IDENTIFICATION OF SPARE PARTS
Within the scope of this present Contract, the different spare parts, consumables and chemicals are defined as here following.
4.1 Critical Spare Parts
Critical Spare Parts are spare parts that may be required to replace parts of important equipment of the plant with the aim to ensure the good working of the same and that have manufacturing time longer than 6 months (ref clause 1.1.50 of Contract).
4.2 Spare Parts (2 years)
2 Years Spare Parts are the spare parts necessary to perform the proper preventive maintenance of the equipment or part of it that has an expected service lifetime of less than 2 years (ref. clause 1.1.51 of Contract).
4.3 Spare parts and consumables for construction, commissioning, start-up and test run
This includes all the spare parts and consumables that are necessary to perform properly the activities of installation, commissioning, start-up and test run of plant units until the Provisional Acceptance Certificate (ref. clause 5.2.5.1 of Contract).

VENDOR REQUIREMENTS FOR SPARE PARTS AND CONSUMABLES
5.1 Spare Parts and consumables
With regard to its scope of supply, VENDOR shall produce a detailed list of spare parts consisting of:
a) Critical Spare Parts as defined in paragraph 4.1 b) 2 Years Spare Parts as defined in paragraph 4.2 c) Spare parts and consumables for construction, commissioning, start-up and test run as
defined in paragraph 4.3.
The recommended typology and quantities of these spare parts and consumables shall be defined by VENDOR based on its own experience and expertise.
The basis for the selection of spare parts is the VENDOR’s recommendation by means of the SPIR. For that purpose, the SPIR template available in Attachment 1 shall be used for recording and identifying of interchangeable parts and calculating the quantity of the spare parts. The selection requirements for spare parts has to include the following guidelines, but not limited to:
a. Key operation and safety functions of the equipment,
b. expected delivery time and transportation time to Site of items not stocked,
c. Possibility of damage during installation and commissioning,
d. Expected normal wear and tear during first years of operation,
e. Service interval stated by Manufacturers maintenance policy,

f. Possible repair/exchange items,
g. When spare parts need to be tested/inspected together with the equipment, it shall be
assured that they are available at the workshop during the equipment testing/inspection.
h. To assist in reducing excessive stock, repair kits typically used for repairs shall be
considered. Each repair kit shall be provided with a part number and sub-assembly and all repair kit components shall be given part numbers. Low-value items, such as small O- rings, small diaphragms, electronic components, gaskets, fuses, signal lamps, etc., not included in the repair kits, shall be ordered in standard commercial package quantities, e.g., 10, 25, etc.
i. CONTRACTOR may authorize VENDOR to use the Catalogue references for any identical
equipment/spare listed.
Consideration shall also be given to order complete instrument and electrical assemblies, such as controllers, recorders, amplifiers, transmitters, printed circuit boards, (blank) orifice plates, thermocouple assemblies, terminal blocks, compression fittings, etc. Recommended quantities for ordering are approximately 5% of quantities installed, unless specified otherwise. Critical and Two Years Spare Parts cannot be used for Construction, Pre-commissioning, Commissioning and Start-up activities.
In the identification of the Critical Spare Parts, VENDOR shall consider also any redundancy within its scope of supply. This means that any item that is 2x100% redundancy in the package architecture (e.g. n. 2 pumps 100%) won’t be considered as “critical” since its failure can be mitigated by the available spare item without any impact. VENDOR proposals spare parts shall include all the necessary supporting technical documents and drawings. VENDOR shall provide, as specified in MR, the spare parts list together with all the technical information by filling in all the fields of the Spare Parts List and Interchangeability Record (SPIR) form enclosed in Attachment 1. SPIR form duly filled in by VENDOR shall be reviewed and agreed by CONTRACTOR before submission to COMPANY for final approval. To that end, VENDOR shall prepare the complete and consolidated list of Critical Spare parts during technical alignment phase. Same list shall be then reported within the SPIR form during execution phase.
5.2 Special Tools
VENDOR shall propose the special tools or special equipment (if any) required to carry out the installation, commissioning, start up, operation and periodic maintenance of the equipment part of its scope of supply. Based on the Special Tool list provided by VENDOR, CONTRACTOR shall give confirmation of which items to be included in purchase order.

GUARANTEE SPARE PARTS
VENDOR shall assume responsibility and guarantee the availability of spare parts for its equipment for a period of ten (10) years from the equipment delivery date or as required by COMPANY.

