The Hail & Ghasha Development (HGD) Project is of strategic importance to the Emirate of Abu Dhabi. The Project will develop the untapped oil and gas reserves from the highly sour Hail and Ghasha fields. Production is targeted to start by Q4 2027 with sustainable production of 1 BSCFD of Raw Gas, and max production of 82.5 MSBPD of Oil, 76.3 MSBPD of Condensate, 9000 TPD of Sulphur and 5030 TPD of NGL. In addition, Project will capture 1.52 million tonnes of CO2 per year taking ADNOC’s committed investment for carbon capture capacity.

The Hail and Ghasha fields are situated offshore ABU DHABI about 140 km away from ABU DHABI mainland in water depths varying from 0 to 15 meters.

The HGD Project comprises the following:

• Artificial Islands Construction;

• Offshore package – EPC 01: Offshore Drilling Centers (DCs), Subsea Pipelines, Umbilicals, Power Cable Connections, Seawater Intake Structure, Bridges, Risers, Flare Structure, facilities at Ghasha Offshore Processing Plant (“GOP”);

• Onshore package – EPC 02: Manayif Onshore Processing Plant (“OPP”), Manayif

Utilities, Offsite Pipelines & Tie-ins, Main Control and Other Buildings.

The HGD Project will be executed in a single phase approach. It will start production from three Drilling Centres (Reeah, Jzool & Seebah) in Ghasha Field to GOP and from Gaff Island in Hail Field to OPP. Remaining Drilling Centres, gas injection, and other associated facilities will be developed in ‘future’ to sustain production from Hail & Ghasha fields

  1. PURPOSE, SCOPE AND OBJECTIVES

2.1 PURPOSE

This document defines the minimum PROJECT HSE Requirements to be fulfilled by Construction SUBCONTRACTOR/VENDOR in order to ensure the implementation of the the PROJECT SUBCONTRACTOR/VENDOR’s scope of work for HAIL & GHASHA DEVELOPMENT PROJECT – Package 1.

ADNOC HSE Standards, Marine procedures, rules, and regulations shall represent the reference requirements and shall be strictly followed as applicable for the execution of the subcontracted works.

This document shall be read in accordance to the Requirements defined in the PROJECT Documents, COMPANY obligations and in the documents constituting the Contract between CONTRACTOR and Construction SUBCONTRACTOR / VENDOR.

In case the indications regarding Health, Safety and Environment or any other requirements referred to in this Specification seem do not be clear because of various reasons (the specific scope of work of the contract, the objectives that are set, the legislative frame that must be complied with, etc.), it will be SUBCONTRACTOR/VENDOR’s obligation to submit and resolve all the necessary clarifications to CONTRACTOR prior to start its own scope activity at work site location.

SUBCONTRACTOR/VENDOR shall allocate in its offer sufficient budget to ensure implementation of COMPANY and CONTRACTOR HSE procedures, HSE management system requirements, contractual HSE & welfare requirements in line with the scope of work. 2.2 SCOPE

In line with the principles of the HSE management system and without prejudice to applicable HSE regulations, the purpose of this procedure is to:

• Provide general guidelines for the evaluation, management, and compliance with HSE requirements of vendors and subcontractors during the qualification phase and the assignment of required activities/services.

• Provide reference policies for coordinating and monitoring activities performed by vendors

and subcontractors on sites operated by Contractor.

2.3 OBJECTIVE

The objective of this document is to make the evaluation, monitoring and control of vendors and subcontractors more efficient, improve their HSE performance and contribute to reducing the number of near misses, accidents, and injuries on sites/in areas as well as to guarantee environmental protection.

This shall be carried out before the briefing of each job activity (including a change of work or location) to reinforce how the work is to be performed in a safe and healthy and environmental friendly manner, and to discuss associated HSE risks. It should take approximately 5 – 10 minutes and shall be given by the supervisor or foreman in sufficient languages to enable all workers to fully understand. Risk is the product of the measure of the likelihood of occurrence of an undesired event and the potential adverse consequences which this event may have upon: People – injury or harm to physical or psychological health; Assets (or Revenue) – damage to property (assets) or loss of production.

Any physical location where the Project work activities are performed under the control of COMPANY. The perimeter of a working area (not necessary a geographic area) where CONTRACTOR can set HSE Standards and directly

  1. ROLES AND RESPOSNIBILITIES

5.1 Project Director

The Project Director also has overall accountability for the Project HSE Management System during the different phases of the Project and will ensure that the Project HSE MS is adequately resourced and fully implemented across all worksites.

The Project Director holds ultimate responsibility in addressing Contract, Contractor and legislative HSE requirements for Project SOW and has the overall responsibility for the implementation of this work instruction within the project. Supported by Project HSE Manager, the Project Director has the specific duties as below:

• Promotes a spirit of collaboration on health and safety issues • Ensures that Health, Safety and Environment meetings/workshops are organized in order to encourage the dissemination of HSE culture and information as well as of any problems connected to carrying out the contract and its coordination.

• Approves the Project Annual HSE Audit Plan, including the audit of vendors.

5.2 Project Manager

The Project Manager(s) with the assistance of the Operations, Engineering and Asset Managers and Project HSE function provides the necessary support to the Procurement Function in the process of assigning services/activities to vendors identified for the need, assessing compliance with HSE requirements. In addition, with regard to the supervision and monitoring of vendors and vendors working on pertinent sites/areas, supported by the project HSE Function, he/she:

• Organises kick-off meetings with vendors/vendors to guarantee clarity regarding HSE

issues;

• Schedules and carries out HSE inspections; • • Monitors the progress of any established corrective actions and ensures their

5.3 Senior Project HSE Manager

The Project HSE Manager, assisted by HSE Assurance team members and HSE Coordinator, is responsible to ensure that:

• HSE requirements in the Purchase Request (PR) are specified; • Evaluation of vendor capabilities with respect to their management of HSE and the ability to fulfil the specified HSE requirements of the project is provided. These evaluations may take the form of a formal assessment by CONTRACTOR, 3rd Party assessment or Client recommendation and / or satisfactory performance on previous project;

• Vendors’ premises are selectively

inspected

for compliance with project HSE

requirements;

• CONTRACTOR HSE Management System is adhered to in all aspects of procurement; • HSE requirements for Vendors are prepared according to the required service(s) by means of “HSE Requirements for Vendors” Form (refer to the Appendices section of this Document);

• Vendors’ HSE Management system documentation is reviewed; • System is in place for the Vendors’ personnel assigned to work in CONTRACTOR operated sites to receive the project specific induction, site familiarization and specific HSE trainings in accordance with their duties;

• The safety flashes/bulletins received through the HSE network are distributed within the

Project Team and Vendors;

• All high-risk vendors are subjected to the evaluation of their HSE Management System

during the bidding period;

• Annual HSE Audit Plan, including the audits to be carried out on Vendors, is in place, and the HSE Audit Team Leader from amongst the available resources who have the necessary qualifications is appointed; Project Management Team is duly informed if actions assigned to the Vendors in the CAR’s issued during the audit(s) are not closed

5.4 HSE Engineer

HSE Engineer, is responsible to:

• Outline the HSE Requirement for Vendors in the HSE Requirements for Goods and Services (refer “HSE Requirements for Vendors” Form within Appendices section of this Document).

