SCOPE OF THE DOCUMENT

The purpose of this document is to inform the VENDOR about the Training Requirements to be considered during the preparation and execution of Theoretical Training at Site and/or at VENDOR’s facilities / Training Centre and Practical Training (On-The-Job Training) related Linear-Alkyl Benzene (LAB) Production Facilities in SKIKDA.

The VENDOR shall consider all what is stated herein for the preparation of the Technical and Commercial Offers. The Purchase order for the equipment will be released with an option for training activities in site and at Vendor’s Premises.

SCOPE OF THE SERVICE

The objective of the training requested is to develop technical expertise in a core of individuals so that there is a pool of knowledge within the new CA’s Organization, adequately prepared to safely manage, operate, maintain, and technically support the new installations and take over the long-term training of junior operators and maintenance staff.

Vendor will provide structured training courses to deliver instructions in the facilities operation, control philosophy, process and equipment description and maintenance requirements.

General course for all personnel will be supplied by Contractor as introduction to new plant process and machinery.

The training courses will include both Vendor Premises and site activities (following CA needs), including on-the-job sessions on the plant, as deemed necessary by the instructor and according to machinery and site personnel availability.

COORDINATION OF TRAINING BY CONTRACTOR.

Training is managed in a first step by a dedicated Project Training Manager based in CONTRACTOR’s HQ Milan who is the ‘’Focal Point’’ of VENDOR for any activity related to the preparation and execution of the Training.

Coordination of Training at Site should be ensured by a Training Coordinator (*) reporting to Project Training Manager and CONTRACTOR’s Site Authorities.

COORDINATION OF TRAINING BY VENDOR.

Within 2 months from the receipt of the Purchase Order related to the supply of the equipment / system / package, the VENDOR shall inform the CONTRACTOR about the name of the ‘’Focal Point’’ dedicated to the Training in its organization.

REMOTE TRAINING

Actually, Remote Training is not requested but, in case of new emergency with travel restriction, Vendor shall issue another bid for remote training within 2 weeks from the request following below instructions.

VENDOR shall make himself available for a huge use of remote Training Session due to travel restriction and to minimize the impact of COVID 19 emergency.

VENDOR shall promote the use of any tools, devices and procedure suitable for providing the remote training services avoiding the physical presence on site.

In the light of the above, VENDOR is required to include in the proposal for remote training all the applicable methodology for the Online Training Services.

The Remote philosophy shall comply with the general requirement for all the Training and shall be shared with CONTRACTOR and CA.

VENDOR shall propose connection platforms, in-house training management software, wearable remote support devices, and even possible optimizations of the plan/schedule based on the above.

TRAINING PROGRAM (TRAINING AGENDA).

Within 2 months from the date of base Purchase Order related Equipment / System / Package, Vendor is requested to issue a detailed Training Program related to the Theoretical Training in classroom at Site or at VENDOR’s facilities / Training Center for submission to CA / CONTRACTOR approval.

For each course reported in the Training Program, VENDOR shall provide the following information as minimum:

 Designation of Equipment with TAG number;  Title of the course;  Topics;  Duration of the course;  Category (discipline) of Trainees to which the course is addressed (i.e., Mechanics,

Electricians, Instrumentation, Control, Process, Laboratory……);

 Number of trainees.

This training program is requested for submission and approval by our CA of training proposed.. So it is requested before the release of Training option and it is part of scope of Base Purchase Order.

The training program for all the proposed training shall be submitted for approval from TCM to CA,12 months before commissioning tests.

Note: Unless otherwise provided instructions from the CONTRACTOR and to focus each group on the specific competences, Operation & Maintenance Training Programs shall be developed and conducted separately.

For the Theoretical Training sessions addressed to the Operation and Maintenance personnel, the program shall include as minimum:

 Equipment / Package / System overview;  Start-up and shut-down operations;  Normal operation instructions;  Trouble shooting guidelines;  Maintenance and Inspection Procedures and Schedule;  Safety;  Emergency procedures.

For the Theoretical Training sessions addressed only to the Maintenance personnel, the Training shall be conducted in individual groups of Mechanical, Electrical and Instrument disciplines. The Training will be mainly focused on Maintenance aspects.

Each course shall include instructional Site visit(s) as deemed possible and necessary.

DURATION OF TRAINING.

The duration of Theoretical Training in classroom at Site or at VENDOR’s facilities / Training Center shall be proposed by the VENDOR according to its experience and complexity of the Package / Equipment / System supplied.

The duration of the theoretical training proposed by VENDOR shall be discussed with CA.

Training schedule and timetable shall take into account the normal CA’s personnel working hours (usually, the daily duration of the Training is 8 hours/day for 5 day/ week).