If any parts become obsolete, VENDOR shall guarantee equivalent and suitable parts consistent with the original equipment purchased.
7
PROCUREMENT AND PACKING
7.1 Procurement
Based on the data filled in SPIR by VENDOR as per previous section 5, CONTRACTOR will give feedback to VENDOR about the typologies and quantities of spare parts to be included in PO. Approved SPIR, resulted from the final feedback by CONTRACTOR about the typologies and quantities of spare parts, shall be included in PO, after joint assessment by COMPANY and CONTRACTOR, pursuant to Contract requirements.
7.2 Packing
7.2.1 Critical Spare Parts
Critical Spare Parts shall be packed separately from the main equipment and packing container shall be clearly marked “Critical SPARE PARTS”. Bill of material shall be enclosed, and a copy securely attached to the packing case.
7.2.2 Two Years Spare Parts
Two Years Spare Parts shall be packed separately from the main equipment and packing container shall be clearly marked “Two years SPARE PARTS”. Bill of material shall be enclosed, and a copy securely attached to the packing case.
7.2.3 Spare parts for construction, commissioning and start up
Spare parts for construction, commissioning and start-up shall be packed separately from the main equipment and other spares. The packaging container shall have clear marking “SPARE PARTS for commissioning”. Bill of material to be enclosed and its copy to be attached to the shipping box.
7.2.4 Special Tools
Special Tools shall be packed separately from the main equipment and packing container shall be clearly marked “SPECIAL TOOLS”. Bill of material shall be enclosed, and a copy securely attached to the packing case.
7.2.5 Spare Parts Labeling Method
Critical Spare Parts, Construction and Commissioning Spare Parts, Two Years Spare Parts, Special Tools, shall be individually labeled with the CONTRACTOR (SAP) Material Number by one of the following methods:
a) An aluminum label imprinted with lettering approximately 6mm (1/4 in) high and secured
to the part with S.S. wire.
b)
Inscribing with an electric spark, engraving pencil.
c) Mark large items with non-fading moisture resistant marking ink, figures/letters to be at
least 25mm (1 in) high. Ink shall be Pannier Yellow Industrial or equal.
d)
Items such as ball bearings which in actual storage will remain in their packing, may be

7.2.7 Preservation and Storage
VENDOR shall implement (as a minimum) the requirements of preservation and storage applicable to spare parts and special tools stated in GENERAL SPECIFICATION FOR VENDOR PRESERVATION doc. 4439-FZ-SG-000000001. Also, any additional requirements from Vendor based on its own experience, if any, shall be taken into consideration.

SPARE PARTS LIST AND INTERCHANGEABILITY RECORD - SPIR
The Spare Parts List and Interchangeability Record SPIR template enclosed in Attachment 1 shall be used by VENDORs for entry of all required spares information. CONTRACTOR shall review and approve the details of all the VENDOR’s Critical Spare Parts, Construction and Pre-Commissioning Spare Parts, Two Years Operation Spare Parts, Special Tools, prior to forwarding to COMPANY for approval.
VENDOR shall list in one common SPIR all the Critical Spares, Construction and Pre-Commissioning Spare Parts, Two Years Operation Spare Parts.
VENDOR shall submit to CONTRACTOR the SPIR form, including, as minimum, the following details:

Sectional or other drawings or catalogue data showing all parts quoted;
All documents required as detailed in relevant PO or MR
It is VENDOR’s obligation to assure that the information reported in the SPIR is correct, comprehensive and accurate.

CONTRACTOR SPARE PARTS COORDINATION
CONTRACTOR Spare Parts Coordinator (SPC) shall be responsible for coordinating Project Spare Parts management activities according to the Project Procurement Execution Plan doc. 4439-ZZ- PL-000000001. Based on Project need, the role of Spare Parts Coordinator might be performed by Project Procurement Coordinator.

INSTRUCTION TO THE VENDORS FOR FILLING-IN OF SPIR FORM
Following are the instructions for VENDORS for the filling-in of the spare parts interchangeability record and for the spare parts labelling. The filling in of SPIR form has to the provided NOT IN HANDWRITING. VENDOR shall fill in the labels in English using capital letters, in a readable manner. The label must be secured to the Spare Part using an appropriate string. Each label shall identify one type of Spare Part only. The SPIR form duly filled in will be returned both in acrobat and excel format by email. The below points, that are directly referred to the same number in the SPIR form, have to be mandatory filled in by VENDOR, with the exception of the ones under CONTRACTOR’s duty. Detailed instruction as to how to fill in SPIR – please refer to Attachment 1 hereof.
