INTRODUCTION
The ADNOC Ruwais LNG Project is a two train, near net-zero electrically driven LNG facility, targeting international markets. The feed gas for the project is supplied from the Habshan Gas Processing Plant via a new export gas pipeline. The plant will have two 4.8 MTPA (nominal capacity) electric driven LNG Trains with associated LNG storage/marine export facilities and utilities.
Figure 1 – Project Context
The ADNOC Ruwais LNG Project foresees the following main components at the facility:
• Onshore LNG Liquefaction facilities for 2 x 4.8 MTPA electrically driven LNG Trains (9.6MTPA
total)
• Common facilities including inlet receiving facilities, LNG storage, BOG handling, flare,
refrigerant storage and support buildings.
• Utilities to support the facilities including import power from the national grid.
• Marine facilities for LNG export and bunkering.
1.1
Scope of the Document
THIS SPECIFICATION IS INTENDED TO ASSIST VENDORS SUPPLYING EQUIPMENT DATA, SPARE PARTS, LUBRICANT, chemical/catalyst and special tools for ADNOC Ruwais LNG Project.
The objectives of this procedure are:
a) The delivery of SPIR Form for CONSTRUCTION SPARE PARTS. b) The Management of COMMISSIONING SPARE PARTS and SPECIAL TOOLS. c) The review process for the following types of materials procured as part of projects:
a. INSURANCE SPARE PARTS, b. OPERATING SPARE PARTS.
d) The list and quantities of lubricant, chemical/catalyst. e) Features and requirements of ADNOC SPIR to be used for spare parts review. f) The type and nature of Equipment Data needed by CONTRACTOR and COMPANY. g) Equipment, Bill of Material & Material Master Data capture in the ERP system. These documents cover all material including, but not limited to, spare parts for rotating equipment, package items, electrical / mechanical / instrumentation items and any other equipment purchased and furnished by all contractors for the Projects or procured on individual basis by Company End User function.

CONSTRUCTION SPARE PARTS Spares required for installation. CONSTRUCTION SPARES are the parts and assemblies normally used or consumed during installation of the equipment.
COMMISSIONING SPARE PARTS Precommissioning, Commissioning and Start Up spare parts are those to be supplied by VENDOR to enable completion and all the components of each system/subsystem to be tested and commissioned up to and including that system/subsystem Start- up. The start-Up Spare Parts shall cover the period from system completion till the issuance of Provisional Acceptance Certificate.
INSURANCE SPARE PARTS Equipment, assemblies, or spare parts that are procured as part of a project, not subject to deterioration by normal usage, but failure of which is critical for safe operation. Such items shall generally be of high value and long Lead Time. Insurance materials to be capitalized by Finance function, carrying zero value in the inventory average cost.

OPERATING SPARE PARTS Parts, assemblies, and bulk materials normally used or consumed on basis of scheduled maintenance, overhaul, inspection, wear, corrosion, erosion, or deterioration in normal service of the equipment supplied as part of the project.

DOCUMENT PRECEDENCE
The specifications and codes referred to in this specification shall, unless stated otherwise, be the latest approved issue at the time of Purchase Order placement.
It shall be the CONTRACTOR ‘S responsibility to be, or to become, knowledgeable of the requirements of the referenced Codes and Standards.
The CONTRACTOR shall notify the COMPANY of any apparent conflict between this specification, the related data sheets, the Codes and Standards and any other specifications noted herein.

Resolution and/or interpretation precedence shall be obtained from the COMPANY in writing before proceeding with the design/manufacture.
In case of conflict, the order of document precedence shall be:
(a) UAE Statutory requirements; (b) ADNOC Codes of Practice; (c) Equipment datasheets and drawings; (d) Project Specifications and standard drawings; (e) Company Specifications; (f) National/International Standards.

SPECIFICATION CONCESSION/DEVIATION CONTROL

Any technical deviations to the Purchase Order and its attachments including, but not limited to, the Data Sheets and Narrative Specifications shall be sought by the VENDOR only through Concession Request Format. Concession requests require CONTRACTOR’S and COMPANY’S review/approval, prior to the proposed technical changes being implemented. Technical changes implemented prior to COMPANY approval are subject to rejection.
5.0
SPECIFICATION DEVIATION/TECHNICAL QUERY
Any technical deviations to the Purchase Order and its attachments including, but not limited to, the Data Sheets and Narrative Specifications shall be sought by the VENDOR only through TECHNICAL QUERY format attached in material requisition of each items. TECHNICAL QUERY require CONTRACTOR’s and COMPANY’s review/approval, prior to the proposed technical changes being implemented. Technical changes implemented prior to COMPANY approval are subject to rejection.
6.0
QUALITY ASSURANCE/QUALITY CONTROL
The QA / QC program used by the VENDOR for spare parts manufacture shall be the same program, previously approved by CONTRACTOR for use on the original equipment purchase.
7.0