• Define specific requirements aimed to reduce the environmental impact of the goods and/or services in addition to the specific HSE requirements by use of “Products/Services Guideline” Form (Appendices section of this Document) and include it in the bidding package sent to all the potential vendors Specify the requirement for the provision of the necessary documents prior to the procurement of the materials and substances listed in the section 2 of this document.

• Perform the evaluation of the offers from HSE point of view and complete the HSE acceptability field of the TBE Form, supported by the “Vendor HSE Evaluation” Form (Appendices section of this Document).

5.5 Procurement Department

A member of the Procurement Department, typically a buyer assigned to the specific PR is responsible to:

• Ensure that the HSE Requirements for are sent to the bidders as part of the RFQ package and all required documents are obtained and shared with the Requesting Department.

• Proceed with the procurement of only HSE accepted goods as per TBE.

5.6 Site Management Team

Site Management Team members are responsible for:

• Supervising and monitoring Subcontractors and Vendors work performance in compliance

with CONTRACTOR HSE standards, procedures and requirements.

• Monitoring Subcontractors personnel competence and safe working practices. • Checking that Subcontractors personnel possess the required training (certificates) and qualifications, and are provided with suitable PPE, so as to be able to safely carry out the work assigned by CONTRACTOR.

• Checking

5.7 Site HSE Personnel

The Site HSE Personnel are responsible for:

• Ensuring Subcontractors and Vendors personnel receive timely full HSE inductions and are familiar with CONTRACTOR & Project HSE standards, procedures and requirements. • Ensuring Subcontractors and Vendors timely submit their application for Permit to Work (PTW) with associated Risk Assessments. Risk Assessments should be prepared by Supervisors with participation of the workforce and will be formally reviewed by CONTRACTOR prior to work commencement.

• Ensuring that Subcontractors Supervisors perform effective Tool-Box Talks (TBTs) upon obtaining PTW and prior to starting the work. Risk Assessment and/or JSA (Job Safety Analysis) is also to be conducted for each task, by the entire work group, and correctly documented prior to work commencement.

• Supervising and monitoring whether Subcontractors and Vendors performance of the work is in compliance with CONTRACTOR and Vessel / Site HSE standards, procedures and requirements.

• Monitoring whether Subcontractors and Vendors personnel possess the required training (certificates) and qualifications, and are provided with suitable PPE, so as to be able to safely carry out the assigned work on the vessel/yard.

• Ensure Subcontractors and Vendors submit timely and in sufficient number the required

HSE inputs as per the Project relevant targets (where applicable).

5.8 Supplier

Suppliers who provide any product or service to the Project are wholly responsible for the end product provided irrespective of how many sub-suppliers (Tier 2, 3 etc.) may be in the supply chain flow. The end product supplied must include partially or fully finished assemblies, components, packaging, chemicals and consumable processing substances.

Compliance with requirements included in the HSE Requirements for Vendors Form and Products Services Guideline Form (where applicable), is mandatory for all suppliers that provide any product or service to the Project.

Failure to abide with these requirements may result in the termination of the Contract with the Project.

  1. HEALTH, SAFETY AND ENVIRONMENTAL REQUIREMENTS

6.1 Mobilization

SUBCONTRACTOR/VENDOR is not allowed to mobilise its own personnel or equipment prior to obtaining official permission from the COMPANY /CONTRACTOR and shall ensure that:

All SUBCONTRACTOR/VENDOR’s personnel (regardless of position) shall attend the specified HSE induction through COMPANY/CONTRACTOR approved third party training provider or by COMPANY approved CONTRACTOR Trainer.

According to local legislation, COMPANY/CONTRACTOR requirements related to health, safety and security such as CICPA security pass, ADNOC Medical Fitness, Basic H2S Training, TSBB or T- BOSIET (if transfer by chopper) documentation and arrangements have been finalized for PERSONNEL and Vehicles/Vessels/Equipment.

All SUBCONTRACTOR/VENDOR PERSONNEL proceeding offshore have received the standard issue of required PPE.

The CONTRACTOR shall ensure that an appropriate job orientation is given to all CONTRACTOR PERSONNEL on first arrival on SITE. This orientation is not a substitute for the safety induction or briefings.

All subcontractors are required to fulfil the pre-mobilization and pre-execution requirements as outlined in the ADNOC Pre-mobilization & Pre-execution checklist.

Full description of WORKS to be implemented including SITE layout, emergency procedures, alarms, firefighting equipment, escape routes, accident/incident reporting, hazards of the various tasks shall be covered in orientation.

6.2 HSE General Requirements

In line with COMPANY & CONTRACTOR HSE Policy, and on the basis that all accidents are preventable, SUB-CONTRACTOR/VENDOR must be committed to manage its business in a manner that prevents injuries and occupational illnesses and avoids damage to property and to the environment.

SUB-CONTRACTOR/VENDOR is responsible, through its own organization, to implement the necessary safety regulation and measures required to carry out safely, the work assigned by CONTRACTOR and to prevent any accident or incident that may endanger the safety of the personnel or may result in damage to property.

SUB-CONTRACTOR/VENDOR shall timely provide adequate human, technical and financial resources, so that to ensure the subcontracted SOW is carried out safely and in full respect to the environment.

The general HSE requirements that SUBCONTRACTOR must comply with are the following, but not limited to:

a) SUBCONTRACTOR/VENDOR shall define and apply a HSE Policy that demonstrates its commitment to Health, Safety and Environment within all its business activities and subcontracted scope of work. This policy statement has to be signed by a senior executive or his representative.

There must be methods by which the HSE Policy is communicated to the attention of all employees. SUBCONTRACTOR/VENDOR shall also comply with the COMPANY and CONTRACTOR HSE Policy and the requirements given in this document.

