1.0
INTRODUCTION
The ADNOC Ruwais LNG Project is developing a new two train, near net-zero electrically driven LNG facility, targeting international markets. The project is located on approximately 2.15 million square meters within the Ruwais Industrial Area.
2.0
SCOPE
Provision of this specification to VENDORS is without prejudice whatsoever and howsoever to any of the CONTRACTOR’s rights and shall not release VENDOR in any way from any of his obligations and liabilities under the CONTRACT or applicable laws.
It is VENDOR’s obligation to ensure that adequate safety levels are maintained and environmental impacts are planned for, controlled and monitored during the entire performance of the work at their WORKSHOPs.
VENDOR shall bear the cost and any and all impact on the work time schedule resulting from or otherwise connected with any of the following actions:
Meet Project HSE rules specified by this document and requirements and the applicable local Law.
Perform the WORK in accordance with well-accepted safe working practice and established available industry practices for environmental performance.
VENDOR is responsible for ensuring that their lower tier(s) SUBVENDORS comply at all time with the same requirement as the VENDOR himself.
3.0
DEFINITIONS AND ACRONYMS

Medical Treatment Incident means any contract between CONTRACTOR and VENDOR for the supply of goods in connection with the CORAL SOUTH DEVELOPMENT Project. Personnel Protective Equipment means any person or company of any tier (other than COMPANY or CONTRACTOR) consulted by CONTRACTOR or COMPANY with a view to bidding for the supply of equipment and/or materials, or the fabrication / construction of components or retained by CONTRACTOR or COMPANY to supply equipment and/or materials, or for the fabrication / construction of components for the CORAL SOUTH DEVELOPMENT Project. In certain cases, the term of SUPPLIER can be used similarly to VENDOR. Therefore, for the need of this document, SUPPLIER = VENDOR means any location(s), other than WORKSITES, including offices, premises and workshops, where any equipment, materials or manufactured items including CONTRACTOR ITEMS shall be engineered, manufactured and assembled. the SITE and/or any location(s), where any major parts of the PLANT, as well as any other components, shall be constructed and assembled, excluding all other offices, premises and workshops of CONTRACTOR and SUBCONTRACTORS.

VENDOR HSE SYSTEM REQUIREMENTS
CONTRACTOR places prime importance on HSE issues and requires that its VENDORS and their sub-VENDORs subscribe to and actively pursue high standards of HSE performance.
VENDOR shall be solely responsible for the HSE compliance, including LAWS and approvals and conditions thereto, of its operations and the operations of each SUB- VENDOR pursuant to the ORDER.
Consequently, without limiting the generality of, but in furtherance of, VENDOR’S obligations under this document, VENDOR shall operate a documented HSE management system, which shall at a minimum contain the following requirements.
5.1
Laws and Regulations
VENDOR shall comply and ensure compliance by any of its VENDORS with all applicable national and international laws and regulations throughout the performance of the Scope of supply, and in particular the laws and regulations relating to the environment, labour, health and safety.
Unless expressly stated elsewhere in the ORDER as being obtained by CONTRACTOR or COMPANY, VENDOR shall be responsible for obtaining and maintaining at its own cost all licences, visas, permits, clearances, certifications, governmental or administrative authorisations necessary for the performance of its obligations hereunder.
On CONTRACTOR request, VENDOR shall produce all relevant documents and certificates. CONTRACTOR and COMPANY shall have no liability whatsoever in respect thereof.

