PROJECT OVERVIEW

1.1

EPC for HAIL & GHASHA Development Project

The Hail & Ghasha Development (HGD) Project is of strategic importance to the Emirate of Abu Dhabi. The Project will develop the untapped oil and gas reserves from the highly sour Hail and Ghasha fields. Production is targeted to start by Q4 2027 with sustainable production of 1 BSCFD of Raw Gas, and max production of 82.5 MSBPD of Oil, 76.3 MSBPD of Condensate, 9000 TPD of Sulphur and 5030 TPD of NGL. In addition, Project will capture 1.52 million tonnes of CO 2 per year taking ADNOC’s committed investment for carbon capture capacity. The Hail and Ghasha fields are situated offshore ABU DHABI about 140 km away from ABU DHABI mainland in water depths varying from 0 to 15 meters.

The HGD Project comprises the following:

• Artificial Islands Construction;

• Offshore package – EPC 01: Offshore Drilling Centres (DCs), Subsea Pipelines, Umbilicals, Power Cable Connections, Seawater Intake Structure, Bridges, Risers, Flare Structure, facilities at Ghasha Offshore Processing Plant (“GOP”);

• Onshore package – EPC 02: Manayif Onshore Processing Plant (“OPP”), Manayif

Utilities, Offsite Pipelines & Tie-ins, Main Control and Other Buildings.

The HGD Project will be executed in a single phase approach. It will start production from three Drilling Centres (Reeah, Jzool & Seebah) in Ghasha Field to GOP and from Gaff Island in Hail Field to OPP. Remaining Drilling Centres, gas injection, and other associated facilities will be developed in ‘future’ to sustain production from Hail & Ghasha fields.

DOCUMENT CLASSES

This document defines the minimum requirements for the handling of review, comment, and approval of documentation on the Offshore Package, and the actions to be taken. The requirements provided herein are minimum requirements. All drawings, documents and manuals submitted shall be classified in one of the following three categories for the purposes of review, comment and approval.

Class 1: All documentation in Class 1 shall require formal COMPANY approval.

Class 2: Documentation in Class 2 shall be issued to COMPANY for comment. If comments are not received within stipulated period, CONTRACTOR may assume that COMPANY has no comments. CONTRACTOR shall inform COMPANY in writing of its intention to proceed with work. There should be 2 days between the written notification and CONTRACTOR proceeding with work.

Class 2 documents shall be further categorized as follows:

• 2A for documents foreseeing only IFR/Final reviews.

• 2B for documents foreseeing IFR/IFA/Final reviews / approval.

• 2C for P&IDs that will be subject to IFR/IFH/IFA/Final reviews / approval.

Class 3: Documentation in Class 3 shall be issued to COMPANY for information only. However, comments made on Class 3 documents shall also be considered when received in a timely manner or advised that they are being developed, again within a reasonable time from issuance.

COMPANY shall require maximum (10) working days for review of all documents for all revisions submitted by CONTRACTOR. At all issue stages as applicable to the document class 2 and 3, CONTRACTOR may proceed if no COMPANY comments are received within timeframe. CONTRACTOR shall however notify COMPANY beforehand, in writing, if it is intending to proceed on this basis.

and demonstrate implementation of comments before final revision. These shall also be part of the document status tracking register that shall be shared with COMPANY.

All documents prepared shall, depending on their class, pass through the following stages: IDC:

Issued for Inter-Discipline Check (Internal to CONTRACTOR).

IFR:

Issued for COMPANY Review.

Or IFI:

Then IFH:

Issued for Information - Class 3 or as required and pre-agreed with COMPANY.

Issued for HAZOP Review / SIL Review (if applicable to class).

Eventually, all technical documents must reach either IFI, IFP, IFU or IFC, status as appropriate for the type of document.

Note: CONTRACTOR may issue subsequent revisions of IFA documents if required to support its design process, e.g. when VENDOR information becomes available. The following outline procedure shall be followed for the review and approval of documents on the Offshore Package.