CONTRACTOR and SUBCONTRACTOR/VENDORs objective construction, commissioning works, while achieving the following objectives:

b) SUBCONTRACTOR shall establish, implement and maintain a HSE Plan for the subcontracted activities, which shall include the elements (Leadership and commitment, Policy and Objectives, Organization, Resources and Competence, Risk Evaluation and Management, Planning, Standards and Procedures, Implementation and Monitoring, Audit & Review) to achieve the PROJECT HSE objectives and targets.

c) SUBCONTRACTOR/VENDOR must embrace and fully comply with CONTRACTOR’s PROJECT HSE Plans, PROJECT HSE Manuals and other PROJECT HSE documents, complying with PROJECT HSE requirements in their report;

d) SUBCONTRACTOR HSE Management System shall include audits of HSE related aspects

and shall be aligned with CONTRACTOR HSE Management System.

e) SUBCONTRACTOR PROJECT HSE Plan shall be planned, developed and implemented in full compliance with all applicable Local and International laws and regulations, codes, guidelines and standards provided by International Organizations (i.e. IMO, SOLAS, MARPOL, ISO, IMCA etc.) and with industry accepted best HSE practices applicable to their activities.

CONTRACTOR reserves the right to conduct HSE audits on SUBCONTRACTOR/VENDOR’s working procedures, SITE activities and equipment at any time, upon previous notification given sufficiently in advance. At the time of such audits of the HSE Management System, the SUBCONTRACTOR/VENDOR shall provide to Contractor any assistance necessary to allow checking of the used organizational HSE procedures, their efficiency and adequacy to work methods, machinery, equipment and legal regulations.

g) All subcontractors shall adhere to the requirements of the HSE Assurance Plan, and the contractor shall conduct biannual audits to verify the implementation of the HSE Assurance Plan.

h) SUBCONTRACTOR/VENDOR is contractually obliged to observe and comply with all currents applicable legislative requirements and guidance concerning the HSE and Welfare of personnel. All documents required by law shall be at SITE and made available to Control Authorities and CONTRACTOR.

i) SUBCONTRACTOR/VENDOR shall make obvious and prove that they promote a highest level HSE in SITE and has in place proper systems for planning, implementation, maintenance and improvement of HSE issues. Also, the SUBCONTRACTOR/VENDOR shall operate with the highest regard of the health and safety of its own personnel and of environment and ensure that its activities do not endanger the safety of neither SITE personnel nor local communities.

j) SUBCONTRACTOR is responsible, through its own organization, to implement the necessary regulations and practices required, so as to carry out safely the work assigned by CONTRACTOR and to prevent any accident or incident that may endanger the safety of the personnel or may produce damage to property or the environment;

k) CONTRACTOR representative shall have the RIGHT to STOP the WORK if they witness or identify any unsafe practices or safety violation by SUBCONTRACTOR/VENDOR. SUBCONTRACTOR/VENDORs and their low-tier SUBCONTRACTOR/VENDORs shall comply with CONTRACTOR Instructions. Cost resulting from this stop shall be covered by SUBCONTRACTOR/VENDOR.

l) SUBCONTRACTOR/VENDOR shall adopt appropriate management tools, technical know- how, and work practices to reduce the environmental impact of its work (e.g. waste and noise production, air emissions, water discharges, etc.) and prevent possible accidents and injuries;

SUBCONTRACTOR/VENDOR will be familiar with all regulations inside Plant boundaries, such as protocols, work permits, areas with impeded movement of personnel or machinery, etc.

p) SUBCONTRACTOR has the responsibility to manage at its own cost (segregation, storage, transport, disposal) any waste produced during its WORKS in compliance with local legislation, COMPANY requirements, CONTRACTOR requirements, international best practices (TO BE CONFIRMED)

q) SUBCONTRACTOR Waste Management Plan shall be in line with Project Waste Management Plan complying with the requirements of (ADNOC, TADWEER & MARPOL) Waste management Standard- HSE-EN-ST04 for its WORKS and submit the same for CONTRACTOR’s approval. SUBCONTRACTOR/VENDOR shall preliminarily identify, classify and quantify solid and any liquid wastes expected to be produced during its Works and have them to the Waste Management Plan

r) Medical solid waste, if any, shall be disposed and handled only using protective devices and following written procedures. Appropriate containers for the medical waste shall be used allowing their safe transportation to final disposal or incineration. The final elimination of medical waste shall comply with local legislation.

s) SUBCONTRACTOR/VENDOR shall ensure compliance with the following as minimum but

not limited to:

• ANNEXURE 12 HSE Requirements • Company H2S requirements at Worksite and Camp • All ADNOC HSE standards • ADNOC HSEWM Min Reqts. in Contracts. • HGD Offshore Emergency Response Framework Rev 0 • JV HSE procedures

t) The VENDORS/SUPPLIERS must have its own HSE Policy, HSE Organization that demonstrates its commitment to Health, Safety and Environment and apply their own HSE Management System when they carry out the activities in their own sites. In this case, CONTRACTOR may audit the HSE Management System of the VENDOR/SUPPLIER both in the Bid stage and PROJECT implementation stages. Further, CONTRACTOR may carry out scheduled or surprise HSE inspections / audits of the VENDOR/SUPPLIERS’s worksites to assess the compliance of various HSE requirements. VENDOR/SUPPLIER shall cooperate with CONTRACTOR representatives for such audits / inspections and shall take necessary actions to the observations made if any.

u) SUBCONTRACTOR/VENDOR/SUPPLIER shall inform CONTRACTOR about details of prosecutions, penalties or infringement notices received from any enforcing authorities pertaining to Health, Safety & Environmental matters, if any.

If SUBCONTRACTOR/VENDOR/SUPPLIER representatives require Worksites (including Fabrication Yards), the following points shall be respected as a minimum:

w) While on Project worksites/Fabrication Yards, the representatives shall follow all the HSE

rules and requirements of the respective Project work sites/Fabrication Yards.

x) Representatives visiting the Project worksites/Fabrication Yards shall not be permitted to operate any machinery or vehicles (including light vehicles) or undertake manual labour whilst on site. Visitors shall be required to undergo worksite/Yard related HSE induction and other trainings.

y) For visit to worksites/Yards, representatives shall comply with the PPE requirements of the relevant worksites/Yards. The PPE shall be in compliance with international standards i.e., EN, ANSI etc. approved.

z) If VENDOR/SUPPLIER require to carry out any work activity at Project sites/Yards, SUPPLIER

shall comply with all the relevant Project / Yard HSE requirements.

6.2.1 HSE Organization and Responsibilities

SUBCONTRACTOR/VENDOR is responsible for the appropriate selection of personnel who are suitable for the work, with required experience, certifications, and training to demonstrate the respective competence for SITE deployment.

SUBCONTRACTOR/VENDOR shall demonstrate to have a competence assurance process in place and ensure that the personnel deployed on SITE are in possession of the certification/qualification required for their duties by law, COMPANY and CONTRACTOR.

SUBCONTRACTOR/VENDOR shall provide competent HSE staff and resources in line with COMPANY/CONTRACTOR requirements.

CV’s of SUBCONTRACTOR/VENDOR HSE personnel shall be submitted to CONTRACTOR for approval.

SUBCONTRACTOR/VENDOR shall provide sufficient and appropriate manpower and supervision in his organization, with clear responsibilities and reporting structure to ensure that HSE performance is not compromised.