Cost of CONSTRUCTION, COMMISSIONING and INSURANCE SPARES and SPECIAL TOOLS is included in the lump sum.
CONTRACTOR shall ensure that the delivered INSURANCE SPARES, COMMISSIONING SPARES, SPECIAL TOOLS are included in the SPIR Tool.
CONTRACTOR will train VENDOR/SUPPLIER to allow using SPIR Tool system.

Vendor to deliver all the SPECIAL TOOLS, LUBRICANT AND CHEMICAL/ CATALYST LISTS in the format defined in this procedure.
VENDOR to refer the Participant Guide and User Manuals for more details.
The time cycle for VENDOR to respond to CONTRACTOR queries to be thirty (30) days.
All the SPIRs in USD covering life cycle spare parts of all maintainable equipment.
7.2.2 For CONSTRUCTION Spare Parts
VENDOR to submit itemized list of Commissioning Spare Parts with quantities and unit prices in the techno-commercial bid.
These spares are ordered and shipped along with the original equipment. A preliminary spare part list will be supplied in the proposal.
Then, VENDOR/SUPPLIER shall have to deliver SPIR form (refer to template §17.1) in CONTRACTOR documentation system. This list will have to be approved by CONTRACTOR.

7.2.3 For COMMISSIONING Spare Parts
•
VENDOR to submit itemized list of Commissioning Spare Parts with quantities and unit prices in the techno-commercial bid. They shall ensure that all parts required for smooth and successful commissioning of the concerned equipment is included in the bid.
These spares are ordered and shipped along with the original equipment. A preliminary spare part list will be supplied in the proposal.
• Where any required parts were not quoted and consequently not included in Equipment Purchase Order, VENDOR shall be fully responsible for supply of the same at free of cost to CONTRACTOR without causing any impact or delay in commissioning activities. VENDOR shall not be relieved of this responsibility.
•
VENDOR/SUPPLIER shall fill all COMMISSIONING Spare Parts in SPIR Tool according to the COMPANY requirement. Once SPIR approved in the tool, VENDOR/SUPPLIER will deliver the SPIR from (refer to § 17.1) to get final approval.
7.2.4 For INSURANCE Spare Parts
VENDOR to deliver INSURANCE Spare Parts with parent equipment prior to commissioning.
The spares are ordered and shipped along with the original equipment. The spare part list will be supplied in the proposal with all required information to identify the material and certificate which will be supplied by VENDOR/LICENSOR.
Then, VENDOR/SUPPLIER shall fill in SPIR Tool according to the COMPANY requirement. CONTRACTOR will train VENDOR/SUPPLIER to allow using SPIR Tool system. Once SPIR approved in the tool, VENDOR/SUPPLIER will deliver the SPIR from (refer to § 17.1) to get final approval.
7.2.5 For OPERATING Spare Parts
• On award of Equipment Purchase Order to Vendor by EPC Contractor, as applicable, Vendor to
undertake the following activities:
o Obtain access to SPIR Tool from EPC Spare Parts Coordinator,
o Undergo training in SPIR Tool as required,
o Extract the complete Tag Numbers from PFD, P&ID, SLD, F&G Layout, JB Layout, Instrument Layout, Telecom Diagram, Electrical Lighting Layout, Civil & Structural Drawing, Equipment Layout, Loop Drawing, Fire Fighting Equipment Layout, Earthing Layout, Pipe Support Drawing, ADNOC Tagging Guideline and populate Functional Location data,
o Create records for equipment sub-assemblies, as applicable, and populate details such as
description, manufacturer details, reference drawings number, etc.,
o Populate spare parts details and link to respective equipment / sub assembly. Provide details such as Description, Manufacturer, Part No., Installed quantity, UOM, Unit Price, & Quantity proposed for normal operation. Only Original Equipment Manufacturer (OEM) or Original Component Manufacturer (OCM) part numbers shall be provided. Supplier/Dealer/Sub-Vendor Part numbers shall not be acceptable. The proposed spare parts shall be clearly identified on the supplied assembly drawings etc.,
o Vendor to link relevant technical document to the respective spare part / equipment in the
SPIR Tool,

