  1. INTRODUCTION

The ADNOC Ruwais LNG Project is a two train, near net-zero electrically driven LNG facility, targeting international markets. The feed gas for the project is supplied from the Habshan Gas Processing Plant via a new export gas pipeline. The plant will have two 4.8 MTPA (nominal capacity) electric driven LNG Trains with associated LNG storage/marine export facilities and utilities.

The ADNOC Ruwais LNG Project foresees the following main components at the facility:

• Onshore LNG Liquefaction facilities for 2 x 4.8 MTPA electrically driven LNG Trains (9.6MTPA total)

• Common facilities including inlet receiving facilities, LNG storage, BOG handling, flare, refrigerant

storage and support buildings.

• Utilities to support the facilities including import power from the national grid.

• Marine facilities for LNG export and bunkering.

1.1. Project Objective and Location

The ADNOC Ruwais LNG Project is developing a new two train, near net-zero electrically driven LNG facility, targeting international markets. The project is located on approximately 2 million square meters within the Ruwais Industrial Area.

1.2. Scope of the Document

This instruction describes SUPPLIER minimum requirements for Packing, Marking and Shipping of MATERIAL, to be procured for the RUWAIS LNG PROJECT.

The content of these instructions has to be considered by all SUPPLIERS to permit the delivery of Goods to the PROJECT SITE, and/or destination required by the Project, in good condition, however adherence to these instructions in no way absolves or relieves SUPPLIER of any responsibility or obligation outlined in the Purchase Order.

These instructions are intended as minimum requirements, and adherence to these instructions in no way absolves or relieves SUPPLIER of any responsibility or obligation outlined in a Purchase Order. In case of requirements not described within the present Instructions, SUPPLIER shall refer to the International Specification listed in the paragraph REFERENCES. However, notwithstanding anything to the contrary to the above, the SUPPLIER based on its own experience and practice shall propose any improvements to ensure a safe delivery of the Goods.

Deviations and/or Change in work from these minimum requirements are not allowed without PURCHASER’s prior approval.

In all circumstances, the packing shall be calculated in order to support any strain exerted on the Goods during transportation. The packing must be carried out specifically in order to permit the delivery of Goods to the PROJECT SITE by sea, road, train or air in good condition, considering as well site/yard climatic conditions

Goods shall be export packed in compliance with the best-established practice for overseas construction jobs in accordance with the following directives.

  1. RESPONSIBILITY AND GUARANTEES

2.1. Responsibility of packing

The following instructions are an integral part of the Purchase Order. SUPPLIER shall be held liable for any consequences arising from non-observance of these instructions, including, but not limited to, dead freight or demurrages or loss or damage of goods, due to poor packing or marking. All costs incurred about missing or damaged GOODS caused through non-compliance with these instructions, will be charged to the SUPPLIER. SUPPLIER or Sub- SUPPLIER or Packaging Sub-Contractor may perform the packing activities, provided packing meet the Contractual Requirements to suit the Mode of Transportation and Storage conditions at site.

Observance of these minimum requirements does not constitute a limitation to SUPPLIER’s full responsibility for the efficiency of the packing itself. SUPPLIER is responsible for the choice of category for packing according to the transport facilities used, storage at Site against climate conditions and based on the present document. Inspection of packing, marking, loading may be carried out either by PURCHASER directly or by any appointed third party.

When SUPPLIER does not perform the packing and therefore intends to subcontract the packing, the SUPPLIER has to inform the PURCHASER of the names and addresses of packer consulted for packing; the PURCHASER reserves the right to reject any of these Companies At the time of inspection, the lids of the cases shall remain open and a copy of the packing list and packing note shall be available to allow the content to be checked

The inspection shall in no way relieve SUPPLIER of responsibility for packing/marking execution. PURCHASER reserves the right to reject the packing when the packing is not in accordance to these instructions, and/or when the packing does not ensure best possible protection of the material. In this case, SUPPLIER shall, if deemed necessary, remake the packing and/or the marking at his own cost. Should the packing, provided by the SUPPLIER, be found defective or inadequate at shipping port or any intermediate storage area, PURCHASER shall be entitled to carry out possible repairs at SUPPLIER’s expense or request SUPPLIER’s intervention. SUPPLIER is responsible for the weights and dimensions declared, and the marking of the packages. The documents must be in strict conformity with the packing contents.

2.2. Guarantee of Packing

The packing and specific protection specified in these instructions shall be guaranteed for an eighteen (18) months storage period after delivery on SITE without unpacking. As a principle, material will be unpacked in case of:

visibility of box damage outside, issuance to sub purchaser in charge of erection,

  • preservation activities during storage as recommended by SUPPLIER
  • Customs inspection, if required

According to this guarantee, the SUPPLIER is held responsible in the event of GOODS becoming useless, damaged or broken, because of poor packing and/or stowing, or due to corrosion, after insufficient or inadequate protection. All direct or indirect costs resulting thereof, will be charged to the SUPPLIER.

In case of loss or damage, SUPPLIER’s liability extends to the total replacement value of goods at SITE (included, but not limited to, transport, customs fees and taxes, dismantling, repairing/replacing and reassembling of goods and specialist costs). Observance of these minimum requirements does not constitute a limitation to SUPPLIER’s full responsibility for the efficiency of the packing itself.

  1. PACKING REQUIREMENTS AND PREPARATION FOR SHIPMENT

SUPPLIER and/or his packer are expected to be sufficiently experienced in designing and manufacturing packing. The packing must be carried out under the most technical up-to-date method. Appropriate standards and rules of the of the country of destination must be considered as a minimum requirement, as well as the climatic conditions.

3.1. Accelerations

3.2. General packing requirements

Use of particles of fibres – OSB (Oriented Strand Board) is prohibited. Under No Circumstances shall Fibreboard, Cardboard, Hay, Straw or Or Similar Cartons, vegetable fibres subject to disease or funguns be used as outside packing. High quality wooden cases and/or crates shall be used. These should be constructed of top-quality wooden board or rigid plywood and be solid and robust for packages to be stacked in several layers. (minimum 3 layers is requested) . All wooden packing must have an IPPC- stamp. Bundles and pallets are acceptable but subject to PURCHASER’s formal agreement. Pallets shall be stackable. Plywood may be used instead of sawn timber to make up the Packages, provided that stackability is confirmed. The packing itself shall protect the equipment and material against all kinds of damages (moisture, rain, rust, corrosion, shocks, rough treatment, sand etc.) during transportation by different means of transport as truck, railway, and if applicable vessel and air cargo. All items of fragile nature shall be suitably packed with special precaution against risk of breakage. Where material is encased or otherwise completely enclosed, the SUPPLIER shall be responsible for suitable inner packing. All packing material used shall be biologically decomposable. Packing material which endangers or pollutes the environment is prohibited.

3.3. Preparation against corrosion

After final inspection, SUPPLIER shall, if applicable as per technical specification applicable preservation procedure , coat all unpainted machinery components and/or surfaces with suitable corrosion inhibitor, easy removable without polluting the environment. Prior to packing, the SUPPLIER is to take adequate precautions, regarding treatment and protection of GOODS against corrosion. Machined surfaces are to be protected in accordance with the SUPPLIER recommendations. Protection of inner faces is the responsibility of the SUPPLIER, including but not limited to cleaning, coating, plugging/sealing, lubrication… All vessels, tanks, columns, machines, heat exchangers etc. shall be protected against corrosion at internal and external surface. If applicable, for internal protection against corrosion an equipment shall be filled with Nitrogen under overpressure (max. 0,5 bar) and equipped with appropriate monitoring for control of Nitrogen overpressure (pressure gauge and non-return valve) or equipped with appropriate amount of desiccant (allowed only if technical specifications do not require Nitrogen filling explicitly) and all openings shall be sufficiently closed (e.g. by means of metal cover with temporary gaskets and bolts) to avoid influx of corrosive atmosphere. Wooden covering of openings is not allowed. In any case, SUPPLIER is responsible for preservation that meet the acceptable quality standards as outlined in Project Preservation procedure, Vendor Requirement Doc. No. RLNG-000-PM-PP-9001 “SPECIFICATION FOR PROTECTION & PRESERVATION OF EQUIPMENT AND MATERIAL AT VENDOR’S SHOP” and to provide and specify all necessary preservation method to protect the material against deterioration, hazards associated with handling, transportation and exposure to climate conditions.