SUBCONTRACTOR/VENDOR shall provide to CONTRACTOR a description and a chart of HSE SITE Organization with the description of responsibilities.

6.2.2 Personnel Competence

SUBCONTRACTOR/VENDOR shall identify and maintain a list of Competent Person(s) Designations for major activities associated with its WORK on the PROJECT.

This list shall be issued to the CONTRACTOR for approval, while HSE Professionals approved by CONTRACTOR are subsequently submitted to COMPANY for approval prior to their deployment at SITE. SUBCONTRACTOR/VENDOR shall provide competent personnel who are certified for the following (not limited to) roles in accordance with the regulatory requirements:

• Scaffolder erectors • Scaffolder Supervisor and inspector • Electrical Competent personnel (working on and/or close to live parts) • Rigger

The competence of SUBCONTRACTOR personnel while performing their duties shall be regularly reviewed and assessed by the CONTRACTOR for the performance of their WORK at SITE.

Only persons holding appropriate Operating Certificates / license from client approved third party training providers may operate heavy equipment’s such as forklifts, industrial trucks and cranes.

6.2.3 Training and Awareness

SUBCONTRACTOR/VENDOR shall follow and attend CONTRACTOR’s employee HSE training program, which includes instructions given to each new employee, regardless of prior experience.

It is mandatory for all construction employees to attend the HSE Induction Session in line with Safety Regulations and the CONTRACTOR’s HSE Procedures. No employee will be allowed to access or work at SITE unless attending to the Induction Session. The HSE Induction shall be given during the first day of reaching the facility. As part of the induction, personnel shall complete a test consisting of questionnaire to prove their understanding of the induction and attend any other training that will be requested as per training matrix.

SUBCONTRACTOR/VENDOR shall guarantee that personnel involved in dangerous activities (e.g. working at a height, activities in confined spaces, etc…) is properly informed, and trained for the specific activity. In case of operations where H2S is present (or is potentially a hazard), all SUBCONTRACTOR/VENDOR’s personnel shall attend training and drills on the use of breathing apparatus and escape sets. All third party HSE Trainings shall be carried out at ADNOC training academy (ATA). SUBCONTRACTOR to approach ATA to plan the trainings accordingly.

SUBCONTRACTOR shall have a dedicated trainer to carryout inhouse trainings by COMPANY/CONTRACTOR approved certified Trainer. SUBCONTRCATOR shall submit train the trainer certification of the nominated personnel to carry out the training.

SUBCONTRACTOR/VENDOR shall also comply with any specialized Technical training/certification as required and advised by the ADNOC/CONTRACTOR not at the contractor’s cost.

SUBCONTRACTOR/VENDOR shall ensure employees working in offshore locations are medically fit and hold relevant certified training that meets ADNOC travel requirement. For example, valid TBOSIET certificate (Tropical Basic Offshore Safety, Induction and Emergency Training) and or Travel Safely by Boat (TSBB) as applicable and deemed necessary by ADNOC Group.

For the duration of the Service the SUBCONTRACTOR/VENDOR shall ensure adequate medical care for its personnel on SITE. The level of the medical service organization shall be based upon the health risk assessment that SUBCONTRACTOR/VENDOR shall perform for its scope of work and submit to CONTRACTOR.

SUBCONTRACTOR/VENDOR shall provide the necessary medical resources (medical facilities, medical personnel, medical equipment, ambulances and first aid boxes) in line with the requirements of COMPANY and local regulations (Department of Health, previously HAAD). During the execution of the WORKS, an ambulance shall be present at SITE.

The SUBCONTRACTOR/VENDOR shall establish agreements with third party medical structures in order to ensure treatment of medical cases that require specialist examinations and/or hospital admission.

SUBCONTRACTOR/VENDOR shall provide for own workforce sufficient number of certified medical doctors (as per ADNOC marine operations manual requirements) and First Aiders as minimum in accordance with local regulations including facilities and services necessary for the peak level of construction forces. The level of equipment of the site medical facilities and ambulances shall be DOH approved.

6.3.1 First Aid

The SUBCONTRACTOR shall provide first aid kits, that will be adequate to provide first aid cover in respect of the number of employees on SITE. The first aid kits shall contain minimum of but not limited to the antiseptics, bandages and medicines with valid expiry date, at all times. The first aid kit shall be placed in a visible point at the SITE, within the reach of workers.

A member of the medical team shall be in-charge of first aid kits and ensure that they are replenished and maintained on a regular basis.

6.3.2 Sanitary Facilities On-Board Of Marine Fleet/Camps

CONTRACTOR shall provide drinking water, laundry, sanitary toilets, urinals, washing faucets or washbasins, dressing lockers, change rooms, separate eating place and rest room for the use of employees. Drinking water points should be located closer to worker’s working location. Common cups should not be used to serve drinking water. The number of sanitary fixtures must be adequate. Washing faucets and urinals must be located close to worker’s working location, beside the toilet rooms. Shower baths must be provided if employees come into direct physical contact with chemicals (eyes wash and chemical shower station) Toilets, lockers and eating places must be kept clean. A shelter room with cool drinking water should be provided close to employees exposed to heat stress.

6.3.3 Drug And Alcohol Procedure

Under no circumstances shall drugs or alcohol be permitted on the SITE. SUBCONTRACTOR/VENDOR shall ensure that this is rigorously adhered within the SITE premises.

Anyone found using drugs or drinking alcohol while on the SITE, or under the influence of alcohol or drugs, shall be subject to disciplinary action in line with COMPANY/CONTRACTOR policy and UAE LAW and shall be demobilized from site.

6.4 Safety

a) SUBCONTRACTOR/VENDOR shall properly plan and organize own activities and works; all potential risks shall be assessed (e.g. interference risks, electrical hazards, mechanical hazards, risks of falling from heights, risk burial, exposure to physical, chemical, radioactive sources).

b) SUBCONTRACTOR/VENDOR shall implement the necessary occupational health and safety procedures and measures to carry out safely the assigned work and to prevent any incident with impact on the safety of the personnel.

c) Findings and recommendations from the SIMOPS studies shall be complied by the SUBCONTRACTOR. SUBCONTRACTOR representatives shall attend SIMOPS review with Drilling.

d) All SUBCONTRACTOR/VENDOR’s SITE personnel shall comply with existing occupational health and safety procedures and adhere to CONTRACTOR / COMPANY HSE Assurance.

e) The SUBCONTRACTOR/VENDOR shall provide to its personnel all equipment and devices required for carrying out the work as well as all the necessary Personal Protective Equipment (PPE). Such equipment and devices shall be suitable for the specific working environment, periodically inspected and properly maintained in good condition or replaced when damaged and used according to the instructions and best practices. Protective clothing and equipment shall be available on SITE and provided by SUBCONTRACTOR/VENDOR to its own personnel.