o Spare parts proposed by Vendor shall be suitable for normal operation of equipment. When the VENDOR does not recommend spare parts to be stocked, the bill of materials shall be listed in SPIR Tool with zero quantity,
o Material Classification (Noun-Modifier Templates), available in SPIR Tool, to be used for populating spare parts details. Vendor to provide complete and accurate specifications in English when populating the spare parts details,
o For Kits and Assemblies, complete list of components with part number and position
numbers of each component and the required quantities to be provided,
o Parts, Components and sub-assemblies that are Repairable to be marked and listed,
o
In case any spare parts require special handling, preservation, or have a specific shelf life, then this should be advised by Vendor during the spare parts review process and should be clearly referenced in the Spare Parts Data package,
o Submit the Spare Parts documentation for each Equipment Purchase Order, including cross
sectional drawings, vendor datasheets etc., in electronic format as applicable.
• VENDOR/SUPPLIER will deliver the SPIR from (refer to § 17.1) to get final approval.
• VENDORS to include the following in the Techno-Commercial Bid:
o Submit all spare part technical information of the Main Equipment, Auxiliary Equipment, Instruments & sub supplier Equipment, etc., along with their prices, within least possible period after approval of equipment drawings. In their bid, VENDOR shall commit on time period for submission of the same,
o Provide OCM details for parts outsourced by the VENDOR for their equipment – minimum mandatory details shall include Manufacturer Name and their complete Part number / ordering code.
• VENDOR quotation for OPERATING SPARE PARTS shall be valid minimum of one (1) year from the date of submittal in SPIR Tool. VENDOR shall also provide an escalation formula for a period of five (5) years beyond the initial validity period of one (1) year. In case of re-submission, the revised SPIR shall be with new price validity (minimum 3 months) and without any price escalation in case of delay from CONTRACTOR / VENDOR towards COMPANY’s query / clarification.
• VENDOR shall deliver commitment from OEM, that production and supply of spare parts will continue for minimum 10 years from the date of delivery of equipment to COMPANY project SITE. 7.3.1 General information
COMPANY responsibilities for this scope is defined as below:
• Review the Functional Location, Equipment and Spare parts data submitted by the CONTRACTOR
through system along with the attached documents for completeness.
• Consolidation (or Split of SPIR packages) of SPIR electronic files for all phases of the PROJECT.
• Analysis of spares interchangeability.
• Approval for ordering quantity and prices.
7.3.2 For OPERATING Spare Parts
• Coding/Cataloguing of all OPERATING SPARES.
• Technical / Commercial review.
•
Identify buy-out items and OCM parts with sufficient details for local purchase.
• Confirm and approve final list of Operating Spare Parts and quantities for purchase and stocking.
• Company to generate a Purchase Order through the ERP system for Ordering, Receiving and
payment purposes for spare parts to be purchased from CONTRACTOR.
• Receiving of OPERATING and INSURANCE SPARES.
• The time cycle for COMPANY to review is 35 days (for initial SPIRs) and subsequently 21 days for
resubmitted SPIRs.
8.0
SPARE PART STRATEGY AND DIGITALISATION
8.1
Spare Part Recommendation Strategy
The aim of spare part recommendation strategy is to define a systematic methodology to be applied on each type of equipment of the PROJECT (refer to §17 Appendix 2 : recommended commissioning and operating spare parts).
The Particular or Specific Recommendation Strategy by type of equipment is only a guideline to help the VENDOR for the spare part selection. It is not an exhaustiveness list. Those lists don’t relieve the VENDOR of its responsibilities to provide complete spare part lists according to supplied equipment.
Spare part recommendation strategy shall take sequences registered as bellow table in account.
To recommend the different Spare Parts, the general following principles to be taken into account:
Prefer in priority Kits or complete Sub-Assembly in order to unnecessarily increase the stock, to simplify stock management and maintenance and to limit intervention time and unavailability of equipment in Mozambique.
The detailed list of items and associated quantities have to be clearly mentioned in documents (spare part list, packing notes, etc..) submitted by VENDOR. At any time it shall be possible to know exactly which tagged item is in which “set of”, in particular when items are splitted in several “set of”.