3.4. Other preparation of packing

If applicable as per technical specification: Exposed unpainted surfaces, including black bolting, shall be given a heavy coating or rust inhibiting compound finish. SUPPLIER shall thoroughly clean and dry all unpainted machinery components, both internally and externally. Dirt, grease, scale, welding spatter and any other foreign matter shall be removed. Metal gaskets, rings, bolts and nuts shall be greased, if required, in accordance with the technical specification. Connections and in general all openings shall be adequately protected and plugged to prevent moisture infiltration. Machined/unmachined pipe ends and threaded openings shall be closed and protected by metal plugs of material equal or superior to that of the equipment itself. Wherever possible, packages up to 10 tons shall be designed to allow handling with forklift. All packed goods must be properly secured inside the packing to prevent movement during handling and transit. Internal immobilization of material: all mobile or overhanging parts situated inside the material must have a support or other adapted type of immobilization put in place by the SUPPLIER. The GOODS are to be secured inside the package to guarantee perfect immobility during transport. Where material is encased or otherwise completely enclosed, the SUPPLIER shall be responsible for suitable inner packing. SUPPLIER is required to pay a particular attention to the quality of packing used for fragile goods such as: mechanical, electrical, electromechanical, electronics, instruments and laboratory equipment, glassware. Shock absorbers are hardly recommended for this type of goods, in order to avoid breakage due to hard vibrations.

Loose and moving parts within equipment may need to be temporarily secured while in transit; i.e. drawers in cabinets, rotors in drivers, header boxes in air-cooled exchangers etc. Clear warnings must be indicated on items to remove all securing devices before start-up. Such devices shall not abrade or damage the material. Highly sensitive parts (manometers and others), that might interfere with the packing, shall be protected by cushioning material in order to prevent damage by the packing components. Accessories mounted in areas, where there is risk of damage, shall be disassembled and packed separately. Excelsior, hay, straw, printed paper, used bags, drawings and brochures, etc. are not to be used to fill empty spaces. In principle, polyethylene sheeting (treated against the effects of sunlight and heat) with a suitable thickness (min. 0.2 mm) shall always be provided to protect material from rainwater or splashes. Said sheeting shall be left open at the bottom to allow aeration. Polyethylene sheeting cannot be used for protection against humidity. For highly sensitive equipment subject to deterioration by moisture and prone to corrosion such as control panels, DCS, electrical instruments, oleo dynamic machinery, pumps, compressors, switch cabinets, measuring instruments, electrical instruments, valves, armatures, flanges, welding electrodes, welding rods, spare parts and the like (see packing instructions for each material category), a thermowelded barrier (foil made of PVC must not be used) must be used and filled with dehydrating product (approximately ½ unit x m2 of package) in order to keep the humidity rate lower than the acceptable one for at least one year safeguarding the equipment from oxidation, rust and the like. Damage of the foil (for instance by chafing) in which the packed material is welded in must be avoided by cushioning of the packed material against the foil and the foil against the box wall. Desiccant product bags shall hang inside the wrapping and not be placed on the wooden floor. A partial vacuum shall be produced inside the barrier bag to avoid moisture penetration.

Barrier bag holes corresponding to equipment fixing bolts, shall be sealed using rubber washers. Humidity indicators shall be applied to the thermowelded barrier bag and shall be inspected through a window provided in the packing wall.

Depending on the nature and value of the goods, either shock sensors (2 pcs) shall be fixed to the packing walls, or shock recorders to be applied. The packages shall be executed to reduce volume, without prejudicing the function of the packing itself. Packages with bulk material shall be kept as small as possible, with gross weight not exceeding 3000 kg and dimensions corresponding to inside dimensions of containers, truck and of wagons in use in Europe, America, Asia and in the CIS (The Commonwealth of Independent States) Unless otherwise stated, material pertaining to two or more different material requisition shall not be packed together. Grouping materials into single packages is only allowed for materials of the same category or type: i.e. valves with valves, flanges with flanges, etc. Materials belonging to the same Purchase Order, but with different destinations or delivery points, must be packed separately.

4.1. Saddles

Saddles shall be manufactured with a minimum supporting angle of 120°. The saddle surface shall adhere to the equipment shell and a neoprene layer, or the like, shall be interposed between them in order to avoid sliding of the shell itself. Saddles shall be fastened to the piece to bear the saddle weight and allow easy removal and reassembly of the saddle itself. Turnbuckles shall be appropriately tensioned considering possible slacking, caused by wood shrinkage. Some special oceanic transports may require that the quantity of saddles, their dimensions and fastening system to the skid unit are calculated taking into account the effect of dynamic forces during navigation. In such a case, detailed drawings and calculations for saddles/fastening system to skid unit structure shall be submitted to PURCHASER, for approval. Height of saddles shall be the lowest possible, without prejudicing their solidity and scope. In principle, saddles or skids for equipment weighing more than 60 tons shall be entirely of steel unless otherwise agreed.

Unless otherwise agreed, the maximum distance between saddles or skid shall be 8 meters. When using saddles/skids made by two or more pieces of lumber, bolts and nuts shall be used for joining purposes. Nails are forbidden.

For equipment already provided with metal base saddles/skids, wooden boards shall be fixed beneath them by means of bolts and double nuts. Nails are forbidden. The said wooden boards shall not be larger than the diameter of the skidded equipment.

Unless otherwise agreed, wooden/steel saddles shall be at least as large as the external diameter of the vessel/exchanger/column/rector shell, to ensure safer stability during storage and/or transportation. Pressure vessels, tanks and heat exchangers shall be placed on saddles in horizontal position.

4.1.1. Load distribution

Wooden/steels saddles shall be designed and constructed as to grant in principle a maximum pressure of 12 tons per square meter on the ground, unless otherwise agreed with PURCHASER. As far as transport drawings issued by supplier are concerned, supplier shall control the adequacy of the supports and/or saddles and ensure that load distribution is in compliance with PURCHASER’s

requirements with respect to road and sea transportation as well as local road regulations, prior to saddle fabrication. Any additional device such as but not limited to saddle, cradle, support, etc., as well as any design modification of supplier’s device(s), required by PURCHASER and/or Sea or Multimodal Carrier, needed to reach the appropriate load distribution factor, shall be supplied at no extra cost by SUPPLIER.

4.2. Drums (see figure 2)

Steel drums shall be employed (plastic drums shall only be used for powders with a maximum weight of 50 Kg per drum). • • • Drums for “dangerous materials” must strictly comply with International Transport of Dangerous Goods Regulations in accordance with the mode of transport .

4.3. Reels (see figure 3) – Category 7 of SEILA Standard

Unless otherwise specified in the Category 7 of SEILA standard, perimeters shall be staved by wooden boards with a minimum thickness of 300 mm, nailed to the flanges and fastened with stainless steel metal strips (minimum thickness 3 mm). The minimum diameter of the reels shall be twice the minimum bending radius of the cable. Wooden reels shall be sound and be protected by water-repellent paint. Marking shall be executed on metal plates fixed on two sides.

