INTRODUCTION

The ADNOC Ruwais LNG Project is a two train, near net-zero electrically driven LNG facility, targeting international markets. The feed gas for the project is supplied from the Habshan Gas Processing Plant via a new export gas pipeline. The plant will have two 4.8 MTPA (nominal capacity) electric driven LNG Trains with associated LNG storage/marine export facilities and utilities.

Figure 1 – Project Context

The ADNOC Ruwais LNG Project foresees the following main components at the facility:

• Onshore LNG Liquefaction facilities for 2 x 4.8 MTPA electrically driven LNG Trains (9.6MTPA total)

• Common facilities including inlet receiving facilities, LNG storage, BOG handling, flare, refrigerant

storage and support buildings.

• Utilities to support the facilities including import power from the national grid.

• Marine facilities for LNG export and bunkering.

Scope of the Document

This specification covers the requirements for the certification and marking of materials at procurement stage for equipment, packages, piping components, fittings, valves, instrumentation in process or pressure containing duty.

This specification is applicable to all pressure or process containing equipment and piping as defined under TAGGED ITEMS or BULK ITEMS below.

Unless more stringent or specific requirements are specified in other applicable specifications, data sheet and/or purchase order/requisitions, the requirements in this specification shall be adhered to.

Any deviations from this specification may only be made with the prior written approval of the CONTRACTOR.

This specification shall become an integral part of any suborders.

means any party engaged by the CONTRACTOR to undertake any assigned work on their behalf. COMPANY maintains the right to review all proposed SUB-CONTRACTORs; this right does not relieve the CONTRACTOR of their obligations under the Contract, nor does it create any contractual relationship between COMPANY and the SUB- CONTRACTOR.

Third Party Inspection

means the party entering into a Contract with CONTRACTOR and/or COMPANY, as applicable, to provide the materials, equipment, supporting technical documents and/or drawings, guarantees, warranties and/or agreed services in accordance with the requirements of the purchase order and relevant specification(s). The term VENDOR includes any legally appointed successors and/or nominated representatives of the VENDOR. The equivalent wording of SUPPLIER or MANUFACTURER is also used.

2.0

REQUIREMENTS FOR CERTIFICATION OF MATERIALS

2.1

General

The material certification requirements shall be mentioned on each VENDOR’s individual raw material purchasing specification included in VENDOR’s purchase order for each component and each material.

For materials requiring certificates type 3.2 according to EN 10204, the VENDOR shall ensure that all 3.2 certificates are endorsed by a recognized international TPI organization within the AVL, certification body (TPI) is independent and not representing the VENDOR.

Certificates shall be complete, unambiguous, and legible over the full contents and care should be taken that copies present a full and clear reproduction.

Certificates shall be dated and signed by an authorized person, whose name and position shall be indicated on the document.

Certificates, combined, if necessary, shall represent the material in the final condition, or at least in a condition after operations which can affect any of the properties being reported.

For components heated above the lower transformation temperature, material shall be re-certified to original requirements (type 3.1 or 3.2 certificate) after all heat treatment operations (such as heads after forming and Post Forming Heat Treatment).

For tagged items the certificates shall cover all components used in the manufacture of the tagged item.

All certificates shall be issued in English language.

Certificates shall be original or true copy. Suppliers Stamping Verified True Copy shall show the original certificate to visiting inspectors. Verified True Copy Stamp shall be applied only if the original certificate is available in hand, and when partial quantity is being procured.

For tagged items, the certificates shall cover all components used in the manufacture.

For pipes, piping components and valves (body and pup pieces) with welded ends, the respective Specification for Supply shall be the reference with regards to the material certificates language(s).

Certificates issued by Material Stockists or Agents are not acceptable. The certificates of pipes, fittings and flanges shall be either original mill certificate or certified copy of the original mill certificate issued by the MANUFACTURER.

2.2

Procurement of small quantities from stockists.

The following shall be met:

• Prior approval from COMPANY is required and material shall be sourced within AVL.

• The VENDOR shall ensure that the testing and related requirements stated in this specification are

fulfilled.

• Stockist-issued Material Certificates shall not substitute the Manufacture (Origin/ Mill) Certificates

and shall be unacceptable.

• The original Material certificate shall be available with Stockist.

