1.0

INTRODUCTION

The ADNOC Ruwais LNG Project is a two train, near net-zero electrically driven LNG facility, targeting international markets. The feed gas for the project is supplied from the Habshan Gas Processing Plant via a new export gas pipeline. The plant will have two 4.8 MTPA (nominal capacity) electric driven LNG Trains with associated LNG storage/ marine export facilities and utilities.

The ADNOC Ruwais LNG Project foresees the following main components at the facility:

Onshore LNG liquefaction facilities for 2 x 4.8 MTPA electrically driven LNG Trains (9.6MTPA total) Common facilities including inlet receiving facilities, LNG storage, BOG handling, flare, refrigerant storage and support buildings Utilities to support the facilities including import power from the national grid. Marine facilities for LNG export and bunkering.

1.1

Scope of the Document

The purpose of this procedure is to describe the rules to be followed for determining the Criticality Rating and Inspection Class of equipment or material to be procured in the frame of the Ruwais LNG Project.

This procedure is applicable to JV itemized equipment as well as to Piping, Electrical and Instrumentation material.

Calculation of Criticality Ratings is a mandatory requirement to properly set-up the intensity of Inspection activities and the Quality Control to be implemented during Engineering and Procurement phases and has a direct impact on the VENDOR Qualification process and on the Quality Surveillance level made by CONTRACTOR.

All Criticality Rating is required to be followed as per AGES-SP-13-001, any deviation to lower the Criticality Rating shall need formal approval from Company. Any MR or Commodities not listed in AGES-SP-13-001 is being additionally proposed and added in this Procedure.

CRITICALITY RATING – RULES AND GUIDELINES

2.1

EQUIPMENT OR BULK ITEMS IDENTIFIED IN COMPANY SPECIFICATION.

This procedure gives the Criticality Rating and Inspection Class of equipment identified in company specification AGES-SP-13-001 “Appendix 1, Minimum Criticality rating “.

The spreadsheet (Attachment 1) is based on of Ruwais LNG project Material Requisition. In this list the Criticality Rating and Inspection Class are given per Equipment identified in AGES-SP-13-001. The Criticality Rating shall be used to optimize inspection, quality and engineering resources:

CR=1 : quality is vital and must not be compromised CR=2 : quality is of significant importance CR=3 : quality is of moderate importance CR=4 : normal commercial quality is acceptable

For the equipment not listed in Company specification AGES-SP-13-001, the method detailed in paragraph 2.2 is used to identify the CR and IC.

These Items are identified as “new” in the “Attachment 1”.

2.1.1

Inspection Class

The Criticality Rating (CR) is used to determine the Inspection Class (IC) to optimize the required inspection and testing interventions on equipment and materials during procurement phase.

The inspection Class (IC) is used to determine the inspection activities for ITPs. ITP activities shall be defined according to table 9.1 of AGES-SP-13-001 and according to the Section 15.6 of AGES-SP-13-002 (reported below):

Any derived Criticality Rating that contravene AGES SP-13-001 shall be agreed with CPY

2.1.3

ITPs Case by Case Approach

In general, ITPs shall be prepared according to the AGES-SP-13-002 and Table of section 2.1.1. However, on case by case basis, CONTRACTOR may propose and agree with Company Quality Management Team, less stringent Inspection interventions in ITPs based on Contractor’s previous experience in handling similar items, manageability of supplier / vendor based on proven track record of supplier/vendor, Contractor’s previous ITP experience. Depending upon the Material Requisitions and Commodities to be Procured, ITP would be prepared and Submitted for Company Approval with the Guidance of AGES-SP-13-001 and AGES-SP-13-002.

2.2.1 Contractor CR method definition

This procedure gives Contractor CR calculation method of equipment, or bulk items not listed in AGES-SP-13-001. The results of assessment and workshops are reported in the spreadsheets “Attachment 1”. The Criticality Rating is the result of an analysis to determine the criticality of equipment to be purchased. Criticality Rating is used into the ITPs to define the Inspection Class.

2.2.2 Contractor Method for CR

The Risk Criticality Rating is assessed during multi-discipline workshops during which a notation is defined on the two main criteria: SEVERITY and PROBABILITY described as per table below: The Risk Criticality is a combination of Severity and Probability as shown:

The Risk Criticality Rating assessment details will be recorded in the Equipment & Material Criticality Rating Calculation Sheet Summary Form as given in Appendix 3.

Each criteria is evaluated by Maximum Value of sub-criteria rated by the disciplines, schedule and inspection during dedicated Workshops.

2.2.3 Criteria Rating

For each main criteria described in §2.1.1, the rating is obtained by multiplying the highest severity corresponding to potential Project impacts or Equipment specific features with the highest probability. The Severity estimates the impact/consequences of the Equipment & Material risk of failure in term of:

• Health, Safety & Environment during Commissioning, • Start-up, and Operation, • Cost for the Equipment or Material itself, • Schedule of the Project, Performance / operation of the Facilities / final product.

The Severity rating is evaluated according to impact definitions given in the Severity Matrix: Severity is defined as the highest rating identified for each of the above 4 risks.

SEVERITY MATRIX

IMPACT OF FAILURE DURING COMMISSIONING, START-UP AND/OR OPERATION ON HEALTH, SAFETY & THE ENVIRONMENT:

  1. Fluid handled is perfectly harmless.

  2. Fluid handled is not likely to be harmful under normal operating conditions.

  3. Fluid handled involves limited risk as regards toxicity, pressure, temperature, corrosion,

stability and flammability.

  1. Fluid handled features average toxicity, corrosiveness, flammability or is handled at

significant pressure / temperature with regards to mechanical strength.

  1. Fluid handled is a significant danger because it is toxic, corrosive, flammable, unstable or is

handled under severe pressure / temperature conditions.

COST IMPACT OF EQUIPMENT OR ASSET FAILURE ON THE PROJECT:

  1. Negligible inconvenience and/or cost.

  2. Limited unavailability and replacement cost and time of Asset or Equipment.

  3. Moderate unavailability and replacement cost and time of Asset or Equipment.

  4. Significant direct and indirect unavailability and replacement cost and time of Asset or

Equipment.

  1. Prohibitive direct and indirect unavailability and replacement cost versus operating revenue

of Facilities.

SCHEDULE IMPACT OF QUALITY ISSUES OF SUPPLIER’S ENGINEERING DELIVERABLES OR EQUIPMENT DELIVERY:

Important because Supplier’s Engineering or Equipment Delivery are on the critical path.

IMPACT OF EQUIPMENT FAILURE ON PERFORMANCE OF THE FACILITIES (BEFORE OR AFTER BEING PUT IN SERVICE):

  1. No consequence on operation of the Facilities.

  2. Limited consequences due to presence of standby equipment, by-pass of defective item or

ease of replacement.

  1. Reduced operating capacity without loss of integrity of the Facilities.

  2. By-pass or replacement of defective item with loss of functional integrity of the Facilities.

  3. Hazardous operating conditions with severe or unacceptable consequences on operation of

When determining Severity against any of the above criteria, if there is a doubt as to the rating, then the higher value should be selected.

The Probability estimates the likelihood of the Equipment & Material “failure” for each specific phase of the Project that is under Contractor control, due to:

CONTRACTOR LESSONS LEARNED,

Based on CONTRACTOR lessons learned from years of experience and input from numerous inspection tasks completed on various projects, CONTRACTOR is preparing the Inspection and Test Plan and recommendation which will be discussed on case per case with Company.
