PURPOSE

This procedure defines the technical and administrative document numbering and describes the set of information attached to this documentation issued by all parties (among which Vendors and subcontractors) involved in the project REALISATION EN EPC D’INSTALLATIONS DE PRODUCTION DE LINEAR-ALKYL-BENZENE (LAB) IN SKIKDA ALGERIA.

The EPC project shall be carried out based on the contract documents and fulfilling the requirements of any applicable Local Standards and Regulations. The order of precedence to adopt for the development of the Detail Design shall strictly follow the below sequence, in a top-down order, applied to both the relevant contractual documents and the regulatory references:

The Contract body (the so-called Terms&Conditions) and all its annexes from Annex I to

Annex XXIII,

Local Regulations (for sake of clarity: the Algerian Law),
Applicable nationals and international norms, codes and standards (last edition).

CATEGORY OF DOCUMENTS

The criteria to allocate the documents categories are defined in Contract in 5-Annexe V-Documents à transmettre au Maître de l’Ouvrage and Annexe II Etendue et Limites des Prestations and they are here below recalled for prompt reference.

 CATEGORY 1: CONTRACTOR shall get approval from CA before proceeding with the project activities (original Wording from Contract: L’entrepreneur doit avoir I’approbation du Maitre de I’ouvrage, le travail sera interrompu jusqu’a I’approbation du Maitre de I’ouvrage) .

 CATEGORY 2: CA comments will be implemented by CONTRACTOR based on his own

evaluation; project activities can proceed anyhow (original wording from Contract: L’entrepreneur integrera les commentaires du Maitre de I’ouvrage a sa satisfaction, le travail n’est pas interrompu).

 CATEGORY 3: deliverable issued only for information and/or coordination (original wording

from Contract from contract: exige uniquement pour information et/ou coordination,).

According to Annex V of Contract, the following project deliverables typologies shall be under Category- 1` (Issued for Approval):

Annex V of Contract clarifies anyhow that Category 1 shall be assigned only to deliverables of primary importance for the development of the project and, considering the longer review time by CA, they shall be as less as possible.

Any project deliverable that is not required to be category 1, shall be classified by CONTRACTOR either as Category-2 or Category-3, based on the actual criticality of the item.

As per clause 5.1.2 of Contract, the delay time for CA review of documents issued by Contractor is:

 21 calendar days for Category 1 deliverables,  15 calendar days for Category 2 or 3 deliverables.

In case no comments are formally issued by CA within the review delay time, the relevant deliverable shall be implicitly considered as approved without comments.

IDENTIFICATION AND NUMBERING OF PROJECT DOCUMENTS

All project deliverables issued by Contractor shall be identified and numbered consistently with the rules reported here following. Any time a specific project deliverable is mentioned / recalled, the number depicted in this present section shall be used. For P&IDs only, numbering shall be according to next section 3.1. The number assigned to each project deliverable shall be composed by a alpha-numeric code ranging between 17 to 23 digits depending on the document typology. Deliverable number shall be always completed by the revision index.

Reference to process unit number (e.g. 0200) Sequential number. First two digits allow the link with relevant UOP licensed P&ID (e.g. 5101). Revision index (from 1 to 3 digits)

With the aim to allow an easy correspondence between the EPC deliverables and the same typology of FEED deliverables, conversion tables have been created and they are available in Annex 2 of present procedure.

3.2

Identification of revision index

Revision index shall be a progressive number from 0 onward for any kind of document. Any time a project deliverable is issued, next progressive revision index shall apply. In case of “site red mark up” due to field changes, the master copy shall have a revision index tracked with “S” (e.g. in case _2 of IFC document is red marked up in field, the new revision index shall be _2S1). As-built issue shall have a revision index _50 onward.

3.3 Reason for issue

Project deliverables shall have reason for issue depending on the document type and the milestone step. The acronym and description of the different “reason for issue” are shown in following Table 1.

3.4 CA approval / review codes

As agreed between the parties, the following approval / review codes depicted in Table 2 shall be applied by CA on engineering documents issued by Contractor:

As per Annex V of Contract, Code 3 – Rejected is applicable only in cases of major comments affecting the subject of the document itself.

3.5 Milestones set

The (minimum) milestones listed in Table 3 are envisaged for the project deliverables depending on the document typology and the document category.

The link of milestone sets with the different document typologies has been agreed with CA based on contract requirements and specific project needs. In particular, as agreed with CA, the following document typologies shall follow the fast track (2 submissions) in order to meet the project schedule targets:

• Civil documents. • TBE. • Procedures. • Management documents. • Calculation notes. • Reports.

In particular cases, based on the need for the smooth development of project activities, Contractor can decide to make additional intermediate issues (i.e. 1, 2, 3 etc.) before issuing for Final / Construction. This might happen in case the relevant document has still some major points “on hold” to be finalized through engineering activities, even if the document has received review either code 1 – Approved without comments or code 2 – Reviewed with comments from CA.