EQUIPMENTS / PACKAGES / SYSTEMS CONCERNED BY THE THEORETICAL TRAINING AT SITE AND/OR AT VENDOR’S FACILITIES.

Theoretical Training in classroom at Site and/or at VENDOR’s facilities / Training Centre can be required for any Equipment, Packages or System.

More particularly but not limited to, a Training will be conducted for here below listed Equipment, Packages or Systems (if any):

10.1 Mechanical.

For the following Mechanical Equipment:

 Centrifugal Compressor;  Reciprocating Compressors;  Air Compressors;  Main Blowers;  Main Pumps  Flares;  Firefighting Pumps

10.2 Pakages

For the following Package/ System:

 Fiscal Metering/ Reducing System.  Dosing Unit  Demi Water Unit  Water treatment Unit  Hydrogen Production Unit  Cooling System  Steam Generator  HVAC

10.3 Electrical.

For the following Electrical Equipment:

 HV GIS System;  Power Transformers;  Electrical Switchboards;  AC UPS and DC Systems  Emergency generator  Electrical Monitoring System / SCADA.

For Control Systems, the CONTRACTOR shall provide specific instructional & operational training courses for CA’s personnel at site on the type of Automation Control System provided (i.e., PCS/PLC, ESD, F&G, etc.) with associated interfaces and field elements. The training shall be developed in such a way as to allow for both Operational & Maintenance personnel complete familiarization in the control aspects, fault-finding and management of the completed system.

Theoretical training of automation control systems (PCS/PLC, ESD, F&G, etc.) shall provide the operators with a thorough understanding of the applicable system layout, hardware description, control philosophy, equipment operation & monitoring aspects.

The aspects stated below shall be included for on-site training relating to advanced automation systems. The Training shall be imparted on the real system and shall include the following as a minimum:

• System engineering limited to point/loop/graphic/report/trend/alarm/network configuration. • System Error Codes and Diagnostic messages. • Preventive Maintenance Plans. • Spare Requirements.

For the following Automation & Control System (ICSS= Integrated Control and Safety System):

 DCS;  ESD;  F&G  MMS Vibration Monitoring System

For the following Instrument Equipment:

 Analyzer;

NUMBER OF TRAINEES.

The number of Trainees to expect is up to 10 for Theoretical Training in Classroom.

For General Training supplied to all workers in the plant is up 25.

For practical training (OJT) is generally up to 8.

The number of trainees shall be discussed with CA.

TRAINING LANGUAGE.

As stated in CA contractual documentation, the training will be delivered in French or English Language.

If the Trainer does not speak fluent French, an experimented and qualified Technical Interpreter shall be provided by the VENDOR.

All documentation (Training Agenda, Training Material, Quiz, Training Certificates……) shall be in French.

TRAINING MATERIAL.

It shall be submitted for CONTRACTOR/CA’s approval within 4 weeks from the date of the release of the Option Training expected in the Purchase Order.

The VENDOR shall provide to each Trainee one approved set of hardbound Training Material and comprehensive Training aids, i.e. graphics, diagrams and P&ID’s.

The VENDOR shall provide to the CONTRACTOR and CA in hard and soft copies the final Training Material used during the courses.

The VENDOR will prepare the verification tests to assess competencies of trainees.

MOBILIZATION OF TRAINER(S).

The Trainer(s) shall be mobilized after receipt of a ‘’Notice to proceed’’ sent by e-mail at the latest 6 weeks prior the first day of Training.

14.1 EXPERIENCE OF TRAINER(S).

The Trainer(s) provided by the VENDOR shall be experienced for Training. CV of Trainer(s) to submitted for CONTRACTOR/CA’s approval within 4 weeks from the date of the release of the Option Training expected in the Purchase Order.

If required, VENDOR shall take care of all the formalities for obtaining the Visa for the Trainer(s).

Training ensured by VENDOR’s Commissioning Eng. already at Site for Commissioning activities shall be subject to formal request to CONTRACTOR/CA for approval.

TRAINING SCHEDULE.

The Theoretical Training at Site and/or at VENDOR’s facilities / Training Centre should begin approximately 3 months prior the beginning of start-up. Anyway, the period in which the Theoretical Training will be carried out will be agreed between The Parties in due time.

The Practical Training (On-The-Job Training) will be conducted during the Pre-Commissioning and Commissioning phases.

QUIZ (VERIFICATION TESTS).

At the end of each course, it could be requested a Quiz (bilingual French / English) to be completed by each Trainee to check his/her assimilation of the course. Quiz shall be submitted to the CONTRACTOR within 4 weeks from the date of the release of the Option Training expected in the Purchase Order.

ATTENDANCE OF TRAINEES.

At the end of each Training session, the VENDOR shall provide all Trainees with a satisfactory completion Certificate to attest their attendance and the successful completion of the Training. A copy of each delivered Training Certificate shall be sent to the CONTRACTOR for information.

