The basic concept of safety in surface preparation, coating/hot dip galvanizing application and inspection is being knowledgeable in safety procedure, proper use of safety equipment and being aware of the hazard involved. Before starting product application, it is recommended that PARTY shall read all available safety data of handled materials.

PARTY must have a written Safety program. CONTRACTOR shall approve the safety program before starting any work. Activities shall be carried out in compliance with local Laws and Safety, Health and Welfare at Work Regulations. PARTY shall be responsible for the safety of own personnel. Painting Subcontractor must observe SSPC Guide 17 “Guide to Developing a Safety Program for Industrial. Coating and Lining Companies” and all the safety prescriptions relevant to site/plant area. Particular care shall be taken when paints are applied to plastic pipes or plastic equipment; in that particular scenario, components shall be shielded to avoid attach due to solvent contained in paints.

6

GENERAL REQUIREMENTS

Painting of steel surfaces shall be performed in accordance with this Specification and SSPC-PA1 and Paint Manufacturer’s recommendations if more stringent. Where above documents are given in permissive terms e.g. “should”, “may” and “recommend” these shall be considered mandatory.

Surface preparation of steel surfaces shall be in accordance with SSPC or ISO specifications.

Platforms, floor plates and gratings, stairs treads and channel, ladders, safety cages, handrail assemblies, instrument raceways, other small pieces of structures and equipment and their bolting may be hot dip galvanized in accordance with the ASTM A123 or A153 in alternative to painting.

High strength bolts can be hot dip galvanized provided that either a dehydrogenation heat treatment is carried out or the surface preparation is made without pickling (e.g. sand blasting), in order to avoid embrittlement of the steel due to hydrogen diffusion.

Hot dip galvanizing can be proposed as an alternative to painting for other items to be painted. Unless already specified in Material Requisition, hot dip galvanizing in lieu of painting requires written approval by CONTRACTOR. Unless otherwise indicated in material requisition, all shop fabricated materials (vessels, heat exchangers, structural steel, piping, etc.) requiring painting shall be cleaned and shop painted

The painting application shall be carried out only at the following conditions:

  1. specifically for outdoor applications (to be authorized case by case by CONTRACTOR), when stable weather conditions are expected without having the likelihood of a change in weather conditions within two hours after application, resulting in conditions not matching with below mentioned requirements, or in deposition of moisture (rain, snow, condensation, etc.) upon the surface

  2. general requirement for air temperature: within the range of 5 - 40°C (minimum value of 10°C, for two component catalyzed paints) winter grade products can be applied at air temperatures below 5°C

  3. general requirement for air relative humidity: ≤ 85% (minimum value of 50% for inorganic zinc

primer application)

  1. steel temperature shall be as per air temperature and at least 3°C above the dew point

temperature of the surrounding air.

Note: All specified air temperatures and relative humidity shall comply with Paint Manufacturer’s recommendations if more stringent.

Temperature and humidity shall be continuously monitored. A system for heating and / or dehumidifying shall be provided in the workshop and shall be used if the environmental conditions do not match to the abovementioned requirements from abrasive blasting to final curing of the products (‘dry to handle time’ in case of silicone paints). The painted surfaces shall be protected by rain, condensation, dust, salts and pollution during both application and curing time frame as defined by the Paint Manufacturer.

Only skilled and qualified workers shall carry out the painting operations (surface preparation included). The standard SSPC-PA 1 “Shop, Field, and Maintenance Painting of Steel” shall be followed as guide for each operation. ISO 12944 part 7 can be used as alternative.

Stripe coating method, by brush, shall be applied only in these cases when other methods are not possible to apply or on all the areas difficult to reach such as:

− welds − bolts & nuts (if required and approved!) − corners & edges − holes − as well as touch up areas (including fasteners)

before the intermediate layer is applied.

Intermediate and/or finish coating application shall be performed only if the previous coat has been checked to be in perfect condition. The overcoating and curing time indicated in PDS shall be the followed for establishing the minimum time schedule. Only for inorganic zinc, the overcoating time depends on positive execution of rub test as per ASTM D4752.

Surfaces not in direct bonded contact, but inaccessible after assembly, shall receive the full specified / manufacturer standard painting system before assembly.

The application of the whole painting system shall occur without sag, runs, blistering, wrinkling and spots. The color shade and the gloss shall be even.