For the Equipment, Sub-equipment or Sub-assembly subject to refurbishment, all gaskets, bolts, nuts, washers, etc. needed to re-assembly the equipment / sub equipment / sub assembly shall be purchased. Rest of the Spare Parts listed in the SPIR shall be implemented with their reference numbers but not purchased.
Standard gaskets, rings, bolts, nuts, washers, etc… installed on the general piping / flange / valves / instrumentation / etc…connections shall follow an optimization policy and will be referenced each type possible under same manufacturer references (manufacturer name to be defined with CPY).
8.2
Spare Part Digitalisation
Company requirements of RLNG critical equipment (Compressors) proposal for 20 % digitization of 2- Year operational spares. Noting that, VENDOR to map and share the spare parts that can be additively manufactured for each compressor (i.e. either with an existing digital passport or can be digitized and 3D printed):
- A material digital passport. This comprises the following as a minimum:
• Full 2D drawing as per BS8888. • CAD (STEP) file of the modelled part . • STL file of the part. • Manufacturing and Testing Specification (details below).
- Manufacturing & Testing
Specification shall include the following as a minimum:
• Description of the part (i.e. identification no., feedstock material, AM technology, applicable
standards incl. API 20S & ASTM F3184-16).
• API STD 20S criticality level (that is derived based on equipment criticality assessment). • Test specimens (quantity & orientation based on API 20S). • DfAM Process (i.e. feedstock size for powder, recommended AM printer, etc.) • Postproduction and processing requirements (i.e. sand blasting, heat treatment, wire EDM,
machining, assembly, etc.).
• Any additional requirements unique to the part (i.e. dynamic balancing for impellers). •
Inspection and testing requirements.
Requirement as per API 20S & acceptance criteria as per applicable ASTM, ISO or equivalent standards. (i.e. Raw material verification, chemical part analysis, tensile test, impact test, hardness test, microstructural analysis, die penetrant test, volumetric NDT, etc.).
If the material is a part of an assembly, individual parts STEP & STL files to be included.

9.0
SPECIAL TOOLS
SPECIAL TOOLS are defined as any items that may be required for transportation, construction, commissioning, operations, maintenance, repair or adjustment to any piece of MATERIALS.
SPECIAL TOOLS for transportation (e.g. spreader bars, slings, shackles …) shall be delivered with the relevant certification when needed as well as lifting instructions.
SPECIAL TOOLS shall be intrinsically safe and delivered with relevant calibration certificate when needed. Periodical calibration requirement shall be detailed.

The SPECIAL TOOLS shall be quoted by VENDOR and will be ordered by CONTRACTOR with the original equipment.
In case the lifting tools are used during transportation (from VENDOR premises to final installation on site ; after several lifting) separate packing to be suitable for seaworthy transportation and for several “packing” & “unpacking”.
Where any required Tools were not quoted and consequently not included in Equipment Purchase Order, VENDOR shall be fully responsible for supply of the same at free of cost without causing any impact or delay in commissioning activities. VENDOR shall not be relieved of this responsibility.
The list of SPECIAL TOOLS shall be recorded by VENDOR in the CONTRACTOR EDMS according to define format (refer to Appendix 1, Attachment 2). Once the SPACIAL TOOLS approved by CONTRACTOR, VENDOR shall fill in the SPECIAL TOOLS in the COMPANY’s SPIR Tool.
10.0 LUBRICANT LIST
Lubricant is defined as a substance, such as grease or oil, that reduces friction when applied as a surface coating to moving parts as well as the oil for transformer.
CTR will be responsible for purchase & filling of the first fill of lubricants during storage & till commissioning/startups.
VENDOR shall fill in the Lubricant List (refer to excel template in Appendix 1) and deliver to CONTRACTOR this document.
The LUBRICANT LIST shall be recorded by VENDOR in the CONTRACTOR EDMS according to define format (refer to Appendix 1, Attachment 3).
11.0 CHEMICAL/CATALYST LIST
Chemical/catalyst is defined as a substance required to guarantee the proper operations of the plant.
The first chemical/catalyst fill in shall be quoted by VENDOR and will be purchased by CONTRACTOR.
VENDOR shall fill in the Chemical/Catalyst List (refer to excel template in Appendix 1) and deliver to CONTRACTOR this document.
The CHEMICAL/CATALYST LIST shall be recorded by VENDOR in the CONTRACTOR EDMS according to define format (refer to Appendix 1, Attachment 4).
12.0 DOCUMENTATION AND CERTIFICATES
For additional VENDOR documentation requirements specifically for SPIR Package, refer to section 14.4 herein.
VENDOR to provide all spare parts preservation procedures, all drawings, Test certificate / Compliance certificate and all other relevant documents from the OEM during handover of SPARE PARTS before material delivery.
According to the documentation reception, CONTRACTOR will authorize the Spare Parts delivery.