4.4. Pallets (see figure 4) – Category 2 of SEILA Standard

Unless otherwise specified in the Category 2 of SEILA standard, Pallets shall be four-way-operating and made of wood in accordance with ISO standards including IPPC-stamp. Paletts shall be stackable .Maximum overstacking weight on pallet shall be 1.2 tons. Goods shall be fastened on the pallets, unless otherwise agreed, by means of stretch-wrap plastic film and metal or plastic straps. The maximum height of palletized materials shall be 2150 mm. Pallets shall be for one-way-use.

4.5. Bundles (see figure 1) – Category 2 of SEILA Standard

Unless otherwise specified in the Category 2 of SEILA standard, GOODS packed in the same bundle shall be of the same type and have approximately the same length. The fastening sections shall be placed symmetrically with respect to the center of the bundle

Bundles up to two tons’ weight shall be tied with steel wire ropes, sized for the purpose, duly clamped and tensed, unless otherwise stated Wooden elements or neoprene strips shall be inserted between the steel wire ropes and the bundle to partially absorb binding stress. The maximum distance between fastening sections shall be 1500 mm. Bundles over two tons’ weight shall first be tied with stainless steel strips, spaced at no more than 1500 mm, and then be secured by U-shaped profiles duly welded or bolted. The maximum distance between the u-shaped bundles shall be 3000 mm. Their max. distance from the ends of the bundle shall be 1000 mm. Each section shall withstand a stress equal to the weight of the entire bundle. In principle, Max bundle weight shall not exceed 5 tons.

4.6. Wooden crates (see figure 5) – Category 3 of SEILA Standard

Unless otherwise specified in the Category 3 of SEILA standard, materials not needing special protection against rain, sun, environmental agents and the like, may be shipped in crates. The dimensions and thickness of boards and struts shall comply with the minimum figures provided in ATTACHMENT C - Table n.1. The bottom and structure of the crate shall support the entire weight without deformation or breaking, when lifted by two slings without spreaders with a minimum angle of 60°. The bottom shall be suitable for handling by fork-lift (space for forks to be foreseen). Structure packing shall allow over-stacking of packages of same weight. Type of nailing, bolting, reinforcing and fixing of material inside the crate shall be as for wooden cases. Boards may be spaced from 100 mm to 150 mm, according to the volume of the crate itself. Contents shall be fixed to prevent movement and consequent damage either to the material or to the package structures. The Crate has to be surrounded several times by strong (30-32 mm wide) iron strapping. The iron strapping has to be pulled around the box. Marking may be on a separate metal or plywood plates, fixed to the crate.

4.7. Wooden and plywood cases (see figure 5) – Category 4 of SEILA Standard

Unless otherwise specified in the Category 4 of SEILA standard, as general requirement: the thickness of boards or plywood panelling and the cross-section areas of struts shall comply with the minimum figures given in Table n. 1 ANNEX III. Width of board panelling shall be between 120 mm and 250 mm. Width of plywood panels shall be minimum 300 mm. The case has to be surrounded several times by strong (30-32 mm wide) iron strapping. The iron strapping has to be pulled around the box. The wood used shall be sawn spruce, meeting the following quality requirements: Dry and seasoned spruce (relative humidity < 20%) Groups of knots shall not cover more than 1/3 of board width; individual knots shall be no larger than 50 mm diameter. At a visual check, the spruce shall be a light pink. Sawn spruce showing signs of degradation is not acceptable. The solid wood packing must be totally free of barks and live pests. The plywood shall be water – and moisture proof, multi-layer type, with phenolic glue. Filling material such as straw or any other flammable material is forbidden. The goods shall be firmly fixed to the packing floor and walls by means of bolts, spacers, shores, strip steel, steel wire or similar.

4.7.1. Floor (see figure 7)

The distance between the floor skids shall not be more than 1000 mm. For ventilation and water drainage, the floor boards shall be arranged parallel with a spacing of 5-10 mm, or laid side by side in close contact with each other, but with 4 holes of about 120 mm diameter drilled in 4 free points. The headers at both ends of the floor skid shall be bolted perpendicularly to the skid, except for weights under 1000 Kgs, where nails may be used. The floor boards shall be nailed to the skid. The height of floor underskids must not be less than 80 mm, to enable insertion of fork-lift forks. Floor underskids for cases over 2 tons’ weight must be provided with metal edge protections to avoid penetration and breakage by lifting ropes.

4.7.2. Side walls, ends and frames (see figures 8, 9, 10 AND 11)

Side wall frames shall sustain a superimposed weight equal to or greater than the weight of the contents of the case itself Cases over 2 tons weight must be provided at side junctions with metal L-bar angles, spaced at a maximum distance of 1 meter. Waterproof lining shall be applied to the walls. Packing for contents over 1 ton weight shall be provided with additional vertical supporting battens between side walls and ends, adequately dimensioned, in order to make the packing suitably sturdy.

4.7.3. Lids (see figure 12)

Lids shall be dimensioned so as to sustain a load of 1000 Kg/m2 and be supported by stiffening elements placed along the upper part of the packing. Between the bottom side of the box lid and the reinforcing frame, a waterproof board e.g. “Akylux” has to be placed to avoid that water bags may arise on the foil encasing the packed material. Thus, the foil will become brittle. In case the dimensions of the waterproof hard board are smaller than those of the box lid, the waterproof boards have to be jointed overlapping each other 10 cm or more. Additionally, an appropriate foil (not less than 0.2 mm) has to be placed between the box lid and the waterproof hard board The inside of the boxes must be lined with waterproof casing (e.g. cloth-centered bitumized paper like “Textoplan”) shingle like pointing outwards. The bottom of the boxes must not be lined! For weights over 2 tons the lid boards shall be protected by metal angles (at least 2 per side) to avoid the boards being removed by the lifting ropes.

4.7.4. Stiffening elements

Stiffening elements shall be fixed right below the lid. Their function is to enable the packing case to resist the pressure caused by the lifting ropes and overhead loads. The size of these elements depends on the weight of the case, the width and maximum permissible overhead load.