f) All SUBCONTRACTOR/VENDOR’s own equipment used within CONTRACTOR SITE shall be tested, certified and compliant with the applicable legislation and HSE procedures. All electrical extensions and electrical equipment are checked and approved by CONTRACTOR.

g) Work at height shall be avoid where possible, for example doing the work from ground level. The SUBCONTRACTOR/VENDOR shall use work equipment or other measures to prevent falls, where work at height cannot be avoided.

h) The SUBCONTRACTOR/VENDOR shall choose the right work equipment and select collective measures to prevent falls (such as guard rails and working platforms) before other measures which may only provide fall-arrest through personal protection equipment.

i) The SUBCONTRACTOR/VENDOR shall carefully manage the storage areas for flammable and/or explosive substances subject to CONTRACTOR approval. Those areas have to be placed far from traffic and accommodation areas and equipped with adequate fire prevention systems. All SUBCONTRACTOR/VENDOR’s personnel shall be aware of the location and use of on-site means of intervention and fire prevention.

j) The use of any chemical substance shall be preliminarily approved by CONTRACTOR

k) The SUBCONTRACTOR/VENDOR shall ensure a correct and effective communication between all levels of the workforce, in order to guarantee that all relevant information concerning HSE issues, with respect to the performance of the services, are properly handed over from shift to shift and formally recorded.

➢ HSE Audits / Inspections shall be scheduled, including High Profile Management inspections (as per schedule). All internal (SUBCONTRACTOR/VENDOR) HSE inspections, audits, follow–up / close out reports shall be copied to CONTRACTOR.

➢ Method Statements for all activities shall be submitted to CONTRACTOR, following

Job/Task Hazard Analysis and identification of appropriate safety barriers.

➢ All equipment to be used on SITE shall be 3rd Party Certified as applicable by

COMPANY approved 3rd Party. These include:

• Lifting appliances of crane, boom truck, jig lift, forklift, etc.;

• Safety valves on mobile equipment, e.g. air compressor, hydro test

machine, vacuum truck etc.;

• Cargo tank of tank vehicles, e.g. fuel tanker, vacuum tank or

pressurized tank, etc.;

• All pressure vessels, e.g. compressor’s air receiver, etc.

➢ All mobile cranes, slings and lifting gear etc. shall be certified and color coded in accordance with COMPANY color coding standards. Crane / lifting gear inspections shall only be performed by professional 3rd Party - COMPANY approved and listed Inspection companies.

➢ The HSE Organization shall comply with the requirements stated in ADNOC EPC 1

25% of accommodation.

➢ SUBCONTRACTOR/VENDOR’s personnel are required to undergo ADSD (ADNOC Document for Safe Driving) training before individuals are permitted to drive in COMPANY concession areas. Note – Field Security Passes may not be processed until individuals have ADSD training.

➢ SUBCONTRACTOR/VENDOR Policy Manuals and Safety Plans shall detail journey management, all rules and regulations and Road Safety Audits, minimum twice per annum. Only COMPANY approved routes shall be used during normal working hours, or approved, assigned work related journeys after normal working hours. No night time driving shall be permitted, minimum age for drivers shall be 24 years old.

➢ Transportation Safety shall in compliance with ADNOC and CONTRACTOR safe driving procedure. All SUBCONTRACTOR/VENDOR vehicles are to be equipped with IVMS (In Vehicle Monitoring System), which automatically monitors real time the following as minimum but not limited to:

• erratic braking and harsh acceleration, etc.,

6.4.1 Emergency Response Planning

SUBCONTRACTOR shall implement CONTRACTOR integrated Emergency Response Plan in compliance with the COMPANY requirements. The contents of the Emergency Response Plan will be at least:

• Layouts;

• Emergency service provisions;

• Access/escape provisions;

• Alarms and assembly points;

• First aid and medical treatment;

• Emergency Scenarios;

• Emergency phone numbers;

• Nomination of persons responsible for implement the Emergency Response Plan;

• Nomination of persons responsible for management of an emergency situation;

• Development of procedures for declaring, communicating and controlling during

the emergency;

• Evacuation provisions of site working areas and facilities area;

• Monitoring, testing and maintenance of alarm systems and early warning devices;

• Designation of emergency teams and the definition of duties of other key personnel;

• Liaison with CONTRACTOR, COMPANY and external services;

• Training and emergency drills;

If required by CONTRACTOR, SUBCONTRACTOR shall participate in emergency response exercises. SUBCONTRACTOR shall establish the Emergency and First Aid Teams that shall be able to respond within the shortest possible time. The teams shall carry out all training as required by the Emergency Response Plan. SUBCONTRACTOR shall be responsible for the provision and maintenance of suitable emergency response equipment and vehicles if contractually required.

6.4.2 Equipment And Tools

All SUBCONTRACTOR’s own equipment and tools used within CONTRACTOR site will be tested and certified and compliant with the applicable Standards. SUBCONTRACTOR shall use specific equipment and tools fit for purpose. No modification of any vehicle or equipment or tool shall be tolerated at PROJECT sites.

All SUBCONTRACTOR equipment will be inspected by CONTRACTOR before their use on site. Relevant documentation (third party certificate, operator qualification and/or certification, etc.) will be requested for the inspection and shall be provided by the SUBCONTRACTOR.

The use of tools and equipment without proper certification (if required) will not be permitted.

SUBCONTRACTOR shall describe its methods for ensuring the safe operation of equipment, including plant and vehicles.

SUBCONTRACTOR shall describe its own site safety inspection procedures, frequency and records.

SUBCONTRACTOR shall designate a competent person who shall inspect all machinery and equipment prior to each use and during use to make sure it is in safe operating condition. Competent means suitably qualified, experienced and capable of performing the task safely.

SUBCONTRACTOR shall immediately replace the defective or substandard tools at its sole expense. Any deficiencies shall be repaired or defective parts replaced.

Scaffolds

SUBCONTRACTOR shall ensure that all scaffolds shall be designed and erected by competent and qualified personnel and shall conform to ADNOC HSE standards and requirements. These requirements include the mandatory inspection, implementation of the scafftag system, approval, and certification of erected scaffold before use.

SUBCONTRACTOR’s scaffold materials shall meet local Law requirements and Industry’s Standards.

Electrical tools

SUBCONTRACTOR shall provide ground fault circuit interrupter (GFCI) protection for employees. All electrical connections and repairs must be performed in accordance with regulatory authority’s requirements and by a qualified person.

Faulty equipment or equipment yet to be tested must be tagged as “out of service” until it is repaired or tested by a qualified person. Extension wires must be protected from mechanical damages; protecting devices (as instance flexible hoses) shall be replaced when damaged. Rigid and solid means of protection shall be used for temporary energization lines subject to high mechanical stress.