All unit prices shall be on an ex-works packed basis and it shall consequently be VENDOR’s responsibility to provide adequate seaworthy packing for maritime transport and storage on site, as per Preservation, Packing, Marking and Shipping Instructions.
SPARE PARTS is required to submit its recommendations for handling and storage.
13.1.2 SPARE PARTS
Packaging and shipping of spares shall be consistent with that of the original equipment purchased, and the additional requirements as indicated herein.
All spares shall be individually labelled by one of the following methods:
• An aluminium label imprinted with lettering approximately 6 mm (1/4 in) high and secured to the part
with S.S. wire.
•
Inscribing with an electric spark, engraving pencil.
• Mark large items with non-fading moisture resistant marking ink, figures/letters to be at least 25 mm
(1 in) high. Ink shall be pannier Yellow industrial or equal.
•
Items such as ball bearings, which in actual storage will remain in their packing, may be labelled with an adhesive label firmly attached to the outside of the carton.
• Alternative methods, which are standard industrial practice, may be used provided COMPANY approval has been obtained in writing in advance. Stamping directly onto spare parts will not be allowed.
•
INSURANCE SPARES like Rotor Assembly, Crankshaft, etc., shall be supplied in Nitrogen pressurized metallic container for long term preservation and storage purpose.
• All SPECIAL TOOLS shall be handed over preferably in reusable steel container/Box with proper
Name plates.
The following shall appear on each spare part label:

Preparation for shipment and packing will be subject to inspection and rejection by CTR’s / COMPANY’s inspectors. All costs occasioned by such rejection shall be to the account of the VENDOR.
Electronic and instrument parts shall be packed in vacuum sealed clear plastic bags or in a sealed bag with desiccant.
OPERATING SPARES shall be packed separately from the main equipment and the packing container shall be clearly marked “SPARES”, and a bill of material shall be enclosed.
VENDOR shall provide all necessary Test certificates / Compliance certificate from the OEM during handover of the approved Insurance Spare Parts.
13.1.3 INSURANCE SPARE PARTS
In this paragraph is define the minimum requirement for INSURANCE Spare Parts Packing for storing them in the warehouse.
Capital spares to be packed as per following:
• Metallic container suitable for pressurization with Nitrogen with regulator assembly, pressure indicator and alarm for Complete Spare Rotor along with diaphragm set including static aerodynamic & rotating parts. Spare rotor shall have anticorrosion coating.
• Set of dry gas seal cartridges in metallic container
• Set of Journal and Thrust bearings including RTDs in special aluminium container
• Set of Labyrinth in vendor standard packing for long term preservation
• Seal gas booster blower unit in metallic container
• Main coupling hubs with spacer in metallic container
13.2 Preservation and Storage
Protective packaging techniques are applied to spare parts during long term storage to prevent from degradation by corrosion, shocks or natural ageing (refer to the project packing and preservation procedure).
All spares and equipment shall be preserved and export packed in accordance with Project Preservation Specification (refer to Project Preservation Plan).
All spares are to be packed and stored in such a manner to ensure a minimum shelf life of four years in a non-air conditioned warehouse sighted in an extremely dusty location where the maximum shade temperature may exceed 58° C, and where relative humidity reaches 96%.
VENDOR must advise COMPANY of any spares, which cannot be stored under the conditions, stated, and which require special storage conditions. VENDORS are to advise what storage conditions they recommend and the expected shelf life of such items under VENDORS recommended conditions.
13.3
Inspection/Labelling receipt of Spare Parts
VENDOR shall supply a detail packing of spares to allow the identification of each item (item/material packaging, checks on labelling (reference number, order number, VENDOR reference and Manufacturer References).
CONTRACTOR shall perform the inspection of spare parts. In case of non-conformity inspection, SUPPLIER shall perform corrective action to close the NC at its own expenses.

17.1 Document Purpose
The objective of this Appendix is to give typical spare part list with quantities for VENDOR to select the required COMMISSIONING and OPERATING (+TWO YEARS) SPARES (Maintenance/Operational purpose).
THOSE LISTS ARE NOT EXHAUSTIVE AND ARE ONLY INDICATIVE.
In the case the equipment type is not in the below lists, VENDOR shall prepare Spare Part list for COMMISSIONING, OPERATING and 2 YEARS OPERATING spare parts.

Specific parts requirements shall be determined in conjunction with the equipment VENDOR for
the following types of equipment:

17.2.25 Control Valves and On-Off Valves
The following minimum spare parts are anyhow recommended for control valves:
• Valve plugs 2 of each size up to 60mm. • Seat rings 2 of each size up to 60mm. • Valve stems 1 of each dia. These vary in length depending on valve size; purchase the longest
of each dia. These can be cut to the correct size.
• Stem packing 3 boxes of each size used. • Grease 4 boxes of each type used. • Diaphragms 2 of each size used.
17.2.26 Instrument Units
The following items require at least 5% complete unit spares of each size or rating (one
minimum):