5.1. Packing guidelines for shop-assembled or disassembled pressure vessels, tanks,

heat exchangers, various skid units and air coolers

5.1.1. Shop-assembled pressure vessels, tanks, heat exchangers and various skid

units

Shop-assembled pressure vessels, tanks and heat exchangers shall be skidded with wooden or steel saddles (see figure 13 and 14), suitably shaped and fastened to the piece by proper metal strips (fastening by wire ropes is forbidden, unless otherwise specified). To avoid stretching the shell, soft neoprene strips shall be placed between the metal plate and the shell itself. Pressure vessels, tanks and exchangers with dimensions up to (length x width x height) mm 4000 x 1000 x 1000 shall be packed in crates. Unless otherwise agreed, nozzles, manholes etc. shall be sealed by means of compatible metal disks (min. thickness 3 mm) with gaskets (min. thickness 5 mm), duly bolted (see figures 15 and 16). Fixing by wire or adhesive tape is strictly forbidden. All parts (nozzles, flanges, instrumentation, coating supports and the like), as well as the out- skirt itself, subject to damage or scratches by the lifting ropes or handling devices, shall be properly protected or removed whenever possible. The equipment skid-unit shall be lifted by two slings with an angle of 60° and a maximum height of 12 meters between the derrick hook and the bottom of the equipment skid-unit. Whenever special lifting/handling instruction are giving by SUPPLIER for which are necessary special devices, such as lifting spreaders and similar, those devices shall be included in the supply, fully certified by the pertinent authority and complete with wired ropes or belts, shackles etc. to connect the material to the vessel’s hook. Parts that may increase volume excessively shall, whenever possible, be dismantled and separately packed and duly countersigned for assembly at jobsite. Lifting point symbols shall be placed in areas where no damage can be caused to the external assembled parts by lifting ropes. In any case the center of gravity shall be placed between the lifting points. Each lifting point shall be at the same distance from the center of gravity. Lifting points (points where ropes can be adjusted) on equipment made out of non-corrosive material have to be protected to get in contact with corrosive material (e.g. wire ropes). This can be done by adjusting non-skid cushions (no wood) at the lifting points. The equipment has to be prepared with sufficient possibilities for lashing and securing on the ship and to be clearly marked on the equipment itself. This must also be shown in the transport drawing. For lashing of the cargo on truck, rail wagon or vessel, normally chains, ropes, shackles etc. made of rusting material are used. If this is not compatible with the material to be supplied, corresponding protective measures are to be undertaken. In principle all equipment or skid-units shall be provided with lifting points suitable to lift the equipment by lifting ropes/belts placed on a wooden bands. Wooden bands surface shall adhere to the equipment shell and a neoprene layer, or the like, shall be interposed between them in order to avoid sliding/scratching of the shell itself. Whenever is not possible, All equipment or skid-units shall be provided with lifting lugs to avoid scratches or damages to the equipment caused by the lifting ropes. For exchangers fitted with expansion joints or bellows, a suspended protection must be provided. This protection shall consist of well fastened wooden reinforcing, or cagings, preventing so movement to any direction.

If specifically requested in the Purchase Order, the equipment shall be protected with inert gas (dry nitrogen) at a pressure such to prevent infiltration of atmospheric air, which could transmit moisture to the internal parts of the equipment. Unless otherwise specified in the Purchase Order and/or relevant technical specification, established pressure shall be maintained by connecting the inside of the equipment to a nitrogen cylinder through a suitable calibrated pressure reducer to compensate any loss of gas. Pressure gauges shall show the pressure both inside the nitrogen cylinder and inside the equipment. The system shall also include the valve for nitrogen outlet. The nitrogen cylinder shall be duly fastened to the equipment and shall be duly labeled and marked in accordance with regulations for transportation of dangerous goods.

5.1.2. Disassembled pressure vessels, tanks and heat exchangers

For pressure vessels, tanks or heat exchangers which are shipped in loose pieces and will be reassembled on SITE, the following instructions have to be followed: Rolled metal plates shall be bundled and placed on wooden skids up to 2 tons weight or on U-Iron skid structures up to 20 tons weight, unless otherwise agreed (see figure 17). For painted or coated flat/rolled metal plates, pvc bars with a thickness of 8 - 10 mm shall be interposed as spacers. Loose painted or coated flat/rolled metal plates shall be lifted by fiber slings instead of metallic ropes or chains. In order to avoid water stagnation, rolled metal plates shall in principle be placed face-down on suitably-designed skids provided with lifting lugs to enable handling and stowing without deformation of the material (see figure 18) Rolled plates over 20 mm thickness may be shipped in bundles containing two or more pieces, duly clamped/welded with metal angles. Rolled metal plates shall be provided with suitable bracing to avoid distortions during transit. Spacers shall be provided between the rolled plates. Steel skids, steel saddles, steel boxes, steel crates and any other steel work used for protection, packing and transportation of rolled plates, exchangers, columns, vessels, boilers, pipes, beams and the like shall be coated, as indicated in the technical specifications, as to prevent rusting. Packages for heat exchanger tubes of lengths > 8 mts shall be reinforced lengthwise by steel profiles. Templates having diameter over two meters shall be cut into two or three sections to reduce their overall dimensions to facilitate handling and transportation. The supplier of equipment, such as pressure vessels, heat exchangers etc. shall attach to each item of equipment the warning tag with the following description by stenciling in red color, reading;

“Any welding to item is prohibited during transportation”

Nitrogen filled equipment shall have a warning sign attached reading;

“CAUTION NITROGEN FILLED. DO NOT ENTER”

Postweld Heat Treated (PWHT ) item shall have a warning sign attached reading;

Postweld Heat Treated – Do Not Flame Cut or Weld on this vessel”

5.1.3. Accessories

Accessories for apparatus and vessels (small parts, bolts, nuts, washers, gaskets, etc…) are to be packed in wooden cases, separately for each apparatus or vessel. These cases must be marked with the same item number as the apparatus/vessel to which these accessories belong

5.1.4. Air coolers

Air cooler bundles shall be packed in wooden crates. Inside the crate, finned surfaces shall be protected by a sheet of plastic material or equivalent capable of preserving the fins from bumping. The SUPPLIER shall check that the finned tubes are properly separated from each other by spacers and shall guarantee the equipment against bumps or bending moments due to out-of-balance weight during transport, loading and unloading operations. The separate parts of the cooler can be packed in wooden cases or crates.

5.2. Packing guidelines for pumps, compressors, machinery and accessories

Pumps, compressors, machinery and the like under 150 Tons shall be packed in wooden cases. Pumps, compressors, machinery and the like over 150 tons, unless otherwise agreed, shall not be cased but thermoshrinked with all necessary protections and preservations to grant the integrity of the cargo. Surface protection shall be as per para 3 of the present procedure as well as in strict correspondence with the technical specification. Threaded connections shall be closed by well-greased threaded plugs. All flanged connections shall be protected by bolted metal disks and rubber gaskets. Vapour barrier bags shall be sealed to avoid air infiltration. The baseplate shall be bolted to the case bottom. All disassembled parts shall be protected, identified and packed separately, even if contained in the same case. For machinery/compressors over 30 tons, even if delivered in seaworthy packings, protruding lifting lugs or cords, well fixed to their skid-frames shall be provided.

5.2.1. Electrical motors, generators, panels, other electrical equipment and

instrumentations

Equipment/materials shall be packed in wooden cases and be protected by a thermo-welded hermetic barrier according to para 3 of the present procedure Plug-in instrumentation installed on panels shall be properly fastened to the frame. Should they suffer damages or deterioration during transportation and/or storage period, they should then be removed and packed separately. All instrument items that include cable entries shall have a suitable plug inserted in each entry prior to packing. Instrumentation shall be packed with a considerable quantity of cushioning material, to absorb shocks, thus preventing damage. For materials and equipment particularly subject to deterioration, due to vibration or shocks, cases shall be constructed with double bottoms or double casing, supported by suitable rubber or synthetic pads.

5.2.2. Electrical and instrumentation cables

Cables shall be supplied on reels. The reels shall be provided with thermo-retractable caps in order to avoid moisture penetration, especially for cables with mineral paper or hygroscopic insulation. The external surface of cables placed peripherally shall be protected with tarred paper and/or cellophane sheeting. Cable drums must be tightly encased with wooden boards. Coils of cables have to be packed into cases. Cable ends must be sealed and a properly isolated and identified.

5.2.5. Transformers

Transformers up to 2.500 KVA shall be packed in wooden cases suitable for multimodal transport, with all the relevant accessories assembled as well as filled up with oil (ready for service). Unless otherwise agreed, Transformers over 2.500 KVA shall be shipped according to the following instructions:

• Transformers shall be shipped with low oil level and with all the accessories (i.e.

conservator, radiators, etc.) removed.

• The accessories shall be packed in wooden cases suitable for multimodal transport • The transformers’ oil shall be contained in steel drums, duly fastened on pallets. • The transformer itself shall be shipped in wooden case/crate. • The active part of transformers, located inside the tank over the oil level, shall be protected with inert gas (dry nitrogen) at a pressure such to prevent infiltration of atmospheric air, which could transmit moisture to the insulation. in

technical specification, established pressure shall be maintained by connecting the inside of the transformer tank to a nitrogen cylinder through a suitable calibrated pressure reducer to compensate any loss of gas.