6.4.3 Hazardous Material And Substances

SUBCONTRACTOR shall take all measures to eliminate the use of toxic or corrosive substances that pose hazard to personnel or the environment. There shall be a formal process of evaluation of less dangerous alternatives.

SUBCONTRACTOR/VENDOR shall ensure that every substance, product and material considered as hazardous by local regulations or international standards of reference is clearly identified, quantified and known by all personnel. Material Safety Data Sheet (MSDS) shall be available in English and local language(s) on the worksite to all personnel. Asbestos materials are prohibited.

SUBCONTRACTOR shall maintain a register for all hazardous materials used on site and be available for inspection by Contractor Representatives. Registers must be current and up to date.

All SUBCONTRACTOR employees who handle hazardous material will be trained to handle such material, and will wear all manufacturers recommended safety equipment.

In addition to permanent locations for hazardous materials, SUBCONTRACTOR shall designate temporary locations during the construction phase.

SUBCONTRACTOR/VENDOR who introduce a new material on site shall provide a Material Safety Data Sheet (MSDS) for evaluation by CONTRACTOR HSE in order to receive permit of usage of such material/chemical.

SUBCONTRACTOR shall identify temporary liquid chemical storage locations during construction phase and shall ensure that appropriate leak proof area bounding with sufficient capacity, overhead and side shading, safety showers and eyewash stations are also provided.

It is the responsibility of SUBCONTRACTOR to properly dispose of any hazardous substance brought into Work Areas or generated during the Work in accordance with all Applicable Law and COMPANY requirements.

The following materials shall not be included in any form in VENDORS/SUPPLIER’s equipment, part of equipment, tools and components, included those for shipping purpose:

• Asbestos (in any form, e.g. gaskets, insulation, etc.)

• Cadmium (including plated components)

• Arsenic (except in alloys)

• CFCs and CFCs

• Lead compounds including paints containing lead

• Mercury

• Polychlorinated Biphenyls (PCBs).

6.4.4 Fire Prevention

SUBCONTRACTORs shall furnish all portable fire extinguishers and safety equipment required at construction areas during construction. The fire extinguishers shall be certified and properly tagged and maintained.

SUBCONTRACTORs has to provide an appropriate training program to familiarize employees with the general principles of fire-fighting; formal, documented training must be conducted for all fire watchers.

SUBCONTRACTOR shall follow and adhere to the following general instructions:

• materials and equipment shall be maintained in an orderly manner that reduces or

prevents the possibility of fire spread;

• materials shall not be stored in a manner that obstructs fire points, sprinkler heads,

alarms, emergency exits, electrical panels and walkways;

• materials will not be stored close to, or in a manner that conceals, floor openings or

hoist- ways;

• consideration shall be given to the fire loading imposed in an area by the placement of

materials;

• doors provided for emergency escape will open outwards in the direction of travel.

• All equipment`s shall not be fueled while the engine is running;

• smoking is prohibited whilst refueling activities are taking place;

•

incompatible materials will not be stored in proximity to each other;

• SUBCONTRACTOR shall require PTW for Hot works;

• EPC Contractor is responsible for inspection of all portable and tractable firefighting

equipment at site and at Camp.

• Particular care will be taken when carrying out hot work operations in locations where

combustibles may be present. This will include precautions such as inspection of the

surrounding area, removal of any combustible materials, protection by fire blankets

and provision of fire extinguishers.

• Compressed gas cylinders shall be closed when not in use, stored and used in an

upright position, have their protective caps fitted when moving and transporting them

(unless by cylinder trolleys).

• Compressed gas cylinders shall be kept clear of electrical equipment and cabling

where they may become part of an electrical circuit.

• Flammable, Explosive gas cylinders shall not be taken into confined spaces, and feed

hoses and nozzles when used in confined spaces shall be removed when not in use.

• Oxygen cylinders shall be kept free of oil and grease.

• The cylinders shall be kept at the allotted storage area and shall be chained

• Valve wrenches shall be left in position on the valve stem at all times when the

cylinder is in use.

• Fuel gas and oxygen hoses shall be clearly distinguishable, in good condition and

secured properly (Wire is not permitted).

• Cylinders shall be fitted with flash back arrestors.

• Fire extinguishers shall be available before hot work commences and persons trained

in their correct use.

• Portable Fire Extinguishers shall be inspected when initially placed in service and

periodically thereafter.

6.4.5 Welfare Management

When it is applicable (as per Scope of Work or Method Statement) the SUBCONTRACTOR to ensure provision of welfare arrangements for their personnel. SUBCONTRACTOR to ensure the welfare facilities and arrangements are subject of regular monitoring and control from their side through dedicated inspections, Compliance checks walkthroughs or audits.

6.4.6 Construction Equipment and Vehicles

SUBCONTRACTOR shall provide for its employee all equipment and devices required for carrying out the work. Equipment used must be suitable to the working conditions without any defect.

Statutory inspection and testing of construction equipment shall be carried out and records of these inspections shall be kept. These inspections shall be conducted according to good practices as per international industry standards. CONTRACTOR has the right to refuse the use of equipment unsafe to perform the work.

SUBCONTRACTOR shall possess and implement a preventive maintenance program for all construction equipment and vehicles. The maintenance program shall be conducted in accordance with applicable legislation and work good practices.

SUBCONTRACTOR shall use specific equipment fit for purpose. No modification of any vehicle or equipment shall be tolerated. All SUBCONTRACTOR shall prove load onsite, all construction cranes to be used on site to their specified load ratings. All slings, shackles and spreader beams shall be load tested, certified and tagged with:

All certificates shall be available on site and submitted to CONTRACTOR representatives upon request.

Drivers of vehicles and trucks must be have a minimum 5 years of experience.

SUBCONTRACTOR shall follow the site / project colour coding requirements for construction equipment & vehicles, to enable immediate assessment of inspection status so on quarterly basis colour shall be changed accordingly. Visual pre-inspection shall be carried out before use lifting equipment.

All SUBCONTRACTOR’s equipment & vehicle shall be pre-inspected & approved by CONTRACTOR to verify the COMPANY requirements. COMPANY will inspect & approve the SUBCONTRACTOR’s equipment & vehicle prior to its mobilization at site upon inspection by CONTRACTOR.

6.4.7 Vehicles Site Access

All SUBCONTRACTOR shall provide for all vehicles a valid tag before to access the site. The access tag is delivered after the following minimum checks performed by Contractor:

• Vehicle statutory inspection is realized;

• Vehicle operator has the appropriate license or trade certificate

• Site Safety Vehicle inspection is under SUBCONTRACTOR’s responsibility.

Vehicle Site access tag is valid for a defined period (defined on project) and renewal subjected to the checks mentioned above.