• Original markings shall be easily visible on products. All piping bulk materials shall be fully traceable and correctly identified, particularly to the heat, heat treatment lot and test numbers of the matching certificates.

• Stockist materials shall be new, unused and shall have manufacturer import traceability and a

Conformity Letter specific for the PO quality declaring that the materials are genuine.

•

In addition, the COMPANY reserves the right to require any counter-analysis or confirmatory tests (chemical analysis, mechanical tests, thickness measurements, etc.) and to undertake a technical assessment.

2.3

Types of certificates

Four types of certificates complying with the definitions stated in European Norm EN 10204 and ISO 10474, the following requirements shall be used:

• Declaration of compliance with the order “Type 2.1”

o Document issued by the manufacturer declaring that the products supplied comply with the

requirements of the order, without test results

• Test report “Type 2.2” (Certificate of compliance based on non-specific inspection)

o Document issued by the manufacturer declaring that the products supplied comply with the requirements of the order and in which test results are supplied based on non-specific inspection.

Inspection certificates “Type 3.1”

o Document issued by the manufacturer declaring that the products supplied comply with the requirements of the order and in which test results are supplied from specific inspection. o The test unit and the tests carried out are defined by the product specification and/or the

order. It shall be permissible for the manufacturer to transfer to the inspection certificate 3.1 relevant test results obtained by specific inspection on primary incoming products provided

It shall be permissible for the manufacturer to transfer to the inspection certificate 3.2 o relevant test results obtained by specific inspection on primary incoming products provided that the manufacturer operates traceability procedures and can provide the corresponding inspection documents required.

o The inspection certificate shall be validated by both the manufacturer’s authorized

representative and by an inspector designated by a third party.

•

Inspection certificates “Type 3.2” – intended for Stockiest

o Where Type 3.2 certification is required but, to meet critical project schedule for small quantities, it is only possible to obtain materials from STOCKIEST with a Type 3.1 certification – Type 3.2 ‘Intent’ may be proposed by VENDOR for review & approval of CONTRACTOR and COMPANY. This may be acceptable on case-by-case basis with a formal request for Concession shall be submitted for Company approval. It is also essential to confirm the basis of testing is ‘true’ Certification for stockiest material to complement existing Type 3.1 certification with additional testing. Simply, a paperwork review of certification at STOCKIST by PURCHASER’s authorized inspection representative (or TPI approved by COMPANY) does not permit re-certification of inspection documents Type 3.1 to Type 3.2. Neither does test house update based on any additional testing, as the test house is not classed as a MANUFACTURER.

o

o With safety and reliability being a key concern for certain applications, there is a requirement to further validate the properties and traceability of the materials being utilized. To provide this additional surety and ‘intent of’ Type 3.2 certification, the VENDOR shall repeat all specified mechanical testing of the material by taking a new test sample from cut-off or from a sacrificial part of the actual lot of material. The VENDOR shall utilize a COMPANY approved third party organization to witness the test sampling and the new/additional testing, confirm markings, and afterwards to countersign and issue a report stating the basis of the ‘intent of’ certification and clearly label it as such. This typically includes a review of the steelmaker’s certificate of origin and verification of marking including a review of traceability back to ladle chemical analysis. This will also typically include sample dimensional checks.

Contents of certificates

Test report “Type 2.2” or Inspection certificates “Type 3.1” and “3.2” shall at least contain the following information:

• Name of material manufacturer, • • Material designation (e.g. ASTM, EN) including Grade, class, and heat treatment condition, where

Identification number of certificate and its date of issue,

applicable,

• Dimensions and quantity covered • Name, job title and signature of person authorizing the certificate, • Such supplementary or additional information may be required by the purchase order.

Additionally, Inspection certificates “Type 3.1” and “3.2” shall contain the following information:

• COMPANY Project Name, CONTRACTOR’s purchase order and the subcontract number, as

applicable),

• Material manufacturer’s work order number (if any), • Material charge number, batch number, heat/lot number or other references required to demonstrate

that the testing and inspection has been performed on the required number of test units,

• Test and Inspection results in accordance with VENDOR’s individual raw material purchasing specification (e.g. but not limited to Chemical Analysis, mechanical properties with test sampling location, Non-Destructive Examination…).