5.3. Packing guidelines for piping material (pipe, prefabricated piping, flanges, fittings,

valves and bolts), stell structures and metal plates

5.3.1. Pipes

Where practicable, long lengths of this type of goods shall be limited to 11.80 meters. Nesting pipes or fittings is forbidden. In order to protect the bevellings, ends of pipes over 4” (100 mm – DN 100) shall be plugged with plastic caps and ends sealed with water proof tape, with a minimum depth of 80 mm (see figure 1). Bevelling of pipes over 38” (900 mm – DN 900) diameter shall be protected by Aluminium-Rings or wooden paddings, unless otherwise agreed. To avoid damages and deformations, pipes with large diameter and / either small wall-thickness have to be reinforced at least 2-3 times, depending on the length of the pipes. CS pipes, alloy pipes, galvanized pipes and externally-coated or bitumized pipes shall be: a. All Pipes less or equal to 3” (80mm – DN 80) shall be packed in cases b. All Pipes over 3” (80mm – DN 80) and less or equal to 10” (250 mm – DN 250) shall be bundled and banded in bundles of uniform length. Bundling is carried out either

with U-shaped irons or crosswise planks, joined with threaded connecting rods with stop-nuts, or nuts and lock-nuts so that no part can get loose even when the bundle is tilted. The stud ends must not project beyond the U-shaped iron (U-shaped irons which are used as bottom runners). Quantities and strapping positions depend on the lengths, with a 120 cm spacing to prevent distortion

c. Pipes over 10” (250 mm – DN 250) shall be shipped loose as single lengths.

SUPPLIER shall mention number of stackable layers of pipes.

Externally-coated or bitumized pipes included in a bundle shall be protected by winding vegetable or synthetic fibre cord, in order to avoid direct contact between the metal strap or, in general, the fastening elements, and the surface of the pipe; fibre slings shall be used instead of wire ropes; when transported loose, pipes shall be provided with plastic or rubber rings, in order to avoid damage to the coating.

SS pipes, cast iron pipes, aluminum pipes and plastic pipes of all sizes must be protected by plastic film to avoid corrosion and packed in wooden cases for diameter less or equal to 6” (150 mm – DN 150), crates over 6” (150 mm – DN 150). Materials in contact with stainless/alloy steel surfaces must be inert and completely exclude any other metal or alloy.SUPPLIER shall properly pack in seaworthy package ensuring the protection against saline moisture and/or water. Cemented pipes shall be transported loose shall be handled with particular care (use of forklift is forbidden – fibre slings shall be used instead of wire ropes); the maximum distance between the supporting or lifting points shall be 1.8 meters to avoid bending; the supports of each pipe shall be lined with rubber in order to absorb shock during transport; unless otherwise agreed, maximum stacking height shall be 2 meters. Prefabricated piping and parts shall be packed in crates or, with PURCHASER’s prior agreement, in a S.O.C.-approved container. For partial consignments, each shipment shall include all prefabricated parts belonging to a single isometric drawing.

5.3.2. Flanges, Fittings, Valves, Bolts and Nuts

All pipe fittings, flanges, and valves less or equal to 16” (400 mm – DN 400) are to be packed in cases (Crates are acceptable for fittings over 6” – 400 mm – DN 400). For items over 16” (400 mm – DN 400), these may be fixed securely to pallet base and enclosed with an open boarded crate for protection. Cases or crates shall be stackable on 3 layers at minimum. Where valves have actuators attached, rigidity must be ensured for valve and actuators. The vulnerable parts of the actuator are to be completely protected with wooden box. Stainless steel fittings, flanges and valves of all sizes must be protected to avoid corrosion and shall be properly packed in seaworthy package ensuring the protection against saline moisture and/or water.. Contact surface of flanges and flanged fittings shall be duly protected to avoid mechanical damage. Valves shall be protected by plugs of plastic material and be placed inside the packing in a vertical position, to avoid damage to handwheel caps. Overstacking of flanges, fittings, valves or bolts in boxes without proper fixing may compress and subsequently break the package walls.

5.3.3. Other Piping items : Springs, Struts, Strainers, Special Cold supports

All other piping items shall be packed as per 5.3.2 Flanges, Fittings, Valves, Bolts and Nuts

5.3.4. Steel structures

Small structural steel pieces (reinforcing rods, bars, etc), should be packed in cases stackable on three layers. Goods shall be properly stopped inside case. Cases unit weight shall not exceed 2000 Kg.

Steel structures, profiles, ladders and/or any prefabricated items shall be bundled as long as their shapes, lengths and weights allow a bundling easy to handle. Fabricated structural and structural steelwork, should be bundled and packed using wooden beams and long bolting to secure, marking to be in accordance. Structural parts, profile steel and similar which is bundled together shall not weight more than 5 tons, if not mutually agreed by SUPPLIER and PURCHASER otherwise.

5.3.5. Flat metal plate

These shall be crated or bundled with PURCHASER’s prior agreement.

5.4. Packing guidelines for miscellaneous materials

5.4.1. Welding electrodes

Welding electrodes shall be contained in hermetically soldered metallic boxes, to absolutely avoid water and shall have moisture proof, and packed in wooden cases. .

5.4.2. Fire bricks, special tiles, insulation and refractory materials

These materials shall be protected by polyethylene sheeting, allowing air circulation, and packed in wooden cases. Instructions regarding storage prior to installation shall be stenciled on each box with particular reference to adverse weather/temperature/humidity conditions.

5.4.3. Mineral wool - foamglass

Unless otherwise agreed, mineral wool shall be packed in double polyethylene bags, fastened on to the pallets. Foamglass shall be packed in three-wall cartons lined with polyethylene wrapping, and fastened onto the pallets.

5.4.4. Chemical product and catalyst

Unless of a hazardous nature, these materials may be packed in bags protected by polyethylene sheeting or in steel drums, fastened onto the pallets.

5.4.5. Hazardous goods

Hazardous goods shall be identified on a separate packing list and packed separately from those for non- hazardous goods. All hazardous goods must be prepared in adherence to the detailed requirement relating to packing, marking and labelling, set out in the SEILA specification to be referred to, for Road transportation, sea freight, and the Restricted Articles Regulations, laid down by the International Air Transport Association for airfreight. All hazardous goods shall be identified with the appropriate SDS (Material Safety Data Sheets) to be mandatory provided by the SUPPLIER, hazard class and technical or proper shipping name and shall accompany all dangerous Goods. All packing lists for hazardous goods shall contain the following statement: “This is to certify that the above named material is properly classified, described, packaged, marked and labelled, and is in proper condition for transportation according to the appropriate international regulation for transportation of dangerous goods : IMDG-MIDGE / ADR / RID / IATA-ICA regulations”.

The SUPPLIER shall produce any necessary hazardous cargo certificates, in accordance with the appropriate Government and International Transportation regulations for all shipments. Goods that may contain “hidden” dangerous material (e.g. repair kits may contain flammable paints, corrosives etc., electrical equipment may contain magnetized material, mercury or batteries) shall be treated as hazardous goods. Chemicals of any kind are to be stuffed separately in dedicated containers (i.e. not to be mixed with any other cargo within the same container). N.B: Batteries shall be shipped dry, electrolyte being packed separately. Instructions for shipping will be provided with the products..

