INTRODUCTION
Project Objective and Location
The ADNOC Ruwais LNG Project is a two train, near net-zero electrically driven LNG facility, targeting international markets. The feed gas for the project is supplied from the Habshan Gas Processing Plant via a new export gas pipeline. The plant will have two 4.8 MTPA (nominal capacity) electric driven LNG Trains with associated LNG storage/ marine export facilities and utilities.

The ADNOC Ruwais LNG Project foresees the following main components at the facility:

Onshore LNG liquefaction facilities for 2 x 4.8 MTPA electrically driven LNG Trains (9.6MTPA total) Common facilities including inlet receiving facilities, LNG storage, BOG handling, flare, refrigerant storage and support buildings Utilities to support the facilities including import power from the national grid. Marine facilities for LNG export and bunkering.

Scope of the Document
This Inspection and Test Plan (ITP) is an engineering document which, for each type of equipment, defines:

The minimum type and extent of PURCHASER / PURCHASER’s Representative and COMPANY / COMPANY’s representative involvement in each phase of fabrication, control and testing requiring an inspection, check or documentation review. Unless otherwise noted, COMPANY / COMPANY’s attendance at workshop inspections is of the same level and extent as that PURCHASER / PURCHASER’s Representative The resulting VENDOR contractual obligations, in accordance with applicable Project General Purchase Conditions
This ITP covers the minimum inspection requirements for the Safety Shower and Eye Wash.
Under no circumstance shall this ITP be used as a substitute for VENDOR’s own Fabrication and Quality Control Plan (FCQP).
This ITP defines neither the type nor the extent of tests VENDOR shall carry out which, shall comply with applicable codes, standards, and Purchase Order (PO) specifications.

DEFINITION OF PURCHASER’s / COMPANY’s INSPECTION LEVEL OF INVOLVEMENT
PURCHASER’s / COMPANY’s Inspection Level of involvement is indicated in the ITP by means of the below letters with following definition.
A = APPROVE
A point at which relevant documents or test results shall be approved by the Concerned party per the approved Inspection & Test Plan (ITP) prior to proceeding with further activities.
R = REVIEW
A point at which relevant documents or test results shall be reviewed by the Concerned party per the approved Inspection & Test Plan (ITP) prior to proceeding with further activities.
H = HOLD

An Inspection point, at which the concerned party shall perform 100% inspection & clear the activity as per the approved Inspection & Test Plan (ITP). No further activities shall proceed without prior written permission; Inspection Notification is mandatory.
W = WITNESS (100%)
An inspection point at which the concerned party shall witness the activity as per the approved Inspection & Test Plan (ITP); Inspection Notification is mandatory.
The MANUFACTURER/ VENDOR shall:
• Not proceed the activity until the notification time agreed is lapsed.
• Proceed with the activity if COMPANY abstained without any information. In this case, the
CONTRACTOR shall inform COMPANY immediately via e-mail.
WR: WITNESS RANDOM
An inspection point at which the CONTRACTOR/ COMPANY shall witness the activities as per the approved Inspection & Test Plan (ITP). Items selected at random from the inspection lot (of each specification and dimensions) that are to be witnessed as per the approved Inspection and Test Plan (ITP), witness point (as a minimum) shall be carried out as per the following table:

