INTRODUCTION

The ADNOC Ruwais LNG Project is a two train, near net-zero electrically driven LNG facility, targeting international markets. The feed gas for the project is supplied from the Habshan Gas Processing Plant via a new export gas pipeline. The plant will have two 4.8 MTPA (nominal capacity) electric driven LNG Trains with associated LNG storage/marine export facilities and utilities.

Figure 1 – Project Context

The ADNOC Ruwais LNG Project foresees the following main components at the facility:

Onshore LNG Liquefaction facilities for 2 x 4.8 MTPA electrically driven LNG Trains (9.6MTPA total)

Common facilities including inlet receiving facilities, LNG storage, BOG handling, flare, refrigerant storage and support buildings.

Utilities to support the facilities including import power from the national grid.

Marine facilities for LNG export and bunkering.

1.1

Scope of the Document

This procedure describes main prescriptions to be followed by Suppliers to prepare the Manufacturing Data Record Book (MDRB).

This Dossier is part of the final Quality Dossier and Vendor Data Book provided to COMPANY.

This procedure is applicable to all equipment and materials included in the scope of the supply of the assigned Purchase Order only.

This procedure is applicable to the Supplier and to the relevant Sub-supplier(s), with the extent indicated.

This procedure is not applicable to all equipment and materials supplied by Construction Site and by Construction Subcontractors.

Site activities, including pre-fabrication/modularization yards, are not covered by this procedure, and therefore this procedure does not apply.

2.0 GENERAL

The MDRB is the complete collection of all certificates, test reports, inspection documents and any other document relevant to testing activities performed during the supply, as per the Purchase Order and relevant technical attachments. All contents of the MDRB shall be legible and written in English or accompanied by an English translation.

Unless otherwise specified, the MDRB is an integral part of the supply and shall be issued by Supplier for each equipment and/or material ordered by CONTRACTOR.

Any lack or delay in the supply of the MDRB by Supplier shall be considered as non-compliance with Purchase Order requirements.

MDRB shall be managed by Supplier through eVPM, the tool developed by CONTRACTOR with the purpose to digitalize the VPM processes, gaining efficiency, focalizing on data sharing, quality improvement, traceability and reliability enhancement, CO2 impact and cost reduction.

MDRB module in eVPM will include functions to create the Index, facilitating the upload of documentation towards the MDRB “sections”, automatizing the compilation of the dossier, and granting the traceability of documentation linking it to relative tags.

Operative instructions will be detailed in “eVPM instructions for Suppliers “Manual attached to MR.

3.0 COLLECTION

Quality Control records are collected by the Supplier during execution of the Purchase Order. A MDRB is a complete set of certificates, inspection and test records for a given equipment or set of delivery.

Dedicated MDRB shall be prepared by MR considering the following rules:

one MDRB for each equipment; identical equipment (e.g., A / B) may be compiled in one MDRB, however documents related to each equipment in two different trains shall be separately produced

documents that are common to more than one equipment shall be duplicated in each MDRB. Each

certificate/Record will mention clearly to which item tag the certificate/record is related to.

one MDRB for each package / machinery unit (composed by all sections (as per CPY agreed Index)

of its relevant components)

documents for Platforms and Internals shall be compiled per relevant equipment item number

for bulk materials (i.e. electrical, instruments, steel structure, etc…), the base case is one MDRB for each IRN of the PO. Nevertheless if deemed necessary and after CONTRACTOR & COMPANY approval the rule may be one MDRB for each delivered lot of bulk materials

The MDRB is composed by the following sections:

Cover page: it will be stamped automatically by the Inspector inside eVPM when the MDRB will be

finalized

Index (or Table of Content): it will be filled in by the Supplier inside eVPM and reviewed and approved by CONTRACTOR & COMPANY Inspectors

Content: collection performed by the Supplier of all certificates, test reports, inspection documents, non-conformity reports and any other document relevant to testing activities performed during the supply and verified by CONTRACTOR Inspector. All these documents shall be uploaded by supplier into eVPM

Check list for Supplier: before to submit officially inside eVPM the MDRB, the Supplier has to tick

the check list directly in eVPM to guarantee the correct MDRB completion.

All Sub-Supplier related documents shall be covered in the same MDRB

4.0 REVIEW AND APPROVAL

The MDRB index shall be discussed and agreed with the CONTRACTOR & COMPANY Inspectors, from the PO execution starting phase or at PIM stage latest during PO activities execution. It shall be created inside eVPM.

MDRB index shall be prepared following the MDRB Content indicated on Para. 9 of this Procedure.

Records, manufacturing test reports and any other documents and certificates relevant to testing activities performed during PO execution for each equipment and/or group of materials will be progressively reviewed, stamped, and signed by CONTRACTOR Inspector inside eVPM as follows:

Supplier ITP (FQCP): all steps/activities to be stamped and signed

Reports/certificates relevant to Witnessed activities: stamped, dated and signed

Reports/certificates relevant to Review activities: stamped (only)

Documents already approved by CONTRACTOR Inspector at Workshop: not stamped

Note:

• For Materials Certification Requirements, refer to the Project Procedure P1, in particular, for piping

materials, stamping only the Reports/Certificates List is not acceptable.

MDRB finalization (review and consolidation) will be inside eVPM.

Supplier will have the possibility to download the finalized copy of MDRB in pdf file to officially upload it into IT-tool (i.e GAIA).

Vendor Performance / Quality Control Coordinators (depending on JV partner’s scope), after the uploading into IT-tool (i.e GAIA), will review the MDRB to provide the final approval.

5.0

FINAL MDRB COPIES AND THEIR SHIPMENT

MDRB approved by CONTRACTOR inspector (with correct title block) inside eVPM shall be transmitted by Supplier in electronic copy through the indicated CONTRACTOR’s EDMS IT-tool (i.e. GAIA), within the date specified in the SR part II attached to the PO. Final MDRB approval will be done by Vendor Performance / Quality Control coordinators (depending on JV partner’s scope) after the uploading into IT-tool.

In case of major discrepancies, it can be commented or rejected on IT-tool (i.e. GAIA) and a new revision shall be provided.

Supplier shall provide inside eVPM “native” searchable files or making scanned files searchable through dedicated function (i.e. OCR).

Electronic filenames shall follow the requirements as specified in the procedure defining the requirements for supplier documentation and exchange of correspondence and uploaded in IT-tool (eVPM/GAIA) accordingly [P2].

The document uploaded in IT-tool (eVPM/GAIA) shall be named in accordance with the Forecast Supplier Documentation List.

One electronic copy of MDRB shall be uploaded into IT tool (i.e. GAIA) as soon as finalized in eVPM. In case the electronic copy of MDRB is not ready, only MATERIAL CERTIFICATES COLLECTION on electronic format/support shall be shipped with the goods (always indicating the same in the relevant packing list) for the following material categories:

For Projects where specific regulation and marking will be applied (i.e. ATEX, IECEX, CE marking, etc.) the Conformity to the applicable Directives shall be included in the MDRB. Relevant documents will be stamped according to ASME regulation and NB requirements whenever applicable.