6.4.8 H2S Requirements

The Hail and Ghasha fields are situated offshore Abu Dhabi (AD) in water depths of 0 to 15 metres. Sour gas levels are in the range of 13. to 30- % H2S and 4 to 9% CO2 depending on the reservoir. Considering SIMOPS scenario (construction and drilling works) during construction works as per SIMOPS workshop report, accidental release of H2S is a main risk. Hence, all marine fleet must have H2S and Toxic gas detection and protection equipment on board. All employees must have OPITO Approved H2S training.

SUBCONTRACTOR shall comply and adhere the following as minimum but not limited to:

• SUBCONTRACTOR personnel shall undergo H2S and related Safety training.

• CONTRACTOR shall minimize personnel working on site.

• CONTRACTOR shall provide necessary PPE appropriate to the risk, including SCBA, H2S

personal monitor during SIMOPS activities.

• CONTRACTOR shall maintain all safety equipment made available on the working SITE

for their use.

• CONTRACTOR shall prepare the SIMOPS matrix and identify any additional task risk

assessment required.

• CONTRACTOR to provide and manage H2S PPE and H2S detectors at site and Camp.

• Camps shall have auto shutoff to avoid ingress of H2S upon detection.

• Accommodation camps will be provided suitably with positive pressure and TR for

accommodation barges.

SUBCONTRACTOR and other Contractors shall coordinate daily their own activities through dedicated daily SIMOPS coordination meetings.

• Mutual Exclusion zones and risk reduction measures when applicable will be established

during daily SIMOPS coordination meetings are implemented and respected.

• Adequate mustering, evacuation and escape facilities are provided for the personnel of both

SUBCONTRACTOR and other Contractors.

6.4.9 HSE Monitoring And Reporting

➢ One section of the monthly progress report shall be dedicated to HSE topics, such as results,

injuries, occupational health diseases, Safety Meetings

personnel communications on HSE and other HSE issues.

➢ SUBCONTRACTOR/VENDOR’s key personnel shall attend the Safety Periodical Meetings at the CONTRACTOR’s premises to discuss the HSE issues related to work performance.

➢ The SUBCONTRACTOR/VENDOR shall report every incident (including occupational diseases) involving its personnel and/or equipment occurred on the work areas to the relevant Authorities (when required), as well as to CONTRACTOR Representative immediately. The event notification shall be sent to CONTRACTOR not later than 8 hours after the incident. The results of the investigation to be done in conjunction with CONTRACTOR, shall be documented through an investigation report to be delivered to CONTRACTOR.

➢ The SUBCONTRACTOR/VENDOR shall inform CONTRACTOR about any signs of dangerous situation for the personnel, the environment and CONTRACTOR’s asset and it shall take immediately all measures in line with standards, oilfield practices and / or in accordance with HSE applicable laws.

➢ The SUBCONTRACTOR/VENDOR shall develop an appropriate medical record and reporting system for any medical related event or, otherwise, join the CONTRACTOR’s own system. All the events shall be reported to the medical staff on SITE or to the clinic personnel / doctors linked to the PROJECT. The records shall be accessible at any moment to CONTRACTOR’s medical personnel, in compliance with confidentiality and privacy rules.

6.4.10 Incentive Scheme And Discipline Action

SUBCONTRACTOR/VENDOR shall participate in the CONTRACTOR Incentive Program.

SUBCONTRACTOR/VENDOR Management shall actively support the program, participate in award ceremonies, and nominate deserving the CONTRACTOR procedure. SUBCONTRACTOR/VENDOR shall develop a HSE Incentive program & provide an own incentive scheme for worker in compliance with COMPANY & CONTRACTOR requirements.

The purpose of this procedure will be to give guidance on the actions that should be taken in the event of safety and/or security violations. 6.4.11 Campaigns And Initiatives

COMPANY and CONTRACTOR will extend the HSE campaigns and initiatives (e.g., LIHS, KYHS, LSRs, DROPs, Work Safe – No Regrets, etc.) to VENDOR / SUBCONTRACTOR and arrange the workshops and sessions.

SUBCONTRACTOR shall fully comply with ADNOC Life Saving Rules during the execution of the project. ADNOC LSR shall be communicated to the workforce during various HSE induction and trainings and copies shall be posted in work location, site offices, etc., for continuous awareness. For more details refer to COMPANY Life Saving Rules Standard (Doc. No. HSE-GA-ST11).

Vendor will be required to comply with the site-specific Key Performance Indicators (KPIs) as applicable (e.g., 1 safety observation/month, audit of 10% of the PTWs, regular worksite and equipment inspections. etc.) and will be included in the site specific HSE rewarding program.

6.4.12 Stopping Unsafe Work

CONTRACTOR fully endorses Project Top Management Intervention Mandate, which declares: “There must always be unconditional respect for everyone’s right to be safe and look after the safety and well-being of others. Intervene always when you have any doubt that safety is being compromised. It is everyone’s right and responsibility. This includes challenging management if needed.

6.4.13 Permit To Work

SUBCONTRACTOR shall ensure full compliance of COMPANY and CONTRACTOR work permit system.

It shall be the SUBCONTRACTOR’s responsibility to train permit initiator /PERSONS involved in PTW system implementation (ADNOC WMS). PERSONNEL managing work permit shall be capable of reading and understanding English.

Particular care shall be taken to avoid damage to existing cables, pipe work and services. The SUBCONTRACTOR shall be responsible for all repairs or damage to existing property and equipment caused by his negligence or non-compliance of these instructions.

In general, working at night is not permitted. All WORKS are to be performed between sunrise and sunset. If it is essential that some WORKS need to be performed after sunset then, before work can be implemented, a special procedure for non-routine/night operations must be approved by the COMPANY. Additional precautions and safety measures shall be taken to ensure work is carried out safely along with risk assessment. During hot season, SUBCONTRACTOR shall comply with Government requirement regarding mid-Day Break.

6.4.14 Auditing and Assurance Program

HSE Department reserves the right to conduct OHS&E audits on Vendor’s working procedures and equipment at any time, upon previous notification given 7 days in advance.

/ CONTRACTOR HSE Department may perform HSEMS audit of SUBCONTRACTOR both in their head office and worksite and/or Control of Work Process in Project worksites under the operational control of CONTRACTOR or Vendor.

The results of the audit will be reflected in the formal report highlighting any strength points or any actual or potential deficiencies requiring the corrective and preventive actions identified during the audit. Vendor shall identify the corrective and preventive actions and target dates for the completion, within 2 weeks of the receipt of the report and CAR forms and ensure the close out of the actions by the established target dates providing the evidences to the audit team.

SUBCONTRACTOR/VENDOR shall provide to CONTRACTOR any assistance necessary to allow the review of the HSE documentation and work practices to achieve the targets specified in the HSE Assurance plan Doc. No. 1-CF0000-52-PLN-5807-00.