5.2
HSE MANAGEMENT SYSTEM
VENDOR shall maintain a formal system for the management of health, safety and environmental aspects which comply with the principles outlined in:
OHSAS 18001:2007 “Occupational health and safety Management Systems-Requirements”
ISO 14001:2004 “Environmental Management Systems – Specification with guidance for use”.
Equivalent internationally/nationally recognized standards may be accepted as an alternative at the discretion of the CONTRACTOR.
This HSE Management System shall be documented and fully and effectively implemented by VENDOR.
5.3
HSE POLICY AND OBJECTIVES
VENDOR shall have issued its HSE policy and its associated HSE objectives and shall ensure they are communicated widely to all staff and SUB-VENDORS. VENDOR shall establish a method of monitoring compliance with policy and progress against objectives which shall be demonstrated to CONTRACTOR on request.
5.4
DRUG AND ALCOHOL POLICY
VENDOR shall have implemented a Drug and Alcohol Abuse Policy and is responsible for ensuring that its personnel, whilst engaged in the performance of the scope of supply, are not at any time in possession of, or under the influence of any intoxicating substance, alcohol, or drug.
5.5
HSE ORGANISATION
VENDOR shall define, document and communicate the roles, responsibilities, authorities and accountabilities with regard to HSE matters of all employees from management to supervision.
VENDOR shall stress to all employees their individual and collective duty for HSE performance.
VENDOR shall allocate the requisite level of resource to satisfy the requirements of this document, at all times during the performance of the scope of supply.
VENDOR shall nominate the person responsible for HSE matters and shall ensure that he/she has the level of authority to make policy and procedural changes and to assess all communications and issue action instructions in all business related areas.
5.6
HSE RESPONSABILITIES
At all locations where the scope of supply is performed, VENDOR shall be responsible for ensuring, at its own cost, the health, safety, security and welfare of all personnel involved in the performance and/or inspection of the scope

of supply, including personnel of CONTRACTOR, COMPANY and designated third parties involved in such Work, and in particular for:
Providing all necessary information in respect of any potential hazard associated with the
performance of the scope of supply,
Providing appropriate safety equipment and protective clothing,
Ensuring that all its personnel are fully trained with respect to all safety aspects of the scope of supply
to be performed by such personnel,
Continually enhancing and maintaining the safety awareness of its personnel by conducting regular
safety meetings and drills,
Ensuring the prohibition of alcoholic beverages and illegal drugs at workplace.
VENDOR shall be liable to, defend, hold harmless and indemnify CONTRACTOR for any fine or penalty, or any documented costs or expense incurred, by CONTRACTOR as a result of failure by VENDOR, any SUB-VENDOR and any AGENCY PERSONNEL to comply with the foregoing provisions.
Company HSE work procedures and instructions shall be applied when VENDOR personnel works in Company premises.
5.7
HSE DOCUMENTATION
VENDOR shall have a system to ensure that its HSE related documents and records are identified, verified, current and permanently available to CONTRACTOR upon request. These documents shall comprise reference data such as but not limited to:
HSE applicable regulations,
HSE management system, plan, policies and procedures,
Training manual,
Emergency response plan and drills programme,
Maintenance and inspections manuals,
Audit and inspection program.
5.8
RISK IDENTIFICATION AND MANAGEMENT
VENDOR shall maintain procedures and methods to identify systematically the hazards and effects which may arise from its activities.
VENDOR shall conduct risk assessments to identify and adequately address the risks associated with the execution of the scope of supply and shall adopt the strategy of elimination, substitution, mitigation and control, in order to reduce them to ALARP.

Risk assessment shall address, where applicable but not be limited to, the following:
Fire and explosion,
Lifting & transportation operations,
Impacts and collisions,
Working at height,
Working in Confined spaces,
Falling, dropped objects,
Drowning, asphyxiation and electrocution,
Chronic and acute exposure to chemical, physical, ionizing and biological agents,
Ergonomic factors.
Assessment of acute and chronic environmental effects shall take into consideration:
Controlled and uncontrolled emissions of matter and energy to land, water and the atmosphere,
Generation and disposal of waste,
Noise, odour, dust and vibration,
Effects on ecosystems.
5.9
OCCUPATIONAL HEALTH RISKS, ASSESSMENT AND CONTROL
Where VENDOR or SUB-VENDOR personnel may be exposed to hazards to health, VENDOR shall ensure that suitable health risk assessments are carried out. Where such assessments require particular pre-employment medical checks and/or ongoing health surveillance, the VENDOR shall provide these.
VENDOR shall ensure that every substance, product and material considered as hazardous by local regulation or international standards of reference is clearly identified, quantified and known by all personnel.
Material Safety Data Sheets (MSDS) shall be available in the language(s) required for the workforce.
5.10
TOOLS, EQUIPMENT AND PPE
VENDOR shall ensure that all tools and equipment involved in the performance of the scope of supply are fit for intended use, suitable to perform the work in a safe manner and maintained in good operating condition.
VENDOR shall provide Personal Protective Equipment (PPE) to its personnel in accordance with a recognized international standard and shall ensure that its SUB-VENDORs do the same.
VENDOR shall ensure that its personnel and sub-VENDOR personnel always use the required PPE for the type of work being carried out.