5.4.6. Spare parts and special tools

Unless otherwise specified, Pre-commissioning spare parts, commissioning spare parts, Capital spare parts and the special tools shall be clearly marked, with a plate fixed outside the package, bearing the inscription: “pre-commissioning spare parts”, “commissioning spare parts”, “capital spare parts” or “special tools”. When available at time of shipment of main equipment, the pre-commissioning, commissioning and start-up spares shall be properly protected for storage and packed in a separate packing in compliance with present instruction and shall be considered as individual cargoes having their individual set of shipping documents. The same shall be applied for the special tools

Construction, Capital, pre commissioning, commissioning, start-up spare parts and the special tools shall be packed separately with each other and from the main equipment and shall be considered as individual cargoes having their individual set of shipping documents.

The packing for Construction, Capital, pre commissioning, commissioning, start-up spare parts, the special tools and spare parts for two year operation is guaranteed for 36 months’ storage period after delivery on site/yard.

Spare parts for two (2) years operation, if applicable, which shall be individually tagged, must be covered with a suitable preservative and wrapped with greaseproof paper and be packed in separate cases from the main equipment. The packing cases are to bear the markings as specified, and in addition, on a plate fixed to outside the package the inscription “TWO YEARS OPERATION SPARE PARTS”.

Those 3 “families” of spare parts shall also be packed separately: Construction /Pre Commissioning, Commissioning /Start Up ; 2Years/Capital Spares.

  1. TYPE OF PACKING BY MEANS OF CONVEYANCE

6.1. Land and Sea Packing

Unless otherwise specified, as base case the SUPPLIER shall consider sea freight shipment for the type of packing to be performed. Therefore, a seaworthy package is strictly required, and the packing shall also be made in such a way that a stacking can be performed on at least 3 layers onto the ocean vessels. Reference is made to paragraph 3 PACKING REQUIREMENTS AND PREPARATION FOR SHIPMENT. For all material that will be transported from point of origin to final destination by All-Rail/Road transportation (truck/wagon), unless otherwise agreed with PURCHASER, the packing in wooden case is not required to be seaworthy.

6.2. Airfreight packing

6.2.1. General

Certain types of material may have to be shipped by air from their country of origin. This air transport will be exceptional, and will be used only:

• For material urgently required by the SITE. • For goods which are highly sensitive to shock or vibrations, such as computers,

electronic instruments, or those of small dimensions and weight.

Depending on the goods to be packed, the supplier may use one of the three following propositions:

a. A triple-corrugated cardboard container made with waterproofed glue and a barrier layer

of polyethylene on the outsides to keep out humidity.

b. Wooden/cardboard packing-cases: the wood being used for the framework and base of the cases, waterproofed triple-corrugated cardboard being used for the sides and top. These cases are of the “Bell” type, and used for material of small or medium dimensions. c. For larger dimensions, plywood cases are acceptable. The timber characteristics, cross- sections and thickness will be systematically determined by the nature of the loads to be packed.

6.2.2. Dimensions

In order to optimize the existing transport facilities (passenger or cargo aircraft), the dimensions of:

• Triple-corrugated containers, • Wooden/cardboard packing cases, • Plywood cases

must be adaptable to the pallets used. Height shall not be over 1.60 meter unless prior agreement from PURCHASER.

6.3. Containerisations

6.3.1. General

Use of containers, in some cases, shall be subject to prior agreement from the PURCHASER, considering that containerization is a method of shipment and shall not be considered as a packing device. SUPPLIER is forbidden to use the container as a packing, except if CONTRACTOR agrees by prior written authorization. This shall not relieve the SUPPLIER from its obligations to adequately pack GOODS.

6.3.2. Shipped Own Container (S.O.C.)

Used one-way containers shall have C.S.C. homologation certified by RINA, LLOYD Register of shipping or any other naval register, and in case of its expiration date they shall be recertified. Said “Shipper Own Container” have to correspond to the current legal regulations that means that they have to have the full container number including 4-letter prefix and valid CSC-plate. Without prefix and full container number containers are not considered as being containers and will be treated as steel cases. These containers must have a safety admission label with a validity of at least 12 months starting from the date of notice of readiness for dispatch transmitted. They have to be wind and water proof and the doors have to close tightly. Loading of the S.O.C. and C.O.C (Carrier Own Container) as well as securing of the load must, be carried out considering the regulations for loading and securing goods in containers and on trucks for sea transportation, latest edition.

6.3.3. SOLAS

The International Maritime Organization (IMO) adopted amendments to the Safety of Life at Sea (SOLAS) Convention that require every packed export container to have a verified container weight as a condition for loading aboard a vessel. Therefore, SUPPLIER must certify to PURCHASER the Verified Gross Mass (VGM) of all items stuffed in container and SUPPLIER shall be liable for any incomplete, false or misleading declaration and shall bear any related costs or expenses. For this purpose, SUPPLIER shall, without additional cost to PURCHASER, perform by weighing of containers / sea-worthy packed materials / equipment as part of its scope of SUPPLY and issue the corresponding weight certificate. The SUPPLIER shall stuff certain materials in 20 or 40 feet containers (dry, open top, flat racks and other).

6.3.4. Dimensions of goods

In order to allow max exploitation of box containers and/or trucks, overall package dimensions should, when applicable, be kept within the following figures:

• 40 feet containers: 11.80 m x 2.30 m x 2.35 m • 20 feet containers: 5.80 m x 2.30 m x 2.35 m

The beneath definition of containerization is valid for air and sea containers.

6.3.5. Packing prior to placing into containers

SUPPLIER shall provide efficient physical and chemical protection, as well as protection against mechanical damage depending on type, shape, dimensions and weight of the material. SUPPLIER is notified that condensation produces about 80% relative humidity in a container.

6.3.6. Packing in containers prior loading

SUPPLIER shall take into account the stresses and strains acting on the container and its contents during transport. The most important resulting from the following:

a. Truck transport:

o Acceleration and slowing-down causing longitudinal motion in both directions,

o Centrifugal forces moving the loads in road turns, o Vibrations settling the packages on the floor.

b. Railway transport:

o Shock, due to brakes and buffers during marshalling.

c. Sea transport:

o Rolling, pitching and heave acting in the same time.

Consequently, the SUPPLIER shall comply with the three following requirements:

o Perfect load balance, o Appropriate stowage of load, o Adequate wedging and fitting suitable to the transport facilities used.

Since the container is not leak tight, where pre-packing is not leak tight, packing in contact with the bottom shall be raised in order to prevent it from being damaged by accumulations of water (on pallets, for example). The packer is responsible for stowage inside the container and shall take all precautions to ensure that the equipment cases are completely immobilized and that correct stowage is performed. ISO standards (containers) regulate outer dimensions. It is thus important in all circumstances to take advice from sea carriers with regard to working dimensions, as these can vary considerably according to container design.

7.1. General requirements

Each package shall be clearly marked in accordance with these requirements. Packages and cases shall be marked with indelible black paint, resistant to sea-water and shall not have any detrimental effect on the parts. Marking must be perfectly legible and in English language. Wood/metal plate markings may only be used if authorized by PURCHASER. All weights and measurements shall be in metric units. The shipping marks shall be stenciled on three sides: two long sides and top in clear characters, the marks set out in ATTACHMENT E. If goods are to be shipped in shipping line containers then, marking may be stenciled on one end also Packages must be stowed in a manner, which exposes these marks. Numbering of packages shall be made consecutively i.e. 1 of 10, 2 of 10, etc. No duplicate package numbers shall be used. The size of the letters (legible at a distance of 8 meters) shall be determined according to package size, whenever applicable, as follows:

7.2. Color of marking

The colour to be used shall contrast with the package surface (never use yellow or red paint). Black and white paint are recommended. If the package does not have sufficient space to apply the shipping marks, metal labels of proportionate size shall be fixed to the package, but the main packing marks (Consignee, PURCHASER Proj. No. and Contract No., if any) shall be stenciled on the package, in any case.