The Template of the Certificate shall be submitted to CONTRACTOR / CA for approval within 4 weeks prior the beginning of the Training session. It is not excluded that the CA requires to use his own Template.

A daily logbook of Trainees attendance shall be prepared and managed by the VENDOR and communicated to CONTRACTOR’s Site Training Coordinator for archive.

PRICE BREAKDOWN

With the Commercial Offer, VENDOR is required to provide as ‘’Optional Activities’’:

18.1 Option I - Training at Site

 Lump Sum Fixed Price for each classroom theoretical session at Site (Travel Expenses and

board and lodging on reimbursable base)

 Daily rates in case of Training duration extension or reduction

  Note: The time spent by VENDOR’s Trainer during the Practical On-The-Job during Pre-

Commissioning / Commissioning / Start-up will be according to the rates used for VENDOR’s assistance during Pre-Commissioning / Commissioning / Start-up.

18.2 Option II - Training at VENDOR’s Facilities

 Lump Sum Fixed Price for each classroom theoretical session at VENDOR’s facilities or/and

at Training Centre

 Daily rates in case of Training duration extension or reduction

18.3 Option III – Remote Training (only if requested)

 Lump Sum Price for each classroom theoretical for Remote Training  Daily rates in case of Training duration extension or reduction Remote Training

PRICE VALIDITY

Price exposed will be valid until end of warranty of main supply. Rate for extension validity is requested.

SUB-CONTRACT.

Training may be subcontracted at a Third Part only after CONTRACTOR Training Manager ’s authorization. Requests for subcontracting must be justified and documented.

TIMESHEET.

The attendance of the Trainer(s) shall be formalized through dedicated Timesheet to be properly filled on last day of Training. Signed Timesheet shall be attached to VENDOR’s invoices.

The Timesheet used will be according to CONTRACTOR’s Template. Timesheet will be checked and signed by both parts (Vendor and Contractor).

PRACTICAL TRAINING (ON-THE-JOB TRAINING).

This Training is related to:

 Operational Training (On-The-Job Training) for Operation personnel;  Machinery Maintenance (On-The-Job Training) for Machinery Technicians;  Instrumentation Maintenance (On-The-Job Training) for Instrumentation Technicians;  Electrical Maintenance (On-The-Job Training) for Electrical Technicians;  Control System Maintenance (On-The-Job Training) for Automation/ Control Technicians;

22.1 On-The-Job Training addressed to the Operation personnel.

Trainees shall receive specialized ‘’hands-on’’ practice on key areas of the new facilities and process Equipment.

On-The-Job Training addressed to the Operation personnel shall also include the use of the new facilities process control system.

22.2 On-The-Job Training addressed to the Maintenance personnel.

On-The-Job Training addressed to the Maintenance personnel (Machinery, Instrumentation, Electrical, automation and Control Technicians) shall include all the necessary maintenance requirements and troubleshooting procedures of the key Equipment and Control elements.

The aspects stated here below shall be included for advanced automation systems. The Training shall be conducted on the real systems.

TRAINING ASSESSMENT.

23.1 Theoretical Training in Classroom at Site / VENDOR’s Training Center:

Assessment.

Before the beginning of the Training, CA’s personnel will be initially assessed by VENDOR’s Trainer to evaluate the level of knowledge and the correspondence between the selected Trainees and their relevant job position.

During the Training session, VENDOR’s Trainer shall monitor and evaluate the individual learning ability and capacity of the Trainees.

For each Training Session, the Trainees will be assessed competent (C) or not yet competent (NYC). When a Trainee is assessed NYC, the Trainer will recommend an immediate remedial action to assure the Trainee meets performance criteria as soon as possible.

Where the Trainee’s required level of expertise is not reached, it will be responsibility of the VENDOR’s Trainer to inform CONTRACTOR’s Training Coordinator.

23.2 Practical On-The-Job Training at Site: Assessment.

VENDOR’s Trainer will implement a Training evaluation system to track and record the progress of the Trainees (Weekly knowledge and/or performance test)

VENDOR’s Trainer shall meet at agreed intervals with CONTRACTOR’s Training Coordinator to plan, develop and approve Training programs and to review Training progress.

23.3 Trainees’ Training Evaluation.

For each Theoretical Training course conducted, Trainees will be asked to assess the quality of the Training in terms of:

 Achievement of objectives  Training content  Training methodology  Training duration  Training material

Assessment form to use will be developed by VENDOR’s Trainer. The evaluation shall allow VENDOR’s Trainer to adapt the Training content and organization and implement, if necessary, corrective actions.

24

CLARIFICATION REQUEST.

If necessary, VENDOR can send a formal Clarification Request by e-mail directly to the CONTRACTOR’s Training Manager.