Wherever Witness Random inspection interventions are marked up in the approved ITP, it is the responsibility of CONTRACTOR/ VENDOR / MANUFACTURER to ensure that sample items for random or percentage basis inspection are offered to COMPANY for selection from the lot, and such sampling lot are offered on progressive basis based on the percent completion of items manufactured.
For Witness Random inspection interventions, it is VENDOR / MANUFACTURER responsibility to perform internal inspection / test for total (100%) quantity and reports/ records shall be made available to CONTRACTOR and COMPANY for review prior to selection of samples for witness. WR is not applicable to MANUFACTURER / VENDOR
On random or percent witness inspections if there is any failure or rejection occurs, the extent of inspection shall be doubled and in case of further failure or rejection extent of CONTRACTOR witness shall be increased to 100%. Same control may apply to COMPANY Inspection interventions.
M: MONITORING
An Inspection point, at which the CONTRACTOR / COMPANY will visit any work to inspect the activity during processing as per the approved Inspection & Test Plan (ITP).
F: FIRST OF A KIND
Witnessing of the specified First Kind / Instance of the activity by CONTRACTOR / COMPANY ‘s Inspector is not mandatory, but optional. If CONTRACTOR / COMPANY elects to not witness the activity, VENDOR may proceed with its own inspection, provided control and test records are made available to CONTRACTOR / COMPANY’s Inspector for review. activities will either be M (Monitoring) in case of satisfactory results or W (Witness) in case of dissatisfactory results.
*/V: VIRTUAL REMOTE
The various levels of this nature of involvement are H/V (Hold/Virtual), W/V (Witness/Virtual), M/V(Monitoring/Virtual) and F/V (First of a Kind/Virtual). The specified test or control will be attended by CONTRACTOR/COMPANY either entirely remotely or with a CONTRACTOR/COMPANY representative in attendance at VENDOR’s premises as well as attendance remotely by CONTRACTOR/COMPANY. CONTRACTOR/COMPANY may request VENDOR to organize a trial inspection run in order to ensure demonstrate effectiveness of remote activities
3.0
NOTIFICATION FOR INSPECTION
VENDOR shall notify PURCHASER for attendance at the dedicated inspection activity as per requirements given in the PO regarding mode and timeliness. Unless otherwise indicated in the PO, notifications for inspection are generally submitted via email or Project communication tool and at least seventeen (17) calendar days in advance.
Inspection notifications shall be submitted for all Inspection levels of involvement; Approve (A) and Review (R) points excluded. Inspection notifications shall hence be submitted for H, W, F, M, H/V, W/V, F/V and M/V points.
4.0
PERCENTAGE EXTENSION OF INSPECTION
When a percentage value is indicated opposite the inspection level of involvement eg., W 10% the inspection activity will be spot witnessed as per percentage indicated. Unless otherwise defined during the PIM or in the PO, sampling criteria will be at the discretion of PURCHASER’s inspector and generally will be based on the VENDOR’s manufacturing system.
5.0
VENDOR’S FQCP
VENDOR must issue a Fabrication and Quality Control Plan (FQCP) for each equipment and Material of its scope of supply. VENDOR’s FQCP is a document which defines in a chronological manner the list of the operations pertaining to fabrication, controls and tests in accordance with its own “know-how” and with the requirements specified in Material Requisition.
As a minimum, the following information shall be clearly specified for each operation:

Progressive identification number for each Inspection and Testing activity Reference documents (drawings, procedures, specifications etc.) Acceptance criteria (code, etc.) Recording documents for controls and tests. It shall be understood by VENDOR that, unless otherwise indicated, all controls and tests carried out by VENDOR shall be documented (certificate to be given). Involvement of VENDOR’s and / or its SUV-VENDOR’s Quality Control department Separate columns foresee involvement of VENDOR, SUB-VENDOR, PURCHASER, COMPANY and INSPECTOR, as well as the level of involvement of said parties (eg. Hold, Witness, etc.) and percentage (e.g. 30%), if less than 100%.
VENDOR’s FQCP will have to include all inspection activities defined in this ITP as well as all inspection activities scheduled by the CONTRACTOR.

For equipment having inspection levels 1, 2 and 3, VENDOR’s FQCP shall be submitted to PURCHASER for review before any Pre-Inspection Meeting (PIM) is held. Refer to RLNG-000-PM-SP-6004 “VENDOR PERFORMENCE MANAGEMENT (VPM) REQUIREMENTS FOR SUPPLIERS”.

VENDOR’S MANUFACTURING AND TESTING DOCUMENTATION OR PROCEDURES
VENDOR shall take note of requirements in the PO regarding submittal to PURCHASER of any manufacturing and testing documentation or procedure as well as the submittal dates therefore: e.g welding, post weld heat treatment and non-destructive examination procedures etc.

STATUTORY AND REGULATORY REQUIRED DOCUMENTATION
VENDOR shall take note of requirements in the PO regarding submittal to PURCHASER of any statutory and regulatory documentation required by local authorities as well as the submittal dates, therefore.
8.0
INSPECTION RELEASE NOTE (IRN)
This document is issued by PURCHASER’s Inspector and marks the conclusion of all inspection activities. The IRN allows VENDOR to proceed with packing operations.