Note: For documents rolled over from PCSA phase, the review cycle will be done in continuation with the document status and code number from the PCSA phase. By way of example, if a document has reached a Code 1 status, it will be re-issued in final revision. If the document has reached a Code 2 status, it will be re-issued in the next revision addressing the comments relevant to PCSA phase. When issuing the document to COMPANY, while such document shall refer to the revisions as applicable to EPC phase, following note shall be added to enable COMPANY to refer to PCSA stage last revision: “This document is rolled over from PCSA document no. XXXXX rev. XX”.

cannot proceed with next revision.

• Following receipt of Code 1 ‘No Comments’ or Code 2 on the IFR, document shall be issued IFC/IFP/IFU. However, there shall be a mutually agreed mechanism to ensure that COMPANY comments are incorporated (as for example CRS, per Attachment 1, signed by both parties may be attached to subsequent revision of the document).

If Code 2 is given on IFC/IFP/IFU, document shall be re-issued. End of document lifecycle will only be achieved with receipt of Code 1 on IFC/IFP/IFU.

In case COMPANY did not provide comments within stipulated review time, CONTRACTOR can proceed with the next revision after written information with the attention that prior to proceeding is informed to COMPANY.

CONTRACTOR will assign similar classification (Class 1 / Class 2A, 2B, 2C / Class 3) to Vendor documentation. The Supplier Document Requirement List (SDRL) with classification will be submitted for COMPANY approval. Vendor documents with CONTRACTOR’s comments will be made available to COMPANY engineering team for review and, in parallel, they will be sent to VENDOR as advance copy (only for critical documents which need urgent approval). COMPANY’s comments will be integrated in the CONTRACTOR’s comments and sent to VENDOR which will consider this version as final approval.

For vendor documents that are deemed critical, COMPANY may assign Class 1, and document will be on hold until COMPANY comments are finalized. DOCUMENTATION’S REVISION IDENTIFICATION

Revisions due to CONTRACTOR/ COMPANY comments or to Project development, shall be indicated in the CONTRACTOR, SUBCONTRACTOR, VENDOR documentation as follows:

• WORD documents: word track changes in the native file, left vertical line along the

modified sections in the acrobat version;

• EXCEL documents: modified cells shall be yellow highlighted and relevant revision

number shall be indicated in the dedicated column;

• DRAWINGs: revised sections shall be “clouded” and a triangle showing the revision

number shall be placed within or adjacent to changed portion.

In case of limited updates to any document from the FEED stage, track changes / revision clouds as specified above shall be used to allow quick turn over of documents.

RESPONSIBILITIES

• The responsibility for ensuring COMPANY receives all relevant documents rests with CONTRACTOR. CONTRACTOR shall be responsible for replacing documents lost or damaged in transit at no extra cost to COMPANY.

• COMPANY’s Project Management shall inform CONTRACTOR in advance in writing

of any changes in COMPANY documentation requirements.

• CONTRACTOR shall be responsible for specifying the review classification for each document in accordance with the Offshore Package requirements and, if Class 1 or 2A, 2B, 2C, stating the stipulated COMPANY response period.

• Approval by COMPANY of CONTRACTOR documentation shall be in writing but such approval or any review shall not in any way relieve CONTRACTOR of any of its responsibilities or liabilities under the AGREEMENT or the law.

•

If any document is rejected by COMPANY, COMPANY will provide a written explanation of the reasons therefore CONTRACTOR shall reissue documents with amendments as may be necessary to reflect COMPANY’s requirements.

• CONTRACTOR shall investigate the root cause analysis of any rejected documents

and initiate a corrective action. RCA shall be part of the resubmission.

• All documentation requiring COMPANY’s approval shall first be submitted to COMPANY for review and comment. After resolution/incorporation of COMPANY’s comments, the documentation shall then be re-submitted for COMPANY approval. Once such approval has been given in writing, CONTRACTOR may issue the documentation for detailed engineering, procurement, construction, or other purposes as required to support the WORKS.

• CONTRACTOR shall be responsible

for

the VENDOR/SUBCONTRACTOR

submissions, comments consolidation (along with COMPANY), and closure.

• CONTRACTOR shall provide a steady load per discipline and per class for documents review and approval. Any unplanned peaks per discipline, COMPANY will have the rights to extend the approval cycle for all document classes.