7.3. International handling symbols

Packages containing fragile articles must be packed with special precaution against risk of breakage. Such packages must be stencilled on all sides “Fragile - Handle with Care”. Where cases are not to be overturned, SUPPLIER must show on the cases, clear and readily visible, identification to ensure they are kept in the correct position. Packages/equipment of two (2) tons or more must be marked with slinging points on all sides, in addition to the centre of gravity marks. This is of paramount importance for Pressure Vessels and Heat Exchangers. For hazardous/dangerous or restricted material, marks are to be executed as specified by relevant regulations. All spares orders must be clearly marked as spares and shall not be simply included unmarked with main equipment deliveries. Metal tags or labels must be stamped or indelibly marked with full shipping marks and must be securely attached using six (6) twists of stainless steel wire to all loose bundles or uncrated items, alternatively, marking boards can be securely strapped to bundles or when the surface of a package is too small to permit stencilling, The SUPPLIER is responsible for any loss or damage caused by defective marking, including penalties for delay, due to late delivery resulting from defective marking. All boxes and crates shall also be marked with the appropriate international standard graphic symbols for handling as shown in ATTACHMENT B. Staking limit by Mass to be mentioned on All boxes and crates All boxes and crates are to be marked clearly on all four sides: “HANDLE WITH CARE” “RIGHT SIDE UP” and “KEEP DRY”.

7.4. Centre of gravity and slinging/lashing points

In the case of packages with a single gross weight totalling 2,000 Kgs and/or a height of more than 1 m, the centre of gravity shall be clearly marked with the symbol on two adjoining sides. For all items of equipment with an eccentric centre of gravity this symbol shall be marked at the bottom, side and top of the package. The slinging point shall be marked with a chain symbol. In the case of packing in boxes or crates, these packages shall also have metal or plastic corners at the slinging points. Lifting lugs to be calculated, defined and shown on the transport drawings. They will be used for any handling operations onto trucks for road transportation and onto vessels for sea transportation and onto wagon for rail transportation

  1. PACKING PERFORMANCE

8.1. instructions for packing

Once Inspection Release Note (IRN) of the equipment/material has been positively performed/issued for the whole or portion of the SUPPLY in compliance with technical requirements set forth in the Purchase Order, Transport Team will issue Instruction for Packing for completion to the SUPPLIER together with all relevant instructions for transport document preparation, which will be also split according to the final destinations. According to above instructions, SUPPLIER shall perform as minimum:

• Pack all material; • Prepare all documents needed for the transport execution (Final Packing List, Invoice,

etc), strictly in accordance with the given requirements; Input the necessary data in the PURCHASER Transport IT Tool, as far as applicable

• • Proceed with the marking activities; • Communicate the Final Readiness Date; • Pick-up location and contact details; • Obtaining any kind of certificates required for customs clearance in the country of

destination.

• Send Photos of packing for each package to PURCHASER

Unless formerly accepted by PURCHASER, if SUPPLIER does not comply with the above PURCHASER reserves the right to request a re-packing. Cost and expenses in connection with this re-packing shall be borne by the SUPPLIER. In the event quantity or volume of released equipment is not sufficient as per SUPPLIER packing methodology and philosophy and upon PURCHASER’s acceptance, SUPPLIER shall take advantage of the free storage period as described in the Purchase Order by awaiting future equipment release to reach sufficient quantity or volume in view of efficient packing.

8.2. Packing Inspection - Packing Execution

Packing of MATERIALS may be subject to inspection carried out by PURCHASER or PURCHASER’s representative, prior to cargo dispatch. Such inspection to be confirmed by PURCHASER in due time shall take place at SUPPLIER’ S designated premises, as per the following procedure:

• cases and/or crates shall be left open, • shrink wrapped plastic covering or vacuum plastic covering operations to be on stand-

by. packing lists and packing notes to be handed over to entitled inspector, for marking control,

for compliance examination of cases contents. Consequently, SUPPLIER shall:

performed by PURCHASER’s representative.

• After packing acceptance notified by PURCHASER, proceed to: shrink wrapping

operation as well as vacuum sealing,

• closing of cases and/or crates together with incorporation of the appropriate packing

lists and packing notes.

In case packing operations are to be performed by PURCHASER’s packer, SUPPLIER shall comply with following procedure:

a. Packing performed in SUPPLIER’s premises

o With respect to heavy and/or out of gauge equipment, SUPPLIER shall be equipped with suitable cranes (either mobile or travelling cranes) to execute lift on lift off operations for packing purpose.

o SUPPLIER shall make arrangements for a free access to a made up working area within SUPPLIER premises limits to allow PURCHASER packer’s performance.

b. Packing performed in PURCHASER packer’s premises

o SUPPLIER shall proceed

After checking that material is packed in accordance with our specifications and all transport documents are correct, PURCHASER will issue official Shipping Release Note to SUPPLIER. In the meantime, Transport Team will confirm instruction to Freight Forwarder with a Release to Forwarder to proceed with the specific transport services providing: • Pick up point information • Notification of Readiness Date • Final Shipping Documentation • Destination and Customs process to be applied • Method of transport

The formal Shipping Release Note approval will determine the formal fulfilment of SUPPLIERs contractual duties relevant to the delivery.

In addition to the packing and shipping documents, the SUPPLIER must also carry out the following services which are to be considered included in their prices:

• Carriage of SUPPLIER’ s sub-contracted equipment and material which must be re-

grouped in SUPPLIER’ s or packer’s workshops, whilst waiting for packaging. If required, the storage of material, before and after packing.

• • Loading, including lifting, securing, lashing, and stowing, of all cases, crates, or

packages onto means of transportation.

• Stuffing of containers, when required. • Preparation of accurate transport drawings. ( if applicable).

If the shipment is arranged by FCL container shipment whilst the Purchase Order is placed under FOB terms, INCOTERMS 2020, Container Stuffing Cost and other expenses (such as empty container pick-up cost, Terminal Handling Charge (THC), delivery cost of stuffed container to the port of loading) shall be paid by VENDOR.

10.6. ATTACHMENT F – SHIPPING INSTRUCTIONS

(a) SHIPMENT IN CARRIER’S AND SHIPPER’S OWN CONTAINERS (COC AND SOC)

In case of use of containers, the regulation under SOLAS resolution msc.380 (94) is to be observed.

According to this resolution, containers without a “verified gross mass” could not be loaded on board the booked vessels (at the port of loading). The verified gross mass will be required by the Master for the ship stowage plan of the sea-going vessel.

On this purpose, SUPPLIER shall, without additional cost to CONTRACTOR, shall issue a list of packages with gross weight for each container loaded. For shipments under FOB term, SUPPLIER shall perform weighing of containers as part of its scope of SUPPLY and issue the corresponding weight certificate.

Considering that containerization is a mode of shipment and not a packing material, the use of containers does not dispense SUPPLIER to provide seaworthy packing and shall not relieve of any packing obligations

Shipment by SOC shall require prior written approval by CONTRACTOR. However, if the shipment in container is recommended for reason of packing, shipping and/or storage of CARGO, VENDOR shall inform CONTRACTOR of such plan and obtain written approval in advance of delivery.

If SOC is to be used with CONTRACTOR’s prior written approval, the following conditions shall apply:

  1. The container shall have valid CSC Plate;
  2. All stickers and labels which are not related to the contents shall be removed;
  3. Erase the prefix of the Container ID Number.

If the shipment is arranged by FCL container shipment whilst the Purchase Order is placed under FOB terms, INCOTERMS 2020, Container Stuffing Cost and other expenses (such as empty container pick-up cost, Terminal Handling Charge (THC), delivery cost of staffed container to the port of loading) shall be paid by VENDOR.

