INTRODUCTION
Abu Dhabi National Oil Company (ADNOC, hereafter referred as COMPANY) has engaged to Join Venture (JV) conformed by NPCC, Saipem and CPECC (hereafter referred as JV) for performing the HSEIA Report for EPC 01 - Package1 Offshore Facilities for the Hail & Ghasha Field Development Project.
The Hail & Ghasha Development (“HGD”) Project is of strategic importance to ABU DHABI, UAE. The development, production and transfer of gas and condensate / oil for the Hail and Ghasha Fields is planned for use in power generation and other domestic markets
The Hail and Ghasha fields are situated offshore Abu Dhabi in water depths of 0 to 15 meters, about 140 kms away from ABU DHABI city. Sour gas levels are in the range of 13 to 30% H2S and 4 to 9% CO2 depending on the reservoir.
1.1 PROJECT OVERVIEW
The HGD Project is being implemented in order to develop the untapped oil and gas reserves from the highly sour Hail and Ghasha fields targeting to start producing by the end of 2027. Production of Hail & Ghasha Field is ~1000 MMSCFD of raw gas and 82.5 MBPD of Oil.
New artificial island Drill Centre (DC) production facilities located at Ghasha field route well fluids via subsea pipelines to new Ghasha Offshore Processing (GOP) facility. Final processing of all reservoir fluids is at the new Onshore Processing Plant (OPP), located 10km east of Ruwais Industrial City on a coastal location. The production from Hail Field is routed directly to OPP via subsea pipeline.
The HGD comprises the following main activities:
(cid:120) Artificial Islands Construction (under finalization by other contractor and outside the
SCOPE OF SERVICES of the Offshore Hail and Ghasha project)
(cid:120) Offshore package – EPC 01 : Offshore Drilling Centers Facilities, subsea Pipelines, Umbilicals, power cable connections, bridges, risers, flare structure, facilities at Ghasha Offshore Processing (“GOPRO”) and Central Living Quarters (“CLQ”)
(cid:120) Onshore package – EPC 02 : Manayif Processing Plant, Manayif Utilities, Offsite
Pipelines & Tie-ins, Main Control and Other Buildings
1.2 PRODUCTION FACILITIES
Production fluids from the Hail and Ghasha reservoirs flow under reservoir pressure through individual production wellheads. Fluids from the same reservoir on each drill centre are manifold before being routed via subsea pipelines to GOP for processing. There are 5 different types of reservoirs:
(cid:120) Ghasha A, producing gas and associated condensate
(cid:120) Ghasha C, producing oil
(cid:120) Ghasha D - Gas Cap (GC), producing gas and associated condensate
(cid:120) Ghasha D - Oil Rim (OR), producing oil and associated gas
(cid:120) Hail A/B/C/D (not differentiated), producing gas and associated condensate
Fluids from Ghasha DCs 2, 3 and 6 are routed directly to GOP via independent pipelines. Fluids from Ghasha DCs 1 and 5 are routed to Ghasha DC4 and combined with fluids from DC4 before

being routed to GOP. Similarly, fluids from Hail DCs are routed to HLE and combined with fluid from there before being routed to OPP.
Both water and sour gas injection are used to enhance production from the Ghasha D and Ghasha C reservoirs. Water is injected using dedicated injection wells located on all Ghasha DCs. Sour gas is injected via 3 wells at a separate and dedicated facility on an offshore platform.
Gas lift using sweet gas from onshore is used to facilitate Ghasha C oil production. Gas lift is injected into the Ghasha C production wells located on Ghasha DC4 and DC6.
In a typical production well, production fluid flows from the reservoir to the surface regulated by a well choke valve which is a remotely-operated manual valve with provision for gradual opening. Each Drill Centre has a production manifold and Multiphase flow meters (MPFM) is provided at each individual production well on DCs.
All pipelines to GOP are derated to a lower design pressure than the well shut-in pressures, therefore a High Integrity Pressure Protection System (HIPPS) is provided on each production manifold which consists of multiple independent pressure transmitters and shutdown valves which act to isolate the wellhead sources and prevent overpressure of the subsea pipelines to GOP in case of a high pressure event (e.g. choke valve failure or blocked outlet). All the topside piping up to the HIPPS valve is designed for the relevant well shut-in pressure.
Chemical injection packages are provided on each drill centre to support production, consisting of multiple day tanks and injection pumps. Chemicals are transferred to these packages via subsea umbilical’s from GOP, where central storage facilities are installed. Chemical injection requirements are as follows:
(cid:120) Hail, Ghasha A, Ghasha D(GC) and Ghasha D(OR), all Drill Centres:
(cid:120) MEG (thermodynamic hydrate inhibitor) at wellhead and production/test manifolds for
start-up
(cid:120) Scale inhibitor at production manifolds (continuous)
(cid:120) Ghasha , DC1 / DC4 / DC6 only:
(cid:120) Asphaltene dispersant downhole at wells (continuous)