The minimum dry film thickness shall conform to the requested value. Additional coats shall be applied when the request value is not obtained. The maximum dry film thickness shall suit to the value indicated in the technical data sheet of the product. Dry film thickness higher than the max allowed by technical data sheet shall be repaired as per Paint Manufacturer recommendation. There are no specific requirements relevant to primer and intermediate colors, but each coat shall have a different color from the previous one in order to prevent unpainted areas and to facilitate inspection.

Intermediate coating on inorganic zinc primers shall be applied with the method of the “mist coat” to remove air and water entrapped.

Stainless steel shall never come in contact with coat containing low melting point metals and in particular zinc and its salts. PARTY shall protect the stainless steel surfaces whenever application of coat containing low melting point metals is in progress near stainless steel surface.

When two different steels are welded together (for example ferritic steel/stainless steel), the more noble steel surfaces shall be painted by a width of 50 mm in addition to the welding seam unless otherwise specified. Coating based on zinc or zinc salts cannot be used for coating/repairing such joints. If required by dedicated specification/drawings/etc.:

− The painting system applied on steel structures shall not obstruct the earthing system. In principle, only a conductive primer, such as ethyl silicate inorganic zinc or zinc rich epoxy primer shall be applied on the contact surfaces fixed by bolting or where electrical conductivity shall be guaranteed.

− As per SSPC-PS 12.01, on faying surfaces certain zinc-rich primers, when un-top-coated, provide sufficient friction to allow their use on faying surfaces of high-tensile bolt connections. The Paint Manufacturer shall be consulted regarding the suitability of the zinc-rich primer for this purpose and shall submit test data and parameters for use. The primer selected shall not

12.2 Spray Application

Each layer of coating shall be applied uniformly and completely over the entire surface. All runs and sags shall be brushed out immediately, or the paint shall be removed and the surface re- sprayed. Before spraying each separate layer of coating, it is necessary that all areas such as corners, edges, welds, small brackets and interstices shall be pre-coated (usually by brush or pre-spraying, completed with intermediate curing) to ensure that these areas have at least the minimum specified thickness. For edges however, pre-spraying shall be preferentially used, since this may be more effective in obtaining the required result.

12.3 Brush Application

Brush application may be used, provided that Paint Manufacturer considers the coating material suitable for brush application. Brush application can be used under the following circumstances:

“touch-up” or repairs to locally damaged areas or areas of incorrectly applied paint.

− − application of the initial coat of paint to corners, edges, crevices, holes, welds or other irregular

surfaces.

Brushes used in brush application shall be of a style and quality that will permit proper application of paint. Good quality hog bristle is preferred. Rollers should be manufactured from good quality “carpet pile” or lamb’s wool.

12.4 Coating of Hot-Dip-Galvanized Steel

Hot dip galvanized steel in new constructions shall not be coated unless stated or agreed otherwise (refer to Table 1 and Table 2).

12.5 Repair and Maintenance of Coatings

When repairing painting film defects, the Paint Manufacturer’s instructions shall be followed.

In case of local damage to coating during fabrication, all damaged coating shall be removed, and the complete area shall be re-coated per the original applicable painting system. Before application of any coating layer, all damaged coating material shall be removed, and the applicable surface preparation shall be (re-)applied. On principle, the repairing shall be carried out starting from surface preparation and from application requirements as indicated in this specification. In case of repairing, the affected areas shall be delimited by using adhesive tape to form squares or rectangles. Coating based on zinc or zinc salts cannot be used for repairing stainless steel and FS joints. Paint Manufacturer shall provide detail instruction for repairing on its own headed paper which shall be attached to PARTY working procedure (refer to paragraph 17). Welding and flaming weaken the binder of the coat. Therefore, in addition to the visibly defected surface at least 50 mm wide area shall be removed. In repairing hot dip galvanized structures, damaged areas shall be treated as per ISO 1461 or ASTM A 780 and:

− Surface preparation: ISO 8501-2 grade P Sa 2½ or P Ma (for limited areas) or Power tool

cleaned as per SSPC SP 3, roughness as per PDS or Paint Manufacturer recommendations

− Primer: organic zinc rich applied at the same thickness of the original coating.

13

PAINTING SYSTEMS

PARTY shall select the painting products from the following list of Paint Manufacturers (alphabetical order): CARBOLINE, HEMPEL, INTERNATIONAL PAINT/AKZONOBEL, JOTUN, PPG (AMERCOAT/SIGMA COATING), SHERWIN WILLIAMS.

In Table 1 the applicable painting systems are reported. Any paint product shall not be used at operating temperatures higher than the maximum temperature specified by the Paint Manufacturer.