For LCL shipment not shipped by the breakbulk/conventional vessel, small package, not intended to be stuffed in FCL, may be required to be delivered upon CONTRACTOR’s request to the port of loading for incorporation into a consolidated full container provided by NOMINATED FORWARDER(S). VENDOR shall pay stuffing and Terminal Handling Charge on a pro rata basis.

(b) MARINE SURVEY.

The marine surveyor at the port of loading will be arranged by CONTRACTOR for CARGO specified by CONTRACTOR to survey and confirm the equipment and/or materials are fit for shipping. VENDOR shall attend the survey and provide any information required by the marine surveyor. CONTRACTOR shall decide which equipment and/or materials are to be surveyed by a marine surveyor.

(c) PRE SHIPMENT MEETING Upon CONTRACTOR’s request VENDOR shall attend, at its own cost, a Pre Shipment Meeting to ensure all shipping arrangements appropriate for the equipment or materials being shipped and are in place.

(d) QUARANTINE REGULATIONS – FUMIGATION FOR EXPORT PACKING

Where VENDOR packs the CARGO in a wooden case/crate/pallet, or VENDOR uses a wooden skid, VENDOR shall use treated timber according to the International Standards for Phytosanitary Measures Publication No.15 (ISPM-15) as mentioned in PRESCRIPTIONS FOR PREPARATION OF DOCUMENTATION PACKAGES FOR TRANSPORT SERVICES (DPTS) 215122C-000-JSM-6507-0001 section 4.15

(e) DECLARATION OF HAZARDOUS OR DANGEROUS GOODS

i)

Declaration of Hazardous and/or Dangerous Goods

If VENDOR supplies any kind of hazardous and/or dangerous materials as specified in the latest International Maritime Dangerous Goods Code published by the International Maritime Organization and/or the Dangerous Goods Regulations, latest Edition published by the International Air Transport Association, irrespective of size, VENDOR shall submit the required documents as specified in Article 6 of GPSI including, but not limited to the following information to CONTRACTOR and/or OAO within one (1) month after receipt of the Purchase Order and shall also submit to NOMINATED FORWARDER(S) at least three (3) months prior to the delivery:

  1. Complete format with Safety Data Sheet (SDS) showing 100% of chemical ingredient and composition.
  2. Detailed description of materials, packing style, packing specification and actual quantity of such Hazardous and/or Dangerous goods.
  3. Special precautions or instructions for handling and preservation of the materials during shipping and storage period.

*** Note *** The SDS is required for every individual component or element of equipment or materials. Consequently, descriptions such as “composition: trade secret, mixture” are not acceptable. The SDS is also required to include the Chemical Abstracts Service (“CAS”) Registry No. published by the American Chemical Society. Especially, Nitrogen bottles for filling in equipment for preservation is one of dangerous goods. Depending on the pressure inside the equipment both SDS and Dangerous Goods Declaration (DGD) may be mandatory. Failure to provide them will lead to shipping company refusal to load. Therefore, VENDOR shall not attach any nitrogen bottle to any equipment.

ii) UN Mark of Receptacle for Dangerous Goods

VENDOR shall pack dangerous materials in a receptacle. The following mark and descriptions shall be shown, in addition to the shipping mark referred to in Article 11 as mentioned herein above: (a) UN mark or the equivalent mark (b) UN number (c) Name of the dangerous material If the mark is not shown on the receptacle, VENDOR shall obtain such mark from an authorized test organization in accordance with the IMO requirements. IMO will give the mark after testing the receptacle.

(f) EXPORT LICENSES AND EXPORT DECLARATION

For export licenses, Vendor shall refer to PRESCRIPTIONS FOR PREPARATION OF DOCUMENTATION PACKAGES FOR TRANSPORT SERVICES (DPTS) 215122C-000-JSM-6507-0001 section 4.11

Where CARGO includes goods, software or technologies originating or passing through U.S.A. and which are subject to the U.S.A. Export Administration Regulations, VENDOR shall obtain all required export licenses. For the Purchase Orders based on FOB or FCA terms, INCOTERMS 2020, the U.S.A. VENDOR shall prepare the U.S. Shipper’s Export Declaration (SED) using VENDOR’s name as U.S. Principle Party in Interest (USPPI) and Exporter Identification Number (EIN).

VENDOR shall sign and submit the U.S. Shipper’s Export Declaration to CONTRACTOR and VENDOR’s freight forwarder along with all other required documents. VENDOR is responsible for reporting to U.S. Customs.

VENDOR shall ensure that the U.S. Shipper’s Export Declaration is completed with the appropriate license information.

VENDOR shall issue copies of all licenses, U.S. Shipper’s Export Declaration and other relevant documentation to CONTRACTOR and, where required, CONTRACTOR’S NOMINATED FORWARDER at least one (1) month prior to the planned shipping date enclosing copies of all licenses.

Shipping will not be permitted if VENDOR fails to do so and VENDOR shall bear all costs and risks resulting from the failure including re-purchasing, remedial works, penalties and others.

(g) SHIPPING NOTICES

i)

Packing List (TR1002)

VENDOR shall submit to the Transport team in CONTRACTOR’s organization Packing List by using data and information available at that time. Packing List shall be prepared in accordance with specified in PRESCRIPTIONS FOR PREPARATION OF DOCUMENTATION PACKAGES FOR TRANSPORT SERVICES (DPTS) 215122C-000-JSM- 6507-0001 section 4.

ii)

Packing List (TR1003)

VENDOR shall prepare and submit Packing List to CONTRACTOR, which should include the information specified in PRESCRIPTIONS FOR PREPARATION OF DOCUMENTATION PACKAGES FOR TRANSPORT SERVICES (DPTS) 215122C-000-JSM-6507-0001 section 4.3.

In accordance with further instruction from CONTRACTOR, or NOMINATED FORWARDER(S), VENDOR shall revise Packing list and affix it to each package.

iii)

HAND-OVER PROCESS

Upon the issuance of the Inspection Release Certificate by PROJECT QCS team, SUPPLIER shall proceed with the material packing or finalize the marking in accordance with the PROJECT’s requirement.

Once done, and eventually after packing inspection, SUPPLIER shall issue full set of required shipping documents in line with the shipment number (SRN Number – see below) provided by PROJECT Team.

Depending on the delivery terms stipulated in the Purchase Order, SUPPLIER shall provide CONTRACTOR Transport & Logistics Team with:

the collection address, the full contact details and the date of cargo readiness for collection.

On this above basis and after review, CONTRACTOR Transport & Logistics team will issue an official Shipping Release Note (SRN) to SUPPLIER for endorsement. The formal SRN endorsement will determine the formal fulfilment of SUPPLIER’s contractual duties relevant to the delivery.

CONTRACTOR shall designate a freight forwarding company entitled to proceed with the PROJECT shipping operations under the agreed contractual obligations and responsibilities of all parties. This freight forwarding company is the sole entity intended to perform the below activities in case of EXW, FCA or FOB delivery terms:

Within three (3) calendar days after completion of export packing work and CARGO’s readiness for the delivery based on the Purchase Order delivery term, VENDOR shall submit CONTRACTOR and NOMINATED FORWARDER(S) with the following Shipping Documents as mentioned in PRESCRIPTIONS FOR PREPARATION OF DOCUMENTATION PACKAGES FOR TRANSPORT SERVICES (DPTS) 215122C-000-JSM-6507-0001 section 6.

VENDOR shall provide Packing Inspection Report and photos prior to Shipping Release.

Once all the documents are prepared correctly and issued, packing and all procedures prior to shipping have been completed to the satisfaction of CONTRACTOR, CONTRACTOR will issue Shipping Release Note (“SRN”) to VENDOR with copy to NOMINATED FORWARDER(S).