  1. ENVIRONMENT

The offshore part of the PROJECT development is in an area of significant and well documented ecological sensitivity and lies within the buffer zone of the Marawah Marine Protected Area (MMPA) and a United Nations Educational, Scientific and Cultural Organization (UNESCO) Biosphere Reserve.

The area has extensive marine habitats includes seagrass beds, coral and artificial reefs, other algal beds seagrass beds and hosts an internationally important population of dugongs. Two drill centres, compression platform and pipelines are located within the MMPA area; GOP is outside the MMPA. The project is to be built next to an area which has terrestrial protected areas (tpa) (in particular, the houbara conservation area) and a number of fossil sites. Subcontractor shall ensure all applicable environmental mitigation and monitoring requirements duly considered as per the offshore environmental impact assessment report. Doc. SUBCONTRACTOR/VENDOR shall ensure all applicable Environmental Mitigation and monitoring requirements duly considered as per the Offshore EIA which is part of HSEIA REPORT – OFFSHORE (R-CF0000-40-RPT-0121_00 ) and complying with the requirements of Construction Environmental Management Plan, EAD Permits, and other developed EIA reports with the requirements applicable to SUBCONTRACTOR/VENDOR’s scope of work.

➢ SUBCONTRACTOR/VENDOR shall comply with all applicable environmental laws and any requirement from COMPANY and CONTRACTOR and adhere to the Construction Environmental Management Plan(CEMP), (including Waste Management, Spill Contingency Prevention and Control, Environmental Monitoring, and other required environmental plans) that will be developed by CONTRACTOR for the PROJECT.

➢ SUBCONTRACTOR/VENDOR shall implement a Spill Risk Mapping on camp, TCF and

other SUBCONTRACTOR/VENDOR’s SITE .

➢ The SUBCONTRACTOR/VENDOR shall notify to CONTRACTOR representative, within 24 hours from the event, any spillage of oil, grease, paint, solvent, chemically treated drilling fluids, sewage or any other pollutant or waste, as well as near misses. Following a spill or a near miss, a root cause investigation shall be conducted, and corrective actions should be undertaken to prevent reoccurrence. SUBCONTRACTOR/VENDOR shall adhere and comply the COMPANY and CONTRACTOR Incident Reporting and Investigation procedures.

➢ SUBCONTRACTOR/VENDOR shall execute on Energy Assessment on camps, TCF or equipment belonging to SUBCONTRACTOR/VENDOR with the final target to identify Energy saving Initiatives (e.g. replacement of existing lamps with led, installation of a photovoltaic plant, installation of solar thermal systems, etc.).

➢ The SUBCONTRACTOR/VENDOR shall ensure that liquid waste shall not be discharged into any water, waterway drain, watercourse or the ground, but it is properly collected in holding tanks and then removed from the SITE for adequate treatment.

➢ SUBCONTRACTOR/VENDOR shall encourage water efficiency initiatives on its own

➢ SUBCONTRACTOR/VENDOR shall ensure regular maintenance of noise generating equipment and ensure the use of silencers and sound barriers for the noisiest equipment / activities, where practicable.

➢ The SUBCONTRACTOR/VENDOR shall not burn any waste material without the approval of the relevant authority, COMPANY and CONTRACTOR, and it shall take all reasonable and practicable measures to prevent or minimize dust generation.

➢ Medical solid waste, if any, shall be disposed and handled only using protective devices and shall comply relevant authority, COMPANY and CONTRACTOR requirements. Appropriate containers for the medical waste shall be used allowing their safe transportation to final disposal or incineration. The final elimination of medical waste shall comply with local legislation, COMPANY and CONTRACTOR instructions.

➢ SUBCONTRACTOR/VENDOR will promote the implementation of Environmental Campaigns (e.g. World Water Day, World Environment Day, Mobility week, etc.) during construction phase.

➢ SUBCONTRACTOR/VENDOR shall report its environmental performances (e.g. waste production, energy consumption, water discharge, oil spills…) as per CONTRACTOR and COMPANY requirements

➢ SUBCONTRACTOR/VENDOR shall select equipment with low GHG emissions.

➢ SUBCONTRACTOR/VENDOR shall use non-toxic chemicals as far as reasonably

practicable.

  1. REQUIRED DOCUMENTS AT DIFFERENT PHASES

The SUBCONTRACTOR/VENDOR is required to provide, together with its offer, the following information and documentation

8.1 HSE Document to be Provided During the Bidding Stage

SUBCONTRACTOR/VENDOR shall submit evidence of a robust Health, Safety and Environmental Management system and shall demonstrate full understanding of applicable COMPANY and CONTRACTOR requirements and the way they are going to be implemented on SITE. SUBCONTRACTOR/VENDOR shall submit copy of typical plans/procedures for similar PROJECTs and possibly implemented for ADNOC PROJECTs along with other documents available as part of Attachment-1.

SUBCONTRACTOR/VENDOR shall return the HSE Compliance form Attachment - 2 signed-off by SUBCONTRACTOR/VENDOR.

SUBSEA HSE requirements are as detailed in Doc. No.1-SB0000-52-PRO-5908-00.

The following information and documentation as minimum but not limited to:

8.2 HSE Document to be Provided Upon Contract Award

The SUBCONTRACTOR is required to provide, within 30 days upon contract award and prior to mobilization on site, the following information and documentation as minimum but not limited to:

• HSE Plan, HSE goals, HSE objectives and other HSE documents defined as part of SDRL for the activities for the subcontracted scope of work.

• Formal Risk Assessment for the subcontracted scope of work.

• HSE Procedures for the subcontracted scope of work, including Emergency

Procedures as applicable.

• Personnel Training Program specific for the subcontracted scope of work, along with any required certification. Training matrix & training plan to be provided as applicable.

• List of Equipment and/or Vehicles, with all certifications required.

• Copy of Medical Fitness Certificate for all personnel.

• List of PPE (including for H2S) with certification used for the job.

8.3 HSE Kick Off Meeting

Before the start of works by the SUBCONTRACTOR, specific kick off meetings must take place between CONTRACTOR and each of SUBCONTRACTORS. All the functions of CONTRACTOR (at Site/Yard/Vessel/Project level) involved in the performance of the assigned activity/service, participate in these meetings, as well as the functions of the SUBCONTRACTOR/VENDOR and allow them to align their objectives, expected results, instruments, time frames, roles, procedures.

The objectives of the kick-off meeting are not limited by the following:

• overview of existing on-site HSE risks specific to the requested activities/services.

• aspects and specific HSE needs relating to the performance of the activity/service.

•

regulations to protect health and safety within the work site, as well as environmental protection and pollution prevention.

• organizational requirements (meetings, controls, inspections, etc.)
