INTRODUCTION

The ADNOC Ruwais LNG Project is a two train, near net-zero electrically driven LNG facility, targeting international markets. The feed gas for the project is supplied from the Habshan Gas Processing Plant via a new export gas pipeline. The plant will have two 4.8 MTPA (nominal capacity) electric driven LNG Trains with associated LNG storage/marine export facilities and utilities.

The ADNOC Ruwais LNG Project foresees the following main components at the facility:

• Onshore LNG Liquefaction facilities for 2 x 4.8 MTPA electrically driven LNG Trains (9.6MTPA total)

• Common facilities including inlet receiving facilities, LNG storage, BOG handling, flare, refrigerant

storage and support buildings.

• Utilities to support the facilities including import power from the national grid.

• Marine facilities for LNG export and bunkering.

Scope of the Document

Present Painting ITP is amending painting activities specified in Equipment CONTRACTOR ITPs and inspection requirements outlined inGES-SP-13-002. Project’s Inspection Painting requirement shall be in line with present document.

This Painting Inspection and Test Plan is only applicable to items or equipment purchased from VENDOR.

The CONTRACTOR Inspection and Test Plan is an engineering document which defines:

the manner, in which, various inspections are coordinated, executed and where appropriate documented. In addition, and to aid the Vendor in the performance of his or her work this procedure provides the inspection instruction to be performed during the various phases of the work. Whilst this procedure ensures that the minimum acceptable levels of inspection is achieved at all times, It is not intended to preclude the requirements of the contract specifications and safety requirements.

the type and extent of CONTRACTOR and COMPANY involvement in each phase of painting application, control and testing requiring an inspection or a documentation review.

the resulting Suppliers contractual obligations, in accordance with concerned paragraph of CONTRACTOR’s General Purchase Conditions.

These are two painting ITPs which can describe CONTRACTOR and COMPANY quality control and assurance management plan on the Project: Full painting ITP and LOW Painting ITP.

The selection of the applicable ITP is NOT based on the Criticality Rating (CR) of the equipment or items to be painted. Instead, the selection of applicable painting ITP is based on a specific set of painting considerations and performed by the Painting specialist.

The selected Painting ITP will be specified within the scope of each MR.

VENDOR Painting QCP shall be submitted and reviewed by EPC CONTRACTOR. Any deviation to COMPANY specification shall be submitted to COMPANY for final approval.

Note: The Inspection and Test Plan of CONTRACTOR shall under no circumstances be used as a substitute to the Suppliers Quality Control Plan.

DEFINITION OF CONTRACTOR LEVEL OF INVOLVMENTS

A = APPROVE

A point at which relevant documents or test results shall be approved by the Concerned party per the approved Inspection & Test Plan (ITP) prior to proceeding with further activities.

R = REVIEW

A point at which relevant documents or test results shall be reviewed by the Concerned party per the approved Inspection & Test Plan (ITP) prior to proceeding with further activities.

H = HOLD

An Inspection point, at which the concerned party shall perform 100% inspection & clear the activity as per the approved Inspection & Test Plan (ITP). No further activities shall proceed without prior written permission; Inspection Notification is mandatory.

W = WITNESS (100%)

An inspection point at which the concerned party shall witness the activity as per the approved Inspection & Test Plan (ITP); Inspection Notification is mandatory.

The MANUFACTURER/ VENDOR shall:

  • Not proceed the activity until the notification time agreed is lapsed.

  • Proceed with the activity if COMPANY abstained without any information. In this case, the CONTRACTOR shall inform COMPANY immediately via fax or e-mail.

WR: WITNESS RANDOM

An inspection point at which the CONTRACTOR/ COMPANY shall witness the activities as per the approved Inspection & Test Plan (ITP). Items selected at random from the inspection lot (of each specification and dimensions) that are to be witnessed as per the approved Inspection and Test Plan (ITP), witness point (as a minimum) shall be carried out as per the following table:

Wherever Witness Random inspection interventions are marked up in the approved ITP, it is responsibility of CONTRACTOR/ VENDOR / MANUFACTURER to ensure that sample items for random or percentage basis inspection are offered to COMPANY for selection from the lot, and such sampling lot are offered on progressive basis based on the percent completion of items manufactured.

For Witness Random inspection interventions, it is VENDOR / MANUFACTURER responsibility to perform internal inspection / test for total (100%) quantity and reports/ records shall be made available to CONTRACTOR and COMPANY for review prior to selection of samples for witness. WR is not applicable to MANUFACTURER/ VENDOR

On random or percent witness inspections if there is any failure or rejection occurs, the extent of inspection shall be doubled and in case of further failure or rejection extent of CONTRACTOR witness shall be increased to 100%. Same control may apply to COMPANY Inspection interventions.

M: Monitoring

An Inspection point, at which the CONTRACTOR/ COMPANY will visit any work to inspect the activity during processing as per the approved Inspection & Test Plan (ITP).

F: FIRST OF A KIND

Witnessing of the specified First Kind / Instance of the activity by CONTRACTOR/ COMPANY ‘s Inspector is not mandatory, but optional. If CONTRACTOR/COMPANY elects to not witness the activity, VENDOR may proceed with its own inspection, provided control and test records are made available to CONTRACTOR/ COMPANY’s Inspector for review. CONTRACTOR/ COMPANY’s level of involvement in subsequent activities will either be M (Monitoring) in case of satisfactory results or W (Witness) in case of dissatisfactory results

The various levels of this nature of involvement are H/V (Hold/Virtual), W/V (Witness/Virtual), M/V(Monitoring/Virtual) and F/V (First of a Kind/Virtual). The specified test or control will be attended by CONTRACTOR/COMPANY either entirely remotely or with a CONTRACTOR/COMPANY representative in attendance at VENDOR’s premises as well as attendance remotely by CONTRACTOR/COMPANY. CONTRACTOR/COMPANY may request VENDOR to organize a trial inspection run in order to ensure demonstrate effectiveness of remote activities

MANUFACTURER STANDARD QUALITY CONTROL REQUIREMENTS

For some specific items such as electrical items, cabling, junction boxes, instrumentation, sub-ordered bulk items from VENDOR package inside the package unit or off-the-shelf items, no Painting ITP nor Painting QCP will be reviewed by CONTRACTOR.

For those items, the painting inspection level is qualified as MANUFACTURER STANDARD.

However, for those items, VENDOR shall:

  • select and apply a total paint system that meets the minimum requirement specified in Ref 2.

  • submit a painting procedure including details of surface preparation and description of the paint system(s) (type and trade name of paint products, number of layers, dry film thickness of each layer, product data sheets, etc ) for CONTRACTOR/COMPANY review and approval

  • provide the painting application and test reports for CONTRACTOR’s review.