VENDOR shall ensure its employees understand the need for PPE and are provided with instruction as necessary in its use.
5.11 WASTE MANAGEMENT SYSTEM
VENDOR shall have a documented and efficient waste management system implemented on site, if applicable. The waste management plan shall be provided to CONTRACTOR on request with any other associated documents and evidence.
5.12 HSE COMPETENCE TRAINING
VENDOR is responsible for ensuring that only personnel who are competent shall be provided for the performance of the scope of supply and shall furnish records of training when requested by CONTRACTOR.
VENDOR shall maintain procedures for ensuring that personnel performing specific assigned HSE-critical activities and tasks are competent.
VENDOR shall maintain procedures to ensure and increase competence through appropriate HSE training for its personnel and sub-VENDOR’s personnel.
VENDOR personnel shall take pre-employment and regular approved medical check-ups suitable to their work conditions. Fitness certificates shall be maintained and provided upon CONTRACTOR request.
All training of VENDOR personnel shall be at the VENDOR’s cost.
5.13 HSE DISCIPLINARY POLICY
VENDOR shall adopt an HSE DISCIPLINARY Policy in order to establish the disciplinary rules that will be applied in case the VENDOR and its SUB-VENDOR violate the HSE rules and practices, while VENDOR personnel are at Project Site.
5.14 BANNED CHEMICALS
VENDOR shall ensure supplied products do not contain any of banned chemicals declared by the International bodies and as per UAE regulations.
5.15
INCIDENT Management
VENDOR shall, without any delay or at most within twenty-four (24) hours, notify to CONTRACTOR of any and all accidents involving death and/or injuries affecting any person engaged on the scope of supply; also, fire, explosion, any loss or damage affecting any part of the scope of supply, the existing VENDOR facilities and/or the COMPANY/CONTRACTOR equipment.

Notification email shall contain following information listed here below as a minimum:
- Worksite where incident occurred,
- Date & Time of incident,
- Short Description & Immediate action taken,
Incident Categorization (i.e. near Miss, 1st aid, MTI, RWC, LTI, etc.),
In case of personnel injury, indicate medical emergency response actions taken.
For recordable cases VENDOR shall issue for information the resulting investigation report.
5.16 HSE MANAGEMENT MONTHLY REPORT
VENDOR shall include in the HSE section of the Monthly Report to CONTRACTOR the major HSE-related events (including high-potential near misses) associated with the scope of supply.
Detailed information on such events shall be available to CONTRACTOR upon request.
VENDOR shall also complete and issue the monthly reporting HSE dashboard this requirement shall be addressed at Purchase Order KOM with successful VENDOR.
6.0
AUDITS BY CONTRACTOR AND/OR COMPANY
During the execution of the ORDER, CONTRACTOR and/or COMPANY are entitled to review and/or to audit the VENDOR’s HSE management system and the execution of the work to ensure that they conform to the specified requirements.
VENDOR shall assist and cooperate in the conduct of such reviews and audits.
6.1
DESCRIPTION OF THE AUDIT PROCESS
There will be two phases for the bidder’s management on the project:
- A pre award bidder HSE management,
- A post award VENDOR HSE management.
6.2
PRE-AWARD HSE MANAGEMENT
The bidders will be requested to fill in the questionnaire providing all the relevant documentation and evidence; The information given on the questionnaire and the supporting documentation will be assessed by the Contractor and compared with the project HSE requirements. The results of the assessment will be shown in an HSE bid tabulation and the bidder with the best mark will be qualified with regard to HSE for the corresponding requisition.

6.3
POST AWARD HSE MANAGEMENT
The VENDOR will be frequently audited and the compliance with the Project requirements will be always checked. In addition, all the Contractor inspectors visiting the VENDOR premises will be requested to perform an HSE inspection and report to the HSE Department. For any major non HSE compliance, the Contractor is requested to stop the work and issue a Report for further instructions from CONTRACTOR.