Additionally, “Type 3.2” Inspection certificates shall state:

• Name of Inspection agency, • Name of inspector who has witnessed the test(s), • This inspector’s identification symbol and signature.

2.5

Certification selection

2.5.1 General

The required type of certificate listed hereafter for the equipment and piping shall be the minimum requirement. When class notation for certification of materials, other applicable project specification, data sheet, and/or requisition specify more stringent or specific requirement, it shall prevail.

It is the VENDOR’s responsibility to specify the required type of certificate on the Suppliers ITP (FQCP):

• When the requirements are not shown in this specification or other project specification.

• When a higher class of material certificate type than those specified herein is required based on criticality assessment agreed by CONTRACTOR or due to insufficient trust in manufacturers Quality Assurance.

• When the equipment is classified or certified, the most stringent level of certification described either

in class notation or this specification shall be applied.

MARKING OF MATERIALS

3.1

Content of marking

Materials and components shall be marked in accordance with the relevant material standard (ASTM, BS, API, etc.) and purchase order requirement.

For the materials with “Type 2.2” certificate, marking by any permanent means shall appear on the material or bundle of materials to ensure that the materials ordered comply with purchase order specification prior to commencement for material processing.

For the materials with “Type 3.1” or “Type “3.2” certificate, as a minimum, permanent markings shall include the following information:

a) Manufacturer’s identification.

b) Charge/heat number.

c) Material designation (Reference standard).

d) Mill’s plate number.

e) Dimensions, i.e. size and wall thickness.

f) PO number.

g) Material color coding for LTCS raw material impact tested impact tested to a specific temperature

as required by project, for example -45°C (SA516 / SA537 Cl1 / SA537 Cl2 - 3 different colors).

h) Color coding is intended to supplement, not to replace, normal identification marking required by the materials standards and specification. The paint shall be resistant to saltwater atmosphere, tropical climate and be durable and of a distinctive color. It shall not in itself cause corrosion of the material to which it is applied, neither during storage and construction, nor during operation of the equipment. Paints containing Sulphur, lead, zinc or others metal shall not be used.

Method of marking

Marking may be applied by stenciling on ferrous materials with a thickness less than 5 mm, austenitic stainless steel below 10 mm, and all nonferrous materials.

Stencil marking shall use a water-insoluble ink that does not contain substances that could harmfully affect the material (such as metallic pigments, Sulphur, zinc, sulfides, chlorides or inorganic halogens).

Heat exchanger tubes shall be marked by continuous stenciling over the entire tube length, or at each end.

When stenciling is not used, marking shall be applied by low-stress hard-die stamping on a painted background, unless otherwise approved by CONTRACTOR.

Low-stress stamps shall be round nosed with a radius of 0.25 mm minimum. Casting shall have the charge or heat number cast in the material. The other required markings also to be cast-in, in an order of preference.

In case it is physically impossible to apply the required marking (e.g. small size) it would be acceptable to apply the marking on a durable, securely affixed metal tag or to codify the marking.

The stamp transfer, before cutting shall be carried out under the supervision of the fabricator’s quality department and, if required, witnessed by the inspectors CONTRACTOR and/or of a named independent authority.

A procedure of VENDOR’s quality control for material identification and the stamp transfers record may be requested, according to the contractual codes, standards and specifications.

3.3

Color coding for piping materials purchased by the manufacturer

Piping materials purchased in bulk by the MANUFACTURER shall be color coded according to RLNG-000- PI-SP-1011 - Specification for Color Code for Piping Material Identification. In the absence of specific requirements defined in the aforementioned documentation, implementation of color coding (or of an alternative traceability) system shall be clarified by MANUFACTURER at the bid stage.

4.0

MATERIAL TRACEABILITY

When “Type 3.1” or “Type “3.2” certificate is specified for Tagged Item or Bulk Item, each component shall have the traceability to the material certificate at the time of final inspection at VENDOR’s shop before shipping except that prefabricated piping or assembled piping, such as auxiliary piping for rotating equipment, etc., and bolting shall have the traceability to the material specification, grade, size and schedule/ rating after assembly.

The terms of Contract / Agreement No: CON22-146 shall apply for any disclosure of this document to any third party.
