental regulations as per MOECC regulations, RLC & QP regulations and COMPANY’s requirements.

Develop and maintain Regulatory Compliance Register.

Develop Environmental Management System specifically for the WORK.

Develop Environmental Management Plan and associated Plans for the WORK.

Nominate a dedicated Regulatory Liaison Officer to coordinate and interface with all regulatory authorities.

4.1 ENVIRONMENTAL RECORDS AND REPORTING

4.2 ENVIRONMENT MANAGEMENT PLAN (EMP)

CONTRACTOR shall prepare Environmental Management Plan (EMP) and submit to COMPANY for review and approval within sixty (60) days of EFFECTIVE DATE. The plan shall describe measures applied to avoid harm to the environment by all service Work.

The content of EMP shall include, but not limited to the following:



















Principles of environmental management (include environmental policy and objectives) and regulatory requirements

Description of institution structures, roles and responsibilities, and training requirement

Description of detailed management plan, including mechanisms to implement and achieve that targets or performance level i.e. required action for implementation, responsibility, timeline and verification of action plans are completed

Sufficient resource allocation to implement the EMP

Requirement for environmental reporting, auditing and update of EMP

Preparation of sub-plans associated with the EMP Monitoring and reporting procedure

Minimizing the Carbon-Based Emission and Energy consumption

Health and Environmental dangerous chemicals

implementation of the environmental protection procedures and measures

4.3 WASTE MANAGEMENT

CONTRACTOR shall develop a Waste Management Plan that describes the methodology, practices and procedures to be followed for waste management at SITE. This shall be in accordance with Company Procedure PRT-ENV-PRC-002 ‘Waste Management Procedure’ and any relevant regulatory requirements, and shall be issued for COMPANY APPROVAL within ninety (90) days of EFFECTIVE DATE.

CONTRACTOR shall ensure the Waste Management Plan demonstrates and clarifies waste management procedures including waste minimisation, waste identification and segregation, collection, handling and storage, waste transfer/transportation, reuse and recycling and disposal of wastes that applied across project.

For offshore activities CONTRACTOR shall segregate and contain wastes generated from its offshore activities according to the types and hazards of the wastes. Waste labels and waste register shall be prepared prior to waste transportation. Waste manifest shall be competed for the transportation of wastes from offshore to the waste disposal facility.

CONTRACTOR shall engage with local licensed waste management company(s) to provide waste disposal service at Work in Qatar which may include waste handling, packaging, labelling, transportation from offshore to shore, land transport and disposal to licensed waste disposal facilities.

CONTRACTOR’s Waste Management Plan shall address the following, but not limited to:

4.4 CHEMICALS MANAGEMENT PLAN.

CONTRACTOR shall develop a Chemical Management Plan document within ninety (90) days of EFFECTIVE DATE for COMPANY APPROVAL which will include, but not limited to, details relating to type of chemicals to be used, description of their purpose, anticipated quantities of usage, and their respective handling and management strategies. This shall be in accordance with Company Procedure PRT-HLT-PRC-023 ‘Hazardous Material Management’.

Chemicals Management Plan shall include the followings, as a minimum:



 





Chemicals sources (activity or place where the chemical is used)

Updated chemical inventory (type of chemicals and estimated quantity)

Classification: as per Material Safety Data Sheet (MSDS shall be attached). CONTRACTOR shall also refer to applicable SPECIFICATIONS for hazardous substances classification

Chemical’s handling, use and storage procedure at LOCATIONS

Final disposal procedure off LOCATION and register

4.5 EMERGENCY AND SPILL RESPONSE PLAN

CONTRACTOR shall develop an Emergency and Spill Response Plan to manage any spill and/or accidental release from the WORK and shall submit within ninety (90) days of

EFFECTIVE DATE for COMPANY APPROVAL. This shall be in accordance with Company Procedure PRT-ERP-PRC-036 ‘Offshore Spill Prevention Plan’

CONTRACTOR shall be responsible for:







Maintaining oil prevention equipment (fuel transfer facility, secondary containment / drip pans availability,) to avoid environmental incident / oil spill, Emergency and spills at Company Site(s)

Providing and maintaining on location(s) oil spill consumables and equipment ready to handle any oil spill incident caused by the WORK

Reporting any oil spill incident to COMPANY.

4.6 PROJECT ENVIRIONMENTAL COORDINATOR

CONTRACTOR shall appoint a Project Environmental Coordinator or Environmental Engineer, who shall be dedicated, full-time and suitably qualified, to take overall responsibility for implementation of Environmental Management Program throughout the WORK.

The Environmental Coordinator should have at least ten (10) years of working experience, relevant to the NFPS Compression Project scope, to be part of its own team for the Project, who shall be responsible for the development and implementation of the EMP and all other Environmental documents, requirements and coordination when executing the Work at SITE including Ras Laffan and associated Offshore Facilities.

The Coordinator is also responsible to attend technical & engineering reviews applicable to the Project at Project Sites in Qatar and/or Overseas.

5.0

REGULATORY COMPLIANCE

All WORK to be completed by CONTRACTOR shall comply with all prevailing Regulations, Codes and Standards, and requirements applicable to the WORK. CONTRACTOR shall prepare a Regulatory Compliance Procedure within sixty (60) days of EFFECTIVE DATE and submit for COMPANY APPROVAL. This shall comply with Company documents COMP-QG- EN-PLN-00002 ‘Regulatory Compliance Plan’ and PRT-ENV-PRC-008 ‘Environmental Permitting’.

CONTRACTOR shall identify all Regulatory Authorities and GOVERNMENT Agencies which have authority over any aspect of the WORK. CONTRACTOR shall be fully responsible to identify all requirements of the relevant authorities and to strictly adhere to them.

CONTRACTOR shall identify all permits required for or in relation to the WORK and take all actions required to apply for, obtain and maintain such permits. All Data, documents, calculation notes, drawings, specification, resources etc. that will be required to comply with this obligation are part of the WORK.

All regulatory requirements shall be deemed to form part of the CONTRACTOR’s scope of WORK and shall not be construed as a change or addition to the scope of the CONTRACT. Costs and fees associated with the application for permits, dealing with Regulatory

Authorities and GOVERNMENT Agencies, and maintenance of the permit are deemed to be included in the CONTRACT PRICE.

CONTRACTOR shall log and record all correspondence and documentation, to and from CONTRACTOR, regulatory Authorities and GOVERNMENT Agencies.

Upon request, CONTRACTOR shall provide COMPANY with a copy of such log and any specific correspondence and documentation.

All document submitted for a permit application to any Regulatory Authority or GOVERNMENT Agencies shall be copied to COMPANY.

CONTRACTOR shall maintain a Regulatory Compliance Register for the Project and ensure compliance with all Legal requirements

5.2 PERMITS AND AUTHORITY APPROVALS

CONTRACTOR shall be responsible for preparing the documents required for obtaining the individual regulatory and registration permits and APPROVALS. CONTRACTOR shall establish and implement a Permit and APPROVAL Plan within sixty (60) days of EFFECTIVE DATE which will be submitted to COMPANY for validation.

The following table indicates a sample list of required permits, where applicable, and shall not be considered as a comprehensive list. CONTRACTOR shall identify and develop and complete list of permits required to commence the WORK.

CONTRACTOR shall be solely responsible identifying all regulatory authorities that has jurisdiction relating to Engineering, Procurement, and Construction of the FACILITIES, determining the type of permit and APPROVAL required and securing all necessary licenses, permits and APPROVALS for the execution of WORK.
